The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects
• Perform prescribed preventative maintenance procedures on all relevant equipment
• Actively participate in maintaining a clean and safe work environment
• Order necessary parts to maintain equipment or construct replacement parts
• Respond to night and weekend emergency calls as needed

In addition, the Senior Instrumentation and Electrical Technician shall:

• Train assigned employees in their areas of work
• Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications
• Supervise the use, care, and operation of process control instrumentation, electrical, and related equipment; research, evaluate, and make changes to improve the preventative maintenance program and equipment performance
• Identify safety issues and correct them and ensure adherence to a high level of safe work practices and procedures
• Oversee and participate in planning the installation of new or improved electrical and electronic systems, equipment, and machinery; lead and train City staff on operation of new or modified systems
• Provide technical advice and support to operators, supervisors, City engineering staff, and outside agency personnel; work closely with private control system design and engineering teams
•  Oversee development and oversight of a Preventative Maintenance Program including training and adherence to best standards of electrical safety principles and practices
• Direct contract employees performing electronic or electrical installations and repairs
• Program, install, maintain, modify, and upgrade Software Control Programs that are utilized in programmable logic controllers and operator interface devices, including Supervisory Control Data Acquisition (SCADA) systems

About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. The Department of Public Works at the County of San Mateo is seeking qualified candidates to fill the role of Wastewater Collection Worker I. This crucial position involves a range of semi-skilled and manual tasks critical for the operation and maintenance of our sanitary sewer and storm drain systems. Incumbents will be responsible for the hands-on management of infrastructure that protects community health and the environment, employing various light construction and specialized wastewater collection equipment.

There is currently one Wastewater Collection Worker I vacancy in the Department of Public Works.

• Be certified for confined space entry to inspect, repair, raise, adjust, and construct manholes.
• Make minor repairs to pumps and other equipment.
• Drive, operate, and monitor wastewater collection system and road maintenance equipment, including but not limited to ½ and 1-ton trucks, haul behind compressors, and walk-behind rollers.
• Report maintenance issues of wastewater collection system and road maintenance and construction equipment.
• Respond effectively and appropriately to sanitary sewer overflows and backups.
• Monitor tools and equipment to ensure they are maintained in good working order and inform supervisor when maintenance or replacement is required.
• Operate light equipment used in trenching and pipe repair and replacement work including small tractors, light trucks, pumps, generators, compressors, forks, shoring equipment, and other tools.
• Read domestic, commercial, and industrial water meters; compute water consumption since the previous reading.
• Prepare clear and comprehensive reports such as leaks in sewer mains, laterals, and manholes; courteously and effectively communicate to customers of lateral problems that require attention or repair.
• Receive, record, and respond to complaints and answer questions regarding complaints.
• Practice safety relating to public works projects.
• Perform related duties as assigned.
   

This position requires participating in an "on-call" rotation once sufficiently trained and to be available to assist in emergencies outside of normal working hours.

Qualifications

Licensure/Certification:

• Possession of a Class C California driver license or equivalent AND
• The ability to obtain, within 18 months from the date of hire:
• Class B California driver license with both air brake and tank endorsements, AND
• Grade I Collection System Maintenance Certification through California Water Environment Association's (CWEA) Technical Certification Program.

About the Position

Under general direction from the Public Works Superintendent, this position is responsible for leading and directing the work of Senior Maintenance Workers and Maintenance Worker crews. This classification may also direct the more complex and difficult tasks in the maintenance and repair of the City’s streets, storm drains, wastewater collection facilities, facilities, parks, and open space.

Directly and indirectly supervises the work of Senior Maintenance Workers, Maintenance Workers and maintenance contractors. Receives direct supervision from the Public Works Superintendent. May serve as acting Public Works Superintendent in his/her absence. This classification is distinguished from the next higher classification of Public Works Superintendent in that the latter has overall administrative responsibility for the Public Works maintenance operations.

Essential Duties

• Directly and indirectly supervises the work of the Senior Maintenance Workers and Maintenance Workers, including the determination of work procedures and materials and methods.
• Assists workers with special projects and in solving work problems, enforcing City regulations and policies, and requiring the performance of assigned tasks at  a productive and efficient work pace.
• Ensures that the work schedules, developed in association with the Public Works Superintendent, are effectively implemented and adhered to. Monitors the quality and quantity of the work of employees by reviewing progress to determine if maintenance schedules are being met. Identifies problems in the quantity and quality of work and takes prompt and effective corrective action, if appropriate.
• Monitors the attendance of maintenance staff and ensures no scheduling conflicts exist prior to recommending approval of time off requests.
• Establishes emergency maintenance on-call schedule, and posts and distributes emergency telephone numbers.
• Assists the Public Works Superintendent in evaluating performance of subordinate staff. Reviews evaluations with the Public Works Superintendent for his/her approval.
• Implements safety programs for equipment use and ensures proper safety training. Trains  all personnel on the safe, effective operation of equipment. When new equipment is introduced, trains maintenance staff on the safe, effective operations of the equipment prior to authorizing use of the equipment. Conducts tailgate safety classes. Organizes and conducts department’s safety training program and serves as an active participant of the  City Safety Committee.  Writes codes of safe work practices.
• Administers the work furlough program, assigns projects, and completes all related documentation and reports.
• Identifies, and recommends to Public Works Superintendent, better methods for meeting service demands through streamlining and improving work methods, and tests possible improvements.
• Develops responsibility and teamwork among maintenance staff by ensuring that each person understands his/her work responsibilities. Encourages communication and feedback with and among employees.
• Motivates employees by providing recognition and a sense of achievement  when a job is well done. Helps staff learn new skills to enhance their career growth and address areas which require improvement.
• Maintains thorough knowledge of department emergency procedures. Assists in the operation of the City’s Emergency Operations Center.
• Purchases necessary supplies and equipment for the Public Works Division. Maintains accurate records of purchases.
• May supervise department staff in the absence of the Public Works Superintendent.
• Performs frequent and thorough field inspections. Writes reports on findings and submits them to the Public Works Superintendent.
• Responds promptly and effectively to citizen inquiries and complaints.
• Provides direct supervision and guidance to maintenance contractors.
• Assists in the preparation of the work programs and budget requests.
• Assists crews with solving problems encountered during performance of their job duties in the field.

The Principal Accountant will be responsible for leadership and oversight of fiscal management functions for San José Clean Energy (SJCE). The incumbent in this position will lead the Department's fiscal/accounting team and oversee all fiscal management activities for SJCE, including but not limited to the following:

• Develop and maintain accounting policies, procedures, and business processes to comply with generally accepted accounting principles and satisfy the financial management requirements associated with long-term power purchase agreements;

ABOUT THE POSITION

Under general direction of the Finance Officer, this position performs professional and technical work of a confidential nature in the areas of payroll, accounts payable, accounts receivable, general accounting, and public employee retirement (CalPERS) reporting. This position assists with the day-to-day accounting and financial operations of the District, including maintenance of accounting and payroll records, and other tasks as assigned.
