The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

Typical duties include, but are not limited to:

• Assist in providing support for community events that will include assistance with public engagement, planning, and outreach.
• Assist with preparing public meeting agenda packages and materials.
• Maintain files and filing systems in accordance with departmental policies and procedures.

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV - Confidential.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts or in central Human Resources or Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee and his/her eligibility for labor contract provisions. Positions at central HR and Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Recourses and the Payroll System (Workday) and timekeeping system (Infor Workforce Management aka ATKS).

Qualifications

Education and Experience:

What You'll Do

The Senior Program Assistant performs a variety of complex clerical and technical functions in support of programs at the assigned facility.  Depending upon assignment, duties may include, but are not limited to, the following:

• Coordinate a variety of tasks associated with the delivery of services under programs at the assigned facility.
• Coordinate facility booking, scheduling and rental processes.
• Assist in providing for the safety, maintenance and security of program participants, staff, equipment and facilities.
• Act as liaison with program and managerial staff, community groups and program participants.
• Directly participate in, and monitor the work of staff assigned to, the program registration process.
• Process transactions in support of department programs which entail: substantial interaction with interested parties; knowledge of procedures and policies; and the accounting for payables and monies received.

THE POSITION

The current full-time opening is a professional level position requiring expertise in administrative, supervisory, and accounting functions and is under the direction of the Administrative Services Director.  The Accounting Manager oversees daily financial and accounting activities, supervises accounting staff; performs difficult and complex statistical analyses; assists with annual budget preparation; manages the annual financial audit; develops and distributes internal financial reports; plans and executes all risk management functions; and performs advanced professional, analytical, and administrative work. 

TYPICAL DUTIES AND RESPONSIBILITIES:

The Organization

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees. 

Pacifica is a full-service city (approximately 200.75 FTE) with a proposed FY2024-25 general fund budget of $48.1 million. THE DEPARTMENT

The Finance and Administrative Services Department provides high-quality support services to all City departments and the community, including Finance, Human Resources, Information Technology, and Risk Management functions, and ensures compliance with City policies and procedures. The Department is responsible for all financial operations, properly recording financial transactions, providing reliable technology resources, implementing best practices in employee relations, providing outstanding customer service, and promoting a positive work environment for a talented workforce. SUPERVISION RECEIVED AND EXERCISED

Direction is provided by the Deputy Finance Director. Responsibilities may include direct and indirect supervision of technical and clerical personnel.

ESSENTIAL AND IMPORTANT DUTIES

• Supervises and/or participates in various financial and accounting activities within the Finance Department, including posting, balancing, and reconciliation of General Ledger and subsidiary accounts and City bank accounts.
• Performs complex and difficult accounting work, including the related monitoring of personal deadlines and the deadlines of others to ensure adherence to quality and timely work products.
• Performs as a project manager for complex financial systems implementation and serves as a liaison to Finance staff and other departments in the implementation of all financial modules for the Financial Enterprise Resource Planning (ERP) system.
• Participates in fiscal and accounting work in connection with budget preparation, purchasing activities, and payroll analysis.
• Processing and pre-auditing accounting documents and transactions in conformance with established procedures and controls.

Experience in a public agency or governmental accounting experience is highly desirable.

Certification:

Must possess a valid California Class C driver’s license and have a satisfactory driving record.

Knowledge of:

• Generally accepted accounting principles (GAAP) and basic principles, practices, and procedures of Accounting as applied to Governmental Accounting Standards (GASB).

The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. The Town of Los Altos Hills is currently looking to fill a key role within its Finance Department. The opportunities are at either the Senior Accountant or Finance Manager level.

The position is a promotional series and is responsible for the following:

• Manage, direct, coordinate, and perform the Town's general accounting and payroll functions;

Examples of Duties

Senior Accountant

Depending upon assignment, duties may include, but are not limited to, the following:

• Establish and maintain journals, ledgers, and supporting financial records; ensure timely maintenance of the General Ledger and the recording of all revenue, encumbrances, and disbursements.

• General and municipal accounting and auditing principles and practices; Government Accounting Standards Board (GASB) technical guidelines.

Qualifications - Finance Manager

In addition to meeting the qualifications for the Senior Accountant position, the Finance Manager must also demonstrate the following abilities. 

Ability to: 

• Prepare staff reports and presentations to the Finance & Investment Committee and the City Council.
• Create finance models for forecasting and data analysis.
• Present complex accounting and finance ideas to the Finance & Investment Committee and the City Council.
• Implement industry best practices in accounting, finance, budgeting, purchasing, and other functions.

Knowledge of: 

• Principles of financial administration, including budgeting and reporting.
• Applicable laws, regulations, public finance, and fiscal operations.
• Labor relations and basic employment functions.

Education: Bachelor’s degree from an accredited college or university; major coursework in accounting or related field preferred.

Experience: Five (5) years of increasingly responsible government accounting or auditing experience with at least two (2) years of supervisory experience.

Licenses and certifications: Must possess and maintain a valid California class C driver’s license and have a satisfactory driving record.

DEFINITION

Under general supervision, provides a variety of office support activities including customer service, telephone and counter reception, document processing, record keeping, data entry and organization, cashiering, and filing; provides information and assistance to staff and the general public; and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Initially, under close supervision, incumbents learn and perform general office support work such as customer service at the front counter and over the phone, file and records maintenance, data entry, and screening phone calls, visitors, and mail, and directing questions to the appropriate staff. As experience is gained, assignments become more varied, complex, and difficult; and positions exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Administrative Assistant in that the latter performs more advanced technical and specialized administrative support duties requiring additional training and/or experience and is typically assigned to provide administrative assistance in support of a division manager or department head.
