The City of Sunnyvale is searching for a Budget Manager in the Department of Finance. The Budget Manager is a division-level manager responsible for developing, administering, and overseeing the City's sophisticated Operating and Capital Budgets and Twenty-Year Financial Plans. This position participates in the development of the City's financial systems, conducts and presents complex financial information and analysis to executive management and others to assist in policy decision making. This classification receives administrative direction from the Director of Finance or Assistant Director of Finance and exercises direct supervision over management, professional, technical and clerical staff in the Budget Division.

Minimum Qualifications

A Bachelor's degree from an accredited college or university in economics, accounting, finance, business or public administration or a closely related field, AND

Midpen has one vacancy for the position of Field Resource Specialist. The start date for this position is December 2024.

• Field Resource Specialist will report to the Foothills Field Office (FFO) in the Rancho San Antonio Open Space Preserve in Cupertino, CA, to the Foothills Area Manager.

About the Position:   The Field Resource Specialist is an exempt/salaried position, which is responsible for administering the principles and practices of public land management including: open space or undeveloped park maintenance, resource management including resource protection, managing budgets, prioritizing work tasks, and responding to public; stakeholder agencies; and other department inquiries. The Field Resource Specialist directs the day-to-day implementation of fuel reduction and vegetation management goals of Midpen’s Wildland Fire Resiliency Program. The Field Resource Specialist will support Midpen’s utilization of contractors and act as a point of contact for a wide variety of vegetation maintenance and management tasks. The successful performance of this work will require a working knowledge of a broad range of resource management trades and technical principles, as well as a professional background and the ability to coordinate work with other Midpen departments.  Candidates with background in fire risk prevention activities and vegetation management trades are desirable. • Possession of, or ability to obtain, a valid Professional Rescuer Cardiopulmonary Resuscitation (CPR) certification within six (6) months of employment.

• Possession of, or ability to obtain, the level of certification in the Incident Command System courses as specified under the National Incident Management System (NIMS) within 12 months of employment.

Work Environment/Working Conditions:

Under the supervision of the Volunteer Program Manager in the Visitor Services Department, this position will primarily report out of a designated Midpen field office (Cupertino and/or La Honda), which will include volunteer projects and administrative tasks. This position also works from home approximately one day per week (as approved) and occasionally at the Administration office in Los Altos.  Volunteer initiatives directed by this role may take place across various preserves requiring regular travel to and from the locations.  The Volunteer Program Lead’s schedule requires working at least one weekend day as part of the regular work week schedule, with an option to be on a 9/80 schedule after an initial training period plus occasional evenings and holidays.

The Volunteer Program Lead is a fairly independent position that supports the work of one or more departments within the agency, requiring solo work in the field, frequent site visits, and hiking steep terrain in wildland areas with poison oak and wildlife. Field work will also require driving a District truck in remote areas on unimproved dirt roads in inclement weather conditions. Work in the field may also include exposure to loud noise levels, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes.

Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment including some full days of program administrative tasks using various software programs and applications on a computer, phone, or tablet.

Additionally, candidates should be familiar with the principles and practices of trail building, construction, repair, and maintenance, including site planning and resource protection as well as the tools and equipment required for maintaining and repairing open spaces and related facilities.

This position wears a prescribed District uniform and adheres to strict safety procedures and work habits. Depending on the exposure, employees may be required to wear head, hearing, eye, foot, face, hand, or other protection equipment.

The Accountant I role is an entry-level position focused on technical and professional accounting tasks. This includes hands-on experience in areas such as general ledger account analysis, reviewing financial statements and reports for accuracy and compliance with government accounting regulations, and supporting full-cycle payroll and accounts payable processing. Proficiency with ERP accounting systems is essential, while hands-on experience with payroll systems (e.g., ADP) and knowledge of payroll/benefits regulations is desirable. The incumbent will gain exposure to various functions within the Finance department, including general ledger reconciliation, payroll processing and reporting, accounts payable, and financial statement reviews. The selected candidate will have the following duties and responsibilities:
 

• Support the administration of power purchase agreements (herein, referred as "contracts"), including monitoring and ensuring compliance with contractual obligations.
• Review, understand and interpret contracts; Support development of processes to ensure that the contracts are managed and settled timely, accurately, efficiently and in compliance with the contracted terms.
• Prepare, review and verify the accuracy of settlement statements and invoices for contracts.
• Support the administration of contract prepayment transaction activities related to invoices settlement.
• Interpret, analyze, communicate and resolve issues that arise during contract administration and support the dispute resolution process.
• Identify and flag any problems related to administration of existing contracts and suggest improvement for future contracts. Support implementation of process improvements in contract management.
• Review and verify weekly CAISO settlement invoices and resolve disputes in case of discrepancies.
• Support development of procedures for settlements and invoice verification.
• Collaborate with internal and external parties during negotiations and execution of contracts and advise on implications to settlements process.
• Support the manager in development of analytics to validate settlements, measure contract performance and compliance.
• Analyze settlement and market data to address management questions and provide insights.
• Maintain an understanding of existing and new regulatory laws related to California energy regulation that could impact power procurement and settlements function.

This department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division.

Salary Information:

Power Resources Specialist I is $99,503.04 - $121,255.68.

Power Resources Specialist II is $108,282.72-$131,913.60.

This range includes an approximate five (5%) ongoing on-pensionable pay. Actual pay shall be determined by the candidate's qualifications and experience.

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

TYPICAL DUTIES:

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level. 

Minimum Experience Requirements:

No experience is required.

License/Certifications:

Possession of a valid California Class C driver’s license is required.

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

Other Requirements:

Ability to work odd and irregular hours including weekends and holidays.

KNOWLEDGE, SKILLS, AND ABILITIES: 

Some knowledge of: the purposes, use, and maintenance of simple hand tools; construction and maintenance methods and materials. Good ability to: learn to use simple hand tools; follow oral and written instructions; and perform heavy physical labor.

Works under the direct supervision of an assigned supervisor.
