The Purchasing Division of the Finance Department offers unique career development and advancement opportunities in public sector procurement and contracting and is responsible for the centralized procurement  of equipment, supplies, materials, IT, and non-consulting services pursuant to the City of San José Municipal Code Title 4, Chapter 4.12.  The Division also provides guidance and oversight for the procurement of consulting services which is managed by the individual City departments. 

The Purchasing Division focuses on delivering procurement and contracting services based on public procurement best practices.  The team is headed by a Deputy Director who oversees two purchasing-related workgroups.  One workgroup is managed by a Program Manager who oversees a group of buyers and a staff specialist who primarily handle tactical procurements such as low bids, purchase orders, and p-card purchases.  Another workgroup is managed by the IT & Strategic Procurement Manager who oversees a group of Senior Analysts, Analysts I/II, and the IT Buyer.  This team is responsible for handling the City’s complex procurements (i.e., primarily Requests for Proposal) and contract activity. 

The work environment is dynamic and engaging, with procurement staff interfacing with nearly all City departments in delivering products and services.  The Division offers opportunities for growth and advancement.  

We are seeking candidates for the Purchasing & Contracts Analyst I/II position in the Purchasing Division.  The Analyst will assist the Purchasing workgroup responsible for the City’s complex procurements and contract activity, and while the Analyst will report to a manager who will provide general oversight and guidance, the Analyst will perform work for other team members as requested.

Specific Tasks: 

Essential duties of the Analyst position include, but are not limited to, the following:

• Conduct procurements such as Requests for Quote (RFQs) and Requests for Bid (RFBs) as assigned.

• Provide administrative and analytic support to Purchasing management staff for Requests for Proposal (RFPs), such as drafting scripts for oral demonstrations, creating evaluating scoresheets, tabulating evaluation workbooks, scheduling and coordinating vendor meetings, creating solicitations on the e-Procurement system, preparing initial drafts of Council Memos and Council Action Requests, formatting and proofreading solicitation documents for final posting, and other related activities as requested.

• Contribute administrative and analytic support to Purchasing management staff on contract creation and management.  Draft and execute amendments, change orders, and options as assigned.

• Issue Purchase Orders (POs) and provide backup for the IT Buyer as required.

• Assist with special projects as assigned.

The Department of Finance currently has one vacant Analyst position in the Cashiering / Banking section of the Debt & Treasury Management division. 

Cashiering Duties

• Supervise Cashiering Staff by managing work schedules, distributing duties, and meeting unit’s goals
•                
• Demonstrate an aptitude for working with cashiering and database systems with the goal of becoming the administrator/expert.
•                
• Document cash handling and cashiering procedures. Train cashiering staff in Finance and other departments to ensure proper and consistent procedures are being used.
•                
• Manage Courier Service relationship which includes scheduling pickups, managing problems/issues to resolution, reconciling invoice before submitting it to manager for approval and payment.
•                
• Coordinate with Program Manager and Payment Processing Supervisor to cross train and provide backup for cashiers and Payment Processing staff, as needed

• Manage the vault to ensure all contents are secure and accounted for.
•                
• Be the primary custodian of the petty cash and change funds kept in Cashiering. Custodians must place petty cash orders, provide cashiers with change, and audit funds regularly.

• Respond to auditor requests   

Banking Duties:

• Develop standardized procedures for departments with Merchant Credit Card accounts to use managing their programs. Work with departments to train them on the procedures and their responsibilities as merchant account owners. Provide administration support for all accounts.

• Work with IT’s Cybersource unit to insure PCI compliance is maintained for all merchant card accounts. Coordinate PCI training to staff of all merchant accounts.

• Backup System Administrator for Wells Fargo CEO, Cybersource, AMEX, Union Bank, EBill Express and any others assigned by manager
•                
• Develop expertise is using banking platform to be the point person for City personnel in need of resolving issues or researching payments.
•                
• Assist with the banking RFP and implementation of new services once a provider is identified and contracted.
•                
• Attend annual banking reviews

• Participate willingly and effectively as a team member to achieve common goals of the Treasury Division

The City of San José is recruiting for a Senior Applications Developer (C# and .Net) (Enterprise Supervising Technology Analyst) in the Information Technology Department (ITD). The San Jose Police Department requires data and communications resources to be functioning twenty-four hours per day, seven days a week, 365 days per year. The Police Department has the largest network in the City. The Police Department includes 21 remote sites. Public Safety Communications Manager

The Community Energy Department is seeking to fill one (1) Senior Accountant position in the Budget and Financial Management Division. This position reports to the Division Manager and will work closely with the City’s Finance Department and the City Manager’s Budget Office. Under general supervision, the Senior Accountant will be responsible for developing and maintaining fiscal operations for the department, as well as day-to-day management of the fiscal team. Other responsibilities include monitoring the needs of the accounting function in the department and providing recommendations to ensure the department’s accounting expertise remains in line with financial reporting demands and regulatory requirements. Typical duties of this position may include, but are not limited to: 

• Managing the accounting and financial reporting requirements of San Jose Clean Energy (SJCE);
• Assuring compliance with a variety of regulations and fiscal procedures related to the flow of SJCE funds;
• Preparing periodic financial statements, including SJCE’s annual financial statements, notes to the financial statements and auditor lead sheets;
• In coordination with the City’s internal and external auditors, developing Agreed Upon Procedures for the SJCE program and respond to annual audits of those procedures;

EXPERIENCE AND EDUCATION:

Any combination of the listed experience and education requirements may lead to a qualifying application. A typical way to obtain the knowledge and abilities would be:

• Possession of a high school diploma or G.E.D. equivalent is required
• Possession of a post-secondary degree in accounting or finance, or possession of a certificate in accounting proficiency, is desirable
• Requires one year of progressively responsible accounting experience, including bookkeeping, complex numerical calculations and/or processing of financial data.
• Possession of, or ability to obtain, a valid Class C California driver's license.

OTHER INFORMATION

Temporary employees are non-benefited, at-will positions. Since the City does not participate in Social Security and is required to provide an alternative retirement plan, you are required to participate in the City's defined contribution retirement plan through Nationwide where 3.75% of your gross compensation per pay period is deducted and put into the plan. The City matches this 3.75% for a total contribution of 7.5% of your gross compensation per pay period.

COMPENSATION:
This is a part-time, temporary position. Approximately 30-38 hours per week.
$31.00 - $39.00 hourly DOE
