DESCRIPTION/RESPONSIBILITIES:

Supervising Applications Analyst 

The Police Department is seeking to fill an opening for a Supervising Applications Analyst in the Systems Development Division of the Bureau of Technical Services.  This position will manage the Applications Sustainment Support team, including activities related to developing and maintaining major department wide applications, which includes the 911 Communications, Record Management Systems,  and Police Department operations.  This position will also develop, maintain, and update the methodologies that measure performance of various facets of Police Department applications.  This is a hands-on position whose daily activities include management of a team (currently consisting of 2 Information Systems Analysts, 2 Senior Systems Applications Analyst, Analyst, and Staff Specialist). The Systems Development Division supports a main campus and 22 field offices, ensuring availability and reliability of critical systems is paramount. This position reports directly to the Information Technology Manager. Excellent command of verbal and written communication skills is required. 

The responsibilities include, but are not limited to the following: 

     * Research, plan, and implement best practices and strategies that address the applications needs for the Department, including development, administration, upgrade of the various applications used by the Police Department (911 Communications, RMS, Business Intelligence, and PD Applications).

     * Provide administration for Department Database including the following: Install, configure, start/stop, upgrade, patch monitor , manage , performance tuning, troubleshooting and maintain database objects, third party tools, replication, and clustering

     * Maintain documentation of the database/instance configurations.

     * Configure database backups and ensure backups are executed successfully

     * Apply Security Technical Implementation Guideline (STIGs) on all databases.

     * Analyze issues holistically, from the application tier through the database down to the storage.

     * Resolve database, systems, and infrastructure-related issues.

     * Knowledge of Oracle and SQL DBMS and its components.   Specifically, the knowledge and experience needed to integrate with other applications from Oracle and SQL platforms.

     * Ability to read DB Schema and compose contrived and formal relationships between tables specifically to develop forms and applications and Crystal Report integration.

     * Knowledge and experience using Microsoft Visual Studio, Eclipse SDK or other enterprise development applications to develop Java, JavaScript, VB, C++, C# or other high level programming languages

     * Knowledge of configuration and deployment of Microsoft IIS and previous experience deploying Web applications using IIS.

     * Coordinate Department needs with stakeholders and Police Department Senior Staff, and create a mid-range plan of applications development and implementation.

     * Provide administrative oversight over the Systems Development Division personnel and contracts. Take ownership and act with a high sense of urgency.

Work closely with the City's IT Department in coordinating city wide applications and the utilization at the Police Department.  

The successful candidate will have solid information management experience, strong interpersonal and management skills, and hand-on experience with systems, equipment and methodologies used by police departments.

Summary:

Education/Experience:
Completion of 30 units is desirable with five hundred (500) to one thousand (1,000) hours of group recreational activity leadership experience; or an equivalent combination of education and experience which has provided knowledge of principles and practices of public recreation and basic rules and regulations governing competitive group athletic games.

Language Ability:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.  Ability to write routine reports.  Ability to effectively communicate to the general public in written and oral form, including teaching.

Math Ability:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compile statistical information and track scores.

Certificates and Licenses:
California Driver’s License; First Aid and CPR certificates within 6 months of employment. The Position:  Teacher Aides assist with the Tiny Tots (3-4 yrs). Campbell Recreation Pre-School builds fundamental cognitive, emotional, social, and physical skills for children ages 3 to 4. Classes are held late August through the end of May at the Campbell Community Center.

Definition:

Under the supervision of the Finance Manager, the Accounting Technician I/II will perform a variety of paraprofessional accounting duties including general accounting, payroll processing, accounts receivable, revenue collections, accounts payable and purchase order processing, treasury assistance, business licensing, month-end general ledger account reconciliations/journals, annual audit/budget support, account analysis, and  related duties as assigned.

Class Characteristics:

Accounting Technician I –This is the entry-level class in the Accounting Technician classification series. This class is responsible for providing support for assigned finance or accounting functional area such as billing or fiscal transaction processing.  Positions at this level are not expected to function with the same amount of knowledge or skill level as positions allocated to the II level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.

Accounting Technician II - This is the journey-level class in the Accounting Technician classification series responsible for performing the full range of paraprofessional accounting tasks in assigned program areas. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

MINIMUM REQUIREMENTS:

Accounting Technician I-

• Possession of a high school diploma or G.E.D. equivalent is required
• Possession of a post-secondary degree in accounting or finance, or possession of a certificate in accounting proficiency, is desirable
• Requires one year of progressively responsible accounting experience, including bookkeeping, complex numerical calculations and/or processing of financial data.
• Possession of, or ability to obtain, a valid Class C California driver's license.

Accounting Technician II-

• Associates of Arts degree (AA) and three years of progressively responsible accounting experience, including bookkeeping, complex numerical calculations and/or processing of financial data.

• AA degree may be substituted with two additional years of experience in an accounting clerical position with the City of Los Altos.
• Possession of, or ability to obtain, a valid Class C California driver's license.
• Similar or relevant work experience in the public sector

IDEAL CANDIDATE POSSESSES THE FOLLOWING CHARACTERISTICS:  A well-rounded Accounting Technician who is motivated and team oriented. The person holding this position should demonstrate a high level of customer service standards with the community, customers, and departments. Proven knowledge and demonstrated work experience in the basic function of finance such as Accounts Payable, Accounts Receivable and Payroll. The ideal candidate is comfortable with change and can multi-task; is familiar with governmental organizational structure and public service oriented, has a willingness and capacity to learn other aspects of accounting and finance, and then put that new found knowledge into action.

PHYSICAL DEMANDS:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.

Building Maintenance Supervisor: Under general direction, plans, supervises and assists in performance of a variety of building maintenance activities, including supervision of capital projects, at City buildings; and performs related work as required.

Education and Experience: Equivalent to completion of the twelfth grade.  College and/or post-secondary training in a related field is highly desirable. Five years of responsible experience involving building maintenance and custodial duties, including three years of experience in a supervisory or lead capacity. 

Possession of:  Valid California Driver's License
