The City of Saratoga is currently recruiting to fill a full-time Accounting Technician position within the Administrative Services Department. The incumbent will report to the Finance Manager.

The Accounting Technician, under general supervision, performs journey-level technical and administrative account support duties associated with preparing, maintaining, and processing accounts receivable and accounts payable records and transactions. The incumbent’s duties include reconciling accounts and ledgers, preparing financial reports, batch runs and wire transfers, tracking and maintaining manual and computerized accounting and financial records, establishing and updating vendor records, and performing related duties as assigned. The incumbent will be assigned to the Accounts Payable and Program Procurement Support responsibilities.

The Technician will have knowledge of and proficiency in: Terminology and practices of financial and account document processing and record-keeping, including accounts receivable, accounts payable, utility billing, and business licensing; Methods and techniques or preparing and maintaining records of financial transactions; Methods and techniques of researching and resolving accounting transactional discrepancies; Business arithmetic and basic accounting and financial management knowledge; Record-keeping principles and procedures; Applicable federal, state, and local laws, codes, and ordinances relevant to the area(s) of responsibility; and related areas necessary to perform the essential functions of the position.

City offices operate on a 9/80 schedule. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

JOB DESCRIPTION 

Under general supervision of the Parks Supervisor, performs a variety of duties in maintaining and repairing parks facilities, city buildings, city grounds, swimming pool. 

• This is a part-time temporary, non-benefitted position. 
• Flexible schedule; not-to-exceed 1,000 hours per calendar year. 

Temporary Parks Maintenance Worker - Employee will be assigned 28 - 40 hours a week until the 1,000 hours are completed or season has concluded. 

ESSENTIAL JOB FUNCTIONS/DUTIES 

Essential duties are inclusive of, but not limited to the following:  

• Mowing, weed-eating, edges, trimming. 
• Cleaning facilities, playgrounds, swimming pool, restrooms and buildings. 
• Up keeping fields, courts and other facilities. 
• Performing basic maintenance work.
• Up keeping equipment, tools and other supplies in proper condition. 
• Maintaining proper tree pruning and trimming on trees.
• Operating all hand tools required for work including: shovels, rakes, picks, hoes, wrenches, drills.
• All other duties assigned.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Performs construction, maintenance and sanitation duties as required; and does related work as required.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level. 

Minimum Experience Requirements:

No experience is required.

License/Certifications:

Possession of a valid California Class C driver’s license is required.

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

Other Requirements:

Ability to work odd and irregular hours including weekends and holidays.

KNOWLEDGE, SKILLS, AND ABILITIES: 

Some knowledge of: the purposes, use, and maintenance of simple hand tools; construction and maintenance methods and materials. Good ability to: learn to use simple hand tools; follow oral and written instructions; and perform heavy physical labor.
