Distinguishing Characteristics:  The Accounting Assistant I is the entry level class in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines.

The Accounting Assistant I receives direction from the Director of Finance, or designee.

Examples of Duties: (include but are not limited to the following) 

• Operates cash register, acts as front counter staff.
• Receives the public, answers questions and processes requests; responds to inquiries from customers and others and refers, when necessary, to appropriate persons.
• Prepares, processes, maintains and verifies purchasing, financial and accounting documents and records.
• Performs accounting and financial office support work in areas such as cashiering, accounts receivable, utility billing, fixed assets and business licenses.
• Provides information to the public and City staff requiring the use of judgment and the interpretation of a variety of policies, rules and procedures; processes outgoing mail.
• Receives payments, issues receipts, balances cash and prepares bank deposits.
• Performs data entry and posts receipts to various City accounts and funds.
• Maintains and files various documents and records. May perform a variety of general office support functions, including typing, record keeping, proofreading and forms and report generation.
• Prepares financial, statistical or operational reports as assigned.
• Prepares accounts receivable billings and reconciliation.
• Verifies incoming revenue from various City departments and other agencies.
• Processes all utility billing and utility customer requests.
• Maintains posting of payments.
• Works with the Water Department to process monthly meter reads and customer requests.
• Generates new utility billings and past due notices.
• Prepares monthly utility billing reports and reconciliations.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

The Department

The Administrative Services Department is responsible for the financial and administrative functions of the City, including budgeting, accounting, accounts payable/receivable, payroll, utility billing & collections, risk management, human resources and information technology.  The Department is under the executive leadership of the Administrative Services Director, and is organized into three divisions: Accounting Services, Budget & Human Resources and Information Technology.

The City of San José's Planning, Building and Code Enforcement Department is recruiting to fill an Accountant I/II to manage the daily operations of the Fiscal section within the Administrative Services Division.  This position will be responsible for supervising a staff of four (4) employees and will report to the Administrative Officer in the Administrative Services Division.

Depending on their qualifications, the successful candidate will be hired as an Accountant I or Accountant II.

KEY RESPONSIBILITIES:
Supervise, support, and mentor accounting staff responsible for the daily operations of the PBCE Fiscal section and performs complex and varied technical and professional accounting work including auditing, analyzing, and verifying fiscal records and reports, and preparing statistical reports.  This includes but not limited to:
* Reconciling department general ledger accounts
* Month and Year-end activities (adjusting entries, accruals and related schedules)
* Performs treasury functions including departmental cash flow analysis, monitoring and reconciling funding sources (wires, online payments, etc.), and manage list of authorized signers.
* Oversee accounts payable, accounts receivable, procurement (contracts and service orders), and grants 
* Monitor accounts receivable aging reports and collections; provide recommendations to management
* Provide professional and technical accounting guidance to department and staff on accounting pronouncements, standards, policies and procedures, and in resolving complex accounting and financial problems
* Develop, implement and evaluate fiscal policies, procedures, and internal control practices and initiate action for improvement in compliance with generally accepted accounting practices and the City of San Jose's accounting practices.
* Lead or participate in a variety of special fiscal projects and perform other duties and assignments, as required

SALARY
Accountant I:  $68,432.00 - $83,220.80
Accountant II   $74,692.00 - $90,771.20

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Accountant I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
