POLICE ASSISTANT

Salary Range: $19.85 to $30.87/hour; temporary part-time, non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Administrative Assistant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk.
• Answer/forward all incoming phone calls.
• The ability to multi task phones with walk-in traffic
• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers.
• Maintain filing system.
• Coordinate Parking Permits for business employees.
• Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner.
• Assist in organizing and coordinating department events and community outreach programs.
• Manage office supplies and equipment inventory, placing orders as needed.
• Operate computer equipment and two-way radio as related to employment.
• Mark vehicles to detect abuse of timed areas.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.

QUALIFICATIONS

Knowledge: 

• Microsoft Office: Excel, Word, and PowerPoint.
• English usage, grammar, spelling, vocabulary, and punctuation.
• Principles and practices of records management.

Ability to:     

• Effectively communicate verbally and through written correspondence.
• Compose correspondence independently from brief instructions.
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
• Analyze situations and identify pertinent problems/issues; collect relevant information; evaluate realistic options; and recommend /implement appropriate course of action.
• Perform technical, detailed, and responsible office support work.
• Techniques for providing a high level of customer service to the public and Town staff, in person and over the phone.

EXPERIENCE AND EDUCATION

Experience: 

Prefer one year in a non-sworn capacity with a municipal police agency involving clerical work and public contact.

Education:   

High school graduation or equivalent.

Licenses:      

California Driver's License, C.L.E.T.S. certification upon hire.

The Department: 
 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.

Program Assistant - Receptionist

Salary Range: $17.64 - $29.22/hour, depending on experience.

DEFINITION

Perform a wide variety of general clerical and/or operational support duties at the Danville Community Center and Senior Center, such as serve as a receptionist, operate a telephone system and assist/direct callers and visitors according to established procedures.

• This is a part-time temporary, non-benefitted position.
• 10-20 hours per week; not-to-exceed 950 hours per calendar year.

SUPERVISION

General supervision is received from the Administrative Assistant with indirect supervision from the Program Supervisor. May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to the following:

• Deal directly with the public and internal staff.
• Provide information to the walk-in public.
• Register participants and support facility reservations using Active Net software. 
• Assist at the Danville Senior Center front desk as needed.
• Provide administrative support on special projects, as assigned.

• Assist in proofreading the Activity Guide and other marketing materials.

• Communicate with a variety of programming staff to resolve customer inquiries.

QUALIFICATIONS

Must be able to handle multiple tasks, have strong computer skills and excellent customer service skills. Must be able to work a flexible schedule throughout the year.

Knowledge of:

• Correct English usage, spelling, grammar and punctuation.
• Modern office methods, procedures and equipment, including office automation hardware and software.
• File management.
• Word processing (Microsoft Word) and data processing systems, including Microsoft Outlook.

Ability to:

EXPERIENCE AND EDUCATION

Experience:

One (1) year of experience performing standard clerical and secretarial duties. Prior experience as a receptionist in a related field preferred.

Education:

The equivalent of the successful completion of the twelfth grade; some college experience preferred.

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. The Position: 

Accounting Technician I

This is the entry-level class within the Accounting Technician series in the classified service.   The class is distinguished from the Accounting Technician II by the performance of more routine tasks and duties assigned to the position within the series.

Accounting Technician II

Positions in this class are flexibly staffed and are frequently filled by advancement from the Accounting Technician I class, or when filled through recruitment, require additional experience.  The appointing authority will approve appointment or promotion based on the employee's demonstrated ability to perform the full range of duties for the class and meet the qualification standards for the class.  Incumbents within this class are distinguished from the Accounting Technician I by exhibiting a higher level of judgment and independence in performing the full range of duties as assigned.

Minimum Requirements: 

• Graduation from high school or possession of a GED;
• Completion of thirty (30) semester units or forty-five (45) quarter units from an accredited college or university including at least six (6) semester units or nine (9) quarter units, which must be in Accounting or Bookkeeping;
• One (1) year of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);
• Experience with electronic spreadsheet and word processing programs; and
• Ten-key by touch.

Acceptable Substitution: 

• Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.  (There is no substitution allowed for the requirement for six (6) semester units or nine (9) quarter units in Accounting or Bookkeeping.)
• A Bachelor's Degree may be substituted for one (1) year of work experience in Finance/Accounting.

Desirable Qualifications: 

• Experience with on-line financial and/or payroll systems;
• Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Accounting Technician II

The Department of Public Works is recruiting for a Chief of Surveys to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.
• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.
• Manages surveying staff including supervision, hiring, training and performance evaluations.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.
