The Accountant will have a key role in the preparation of the Annual Comprehensive Financial Report (ACFR) and must ensure compliance with City-wide fiscal policies and procedures and governmental accounting and financial reporting standards for financial transactions.

Assigned duties will include:

• Assist with new GASB pronouncement implementations and ongoing compliance with GASB pronouncements
• Analyze financial transactions and prepare monthly profit and loss reports
• Review ongoing and new fixed asset projects to determine proper accounting treatment
• Participate in the yearly fixed asset verification process
• Review surplus forms
• Posts payments and reoccurring journal entries to the City's accounting system, Financial Management System (FMS) and the Airport's billing system (PROPworks)
• Collect lost and found cash at least quarterly
• Calculate outside billing rates at least once a year
• Assist with the year-end close process and preparation of the Annual Comprehensive Financial Report, including but not limited to:
  • Prepare fund lead-sheets
  • Prepare fund trial balances
  • Upload balances to Caseware (Financial Statements Software)
  • Map accounts in Caseware
  • Prepare fixed asset footnote/reconciliations
  • Prepare schedule of transfers for consolidation
  • Upload audit schedules
  • Post the signed ACFR and other financial reports as needed to the Airport's website
• Assist with the State Controller reports
• Collaborate with the Finance and Budget teams
• Assist with updating policies and procedures as needed
• Assist with ad-hoc reports and tasks

The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in this classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay, which is included in the range below.

The Accountant I salary range is $84,630.00 - $102,931.92 annually.

About the Position

The County of Yuba is currently recruiting for the position of Sheriff’s Records Clerk within the Yuba County Sheriff’s Department. Under general supervision, provide difficult, technical, complex or specialized work relating to Sheriff’s department records and associated automated information systems; and perform related work as assigned.  This position is often the first point of contact for the Sheriff’s Department. This is an advanced journey level in the clerical series. This position reports directly to the Sheriff’s Records and Communications Supervisor.

The Office of the City Manager provides strategic leadership that supports the Mayor and City Council in making public policy decisions and ensures the organization delivers cost-effective services that meet the needs of our community with the highest standards of quality and customer service. The City Manager's Office also serves to guide fiscal and change management, the building and development of our workforce, and the development of long-term, data-driven strategies to invest in the City's future. The City Manager is supported by an Assistant City Manager and five Deputy City Manager positions.
The City Council has identified the following four focus areas, while the City Manager has directed an additional five focus areas aimed at ensuring organizational health and improving service delivery to the community:

Key programs include illegal dumping, anti-graffiti, encampment trash services, community code enforcement, and SJ311.

Attracting Investment in Jobs and Housing. Catalyze the City's growth to encourage a strong economy, robust housing, healthy neighborhoods, and vibrant downtown. Key programs include planning and permitting, development services, business outreach and assistance, and business district management.

City Manager Foundational Strategic Support Focus Areas

Delivering Excellent Customer Service. Ensure reliable, empathetic, and solutions-oriented customer service to meet the needs and expectations of customers as they access and navigate City services. Key programs include citywide Customer Relationship Management system implementation, customer service network, and mandatory customer service training.

Closing Racial Inequities. Implement policies and programs to eliminate racial disparities and foster an inclusive, equitable community for all people to thrive. Key programs include budgeting for equity, racial equity action plans, and mandatory racial equity training.

Structurally Balancing the General Fund. Ensure long-term financial stability by aligning revenues and expenditures to sustainably balance the City's budget on an ongoing basis consistent with City Council and community priorities.

Driving Organizational Performance. Deliver equitable community outcomes, effective program performance, and efficient operations through continuous improvement, transparency, and accountability. Key programs include City Service Area performance updates, Focus Area dashboards, and community indicator disaggregation.

The annual salary range for this position is up to $342,687. In addition to the abovementioned compensation, this position receives an approximate five percent (5%) ongoing non-pensionable compensation. The final candidate's qualifications and experience will determine the actual salary.

The position of Deputy City Manager serves as a key advisor to the City Manager regarding matters related to the administration of the City and assists in the formulation and execution of complex policies and programs to fulfill the goals and objectives of the organization. The position will be responsible for a portfolio of departments related to one or more City Service Areas to assist the City Manager in coordinating, engaging, and monitoring departments, carrying out City Council policy direction, and ensuring service delivery goals. Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. The Novato Sanitary District is seeking an organized, collaborative, and fast-learning Administrative Services Technician to support a wide range of essential administrative services functions, such as risk management, human resources, purchasing, record management, and general administration. Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The ideal candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

• Valid California motor vehicle driver's license and good driving record

Gather information from individuals or reference sources to complete and process various forms, records and applications; compile routine information and data for statistical and financial reports as assigned. QUALIFICATIONS

Education:  Equivalent to the completion of the twelfth grade.

Experience:  One (1) year of experience performing duties comparable to those of an Administrative Clerk I in the City of Woodland.

Licenses and Certifications:  Required upon hire, possession of a valid California driver’s license

What You’ll Do

The Senior Management Analyst will perform complex, professional, and sensitive administrative and technical duties in providing staff assistance to the Police Department, including conducting special studies, surveys, and research assignments in a variety of administrative and operational procedures and topics, often with City‑wide and/or major financial impact. The emphasis of the work may be upon financial analyses, grant and contract administration and/or policy development. Successful performance of the work requires a good knowledge of municipal operations and functions in addition to well‑developed communication and analytical skills.  Duties may include, but are not limited to, the following:

• When assigned to the Police Department, may be required to oversee civilian, alternative response-teams (i.e. homeless outreach, clinical crisis response, or other units as determined by the department) and respond in the field to calls for service related to those teams as determined by the department. Several of these teams involve partnerships with outside organizations/community partners where inter-agency collaboration and coordination is key to continued success.
• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure, and staffing and organization changes, often with City‑wide impact.
• Conduct surveys and perform research and statistical analyses on administrative, fiscal, personnel, and operational problems.
• Conduct financial analyses; prepare reports and make recommendations regarding rate structures, bonding, budgeting and other financial matters.
• Prepare contracts, proposals, grant applications and similar documents; prepare reports and monitor grants and contracts for program compliance.
• Participate in the development of an installation of new or revised programs, systems, procedures, and methods of operation; update and revise policies and procedures.
• Coordinate the development, administration and monitoring of the City or department budget; prepare a variety of fiscal, administrative and management reports.
• Compile materials and prepare technical and administrative reports, manuals, and publications.
• Act as the Department's primary liaison with management staff in discussing and solving sensitive and complex issues.
• Assist in the design and implementation of systems and forms for use in operation.
• Respond to complaints and requests for information; recommend solutions and courses of action after evaluating alternatives.
• Represent the City in interdepartmental, community, and professional meetings as required; negotiate settlements and has authority to adopt course of action.
• Assist in the coordination of intradepartmental and departmental activities with other City departments and divisions, and outside agencies.
• Interpret Federal, State and City regulations; coordinate their application to City operations.

The Senior Management Analyst in the Police Department receives general direction from a Sergeant or higher level department personnel and may exercise technical and functional supervision over office, technical and professional personnel.
