About the Position

This position is in the Public Works department and is responsible for professional and technical administrative duties in the development, administration and implementation of department and City programs; to conduct special studies, surveys and research assignments in a variety of administrative and operational procedures and topics; and to do related work as required.

This is a full-time classification in the Confidential group.  The advanced analytical and project management nature of the position requires an ability to perform moderately difficult and complex work.  Assignments are often programmatic in nature and require strong communication, coordination and facilitations skills.  Incumbents must have the ability to function effectively with people at all levels of the organization as well as external contacts.

Essential Duties

• Serve as a primary resource point for a particular program or area, requiring in-depth knowledge of department programs, functions, organizational structure, and services.

The Opportunity

San Mateo County Sustainability Department is seeking a creative and highly analytical individual for the position of Administrative Services Manager I (ASM) to oversee the Department’s administrative functions. The ASM will provide fiscal, procurement and grants oversight; coordinate a variety of administrative support functions within the department; assist in the development, implementation and interpretation of administrative policies and procedures; and train and supervise assigned personnel.

This Administrative Services Manager I (ASM) is a hands-on, multi-faceted role that is broad in scope but extremely detailed and technical in nature. The ASM is a supervisory management position responsible for overseeing and coordinating all or most of the administrative support functions within the department including finance, budget, administration, personnel management, purchasing, contract administration, clerical support, management analysis, research, program evaluation and/or other related functions.

The ASM will also support the department in the development and overall management of a Grant Program for identification, pursuit, and implementation of federal, state, and philanthropic grants and funding focused on sustainability programs and projects. This includes developing and supporting systems to manage the entire grants lifecycle, managing and/or guiding analyst and program level staff in identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout. The ideal candidate for this position will have or be:

• Knowledge of public financial administration, budgeting, and project accounting. Able to manage the entire budget cycle from planning and developing to monitoring, analyzing, reporting, and forecasting.

Training and Experience:
Any combination of training and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is at least three years of progressively responsible experience performing a broad range of administrative duties in a large and complex public-sector organization.

ESSENTIAL JOB FUNCTIONS:

The Reserve Firefighter will respond to and participate in fire suppression, hazardous materials, rescue and medical operations requiring full unassisted ambulatory activity including bending, stooping, lifting up to 100 pounds, walking on uneven surfaces, squatting, climbing, lying prone, and running. Work is performed indoors and outdoors, and exposure to water, heat, fire, smoke and other hazardous substances. Reserve Firefighters will wear self-contained breathing apparatus (SCBA), protective clothing and boots, operate heavy rescue equipment and administer medical treatment to ill and injured persons.

Please Note:  Reserve Firefighters will be required to work a minimum of two (2) shifts or 48 hours.

Under general direction, plans, organizes, coordinates, and supervises the activities and operations of the Police Department Records Unit; assigns, supervises, trains, and evaluates  assigned personnel; develops and implements records unit procedures and work standards;  performs and oversees complex, technical, and confidential work involving the receipt, maintenance, security, retention, dissemination, and release of law enforcement records; serves as the department’s designated custodian of police records as assigned; ensures compliance with applicable federal, state, and local laws, regulations, court orders, and department policies; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

Physical Demands

Salary Range: $20.84 to $32.41/hour; non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Lieutenant and Traffic Sergeant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk. Greets telephone callers and visitors to department; screens and handles inquiries of a general or specific nature; takes messages.
• Takes information from the public regarding thefts, accidents, lost and found property, and other incidents that do not require the presence of a sworn law enforcement officer at the scene; completes standard police reports for review by staff supervisors or sworn supervisory staff.

• Perform a variety of research & staff work; prepare reports.
• Maintain records using computers and various filing systems.
• Coordinate Parking Permits for business employees.
• Enforces parking ordinances and the Town’s Abandoned Vehicle Abatement Program, issues parking citations; follows-up on complaints regarding abandoned or illegally parked vehicles; issues citations and arranges for the towing or other abatement measures. Receive and respond to complaints and reports of routine parking incidents from the public.
• Respond to public complaint of abandoned vehicles; document and schedule tows for abandoned vehicles; and ensures proper disposition of illegally parked vehicles; patrols city streets and issues citations on vehicles parked in an unlawful manner. Mark vehicles to detect abuse of timed areas.
• Operate computer equipment and two-way radio as related to employment.
• Directs traffic at crash, crime, and/or congestion scenes.
• Investigates and prepares reports on burglary, petty theft, lost and found property, missing persons, property damage, accidents, Town Ordinance violations, abandoned vehicles and other incidents.
• Assists with maintaining evidence and property in the Evidence Room. Coordinates receiving and cataloging evidence and found property, maintaining records of property movement, processing, and disposition.
• Assist with transporting, storing, photographing, releasing, or destroying property pursuant to state law and established procedures.
• As required testifies in court.
• Perform related duties as assigned.
• Perform duties within OSHA standards.
• Must be flexible with hours and available to work some evenings and occasional weekends.

QUALIFICATIONS

Knowledge: 

Microsoft Office: Excel, Word, and PowerPoint.

Ability to:     

Effectively communicate verbally and through written correspondence; understand and follow verbal and written instructions, prepare clear and accurate reports, work cooperatively with others contacted in the course of work, handle multiple work requests under pressure, read and interpret maps, type at a speed of no less than 40WPM and have excellent customer service skills. Operation of radio communication equipment is required. Must be able to lift up to 20 pounds and stand outdoors for extended periods while performing traffic control assignments. Required to wear safety equipment, including a vest, belt, and uniform.

EXPERIENCE AND EDUCATION

Experience: 

One (1) year of full-time (or the equivalent of full-time) experience involving substantial public contact, or the exchange of detailed verbal information, including interpreting/clarifying rules, regulations, policies, or procedures and handling complaints as a primary element of the work performed. Must be at least 18 years of age at the time of application.

Education:   

High school graduation or equivalent.

Licenses:      

California Driver's License, C.L.E.T.S. certification upon hire.

ABOUT THE DEPARTMENT

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS) response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness.

THE POSITION

The San Rafael Fire Department is seeking a full-time Administrative Analyst to join our Administrative Division.  At the direction of the Department's Senior Management Analyst, this position provides professional administrative support to the Fire Department, with responsibilities including contracting, grant management, principles in accounting and other administrative duties.

The ideal candidate will be a blend of the following skills and experience:

• Background and knowledge of accounting and budgeting including accounts payable, accounts receivable, and budgeting.
• Experience with managing contracts, risk management, and the RFP process.
• Ability to create flyers, news posts, and other outreach material to the broader community.
• Excellent written and verbal communication skills, with the ability to prepare clear, accurate meeting agendas, minutes, and memos.
• Experience with payroll and understanding of basic human resources policies and principles.
• Ability to analyze data and present concise written recommendations or summaries of findings.
• A collaborative, service-oriented approach to working with the public, internal staff, and staff across departments.

• Plans, organizes, coordinates and implements day-to-day program assignments independently.

EDUCATION AND EXPERIENCE

• Equivalent to an Associate's degree with college course work in public administration, business administration, or a related field, AND
• Three (3) years of progressively responsible administrative support experience, preferably within a public agency.
• Experience involving extensive written customer communications, employer social media posts, research, budget preparation/reconciling; development of marketing materials and event planning/coordination may substitute for the required education on a year-for-year basis.
