The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

• Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.
• Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.
• Workers' Compensation Program.

This position also receives a 5% management differential (already reflected in the salary) as the Program Manager assists the Deputy Director of Human Resources/ Risk Manager with a wide variety of work related to insurance for the County.

Examples Of Duties

Duties of the position include, but are not limited to, the following:

• Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.
• Write and review policies, procedures, and methods relative to ADA Title I, Leave of Absence, and Workers' Compensation and formulate, recommend, and/or implement actions for program improvement.
• Meet with department managers and staff on human resource issues regarding ADA Title I, Leave of Absence, Workers' Compensation, and insurance related matters.
• Advise managers and employees on County procedures, benefits, and existing policies.
• Interpret and explain provisions of applicable laws, rules, policies, and agreements to County management, employees, employee organizations, and the public.
• Assist with interviewing, selecting, and hiring staff.
• Train, supervise, and evaluate program staff.
• Assist in the selection and management of vendors, consultants, and service providers; oversee compliance of consultants and vendors with contract provisions.
• Assist with selecting and managing insurance brokers, carriers, third-party administrators, and other necessary Risk Management service providers.
• Participate in the establishment of strategic short-term and long-range program plans.
• Prepare detailed and professional reports and other written communications, including policies and procedures, Board of Supervisor memos, executive summaries, and statistical data.
• Prepare and deliver trainings.
• Meet and/or negotiate with representatives of employee organizations, as appropriate.
• Collaborate with information systems staff to identify and evaluate assigned program's system/database needs and implement new systems or changes as necessary.
• Respond to inquiries and complaints that arise.
• Perform other related tasks as necessary.

 

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.
• Experience should also include at least one year performing supervisory duties.

 

Knowledge of:

• Principles and practices of public administration, and program management, including planning, implementation, and evaluation.
• Principles, theories, and practices of human resource management relative to the Americans with Disabilities Act, FMLA, Workers' Compensation, Long-Term Disability, etc.
• Public-sector insurance practices and policies.
• Personnel management principles and techniques, including interviewing, selection, training, supervision, evaluation, motivation, discipline, and staff development.
• Information systems applications relative to the administration of leave requests.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. The Superior Court of California, County of Alameda is accepting applications for the position of Courtroom Clerk I. Under general supervision, the Courtroom Clerk I records and prepares minutes of all types of court proceedings; resolves workflow and other technical and procedural problems within the courtroom; enters and retrieves information from automated and manual record keeping systems; and performs other related duties as assigned.

DISTINGUISHING FEATURES

This is the trainee and entry-level class in the Courtroom Clerk series. The Courtroom Clerk I receives formalized and on-the-job training in the techniques and procedures of courtroom work. Progression to Courtroom Clerk II requires demonstration of proficiency in functioning independently in a variety of courtroom settings and in performing the full range of duties expected of a Courtroom Clerk.

A new eligibility list will be established to fill Courtroom Clerk I vacancies at various court locations. Courtroom Clerks may be assigned or reassigned to various locations within the County and work between the hours of 8:00 a.m. to 5:30 p.m., as determined by the business needs of the Court.

7. Distributes and posts court calendars; gathers and prepares all files and data pertinent to cases on calendar for presentation to court at proper time; maintains appropriate tickler files; sorts, copies, files and retrieves documents from case files; and images documents as needed when court is not in session.
8. Maintains and coordinates calendars; consults with attorneys, judge and others regarding calendar continuances for pretrial motions, hearings, trials and other calendar matters.
9. Participates in training to ensure competency in providing services in all case types; and assists in cross-training co-workers as needed.
10. Provides coverage for courtroom clerks in departments and locations other than primary assigned as needed.
11. Assists in the Clerk's Offices as needed when court is not in session.
12. Operates electronic equipment such as communication, recording and duplicating devices when required.
13. Performs other related duties as assigned.

Minimum Qualifications
Option I

Experience:

The equivalent to two years of full-time experience as a Legal Processing Assistant with the Superior Court of California, County of Alameda.

or Option II

Education:

Possession of an Associate of Arts or Associate of Science degree or equivalent to two years of college coursework with 60 semester units or 90 quarter units from an accredited college or university.

And

Experience:

The equivalent to two years of full-time increasingly responsible clerical experience in a banking, court, education, health care, law enforcement, legal, probation or social services environment.

Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis. One year (2080 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.

Knowledge of modern office practices and procedures, including filing, operation of standard office equipment and personal computers and business correspondence; English usage, grammar, spelling, vocabulary and punctuation; and basic math and record keeping systems.

The Office Technician I/II position at the Probation Office performs a wide variety of specialized technical duties and provides information and assistance to the public   regarding departmental policies, procedures and laws. San Jose's Human Resources Department offers key strategic support to the City and is responsible for the following core services:
 

• Employee Benefits - Provide benefit programs that best meet the needs of employees, retirees, their dependents, and the City, assist participants in effectively utilizing their plans and promote employee wellness.
• Employment Services - Facilitate the City's ability to attract and hire a diverse and talented workforce.
• Health and Safety - Provide services that promote employee health, safety, and well-being.
• Learning and Development - Provide Citywide employee training and pipeline development programs that support employee recruitment, growth, engagement, and retention.

The Department also offers strategic support in Citywide Human Resources Systems Management and Records Management, Departmental Administration, Customer Service, Personnel Management, Financial Management, and Emergency Response and Recovery.The Human Resources Department is currently seeking to fill a full-time Division Manager of Benefits.

Salary range for this classification is: $131,187.68 - $207,658.10

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience.

The City is seeking a Division Manager to manage all services and activities in the Benefits Division of the Human Resources Department. The Benefits Manager will report to the Director of Human Resources and will be responsible for administering the City of San José's extensive benefits program, which includes insurance programs and other health, financial and professional benefits. The Director and Division Manager will work closely to make recommendations to the City Manager based on their evaluation of all benefits plans.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. MINIMUM REQUIREMENTS

Possession of a bachelor's degree with major coursework in public or business administration, finance, human resources, economics, or a closely related field;

AND

Three (3) years of increasingly responsible professional experience performing public administration, finance, housing, or human resources functions; or

One (1) year of experience at a level equivalent to the City’s class of Associate Management Analyst or Administrative Analyst.

When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.

Public sector experience is preferred.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver's License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
