The Administrative Services Department is a combination of Finance, Human Resources, Risk Management and Information Technology. The department coordinates City recruitments, labor relations, benefits, payroll, accounts receivable, accounts payable and other financial and administrative functions. In this role, you will be hands on within all areas of the department, including scheduling and organizing citywide trainings, assisting with HR compliance, assisting with financial reporting (Budget, CAFR, Audits, etc.) and many other crucial projects.

ABOUT THE POSITION

Definition:  Under direction of management, preforms a variety of administrative, secretarial, and office support duties of considerable complexity. These duties require thorough knowledge of the department’s procedures and operational details. Prepares and routes all departmental invoices. Provides administrative support to management and departmental staff. Composes and prepares correspondence using considerable judgement in content and style; performs other related duties as required.

Important and Essential Duties

• Provides administrative support to the department in the daily management of operations. 
• Maintains accurate and detailed records, verifies accuracy of information, researches discrepancies, and records information.
• Assists in monitoring department expenditures and purchasing activities; receives and records invoices.
• Performs cashiering functions; receives and processes payments (cash, check, credit), issues receipts, and balances cash drawers with City policies.
• Maintains calendar of activities, and meetings for City management; arranges meetings and makes.
  appointments; assists with task prioritization; provides staff support to committees or commissions such as preparing agendas, materials and minutes; makes travel arrangements and prepares related expense reports; may be assigned to attend meetings to serve as the recording secretary.
• Screens office and telephone callers; receives and routes incoming mail. Refers inquiries as appropriate.

Salary Range (5 steps):  $31.22 - $37.95/hourly

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal entries; corrects discrepancies.
• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.
• May be required to drive District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime
• Performs related duties as assigned.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from a two-year college with an associate degree, coursework in accounting, finance or a related field, and two years of progressively technical accounting experience in financial recordkeeping, payroll, reconciliation of various types of accounts, and prep­aration of journal entries; or an equivalent combination of education and experience.

Language Ability: Ability to read and interpret accounting documents, procedure manuals and govern­mental regulations. Ability to write routine reports and correspondence. Ability to effectively communicate business needs.  

Math Ability: Ability to accurately calculate figures and amounts such as discounts, interest, commis­sions, proportions and percentages. Ability to apply concepts of basic accounting and finance.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to analyze and reconcile fiscal recording, banking and payroll records. Ability to interpret a variety of instructions provided in written or oral form.

Certificates and Licenses: 

• All full-time employees require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.

Other Required Skills: Use of word processing, spreadsheets and database programs. Ability to address and resolve employees’ concerns in a professional and discretionary manner. Maintain confidentiality of information and work products.

ABOUT THE POSITION: This position will receive immediate direction from the Management Analyst II. They provide a variety of clerical support and perform a wide range of customer service-related tasks in a fast paced, high touch environment. WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

LICENSES & CERTIFICATIONS REQUIRED

Possession of a valid California Driver’s License.

Certified Municipal Clerk designation is desirable.

This management level position assists the Communications Director/City Clerk in City Council agenda management, the administration of municipal elections and FPPC reporting, organizing responses to Public Records Act requests, executing post City Council meeting follow up, including processing of Council actions and agreements, coordinating the City-wide records management program, and budget operations. The Deputy City Clerk may also provide general support to the Communications Division with public engagement/outreach efforts. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade supplemented by course work in public administration or a closely related field.

Experience: Five (5) years of increasingly responsible clerical experience in a municipal organization of which at least two years have involved providing administrative office support services at the division or departmental level in a public agency.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Communications/City Clerk department will make the hiring decision.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:
Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

• Experience:
  • One year of responsible experience similar to a Water Distribution Operator I with the District
• License and Certificate:
  • California Class C Driver’s License
  • Possession of, or ability to obtain, a Grade D2 Water Distribution Operator certificate from the State of California Water Resources Control Board within one year of hire.

Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.
