Water Resources Operators perform duties in the operation, treatment, reclamation, and disposal of wastewater. San Juan Water District Seeks a Customer Service Technician

The Customer Service Technician is responsible to provide customer service and support to the public, responding to inquiries and complaints, receiving and processing payments and fees, and assisting with new connection and permit applications.  The District can hire at the I or II level, depending on experience. 

Duties Include:

• Providing customer service in person, by phone, and electronically; responding to inquiries and complaints regarding utility services, rate structures, billing, payments, hydrant permits, and service orders.
• Receiving, processing, and documenting customer utility payments, fees, and reimbursements; processing payments received by mail, phone, in person, and electronically.
• Assisting in resolving water-related service complaints.
• Maintaining customer accounts by monitoring and ensuring the accuracy of account information.
• Providing estimates to title companies when properties are being sold.
• Preparing, tracking, and assigning work orders related to leaks, service line breaks, water quality concerns, pressure issues, meter replacements, and time-and-material tracked services.
• Notifying customers regarding delinquent accounts, non-payments, and returned checks; applying late fees and penalties; following up on payment arrangements.
• Researching and investigating billing and payment inquiries; applying adjustments as appropriate.
• Preparing Will Serve letters, assigning meters, and assisting applicants with the application process.

To be considered, candidates should be knowledgeable of principles and practices of customer service, methods for cash handling and reconciliation, and billing and account management procedures. 

The qualifications include:

I level:

• Graduation from high school or equivalent 

II level:

• Two semesters of college level coursework or two years of experience related to business or accounting 

AND

• One year of responsible experience equivalent to a Customer Service Technician I. 

Both levels:

• Possession of a valid California motor vehicle operator's class C license.

The salary range for the I level is $30.42 - $36.50 and for the II level $33.60 - $40.32, depending on qualifications. San Juan Water District Seeks an Electrical Instrumentation Technician

The Electrical Instrumentation Technician is part of the Operations team, performing specialized and technical duties associated with the troubleshooting, maintenance, installation and repair of electrical gear, breakers, electronic equipment, and instrumentation controls associated with surface water treatment plant, pump stations, distributions system facilities, wholesale meters, and medium voltage solar site component. 

Duties Include: 

• Performing corrective and preventative maintenance on electrical switchgear, breakers, transformers, process control systems, flowmeters, transmitters, gauges and other instrumentation and control equipment.
• Performing skilled duties related to the troubleshooting, maintenance, repair, installation, and testing of instrumentation, Programmable Logic Controller’s (PLC’s), telemetry, electrical and electronic components and instruments used in treatment plants, distribution systems and solar fields. 
• Recognizing, identifying and correcting problems with control and instrumentation equipment.
• Planning, installing and maintaining sophisticated electrical, instrumentation, and control systems; developing and using diagnostic problem solving techniques.
• Inspecting, adjusting, installing, calibrating, and repairing electrical and electronic equipment such as Variable Frequency Drives (VFD’s), breakers, transformers, motors, transducers, motor control centers, switches, wiring, electronic circuits, meter transmitters, (Cl2) sensors, and related devices.
• Installing, maintaining, calibrating, and troubleshooting control systems and water quality instruments, analyzers and electrical systems as they relate to water treatment, distribution, and solar systems.
• Working collaboratively with engineering to maintain and modify drawings of District’s Electrical Systems, PLC’s and SCADA systems.
• Assisting in new project design, inspection, installation, and troubleshooting of electrical 
• Systems, including but not limited to, submittals, RFIs, change orders, site layout and planning of specific drawings.

To be considered, candidates should be knowledgeable of principles and practices of electrical theory and electrical circuits, practices and techniques used in the design, installation, testing, calibration, maintenance and repair of radio telemetry, cellular communication, 4160V solar field, electrical and electronic equipment, instrumentation and controls as they relate to water treatment and distribution systems. 

The qualifications include:

• Graduation from high school or equivalent with additional supplementary course work in electrical, electronics, instrumentation, control systems, or equivalent material pertaining to the field of electronics AND
• Three years of journey level experience in the design, construction, installation, modification, maintenance, and repair of electrical/electronic equipment, instrument systems, and control devices common to an industrial facility, water treatment plant, and distribution systems. 
• Possession of a valid California motor vehicle operator's class C license.

The salary range is $55.81 - $66.97, depending on qualifications. THE POSITION

The Water Resources Operator Trainee performs duties engaging in the operation, treatment, reclamation, and disposal of wastewater; operate a variety of equipment used in the continuous operation of a wastewater treatment plant and related facilities; and performs other duties as assigned. This is the trainee level class in the Water Resources Operator series that typically has little or no directly related previous work experience. The incumbent will work under immediate supervision while learning job tasks.

Examples of duties include:

• Reads, records, interprets, and monitors meters, gauges and laboratory test results to assess system functions and determine processing requirements
• Extracts wastewater samples, performs laboratory tests, identifies the treatment adjustments, and operates direct and remote controls to implement treatment changes
• Inspects treatment plant, wells, pump stations, power generators and all related facilities and equipment to assure effective operations are maintained
• Accurately maintains records and documentation, including shift log entries

About the Position

Positions in this advanced-level classification perform a variety of clerical work including: complex multiple financial transactions and record keeping; extensive interaction with the public and other interested parties; and other responsible and complex support functions where there is minimal supervision of work that involves standard operating procedures.

Positions in this classification are distinguished from those in the lower class of Administrative Clerk through the complexity of the work performed, the job knowledge required and the independence with which duties are performed.  Senior Administrative Clerks independently compose written documents.

Hiring for two (2) immediate positions in the Departments of: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Planning Division in the Community Development Department is responsible for reviewing proposed development projects in the City as well as Code Enforcement activities to enhance the community’s safety, welfare, quality of life, and economic opportunities. Specific activities within the Division include implementation of the City’s Short-Term Rental program, administration of the 6th Cycle Housing Element, El Camino Real Specific Plan revisions, and Santa Clara Station Area Specific Plan. The Office Specialist III will be essential to the administration and fiscal functions of the Division. This position is responsible for payment processing in compliance with Generally Accepted Accounting Principles (GAAP), compilation and preparation of data with preliminary analysis to support budget and State reporting requirements, and permitting process improvements.
