About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. Midpen aims to recruit and retain employees who embody professionalism, accountability, and respect, who value working in a purpose-driven agency that aspires to contribute to an inclusive, diverse and equitable community.

The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

The County of Yuba is currently recruiting for the County-wide classification of Senior Accounting Technician. The current vacancy exists within the Treasurer – Tax Collector’s Office. Under direction, the incumbent performs a variety of technical financial and accounting duties that require a specialized knowledge; provide administrative support to assigned supervisor; perform the most difficult and responsible types of duties assigned to classes within this series, which may include providing lead direction over assigned personnel and performing duties including, but not limited to, verifying and updating assessment tax roll information, leading the centralized payroll function, and assisting with the preparation of budget documents and perform other duties as assigned. This vacancy is specifically for the Field Operations CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Special Requirements

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. Applicants selected for a Departmental interview must complete a background investigation which includes a polygraph and fingerprinting. After a conditional job offer, applicants must also complete a psychological examination and pre-employment medical examination.

The County of Yuba is currently accepting applications to establish an eligibility list for the flexibly staffed position of Elections Clerk I-II in the Elections Division within the Clerk-Recorder’s Office for both Extra Help and Full Time positions. This position reports directly to the Registrar of Voters Manager. The Superior Court of California, County of Alameda is accepting applications for the position of Courtroom Clerk I. Under general supervision, the Courtroom Clerk I records and prepares minutes of all types of court proceedings; resolves workflow and other technical and procedural problems within the courtroom; enters and retrieves information from automated and manual record keeping systems; and performs other related duties as assigned.

DISTINGUISHING FEATURES

This is the trainee and entry-level class in the Courtroom Clerk series. The Courtroom Clerk I receives formalized and on-the-job training in the techniques and procedures of courtroom work. Progression to Courtroom Clerk II requires demonstration of proficiency in functioning independently in a variety of courtroom settings and in performing the full range of duties expected of a Courtroom Clerk.

A new eligibility list will be established to fill Courtroom Clerk I vacancies at various court locations. Courtroom Clerks may be assigned or reassigned to various locations within the County and work between the hours of 8:00 a.m. to 5:30 p.m., as determined by the business needs of the Court.

Example of Duties
NOTE: The following are duties performed by employees in this classification; however, employees may perform other related duties at an equivalent level. Each individual in this classification does not necessarily perform all duties listed.

1. Accurately records official minutes of court proceedings in a timely manner; prepares minutes, commitments, orders, judgments, abstracts, rulings and notices; and records appearances of court appointed counsel, medical examiners and expert witnesses.
2. Oversees courtroom operations to ensure that appropriate personnel and parties are present and that the courtroom is ready for business; and calls the courtroom to order as needed.
3. Impanels jury; calls roll; records challenges and proceedings during jury selection; documents jury services; ensures that attorneys have paid jury and court reporter fees; announces charges and jury verdicts; polls jury; and takes charge of the jury in the absence of a bailiff or court attendant; swears witnesses; and administers oaths.
4. Receives, records, marks, secures and maintains control of evidence, including weapons, drugs, hazardous material and other valuable items during court proceedings.
5. Submits requests for interpreters and court reporters; and verifies their appearances and payment vouchers.

Distributes and posts court calendars; gathers and prepares all files and data pertinent to cases on calendar for presentation to court at proper time; maintains appropriate tickler files; sorts, copies, files and retrieves documents from case files; and images documents as needed when court is not in session.
8. Maintains and coordinates calendars; consults with attorneys, judge and others regarding calendar continuances for pretrial motions, hearings, trials and other calendar matters.
9. Participates in training to ensure competency in providing services in all case types; and assists in cross-training co-workers as needed.
10. Provides coverage for courtroom clerks in departments and locations other than primary assigned as needed.
11. Assists in the Clerk's Offices as needed when court is not in session.
12. Operates electronic equipment such as communication, recording and duplicating devices when required.
13. Performs other related duties as assigned.

Minimum Qualifications
Option I

Experience:

The equivalent to two years of full-time experience as a Legal Processing Assistant with the Superior Court of California, County of Alameda.

or Option II

Education:

Possession of an Associate of Arts or Associate of Science degree or equivalent to two years of college coursework with 60 semester units or 90 quarter units from an accredited college or university.

And

Experience:

The equivalent to two years of full-time increasingly responsible clerical experience in a banking, court, education, health care, law enforcement, legal, probation or social services environment.

Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis. One year (2080 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.

Knowledge of modern office practices and procedures, including filing, operation of standard office equipment and personal computers and business correspondence; English usage, grammar, spelling, vocabulary and punctuation; and basic math and record keeping systems.  

Ability to record minutes of court proceedings; write legibly and speak understandably; listen carefully to note pertinent information for court records; administer oaths and affirmations; understand, explain and apply specific statutes, codes, laws, regulations and procedures; type at a speed of 35 net words per minute from a clear copy; remain calm in a highly demanding environment; organize, prioritize and coordinate multiple tasks; maintain flexibility; establish and maintain working relationships with the public, attorneys, staff and others; communicate in a tactful and professional manner; locate, identify and correct technical inaccuracies; enter data into a computer; work independently with minimal supervision; meet deadlines and complete tasks in a timely manner; calculated fees and fines; and maintain confidentiality.

This position includes a one-year probationary period. Employment is contingent upon successful completion of fingerprint check and the provision of appropriately identifying documents to certify eligibility to work in the United States.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. The Department of Transportation (DOT) maintains and operates the City of San José's transportation network of roadways, traffic signals, street lights, bicycle lanes, sidewalks, street trees and landscaping in addition to the public sewer system and storm drains. DOT's goal is to provide a transportation system that is safe, efficient, and convenient for all users, and that supports the City's livability and economic vitality. OED has four integrated divisions: Business Development, focused on job creation, business attraction, expansion and retention; Business Operations and Real Estate, focused on revenue generation, management of city owned property, and Department administrative support; Cultural Affairs, responsible for arts and cultural development; and work2future, the federally funded workforce development program serving Silicon Valley.

The Information Technology Department's (ITD) mission is to enable the service delivery of its customers through the integration of City-wide technology resources. ITD consists of four core service areas:

The mission of the Parks, Recreation and Neighborhood Services Department (PRNS ) is to cultivate healthy communities through quality programs and dynamic public spaces. Through proactive, strategic work plans, the Communications team develops, creates and implements outreach that is creative, articulate and engaging while telling a story of "Building Community Through FUN".

Interns' skills and talents will contribute to the creation and activation of community-building places, programs and people. Interns will gain experience and build their portfolio as interns provide general support, assist in event production and work on specific programs and projects important to PRNS and the City.

The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City's future by stewarding Envision San Jose 2040 (the City's General Plan) and preparing Urban Village plans and other area plans--as well as current planning through the review of development proposals. The Planning Division implements policies and plans that determine where and how the City will grow and how that growth will be balanced with the availability of infrastructure and services.

PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics. Interns will gain exposure to the operations of a planning department and have the opportunity to work on "real life" projects.

Finance Department - The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose's financial resources to enhance the City's financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing , creating more than 21,000 new housing opportunities for San José residents.
A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The Department also funds grants for nonprofits to develop and provide social services, homeless response programs, and community infrastructure. Additional grants support Fair Housing policies, place-based neighborhood efforts, and meal programs for low-income seniors.
The Department oversees a range of other critical programs and initiatives, including rent control and stabilization programs for apartments and mobilehomes, and the City's Ellis Act Ordinance that protects the City's supply of affordable rental housing. And, working in partnership with other City departments and agencies, the Housing Department works to ensure the City has a variety of housing options in every neighborhood.

The Energy Department operates San José Clean Energy (SJCE), San José's Community Choice Energy program. SJCE has provided residents and businesses with cleaner electricity at lower rates than PG&E since February 2019. The Community Energy Department is dedicated to creating a healthier, more sustainable future for our community and future generations. SJCE interns have performed substantive work for the Account Management and Marketing, Power Resources, and Regulatory and Legislative divisions. Interns develop professional skills and relationships and have a direct impact on the San José community.

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. Performs other duties as assigned.

The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Personnel Functions: Acting as a liaison to Human Resources and assisting in various personnel functions including recruiting, onboarding, training coordination, tracking, and calendar updates as necessary to ensure timely personnel management. 

• Contractor and Consultant Procurement: Supporting the procurement process for contractors and consultants, including contract administration and tracking of services rendered.

• Street, Tree and Neighborhood Assessment Districts: Managing Special District programs, including but not limited to, development of assessments, regular rate review and updates, stakeholder outreach, coordination and recommending required council action. 

Examples of Essential Duties (include but are not limited to):

• Support the assigned Department Head or manager in achieving division/department-wide goals and initiatives with analysis, management, and program development.
• Carry out special projects and assignments related to the overall objectives of the division or department. Examples of projects and assignments include but are not limited to: recruitment and training, grant-writing, research, marketing, public-private partnership opportunities, and others.
• Promote programs and stake; create marketing materials and newsletters and communicate with the public. 
• Perform research, conduct surveys, and provide statistical analysis and evaluation as assigned.
• Analyze federal and state laws and regulations as they relate to assigned programs and ensure appropriate compliance measures are included in policies and training.
• May be assigned to provide administrative support to a City board, commission, or committee which includes: preparing and distributing agendas, taking minutes, acting as a liaison.
• Coordinate and participate in training of personnel.
• Prepare comprehensive written reports regarding program activities.
• Regularly interact with other city staff, city council, community representatives and citizens regarding programs.
• Answer questions and provide information to the public, outside agencies, and City staff.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
