• Experience implementing or establishing a Project Management Office (PMO) or set of project management standards across an organization.

Read Santa Clara’s adult literacy program serves adults who seek to strengthen their basic literacy skills to achieve their goals as family members, workers, community members and lifelong learners.

The Position:

The Literacy Technology Assistant helps Read Santa Clara's adult learners gain basic digital literacy skills. The person helps adult learners 1:1 or in small groups learn how to use the literacy program's laptops and iPads as well as how to use literacy software on their own devices. The Literacy Technology Assistant may also be called on to support volunteer tutors or Read Santa Clara staff, as the need arises. The Literacy Technology Assistant is a patient, empathetic individual, who can teach basic technology skills to adults who have little or no digital literacy skills.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The City of San José is hiring an Oracle Planning and Budgeting Cloud Services (PBCS) Technical Lead (Enterprise Supervising Technology Analyst) to provide technical support for Oracle PBCS which is used to prepare the City's Capital, Operating, and Revenue Budgets. The PBCS Technical Lead will also support the three custom budget applications: Fees and Charges, Ordinance Tracking, and Budget to Finance ERP Interface and the Budget Office (BO). The BO is responsible for developing and managing the City's operating and capital budgets and service fees and charges. This position requires strong technical hands-on experience and leadership skills, as well as the ability to take initiative and lead others. We are seeking an individual who is willing to adapt to an ever-changing environment.

The ideal candidate will have a strong technical and functional background supporting Oracle PBCS and/or Oracle Hyperion Planning, and multi-dimensional databases with strong analytical skills. In addition, development experience using .NET Framework, Java, or JavaScript to effectively manage and support custom-developed applications is essential. Expertise should cover the entire system implementation lifecycle including gathering business requirements, creating functional and technical designs, application development, and administration.

Key duties include but are not limited to:

• Strategic Planning and Implementation: Develop and implement the technology strategy in alignment with the organization's business objectives; Oversee the integration of new technologies and ensure they enhance operational efficiency and competitiveness; Plan and manage technology projects, from conception through execution and evaluation.
• Team Leadership and Management: Lead and manage multiple teams, including Business Automation and Development Services Development/Enhancement teams, including hiring, training, and evaluating staff; Foster a collaborative and innovative work environment; Provide guidance and support to team members, helping them develop their skills and advance their careers.
• System and Network Management: Ensure the reliability, security, and performance of the Business Automation and Development Services systems, including networks, servers, and software applications; Oversee the maintenance and upgrade of existing systems and the implementation of new systems; Ensure systems are scalable and can grow with the organization's needs.
• Budgeting and Resource Allocation: Manage the Business Automation and Development Services budgets, ensuring cost-effective use of resources; Allocate resources for projects and initiatives, balancing immediate needs with long-term goals; Negotiate contracts with vendors and service providers to secure the best terms.
• Cybersecurity and Risk Management: Enforce IT security policies and protocols to protect the organization's data and systems; Monitor for potential security threats and respond to incidents; Conduct regular security audits and risk assessments.
• Vendor and Stakeholder Management: Manage relationships with external vendors and service providers; Ensure that third-party services meet organizational standards and deliver value; Communicate and collaborate with stakeholders across the organization to understand their technology needs and priorities.
• Innovation and Continuous Improvement: Stay current with emerging technologies and industry trends; Identify opportunities for innovation and process improvement; Lead initiatives to adopt new technologies that can improve efficiency, productivity, and competitiveness.
• Compliance and Governance: Ensure that the organization's technology operations comply with relevant regulations and standards; Implement and maintain governance frameworks for IT management; Prepare and submit reports to senior management and regulatory bodies as required.
• Disaster Recovery and Business Continuity: Develop and maintain disaster recovery plans and business continuity strategies; Ensure that backup systems and procedures are in place and tested regularly; Coordinate response efforts during IT emergencies and system outages.
• Performance Monitoring and Reporting: Monitor the performance of IT systems and services, ensuring they meet organizational requirements; Develop and track key performance indicators (KPIs) for IT operations; Report on IT performance, issues, and achievements to senior management.
• Accessible Software: Ensure developed software is accessible to all users, including those with disabilities.

Salary Information:The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Technology Manager (ETM) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $163,275.84 - $199,814.16

The ETM classification is represented by the City Association of Management Personnel (CAMP) bargaining unit.

The Information Technology Department is recruiting for a Business Analyst within the City Products-Projects-Portfolio Office (C3PO).

The Business Analyst will play a crucial role in analyzing and documenting business processes, identifying needs, and providing data-driven recommendations to improve the organization's efficiency and productivity.

The position will also lead and perform usability and accessibility work on digital service delivery analysis and/or improvement. This position will play a key role in ensuring new services are developed to bridge access, language, and ease of use barriers experienced disproportionately by underserved portions of our community.

Key duties may include but are not limited to:

• Leading user research on digital products by:
  • Identifying user and organizational needs through interviews, conversations, workshops/focus groups, and analytics research.

• Designing user interface prototypes and journey mapping to improve resident and staff outcomes with digital services.
• Training and coaching City staff and creating documentation on standards for user-centered design approaches.
• Engaging internal and external customers to conduct usability testing to build meaningful products, services, and processes.
• Sustaining and improving customer satisfaction through quality customer support, continual system/user interface configuration improvement, and analysis and/or resolution of product issues.
• Performing omnichannel audits and/or assessments that provide actionable recommendations to improve accessibility and usability.
• Gather and analyze data from various sources to understand business needs and objectives.
• Work closely with stakeholders to define, document, and prioritize business requirements.
• Conduct a thorough analysis of current business processes, systems, and workflows.
• Identify opportunities for improvement and propose solutions to address business challenges.
• Develop detailed reports, diagrams, and presentations to communicate findings and recommendations to stakeholders.
• Collaborate with cross-functional teams to implement solutions and ensure alignment with business goals.
