The Position

The Department of Public Works seeks well-qualified candidates for the position of Principal Civil Engineer. This is an amazing opportunity to join a hard-working team of results-driven professionals.

The Principal Civil Engineer plans, organizes, and directs the staff and operations of a major functional section within the Public Works Department, including engineering design, construction management, surveying, and mapping. In addition, the Principal Civil Engineer supervises professional and technical staff related to these functions and performs a variety of professional engineering tasks relative to the assigned area of responsibility. The current vacancy is in the Design and Construction Management Section.

This position is a full managerial position in the Engineer series, with the following responsibilities:

• Supervise, coach, mentor, and manage performance of professional and technical staff.
• Work cooperatively with the other Divisions and Sections in the Department, including providing timely budget or cost information, as well as, working with other County Departments.
• Make recommendations to the Deputy Director on staffing-levels needed based on anticipated design projects, construction inspection, and administration needs.
• Make recommendations to the Deputy Director on staffing levels, positions, and responsibilities for the Department’s mapping tasks, map filing needs, and efficient storage of information.
• Understand, manage, and budget the funding sources that finance the different activities in the Design and Construction Management Section, including the costs associated with general drafting, counter assistance, and cost of reviewing record maps.
• Oversee and manage the budget and performance measurement requirements and reporting for the Design and Construction Management Section.
• Oversee and manage the design of infrastructure projects ensuring they meet quality standards and project goals.
• Act as the Resident Engineer on construction projects ensuring they are completed safely, on-time and on-budget and per the contract documents.
• Review competed projects with the applicable Divisions or Departments to improve on future projects.

Minimum Qualifications

Licensure/Certification: Possession of a valid Certificate of Registration as a Professional Civil Engineer in the state of California.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of responsible supervisory engineer experience including difficult and complex field and office work in planning, design, construction, and maintenance of a variety of civil engineering projects.

Knowledge of:

• Principles and practices of civil engineering and municipal public works planning, design, construction, and administration.
• Methods and materials used in the design, construction, and inspection of varied civil engineering projects.
• Principles and practices of public administration, organization, and management.
• Principles, practices, and procedures of budget preparation, budget administration, and budget control.
• Principles and practices of contract preparations, negotiations, and administration.
• Practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Field Operations.

Field Operations Assignment:
Performs vehicle abatement duties, provides parking enforcement, performs evidence collection and processing in accordance with departmental procedures, prepares police and operational reports. Responds to subpoenas as necessary. Handle a variety of department fleet maintenance and equipment maintenance duties; run errands in support of department operations, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Do you have a strong interest in Automotive and/or Equipment repair, maintenance, and inspection? We have two exciting opportunities for you for Automotive Service Worker or Equipment Service Worker!

Automotive Service Workers and Equipment Service Workers are assigned to the Vehicle and Equipment Services Section of the Department of Public Works. The Vehicle and Equipment Services Section maintains, inspects, services and repairs County motor vehicles including buses, trucks, equipment, Sheriff's vehicles and motor pool vehicles. Service and repair stations are located in Redwood City and San Mateo.

Automotive Service Workers perform a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service-related duties such as pumping gas, changing oil, etc.

Equipment Service Workers perform a variety of semi-skilled maintenance and repair work on road construction equipment and vehicles which includes the full range of lubrication and basic repair services for construction equipment and a full range of repair and maintenance work for small equipment such as chain saws and landscaping equipment.

In addition to the knowledge, skills and abilities required for this position, the Ideal Candidate will have:

• At least one year of verifiable professional work experience in Automotive and/or Equipment Services and experience with hybrid and basic computer diagnostic. Automotive Service Excellence (ASE) certification is preferred.

• Automotive Services Worker I is the trainee level class in the automotive service series responsible for dispatching, servicing and fueling County owned vehicles and equipment and for receiving, training in and performing lubrication and minor repair tasks. Incumbents are expected to advance to the Automotive Service Worker II level after gaining experience and demonstrating the required proficiency. Salary $26.93 - $33.68 Hourly
• Automotive Services Worker II is the journey level class in this series, responsible for performing a variety of semi-skilled automotive maintenance tasks which include the full range of lubrication and minor repair services, as well as performing routine service related duties such as pumping gas and changing oil. Incumbents are expected to advance to the Automotive Service Worker III level after completing all required training and certification and gaining experience and demonstrating the required proficiency for the higher-level class. Employees must complete basic classroom training on electrical, braking, air conditioning, heating, suspension and cooling systems and the repair of hybrid and alternate fuel vehicles; and on-the-job training administered by the department, which includes exposure to various aspects of auto diagnostics and repair. Employees must also obtain a California Smog Check certificate from the Bureau of Automotive Repair and pass a skills assessment test administered by the department. Salary $29.80 - $37.22 Hourly

Knowledge of:

• Methods, tools, materials and equipment used in servicing diesel, gasoline and electric powered road and maintenance and construction equipment.

Position Summary

Under general supervision, the Ferry Mechanic performs preventative, scheduled and unscheduled maintenance, trouble-shooting, repair, and modifications on structural, mechanical, electrical, hydraulic, piping and control systems found on ferry vessels and passenger terminals; performs related work as assigned. Responsibilities include record keeping and written verification of work accomplished.
 

Essential Responsibilities

• Working with computers on a daily basis for work scheduling, work order entry and work order reporting on the Districts electronic maintenance system in addition to notifications and communications.
• Conducts tests, analyses and measurements as directed to diagnose any unusual, erratic or malfunctioning occurrence in any shipboard or terminal system or component.
• Reports any unusual wear patterns, noise, pressure, temperature, or changes in voltage, current, cycles, resistance or any other indication of potential malfunction.
• References manufacturer schematics including blueprints, drawings and specifications to resolve maintenance issues.
• References parts catalogues and other sources to determine correct parts for specific applications.
• Performs inspections, preventive maintenance, repairs and overhauls as directed.
• Documents and records work performed and parts and materials used in the electronic maintenance system. 
• Reports all safety hazards and corrects unsafe situations immediately where possible.
• Immediately reports to supervisor any potential maintenance problem or condition which could cause a possible schedule delay.
• Maintains all work areas, special tools and equipment used in performing maintenance function, in a clean and orderly manner.

Minimum Qualifications

Education and/or Experience: 

• Completion of a four (4) year apprenticeship program, or approved equivalent as a heavy equipment or marine mechanic OR four (4) years of progressively responsible journey level full-time work experience performing to the maintenance and repair of heavy equipment which should include mechanical, electrical or welding repair, and at least one year in an industrial environment.
• Experience in corrective and preventative maintenance records using a computer-based maintenance management information system
• Experience in utilizing MS Windows based software for data entry, work order processing and materials requisitioning

Required License:  

• Must possess and maintain a current, valid California driver's license and satisfactory driving record (Operates District Vehicles).
• No DUI’s or Reckless Driving codes within the last 7 years. 
• No more than two moving violations within the last 3 years.

Required Tools:

• Must have a full set of journey level hand tools to accomplish assigned work.

Hours:

• Shifts are scheduled based on seniority.
• The Ferry Maintenance Department operates 7 days per week, except Thanksgiving, Christmas, and New Year’s day.
• Must be available to work all shifts; some overtime maybe required to handle emergencies.

Physical Requirement:  

Requires frequent and extensive physical activities such as: lifting and manipulating up to 50 lbs., bending, standing, stooping, kneeling, twisting, climbing, gripping, and other movements related to essential duties. Work around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment. Ability to work in a constant state of alertness and in a safe manner. Ability to wear a respirator and be fit tested. Must wear hearing protections when performing certain duties.

Required Knowledge, Skills and Abilities

Knowledge of:  

• Occupational health and safety rules and working practices applicable to this position. 
• Monitoring and inspection of propulsion and auxiliary machinery and other supporting systems (i.e., electrical, plumbing, electronics, hydraulics and HVAC in a commercial application.

The City of Foster City is recruiting for a part-time Public Works Maintenance Worker in the Public Works Department. The is a part-time non-benefited position working approximately 20 hours per week, and no benefits are provided. 

Important and Essential Responsibilities 
Operates hand and power tools, light and heavy construction equipment and specialized wastewater equipment. Handles and applies chemicals. Maintains, operates, inspects, repairs and installs water distribution system facilities including piping, storage tanks, meters, hydrants, valves, pressure reducing stations, pumping stations, pumps, controls, measuring devices, cathodic protection systems, communication systems, and related appurtenances.

Education and Training Guidelines: 
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education: Completion of a job or technical training program in maintenance or construction; completion of high school or the equivalent. 

Experience: One year of experience in general maintenance or construction.

What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

We have exciting internship opportunities available at the City of Millbrae’s Public Works Department.  The Public Works Department is looking to hire two (2) interns for the Engineering Division. This is an open-ended internship without a specific term. The working schedule is to be determined based on business needs and candidate availability, and no more than 1,000 hours in a fiscal year.

The Engineering Division interns would be working on various infrastructure projects, such as streets, sewer, bridge/structural, permitting, and document management.  Interns will assist the engineers by writing reports or conducting field visits to solve construction issues.  Interns would report to the Senior Engineers located at the Corporation Yard at 400 East Millbrae Avenue.

PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed in an office environment in close proximity to other workers.  Incumbent shall be exposed to those conditions normally encountered in a business office environment.  Physical demands require frequent standing, reaching, leaning, twisting, grasping, lifting and sitting for prolonged periods of time.  Must carry moderately heavy boxes up to 50 pounds and/or utilize a dolly.  Incumbent must be able to drive safely to various City sites.  Incumbent must be able to see and hear in the normal range, with or without correction.  Incumbent must have the stamina to work long hours and overtime, if assigned, and be willing to work an irregular schedule, which might include evenings, weekends, holidays, and varying hours.
