Laboratory Manager

Regular Full-Time Employment Opportunity

The City of Sunnyvale is seeking a highly responsible and engaging Laboratory Manager to join our management team in the Environmental Services Department!  The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale's residents and businesses, and also facilitates initiatives to achieve the City's sustainability objectives. The Department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team. The City’s Environmental Laboratory provides water quality analysis to support Drinking Water and Wastewater Management.  The Lab team includes 10 positions and conducts approximately 48,000 analyses annually.

For the Laboratory Manager, the City of Sunnyvale:

• contributes 4% of the 7% employee contribution to CalPERS for classic members;
• contributes 2% of an employee's gross pay to a deferred compensation plan;
• provides generous retiree medical benefits, and

Under general direction of a Division Manager, plans, organizes, directs, and administers the laboratory located at the Water Pollution Control Plant; supervises and coordinates the work of laboratory, industrial waste and administrative professionals, technicians and support personnel. This position entails significant regulatory responsibility with regard to compliance with and enforcement of: municipal ordinances, Regional Water Quality Control Board regulations, Bay Area Air Quality Management District and Environmental Protection Agency (EPA) regulations. Performs other duties as assigned.

Minimum Qualifications

The minimum qualifications for education and experience can be met in the following ways: 

A Bachelor's degree from an accredited college or university in chemistry, biochemistry, biology, microbiology, chemical engineering or a closely related field, and four or more years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples in an analytical laboratory or in an industrial pretreatment facility associated with a wastewater or water treatment facility, of which at least two years are at a supervisory level.

A Master's degree in a related field may be substituted for one year of the required experience.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Under direct supervision of the Senior Maintenance Worker are responsible for performing various gardening and grounds keeping duties in the Regional Wastewater Facility, surrounding Bufferlands, and supporting remote pump stations. Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The ideal candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

Performs a wide variety of routine clerical work including filing, billing, checking and recording information on records, maintaining logs for assigned functions. Type, proofread and process a variety of complex and/or sensitive documents including general correspondence, memos, and charts from rough draft or verbal instruction. Enter and retrieve data from on-line or stand-alone computer systems; operate computer systems to generate reports and perform other automated processes. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS

Gather information from individuals or reference sources to complete and process various forms, records and applications; compile routine information and data for statistical and financial reports as assigned. Receive, sort and distribute incoming and outgoing correspondence. Issue, receive, type and process various applications, permits and other forms. Accept payment of fees; maintain and process cash records, disburse petty cash funds, and perform related basic computations. Maintain records and process forms, such as time records, purchase requisitions and orders, and other specific to the organizational unit.  Perform related duties as assigned.

QUALIFICATIONS

Education:  Equivalent to the completion of the twelfth grade.

Experience:  One (1) year of experience performing duties comparable to those of an Administrative Clerk I in the City of Woodland.

Licenses and Certifications:  Required upon hire, possession of a valid California driver’s license

$3,399.97 - $4,339.31 /month
$1.569.22 - $2,002.76 /biweekly

4% increase (eff July 2024), 1% increase (eff January 2025), 4% increase (eff July 2025) and 1% increase (eff January 2026)

CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Comp:                    
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match effective July 2024.  After successful completion of probation, new hires are also eligible for a 2% City contribution.
