The Environmental Services Department provides comprehensive and innovative utility services for Sunnyvale’s residents and businesses, including initiatives to achieve the City’s sustainability and zero waste objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

We are seeking energetic, creative, organized program professionals to advance our environmental goals by engaging the community and designing responsive programs.

We are currently recruiting for the following Environmental Program Specialist positions:

Regulatory Programs Division: Implement Watershed stewardship programs focused on pollution prevention practices for stormwater and wastewater management.

*Regulatory Programs Division: Implement Sustainability programs (e.g. building or transportation electrification) including policy development, program design and implementation, and community engagement.

*Solid Waste Division: Implement Zero Waste programs including SB1383 compliance, waste management technical assistance, outreach and enforcement for multi-family dwelling and commercial businesses.

*Water and Sewer Division: Implement Water Conservation programs to support “Water Conservation as a Way of Life.”

*These are new positions included in the recommended budget for FY 2024-25, which will be considered by the Sunnyvale City Council on June 18, 2024.

The eligibility list from this recruitment may also be used to fill future vacancies in the classification.

All positions are responsible for developing, planning, and implementing environmental programs, and are expected to become knowledgeable about all of the Department’s service areas, regardless of which division they are assigned to. About the Position:  The incumbent will be a part of a collaborative, three-person Grants Program team within Administrative Services. Midpen aims to recruit and retain employees who embody professionalism, accountability, and respect, who value working in a purpose-driven agency that aspires to contribute to an inclusive, diverse and equitable community.

The Grants Program identifies and secures external funding and manages a small Grantmaking Program. In this role, the Senior Technician supports the entirety of the grant lifecycle, including identifying funding opportunities, application review and editing, and, once awarded, developing funding agreements, monitoring compliance with the grant agreements, and working with Midpen departments to submit reimbursement requests, reports, and project deliverables. Additionally, the Senior Technician supports the administration of a small grantmaking program. Other duties include administrative and record-keeping functions, including editing board reports, meeting scheduling, contract management, invoice processing, and data management.  This is an advanced journey-level classification, where you will be asked to perform detailed and technical work accurately and in a timely manner.

The Novato Sanitary District is seeking an organized, collaborative, and fast-learning Administrative Services Technician to support a wide range of essential administrative services functions, such as risk management, human resources, purchasing, record management, and general administration. Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. The Administrative Services Technician learns and then applies procedural, program, and compliance knowledge; assumes ongoing, technical responsibilities specific to assigned areas, such as risk management and record management; works with departments and outside agencies to coordinate assigned programs, projects, and services; and performs research and routine analysis on a wide variety of special projects.

The Administrative Services Technician also supports the general administration of the District office, such as proofreading, filing, processing mail, answering the telephone, providing front counter customer service, maintaining calendars, organizing office storage, and setting up and breaking down the Board Room for meetings and events.

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.
• Equivalent to an associate degree from an accredited educational institution and two (2) years of journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

Other Requirements:

• Valid California motor vehicle driver's license and good driving record

Provides excellent customer service; answer telephone and direct callers; receive visitors at a public counter and identify a variety of needs; provide information on department policies and procedures as appropriate; schedules appointments. Performs a wide variety of routine clerical work including filing, billing, checking and recording information on records, maintaining logs for assigned functions. Type, proofread and process a variety of complex and/or sensitive documents including general correspondence, memos, and charts from rough draft or verbal instruction. Enter and retrieve data from on-line or stand-alone computer systems; operate computer systems to generate reports and perform other automated processes. Work cooperatively with others. Gather information from individuals or reference sources to complete and process various forms, records and applications; compile routine information and data for statistical and financial reports as assigned. Receive, sort and distribute incoming and outgoing correspondence. Issue, receive, type and process various applications, permits and other forms. Accept payment of fees; maintain and process cash records, disburse petty cash funds, and perform related basic computations. ESSENTIAL JOB FUNCTIONS

Assist in developing and implementing the Pollution Prevention Program.  Assist in the day-to-day enforcement of the Industrial Pretreatment Program, Pollution Prevention Program and the Stormwater Program.  Inspect Pollution Prevention Program facilities to ensure compliance with City Pretreatment regulations.    Assist with inspection of Industrial Pretreatment Program facilities to ensure compliance with Pretreatment regulations. Inspect construction sites to ensure compliance with NPDES Phase II requirements. Issue discharge permits for new and existing businesses regulated under the Pollution Prevention Program. Regular and consistent attendance.  Work weekends and holidays as assigned. 

OTHER JOB FUNCTIONS

Collect samples and perform routine laboratory tests and analyses.  Serve in a stand-by status after regular working hours and respond to emergency call-outs.  Keep detailed records of Pollution Prevention Program activities. Assist with public education and outreach activities to permitted businesses and residential customers. Perform related duties as assigned.

QUALIFICATIONS

Environmental Compliance Inspector I:

Education: High School Diploma or equivalent.  Specialized training or coursework in the water pollution control field is highly desirable.

Experience: One (1) year of experience in working with mechanical equipment and basic water or wastewater chemical and bacteriological processes is desirable.

License or Certificate: Required upon hire, possession of a valid California Driver's license.  A Grade I Environmental Inspection Certificate issued by California Water Environment Association is required within 12 months.

Environmental Compliance Inspector II:

Education: High School Diploma or equivalent, supplemented by specialized training or coursework in the water pollution control field.

Experience: One (1) year of experience in the operation of a Pretreatment program. One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs is desirable.

Licenses and Certificates: Grade I Environmental Inspection Certificate issued by the California Water Environment Association required upon hire. Must obtain a Grade II Environmental Inspection Certificate issued by the California Water Environment Association within 12 months of appointment.

To collect and examine water, wastewater, stormwater and related materials.  Performs a variety of standardized and complex tests and analysis of such samples. Maintains and calibrates laboratory equipment, prepares glassware, mixes reagents and media. Prepares reports, performs special studies, analyzes results and works with a variety of outside labs.  The purpose of this recruitment is to fill a current vacancy in the Water Pollution Control Facility, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid certificates.

IDEAL CANDIDATE

The Ideal Candidate will have previous experience working in a laboratory or related position.  Candidate will be familiar with the principles and practices necessary in the operation of a Water Pollution Control Facility and have completed previous coursework in chemistry, microbiology, mathematics and other relevant fields.  The Ideal Candidate will be organized, flexible, hardworking, and have the ability to communicate clearly and concisely, both orally and in writing.  Candidate will be detail oriented, have excellent time management skills, have the ability to maintain accurate records, be a cooperative team player, and bring a positive, professional attitude to workplace.

Laboratory Technician I:

This is the entry-level classification in the flexibly staffed Laboratory (Lab) Technician series.  Positions at this level are distinguished from the Lab Technician II level by providing a narrower range of duties, usually of a less complex nature in the treatment plant laboratory.  Incumbents learn and perform a variety of clearly defined duties involved with cleaning and maintaining laboratory material and equipment and performing routine testing and analysis in the laboratory. Laboratory Technician II provides lead supervision and training as needed to the Laboratory Technician I.

Laboratory Technician II:

This is the journey level classification of Lab Technician series.  Positions at this level are distinguished from the entry level by performing complex testing and analysis in the treatment plant laboratory.  Incumbents are thoroughly familiar of defined duties involved with calibrating and maintaining sophisticated laboratory equipment.  Provides lead direction to Lab Technician I in addition to performing NPDES required analyses in the laboratory and the more complex laboratory analysis. The Laboratory and Environmental Compliance Manager provides direct supervision. 

ESSENTIAL JOB FUNCTIONS

Laboratory Technician I - Collects and prepares water, wastewater, receiving waters and related samples for analysis.  Conducts standard physical, chemical and biological analysis of such samples.  Makes mathematical calculations and statistical analysis for test results.  Prepares and maintains a variety of logs, records and reports related to the work performed.  Performs complex sampling techniques.  Prepares lab supply and equipment order lists.  Regular and consistent attendance.

Laboratory Technician II – All of the essential functions listed above and:  Prepares standardized reagents and media used in laboratory analysis.  Samples, schedules and ships samples to outside laboratories.  Performs analysis on quality assurance samples for compliance with State Health Department to maintain laboratory certification.  Participates in the laboratory quality assurance program by reviewing and verifying records and reports for the NPDES permit requirements.  Schedules laboratory and maintenance work, ordering of materials, and maintains records as directed by the Laboratory and Environmental Compliance Manager.  Ensure proper maintenance and repair work on all laboratory equipment.

Cleans and prepares laboratory equipment and glassware.  Maintains laboratory in a clean and orderly condition.  Observes safe work methods, practices and precautions; uses appropriate safety devices and equipment in accordance to laboratory standard operating procedures.  Perform related duties as assigned.

QUALIFICATIONS

Laboratory Technician I:

Education:  High School Diploma or equivalent supplemented by related college level coursework.
Experience:  One (1) year experience in a laboratory or related position is desirable.
License and Certificate:  Required upon hire, possession of a current California Driver’s License.  Possession of a current California Water Environment Association Grade I Laboratory Analyst Certificate within eighteen (18) months of appointment.  Grade I Wastewater Treatment Plant Operator certificate is desirable.

Laboratory Technician II:

Education:  High School Diploma or equivalent is required.  Completion of one (1) year of related college level coursework is preferred.
Experience:  Two (2) years of general laboratory experience is preferred.
License and Certificate:  Required upon hire, possession of all certifications required for the Laboratory Technician I and possession of a current California Water Environment Association Grade II Laboratory Analyst certificate within eighteen (18) months.  Grade II Wastewater Treatment Plant Operator certificate is desirable.

Recreation Coordinator I - Facilities schedule may include weekday, weekend, early morning and evening shifts. Schedule is subject to change depending on facility and supervisor needs. 

ESSENTIAL DUTIES:

• Act as the primary point of contact for rental inquiries, promptly responding to emails, phone calls, and in-person inquiries regarding facility rentals.
• Facilitate the rental booking process by liaising with internal staff and external parties to schedule rental dates, coordinate setup requirements, and confirm rental agreements.
• Oversee the rental application process by providing interested parties with necessary documentation, rental agreements, and pricing details.
• Collect and review rental applications, ensuring all required information is complete and accurate.
• Provide timely updates to both renters and internal stakeholders regarding rental status, payment deadlines, and any changes to rental arrangements.
• Maintain organized records of rental bookings, payments, and rental agreements, ensuring compliance with rental policies and procedures. 
• Schedule and provide regular in-service training for facilities staff. 
• Plan, develop and implement programs and events.
• Evaluate the progress and effectiveness of scheduling and programming utilizing measurable outcomes.
• Assist in the development of policies, procedures, contracts, and manuals for facility users and staff.
