 The Accounting and General Services Specialist III position is in the Community Action Department. This position performs a variety of highly complex technical para-professional administrative duties including lead and/or supervisory duties in support of one or more of the following functional areas; facilities management, fiscal and accounting; department administrative or department projects, or programs, that require a thorough knowledge of the terminology, procedures, and practices for the assigned functional area; and performs related work as assigned. POSITION

Provides staff assistance to a City Administrative official; performs responsible professional and technical administrative and analytical duties.  Duties involve budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, special projects, etc., depending on the job assignment, all or some of the following duties and qualifications may be invoked at the discretion of the Department Director.  The purpose of this recruitment is to fill an upcoming vacancy in the Community Development Department and in the Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

Candidate must be able to learn the complex duties of the Department, including budget preparation, creating and monitoring revenue projections, and reviewing expenditure reports, as this position is responsible for overseeing the department budget for all program areas. Management Analyst I - This is the entry level class in the Management Analyst series.  Positions at this level are distinguished from the II level by the performance of less than the full range and complexity of duties as assigned to the journey level class within the series.  Incumbents at this level typically have limited related work experience and are unfamiliar with the functions, operations and procedures of assigned department or office. This class, therefore, is typically used as a training class within the series.

Management Analyst II - This is the full journey level class of the Management Analyst series.  Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction.  Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

• Compiles data and assists in developing recommendations on the formulation of policy, procedure, staffing, and organizational changes; participates in the installation of new and revised programs, systems, procedures and methods of operation.
• Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and/or operational problems.
• Assists in the process of identifying City wide or Department-wide information system needs, including computer hardware/software and training programs.
• Researches and/or assists in the preparation, analysis, and administration of the department operating and/or capital budget.
• Researches, develops, reviews, and prepares grant applications, including monitoring existing programs for compliance with regulations.
• Represents the City in intra-departmental, community, and professional meetings.
• Develops budget documents.  
• Tracks expenses to ensure compliance with the budget.
• Responsible for managing contracts within the City.  This includes developing Request for Quotations (RFQ), Request for Proposals (RFP) and monitoring for compliance and budget.
• Compiles materials and prepares and/or assists in the preparation of reports, manuals, and publications.
• Assists in the coordination of departmental activities with departmental divisions, other City departments and outside agencies.
• Assists in the design and implementation of systems and forms for use in a City department or administrative office including, but not limited to, City wide information systems.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.

Equivalent to a Bachelor’s degree from an accredited college with major coursework in public administration, business administration, or a closely related field

Two (2) years of experience comparable to that of a City of Woodland Management Analyst

POSITION

To plan, organize and manage all activities and programs for a specified division of library operations or services, to include the supervision, coordination, promotion and evaluation of division program.  The purpose of this recruitment is to fill an upcoming vacancy in the Woodland Public Library, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Woodland Public Library is seeking a team-orientated, enthusiastic, and forward-thinking Library Program Manager to provide oversight, development, and implementation of programs and services primarily related to adult services with general library support. Library Program Manager I: This is the entry level class in the professional library series. Assignments are generally limited in scope and within the design and procedural framework established by the Library Services Director. Library Program Manager II: This is the journey level class in the professional library series. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Librarian Program Manager I, or when filled from the outside, require prior professional library work experience.  Appointment to the higher class requires that the employee be performing substantially the full range of duties for the class and meet the qualification standards for the class. Work in this class is distinguished from that of a Library Program Manager I by greater complexity of the assignments received and by greater independence with which an incumbent is expected to operate.

• Develops and interprets division policies.
• Coordinates program planning and service delivery for the division.
• Develops and conducts programs which reflect the guiding principles of the Library and public librarianship.
• Develops and monitors collection development plan for division collection. Supervises the
  collection development activities of other staff. Responsible for appearance and order of division collection.
• Supervises cataloging, classification, and processing of all library materials using ALA and LC principles and practices.
• Provides relevant training to professional staff, library technical assistants, pages, and volunteers.
• Supervises and participates in the evaluation and hiring of all division staff.
• Participates in near-term and long-range planning for the division, including budget forecasting.
• Coordinates staff review of programs, services and policies for evaluation and improvement.
• Researches and identifies future grant opportunities that align with the Library’s needs and goals, implements all stages of grant process from conception and writing to implementation, reporting, and evaluation.
• Coordinates program planning with school Librarians to ensure complementary services to students.
• Provides leadership in working relationships and communication, ensuring high productivity and quality public service; with other community agencies and city departments.
• Prepares materials to publicize the services and resources of the division.
  Evaluates the various programs to ensure success with the Community, and adjust the programs as needed.
• Prepares regular reports for the Library Services Director.

Circulation Services staff perform a variety of clerical and office support duties in a teamwork-oriented environment.  Primary responsibilities include providing in-person service at a Circulation Desk and over the phone, checking materials in and out, resolving problems such as lost and damaged or claims returned items, and registering or updating library cards.  Hourly Library Aides also assist full-time staff in tracking overdue materials, collection notices, and hold requests.

Under direct or general supervision, the Accountant I/II performs a variety of professional accounting duties, including auditing, analyzing, and verifying fiscal records and reports; preparing financial and statistical reports; providing information to City staff regarding accounting practices and procedures; reconciling general ledger accounts; assisting in preparing the City’s annual budgets; preparing year-end audit reports and schedules; performing related work as required.

Accountant I

This is the entry-level classification in the Accountant Series. Initially under close supervision, incumbents perform a variety of professional accounting duties while learning City policies and procedures. As experience is gained, assignments become more varied, complex, and difficult and close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Accountant II

This is the full journey-level classification in the series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management.

The positions in the Accountant class series are flexibly staffed. Accountant I positions have the opportunity to advance to the Accountant II level, subject to management approval and the employee’s ability to (i) perform the full range of duties assigned to the Accountant II level, and (ii) acquire the knowledge, skills, and experience necessary to meet the minimum qualifications for the Accountant II level of the series.
