POSITION

Provides staff assistance to a City Administrative official; performs responsible professional and technical administrative and analytical duties.  Duties involve budgets, policies, procedures, organization, planning, contracts, facilities, systems, equipment, supplies, special projects, etc., depending on the job assignment, all or some of the following duties and qualifications may be invoked at the discretion of the Department Director.  The purpose of this recruitment is to fill an upcoming vacancy in the Community Development Department and in the Police Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

Candidate must be able to learn the complex duties of the Department, including budget preparation, creating and monitoring revenue projections, and reviewing expenditure reports, as this position is responsible for overseeing the department budget for all program areas. The Ideal Candidate for this position must be a “team player” with excellent interpersonal and time management skills along with a well-established approach to customer service with both the public and staff. The Ideal Candidate must demonstrate the ability to understand complex issues, demonstrate excellent supervisorial skills as well as make proper independent decisions related to budgeting, department administration, contract management, and complex administrative processes and projects. Effective written and verbal communication skills are essential.  Ability to understand and speak a second language is highly desirable.

Management Analyst I - This is the entry level class in the Management Analyst series.  Positions at this level are distinguished from the II level by the performance of less than the full range and complexity of duties as assigned to the journey level class within the series.  Incumbents at this level typically have limited related work experience and are unfamiliar with the functions, operations and procedures of assigned department or office. This class, therefore, is typically used as a training class within the series.

Management Analyst II - This is the full journey level class of the Management Analyst series.  Positions at this level are distinguished from the Management Analyst I level by the performance of the full range and complexity of duties as assigned with minimal assistance or direction.  Incumbents are thoroughly familiar with the operating procedures of the department or office to which assigned, and possess technical expertise related to assigned program responsibilities.  Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

• Compiles data and assists in developing recommendations on the formulation of policy, procedure, staffing, and organizational changes; participates in the installation of new and revised programs, systems, procedures and methods of operation.
• Conducts surveys and performs research and statistical analyses on administrative, fiscal, personnel, and/or operational problems.
• Assists in the process of identifying City wide or Department-wide information system needs, including computer hardware/software and training programs.
• Researches and/or assists in the preparation, analysis, and administration of the department operating and/or capital budget.
• Researches, develops, reviews, and prepares grant applications, including monitoring existing programs for compliance with regulations.
• Represents the City in intra-departmental, community, and professional meetings.
• Develops budget documents.  
• Tracks expenses to ensure compliance with the budget.
• Responsible for managing contracts within the City.  This includes developing Request for Quotations (RFQ), Request for Proposals (RFP) and monitoring for compliance and budget.
• Compiles materials and prepares and/or assists in the preparation of reports, manuals, and publications.
• Assists in the coordination of departmental activities with departmental divisions, other City departments and outside agencies.
• Assists in the design and implementation of systems and forms for use in a City department or administrative office including, but not limited to, City wide information systems.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.
• Performs related duties as assigned.

QUALIFICATIONS

Education

Management Analyst I and II:

Equivalent to a Bachelor’s degree from an accredited college with major coursework in public administration, business administration, or a closely related field

Experience

Management Analyst I:

One (1) year of administrative, budgetary or other management analysis or similar experience

Management Analyst II:

Two (2) years of experience comparable to that of a City of Woodland Management Analyst

Knowledge of a second language is highly desirable.

About the Position

The Public Works Maintenance Worker I is an entry-level classification in the Maintenance Worker series. Assigned duties in this classification are routine tasks requiring no experience or limited experience. Employees at this level perform a limited range of duties under immediate supervision in accordance with established guidelines and procedures and are not expected to perform with the same independence of supervision and judgment on matters related to Town guidelines and procedures as Level II/III.

Accountant I

Accountant II

This is the full journey-level classification in the series. THE POSITION:

The ideal candidate for the Senior Secretary position in the City Clerk's Office will be a highly organized and detail-oriented individual, capable of handling a wide range of administrative and clerical duties. The Police Records Specialist is a civilian, non-sworn position responsible for performing essential and sensitive administrative work in maintaining Police Department records, criminal information, and court documents. MAINTENANCE WORKER (Full time)

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

The position will be filled as a Maintenance Worker I/II based on the experience and qualifications of the candidate.

SALARY RANGE:
Maintenance Worker I/II – $3,350.50 to $4,485.52 per month (wages effective 7/1/2024 per MOU).

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

EXAMPLES OF ESSENTIAL DUTIES

• Perform a variety of maintenance work in the construction, maintenance and repair of streets, parks, sewers, storm drains, curbs, gutters, sidewalks, parking meters and other public facilities.
• Operate power‑driven equipment such as skip loaders, dump trucks, water trucks and fork lifts.
• Break out old concrete work such as curbs, sidewalks, and gutters.
• Cut and prepare streets for patches, spread premix and oil, and rake asphalt.
• Replace, repair, couple, test, and backfill sewer lines.
• Clean and maintain basic tools used on the job.
• Paint traffic directional markings, such as crosswalks and safety loading zones.
• Fabricate, install, repair and replace street signs.
• Operate heavy power‑driven equipment on a relief or training basis.
• Water, mow, weed, trim, renovate, and fertilize grass and other landscaped areas.
• Rake leaves, clean walks, fields, courts, and other facilities.
• Spade and otherwise prepare ground around plants and shrubs, including mixing and applying fertilizers.
• Plant, trim and/or remove trees, flowers, and shrubs. 
• Load trimmings on trucks for disposal.
• Pick up rubbish and litter materials and perform general grounds cleaning.
• Operate power mowers, edgers, sewer rodders, and other hand-operated and power tools in the performance of maintenance and repair activities.
• Drive vehicles as required and assist in routine care and upkeep of such vehicles.
• Assist in moving and installing park and recreational equipment.
• Install, maintain, and repair sewer system mains, sprinkler systems, pipes and facilities.
• Inspect, maintain, and repair parking meter devices.

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The Community Action Program Specialist II is the full journey level class within the series and is   distinguished from the entry level class by the performance of the full range of duties, including the more complex cases. This position is full-time and is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Analyzes clients’ financial and eligibility information to determine initial or continuing eligibility for programs.
• Secures case documentation, records, and/or other information from other agencies as required.
• Interview and evaluates clients for specific program services eligibility and/or employment opportunities, including service needs assessment and crisis intervention, to assist individuals/families in achieving self-sufficiency. 
• Conducts orientation workshops for new and returning participants; explains regulations, rules and policies to clients and apprises them of their rights and responsibilities for program participation.
• Receives and responds to inquiries regarding program services from clients, other agencies, and the general public.

The Position

The Town of Atherton invites you to apply for the position of Front Desk Receptionist / Clerk for the City Manager’s Office. The position requires an individual to provide responsible professional, administrative, and technical assistance to support the City Manager’s Office which includes City Clerk functions. The individual will provide administrative support and general reception for the Town Hall. The administrative functions include, but are not limited to, supporting activities to promote and prepare for Town meetings, processing applications for permits, customer service and public interaction related to Town programs and services, special projects based on needs; and assisting in office management functions.

Typical duties include, but are not limited to:

• Assist in providing support for community events that will include assistance with public engagement, planning, and outreach.
• Assist with preparing public meeting agenda packages and materials.
• Maintain files and filing systems in accordance with departmental policies and procedures.
• Provides support with calculating, preparing, issuing and/or submitting bills invoices, and other payment records for services.
• Provides general administrative support to the City Manager’s Office that may include drafting and maintaining departmental records, tracking and filing Town contracts.

The position will occasionally back up the City Clerk at evening meetings.
