DEFINITION

To perform a variety of skilled installation, maintenance, repair and service work on equipment used in water and wastewater treatment, water distribution and wastewater collection systems and related facilities.

DISTINGUISHING CHARACTERISTICS

This is the entry level class in the Preventative Maintenance Technician series.  Positions in this class typically have apprentice level work experience and work under immediate supervision while learning job tasks.  The Preventative Maintenance Technician I class is distinguished from the II level by the performance of less than the full range of multi-skilled duties assigned to the II level.  Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from the Maintenance Supervisor, and receives technical and functional supervision from a Senior Preventative Maintenance Technician.

EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:

• Perform maintenance, repair, and service duties related to a variety of machinery and equipment used in water and wastewater treatment plants and related facilities, including wells, water storage tanks, lift/pump stations, distribution and collection pipelines; diagnose and troubleshoot problems associated with equipment and machinery
• Install, inspect, dismantle, repair, reassemble and calibrate machinery and equipment such as pumps, valves, motors, engines, compressors, and diesel generators, reciprocating gas engines, gear reducers, chemical feed and metering devices, instrumentation, process analyzers and dewatering equipment.
• Perform routine mechanical fabrication, welding and machine tool operations as needed to modify and repair water and/or wastewater treatment plant process equipment. 
• Install conduit, pull cables, terminate wires, modify circuits and update documentation to reflect system changes.
• Install, inspect, maintain, troubleshoot and repair motor controls and automated switchgear, control systems, instrumentation, process analyzers, programmable logic controllers (PLC’s) and Supervisory Control and Data Acquisition (SCADA)  applications and networks, radio frequency data communications equipment and other devices related to water and wastewater treatment processes and related facilities.
• Follow control of hazardous energy (COHE) procedures before engaging in work, especially in confined space areas; make notes regarding readings and findings of work.
• Assist in installation and construction of various projects; read and interpret blueprints and specifications and perform work accordingly; make rough sketches of work to be performed.
• Use a computer to enter and retrieve information related to work assignments and record-keeping.
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.
• Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of:

• Methods, tools, and equipment used in the maintenance and repair of mechanical and electrical/electronic equipment.
• Operation, maintenance, troubleshooting and repair of pumps, motors, valves and other mechanical and electrical equipment.
• Principles of electrical circuits, process control systems, instrumentation, chemical analyzers and standard terms of the mechanical and electrical trades.
• Principles and practices of complex maintenance and repair programs including preventative, condition based, investigative, reactive and reliability-centered maintenance, root cause analysis, and equipment criticality rating.
• Safe work practices for all aspects of job related functions.
• The techniques and work practices required to accomplish effective mechanical, electrical, instrumentation and controls maintenance programs in an industrial continuous process environment such as a water and/or wastewater treatment plant.

Ability to:

• Perform multi-skilled work related to the troubleshooting and repair of mechanical and electrical/electronic equipment.
• On a continuous basis, know and understand operations, and observe safety rules, policies and procedures.  Intermittently analyze problem equipment; identify and locate equipment; interpret work orders; remember equipment location; and explain jobs to others.
• Intermittently, sit while studying or preparing reports; bend, squat, climb, kneel and twist when installing, repairing, and servicing equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
• Communicate clearly and concisely, both verbally and in writing.
• Be on-call evenings or week-ends; work unusual/prolonged work schedules as required by workload and during emergencies or seasonally-caused circumstances.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Independently and safely perform skilled mechanical and electrical/electronic maintenance and repair work on industrial continuous process equipment and systems such as in a water and/or wastewater treatment plant including gauges, motors, pumps, valves, switch gear, instrumentation, process analyzers, programmed logic controllers, SCADA systems, and low voltage (< 600V) electrical circuits and distribution systems.

EXPERIENCE AND TRAINING

Experience:

Two years of increasingly responsible experience performing multi-skilled maintenance and repair work similar to that of a Preventative Maintenance Technician I with the City of Roseville.  Apprentice level experience in both mechanical and electrical trades is required. Journey level experience in both mechanical and electrical trades is preferred.

Training:

Equivalent to completion of the twelfth (12th) grade, GED, or higher level degree, supplemented by the equivalent of half the course work to obtain an Associate’s degree in Mechatronics or similar multi-skilled degree. Course work towards a vocational degree from an accredited institution in mechanical, electrical, electronic, communications, networking, instrumentation and controls trades or a related field may be considered for equivalency.  Journey level experience in both trades may be substituted for the degree or certificate.

License or Certificate:

Possession of a valid California driver’s license by date of appointment.

The Maintenance Worker I receives general supervision from a Public Works Supervisor. ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs maintenance, repair, construction, equipment operation and installation work in streets, water, sewers, refuse collection, parks and buildings.
• Streets: Breaks, removes, crack seals, hydropatches, and repairs surfaces; digs, shovels, hauls, loads and unloads materials; operates jack hammers, tampers, pavement breakers and other hand and power tools; rolls and irons asphalt; operates trucks, backhoes, rollers, pavers, street sweepers and other construction vehicles and equipment; assists in the installation and maintenance of City signs, road markings, striping and delineators; paints street lines and crosswalks; performs concrete sidewalk, curb, gutter and ramp installation and repair; installs, maintains and repairs street lights; installs shoring and trench plates; monitors underground service alert (USA’s) and marks when necessary; conducts street leaf pickup; mows roadsides.

• Parks and Buildings: Maintains lawns, shrubs, and trees; assists in spraying of herbicides and pesticides; cuts, sprays and removes weeds; clears brush and debris; assists with planting and maintenance of landscaped areas; installs, maintains, repairs and programs irrigation systems; cleans and maintains parks and city buildings; assists in the performance of minor carpentry, plumbing, electrical, painting and remodeling tasks.
• Solid Waste: Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Fills out reports and work orders; climbs or uses hydraulic aerial devices to top, trim, reshape, strip, treat and remove trees; operates airport fueling vehicles; responds to after-hours call-outs if assigned.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, operate hydraulic aerial devices, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

DEFINITION:  Under general supervision, performs a variety of professional, analytical and technical tasks working in one or more program areas such as Finance, and Human Resources.   Assignments involve the development, administration and implementation of City programs; highly responsible analytical staff assistance including conducting analyses of a wide range of municipal programs including research,  financial  analysis,  project  administration,  budget  preparation  and reporting, research on human resources matters, labor relations and negotiations, training and recognition programs, and recruitment and testing, and performing related work as required.

Requirements:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to Bachelor’s or Master’s degree in Public Administration, Public Management or a related degree and two (2) years of experience in analyzing data and/or records, preparing communications related to analysis and/or research, and/or maintaining financial records. Experience working with or for public agencies providing citizen service preferred.

Licenses/Certifications Required:

• Possession of, or ability to obtain, a valid California Driver’s License by time of appointment

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a

computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

The City of Dixon is recruiting to establish an eligibility list to fill one (1) position of Streets & Utilities Maintenance Supervisor position in the Public Works Department. This position plans, organizes, monitors, and supervises the work of maintenance personnel assigned to Street & Utilities Maintenance Division wit the City Engineer/Public Works Department and perform a variety of technical tasks relative to Streets and Utilities Maintenance. The purpose of the eligibility list is to establish qualified candidates that meet the position requirements and will be eligible to undergo employment process noted below if the position becomes vacant in the future. Education: Equivalent to completion of twelfth grade supplemented by specialized training in Street and Utilities Maintenance operations.
