VTA’s ERP Support Team Is looking for a dedicated Sr. Business System Analyst who will provide production support for SAP Enterprise Asset Management/Plant Management/Material Management/Procurement modules, managing the interfaces between SAP and non-SAP applications, and involving with a new/upgraded ERP implementation project.

The Ideal candidate will have extensive business process knowledge in the Transit Industry and functional experience in SAP Enterprise Asset Management/Plant Management/Material Management/Procurement modules. The candidate will also be involved in a new/upgraded ERP implementation project, and he/she needs to be a quick learner and be able to adapt to changing priorities with ease.
 

Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. Incumbents at this level are fully trained in all procedures related to their assigned area of responsibility. This classification implements solutions related to applications used in VTA's functional areas with a strong emphasis on process and flow design, custom functionality, and maintaining systems.

Essential Job Functions

Typical Tasks
 

• Leads and participates in the work of staff in managing projects, developing and enhancing system applications for an assigned division;
• Establishes and maintains positive relationships, and works extensively with VTA Management, VTA Business Process Owners, and system Super Users in developing and  enhancing information systems solutions;
• Trains customers, staff, and others as needed in a formal setting, in a group, or one-on-one;
• Administers a variety of actions to one or more modules of the Enterprise Resource Planning system (SAP), or Electronic Documents Management System (EDMS), or construction applications (such as Contract Manager, P6, Projectwise, Citicube, etc.) or other VTA applications or Reporting Services;
• Reviews and evaluates work products, methods and procedures, and identifies and resolves problems;
• Defines customer business needs, manages client expectations, and identifies alternative approaches and cost-benefits of automating of customer functions to assist in meeting the client's overall business goals;
• When assigned to a project, develops the scope of work for new or upgrade solutions and works with Contracts and Materials Management (CAMM) department during the Request for Proposal (RFP) and contracting phases of the process;
• Consults with customers to present proposals to senior management and assists in developing capital packages;
• Consults and facilitates with department representatives to solicit departmental technology needs and requirements as well as resolving problems with applications;
• Serves as a single point of contact for the user community in the assigned division, and assumes responsibility for the delivery of technology services;
• Maintains technical and functional competency in the applications utilized by the assigned department;
• Reviews, analyzes and approves program designs, operational characteristics, user interfaces, reporting systems and data conversion methods;
• Reduces design projects into component analytical tasks;
• Develops detailed workflow, system, training, and process requirements;
• Prepares final systems design and documentation and user documentation necessary for programming;
• Oversees the installation and updates of application packages, data base development tools, and other related elements;
• Defines and manages project scope, deliverables, schedules, cost estimates, and task lists;
• Performs development, review, and selection tasks related to Requests for Proposals and Requests for Qualifications;
• Communicates project status, resolving project issues, problems, and changes;
• Manages and tracks projects from initiation to successful completion;
• Establishes and maintains relationships at all levels of the assigned organization;
• Manages projects using VTA personnel, consultants, and vendors, as needed;
• Communicates with vendors of application software;
• May be required to monitors project expenditures, recommending adjustments as necessary;
• Performs related duties as required.

Minimum Qualifications

Employment Standards

Sufficient training, education and experience to demonstrate possession of the required technical and project management knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in information systems, computer science or related field and four (4) years of responsible experience developing, designing, and/or maintaining major components of a comprehensive information system including evaluation, analysis and input to the software modules of an Enterprise Resource Planning System or other application system. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

The Department of Transportation (DOT) is seeking to fill 16 full-time Maintenance Assistant positions.

The Maintenance Assistant total salary range is $24.74 to $31.56 hourly or $51,459.20 to $65,644.80 annually . The actual salary shall be determined by the final candidates' qualifications and experience.

The Infrastructure Maintenance Division of DOT is looking to fill 16 full-time vacant positions. These positions perform work in the maintenance and repair of concrete, pavement, sewers, landscaping, traffic signs, and traffic markings. Duties include digging holes, trenches, and ditches. They also operate a wide range of hand, mechanical, and power tools, as well as a variety of light and heavy vehicles, trucks, and equipment relevant to work performed, ensuring compliance with safe working practices. Maintenance crews provide services seven days a week. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

Finance Department - The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose's financial resources to enhance the City's financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing , creating more than 21,000 new housing opportunities for San José residents.
A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. The incumbent will perform professional analysis, administrative support, and conduct research including statistical analysis of the results.  They will be responsible to assist with budget development and management, track and oversee the purchasing process, and manage the department's equipment replacement schedules as well as miscellaneous other management duties as assigned.

 The Assistant City Clerk’s Office/City Manager’s Office is recruiting to fill a Deputy City Clerk. The Assistant City Clerk’s Office is organized under the City Clerk’s Office.  The Office of the Assistant City Clerk processes the agendas for and attends all meetings of the Council and Authorities Concurrent and Stadium Authority meetings, maintains accurate and up-to-date records of the proceedings of those meetings and makes those records open for public inspection. The Office of the Assistant City Clerk processes and maintains copies of City contracts, ordinances, resolutions and other official documents. The Office of the Assistant City Clerk manages and compiles City records in accordance with the Records Retention Schedule and in response to Public Records Act requests. The Office of the Assistant City Clerk administers campaign and disclosure laws, the Campaign Finance Ordinance, Regulation of Lobbying Activities program and the Calendars of Certain City Officials program. The Office of the Assistant City Clerk also administers oaths of affirmation pertaining to the affairs and business of the City and certifies copies of official records.
 
 The Position: 
 The Deputy City Clerk will report to the Assistant City Clerk and perform highly complex administrative and analytical work. This position will assist the Assistant City Clerk in the administration of the City Clerk's Office. The incumbent will assist in developing, implementing and coordinating projects, programs and procedures. This position is responsible for assisting with Public Record Act (PRA) requests and this position will also support projects and programs within the City Manager’s Office. Incumbents in this position will have considerable independence in making judgment related to their assignments and must handle situations with great sensitivity, tact and diplomacy. May supervise or act as lead worker to staff involved in management activities.  
 
As a member of the City's unclassified service, this is an "at-will" position. The incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $119,994.36 - $155,300.16.  This position will be filled at or near the minimum of the salary range.

EDUCATION AND EXPERIENCE
Any education or experience equivalent to:

• An Associate of Arts degree in Public Administration, Business Administration or closely related field; and
• Three (3) years of progressively responsible supervisory or lead administrative/management experience in a City Clerk's Office. 

• A Bachelor's degree in a related field and/or possession of a Certified Municipal Clerk certification or required within two (2) years of hire.

Water System Worker III (Lead Position)
