Distinguishing Characteristics:

The Senior Civil Engineer is the advanced journey level class in the professional civil engineering series and is the second licensed engineer level responsible for performing the more complex design and construction of capital improvement projects, reviewing private development projects for design conformance and accuracy, and providing extensive professional engineering and administrative support to the Public Works Director/City Engineer.  Incumbents perform complex professional engineering assignments requiring considerable knowledge of various aspects of civil engineering, including land development, planning, design standards and regulations, construction, and maintenance.  This classification is distinguished from the next higher position of Assistant Director in that the latter has supervisory responsibilities over lower level staff and performs the most complex engineering duties.    

Supervision Received/Exercised:

Receives direction from the Public Works Director/City Engineer or designee.  May exercise functional and technical supervision over assigned staff.

Essential Functions: (include but are not limited to the following)

• Performs and oversees a broad range of construction project management, design and inspection activities on a variety of capital improvement projects, including streets, lighting, storm drainage, sewers, water, traffic, parks, and landscape; coordinates capital improvement projects with contractors, utility companies, other agencies, department staff, and the general public.
• Reviews and/or prepares plans and specifications; prepares quantity and cost estimates; assists in the development of design procedures; interprets the application of design criteria; checks plans and specifications for accuracy of design and completeness.
• Analyzes and reviews plans for private and public development, including subdivisions, parcel maps, lot line adjustments, improvement plans, capital improvement projects, and requests for extensions of City services; determines impact and ensures compliance with City service standards for water, sewers, drainage, and streets.
• Reviews and prepares all legal descriptions, title reports, annexations, and acquisitions for real property; checks and reduces all field survey notes, plot levels, and topography and may perform survey work for design and construction purposes; develops and maintains a computer assisted drafting (CAD) system of all departmental maps, plots, project requirements, improvement plans, utility locations and City owned easements; represents the department on issues relating to geographic information systems (GIS).
• Administers design and construction contracts; maintains logs and tracks bond expiration dates; prepares reports for the Finance Department as required; collects all required inspection approvals; prepares staff reports for Council; prepares memos to City Clerk regarding accepting and releasing of bonds; prepares daily progress and final reports and prepares documentation associated bonds; prepares and maintains detail project records and plans; negotiates change orders; reviews payment of invoices; responds to RFI and construction correspondence.
• Assists in the preparation of the department budget; makes recommendations and monitors the approved project budgets; participates in the development of water and sewer rates, and assessment fees; researches and prepares grant and loan applications; administers and monitors approved project grants and loans.
• Prepares and provides complex engineering reports, correspondence, staff reports, ordinances, and resolutions; develops reports and statistics; assists in the preparation of short and long-range plans; reviews and comments on environmental impact reports and traffic studies; makes oral presentations and participates in organizational and community group meetings; responds to questions and inquiries, and investigates complaints concerning engineering problems.
• Assumes the duties of the Public Works Director/City Engineer in his/her absence, as necessary.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

Working Conditions: 

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, crawling, and making repetitive hand movement in the performance of daily duties.  The position requires near and far vision when inspecting work and operating assigned equipment, and acute hearing is required when providing phone and face-to-face service.  The ability to lift, carry, pull and push tools, supplies and other equipment weighing up to 25 pounds.  Additionally, the incumbent in this position works outdoors in all weather conditions including wet, hot, and cold.

DISTINGUISHING CHARACTERISTICS: The Buildings and Streets Superintendent reports to the Operations Manager and is responsible for the overall assignment and supervision of assigned crews engaged in construction, repair, and maintenance of buildings and streets; to participate in assigned processes, procedures, and programs; and to provide information and assistance to the public regarding assigned programs and services.

SUPERVISION RECEIVED/EXERCISED:
Receives direction from the Operations Manager. Exercises direct supervision over assigned public works staff, as well as indirect supervision to other supporting staff within the Public Works Department.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Plans, supervises, and directs the programs, projects, operation activities of the buildings and streets sections of the Public Works Department with the support of the Operations Manager.
• Assists in overseeing the proper organization and staffing of assigned sections; participates in Citywide programs and long-range planning for buildings and streets.                 

• Assists in the establishment of division goals, strategies, and priorities; develops and manages continuous improvement processes. • Participates in the development of policies and procedures; recommends programs, projects, and work assignments to the Operations Manager.
• Participates in the selection, training, and evaluation of maintenance personnel; establishes and monitors employee performance objectives and performance management; recommends promotions and disciplinary action to the Operations Manager.
• Directly and/or through supporting staff, assigns work and provides direction to assigned staff, evaluates staff performances, ensures desired staff performance levels are maintained, and participates in processing personnel actions.
• Ensures assigned sections operate in compliance with rules, regulations, and policies; prepares reports and maintain records as required.
• Inspects work sites before, during and after completion to assure work is completed in a satisfactory and thorough manner; ensures the adherence to safe work practices by field maintenance personnel.
• Plans, coordinates, prioritizes, monitors, and participates in the work of crews responsible for the construction, maintenance, repair, and/or operation of building and streets as necessary; provides day-today leadership to assigned crews; coordinates the work of the unit with other City departments and divisions, outside agencies, community groups, and the public.
• Supervises and participates in the removal of pavement, digging of holes, cutting of trenches, and removal of concrete and earth using hand tools, power equipment, and related equipment required for the installation, replacement, and repair of streets and related projects.
• Performs the more difficult and complex maintenance and construction duties of the work unit, including reading and interpreting construction plans and specifications; provides technical assistance to field crews; coordinates with contractors providing services to the City; performs inspections of construction and maintenance work in assigned areas of responsibility; assists with inspections on private and public improvement projects for adherence to City standards; responds to afterhours callouts as assigned.
• Enforces the Municipal Code including problems that arise from unpermitted construction work in the streets, items in roadways, and citizens pumping water into the streets.
• Coordinates and provides ongoing safety training programs; ensures compliance withapplicable rules, policies, and procedures; establishes performance goals for crews and individual employees. • Develops and maintains short- and long-range maintenance schedules for buildings and streets; assists in the development of cost estimates for implementation of maintenance programs; maintains tracking systems for all work including maintaining appropriate work records and documents.
• Prepares statistical and/or analytical reports on operations as necessary; participates in budget preparation and monitors approved budgets; participates in the equipment procurement process; orders, monitors, controls, and maintains supplies, tools, materials, and equipment.
• Responds to the more difficult questions and concerns from the general public, contractors, and outside agencies; provides information as is appropriate and resolves public service or operational complaints; establishes and maintains a customer service orientation within the unit.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
• Routinely participates in the encroachment permit processing providing technical knowledge i.e. scope of work, traffic/pedestrian control plans, adherence to City Standards, service alerts, right-of-ways to administrative staff, attending permit meetings and signing off on final authorization.
• Coordinates fleet maintenance of all city vehicles, fuels, asset/mileage tracking, and fleet records.

The Sewerage Agency of Southern Marin (SASM) is a joint powers authority (JPA) that provides wastewater collection, treatment, water reclamation, and disposal for 30,000 Southern Marin residents. The City of Mill Valley, a member of the JPA, provides staff for SASM. Staff are hired by the City and operate under the Department of Public Works.

ABOUT THE POSITION:

Under the general direction of the Chief Treatment Plant Operator, the Treatment Plant Operator conducts work performed in the Wastewater Treatment Plant, including maintenance of the plant, sewage lift stations, trunk sewers, and out fall.

• Operate and adjust all unit operations in the treatment plant to ensure smooth and efficient operation.
• Record/collect, calculate, interpret, and report data.

Supervises and performs tasks related to the maintenance, repair, and construction of water production and treatment plant facilities, wells, reservoirs, tanks, equipment, and related control systems; inspects the maintenance and repair of equipment for quality, compliance with applicable standards, and proper operation.

Oversees laboratory analysis programs for untreated and treated water samples and is responsible for operating and systems modification based on test results; implements the lead and copper program; supervises and participates in the monitoring of water quality instruments and chlorination to ensure compliance with state and federal requirements.

Prepares a variety of water quality and water use reports for regulatory agencies and internal operations; acts as the liaison to the public on water quality issues; conducts regular inspections to identify maintenance and repair needs; schedules, plans, and supervises the installation, maintenance and repair of mechanical and electrical systems.

Plan, organize and supervise the operation of a water treatment plant and associated storage and distribution systems; ensure equipment is maintained appropriately; accurately supervise and perform water quality laboratory testing and analysis; ensure chemical and bacteriological laboratory tests are conducted in accordance with mandates; analyze and interpret laboratory tests and make modifications to water production system operations as required; maintain accurate and updated logs, records, and reports; prepare and submit comprehensive and mandated reports; perform plant operation and maintenance assignments; represent the City's water treatment functions with other governmental agencies and community groups; plan, organize, train, evaluate, and direct work of assigned staff; interpret, explain and apply applicable laws, codes, and regulations; read, interpret, and record data accurately; organize, prioritize, and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.

Skill to:

Operate office equipment including computers and supporting word processing, spreadsheet, and database applications; safely and effectively operate the tools and equipment used in the operation and maintenance of a water treatment system.

Qualifications:

Education and/or Experience:

Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Chief Utility Operator -Water Treatment. A typical way of obtaining the required qualifications is to possess the equivalent of four years of experience in the operation, mechanical maintenance and repair of water treatment systems, at least two of which were while in possession of a Grade III Water Treatment Plant Operator certificate, and possession of a high school diploma or equivalent with 24 continuing education credits needed to renew certification.

License/Certificate:

Possession of, or the ability to obtain, a valid class C California driver’s license.

Possession of, or ability to obtain, a valid Class C California driver's license.

Possession of a Grade IV Certification as a Water Treatment Plant Operator from the California State Department of Health Services

Possession of a Grade II Certification as a Wastewater Plant Operator from the California State Water Quality Control Board.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

EDUCATION AND EXPERIENCE:

Must possess a California P.O.S.T. Certified Basic Law Enforcement Academy Certificate. Candidates must have completed the P.O.S.T. Basic Academy.  Note:  In conformance with P.O.S.T. regulations, applicants separated from active law enforcement in excess of three years must repeat the State Basic Training Standards and would not be considered for appointment on a lateral entry basis.   

Candidate must be high school graduate or its equivalent.  Completion of 45 semester (or equivalent quarter) units from an accredited college or university is preferred.  Prefer candidates with bilingual skills.
