What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.
• Participate in planning, organizing, and coordinating the development, construction, and maintenance of parks, recreation buildings, playground areas, and other facilities.
• Direct the scheduling of work projects and the determination of equipment, material and personnel needs with the Division.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Supervise the maintenance of a variety of records and reports.
• Select, supervise, train, and evaluate assigned personnel.

The Community Services Manager receives direction from the Director of Parks and Recreation or higher-level department personnel and exercises direct supervision over professional, technical and clerical staff.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.

The Department

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).  The City currently has one opening in this classification, for a position providing programs and services at the GMCLC.

THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

Essential Duties and Responsibilities

• Plans, schedules, assigns, supervises and participates in a recreation unit of the District typically consisting of part-time employees; organizes and conducts programs in program areas such as fine and performing arts, sports, outdoor activities, therapeutics and inclusion; interprets and communicates District policies to staff and ensures compliance with applicable federal, state and District safety regulations; interviews and participates in selecting new staff; establishes performance requirements; regularly monitors, evaluates and addresses performance.
• Contributes to the development of and monitors performance against the program budget; approves purchases and other expenditures in accordance with District policies and procedures.
• Identi­fies, contacts, selects and prepares documents for contract instructors; provides first-level approval and processes contract invoices.
• Prepares written public correspondence, speaks to school and community groups and promotes participation in scheduled activities through marketing plans and outreach efforts.
• Instructs participants in various athletic and recreational activities.
• Coordinates and participates in equipment and vendor selection, physical setup for special activities and the issuing and collecting of materials.
• Assists supervisor with the research, development, enhancement and implementation of new and existing services and programming; assists in monitoring program effective­ness.
• Prepares and maintains a variety of records and reports on participation, equipment and facility use.

Other Duties and Responsibilities

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: a bachelor’s degree with emphasis in recreation or a closely related field; and two years of group recreational activity leadership experience including supervisory, public relations or marketing skills; or an equivalent combination of education and experience.

As assigned to Therapeutic Recreation Unit, preferred degree in Therapeutic Recreation and/or two years of experience working with individuals with developmental disabili­ties, prefer­ably with ABA (Applied Behavior Analysis); and the ability to learn/imple­ment applicable laws and inclusion methods and practices. Knowledge of principles and techniques pertaining to the specialized program activities and program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret documents in area of expertise, technical proce­dures, or government regulations. Ability to write reports, correspondence and proce­dure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions. Ability to speak Spanish is desirable.

Math Ability: Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in standardized situations. Ability to interpret a variety of instructions provided in written or oral form. Ability to exercise a high degree of independent judgment.

Certificates and Licenses:

Supervisory Responsibilities: Typically supervises part-time employees in the recreation department, including performance evaluations. The number of part-time employees supervised varies depending on unit assignment.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview.

The Department

The Community Services Department strives to improve the health, wellness and quality of life for Fremont residents by offering a wide variety of exceptional educational and recreational programs and services, historic and cultural resources, facilities, unique attractions, special events, park use and urban forestry.

The Position

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

Examples of Duties

• Assists the Department Director in administration of departmental programs and services.
• Develops and implements strategic vision for the Community Services Department.
• Plans, organizes and manages a comprehensive recreational program and related activities, including special events, special interest classes, park and playground programs, summer day camps, adult sports and events and programs for all segments of the community.
• Formulates and oversees plans for the conduct of recreation programs to maximize the use of recreational areas, facilities and equipment.
• Supervises assigned divisions through subordinate supervisors, and trains and evaluates assigned staff.

The Department: 

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library is in the process of finalizing and implementing its new Strategic Plan that will support the direction of future library services. 

The Position: 

This is a paraprofessional supervisory position in the classified service. The Library Circulation Supervisor is the highest level in the paraprofessional class in the Library Department, providing supervision and management for the largest number of work unit staff in the department, as well as day to day library operation. The Circulation Unit is the first line of staff that meets the public, and customer service and satisfaction are essential. The Circulation Unit is responsible for customer accounts, cash handling, effective material circulation, distribution and shelving, resource sharing, and daily delivery to all library and city locations as needed. The incumbent manages the schedule of the team, maintains standards of strong customer service for the library system through well-developed circulation processes and procedures that emphasize access and equity, and is responsible for the overall supervision of the Circulation Unit, as well as the safe operation and maintenance of circulation technology, including automated materials handling sorters and self-check machines. This position involves coordinating staffing and service procedures with the branch libraries, library bookmobile, as well as working closely with Technology for equipment support as well as with multiple vendors. The Circulation Supervisor is a member of the Library Management Team, and often acts as supervisor-in-charge. Strong communication, management and leadership experience and executive practice in fostering positive working environment, ability to work independently and within a team, supportive personnel practices, troubleshooting, patience, and flexibility will be key characteristics of this individual.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

• Completion of 60 semester or 90 quarter units of academic level coursework at an accredited college or university

Minimum Experience Requirements: 

• Three (3) years of recent full-time paraprofessional library experience, two (2) years of which have been at the level of Senior Library Assistant for the Santa Clara City Library or equivalent; or
• Three (3) years of recent full-time paraprofessional library experience involving public contact and computerized circulation systems, including two (2) years of recent supervisory experience

Acceptable Substitution: 

• Completion of a two year Library Technology Associate of Arts degree may be substituted for one year of paraprofessional library experience.

License/Certifications: 

• Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for the duration of employment.

Other Requirements:  

• Must be able to perform all the essential functions of the job assignment

The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.

The ideal candidate will possess the following qualities:

• At least two years of forensic examination training and experience
• Trauma Informed Care training and experience
• Experience bringing diverse viewpoints and stakeholders together successfully to accomplish goals and commands the trust and respect of others
• Interest in team-based care and creating a positive patient experience, and has demonstrated innovation and initiative in realizing that vision
• Has overseen and led complex projects and coordinated interdisciplinary teams
