What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.
• Participate in planning, organizing, and coordinating the development, construction, and maintenance of parks, recreation buildings, playground areas, and other facilities.
• Direct the scheduling of work projects and the determination of equipment, material and personnel needs with the Division.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Supervise the maintenance of a variety of records and reports.
• Select, supervise, train, and evaluate assigned personnel.

The Community Services Manager receives direction from the Director of Parks and Recreation or higher-level department personnel and exercises direct supervision over professional, technical and clerical staff.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.
• Non-exempt employees may be required to work overtime.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Ability to communicate effectively in written and oral forms. Ability to write routine reports and interact with the public in a positive manner. Ability to speak Spanish is desirable

Math Ability:Ability to use basic math to perform tasks such as addition, subtraction, multiplication and division in all units of measure, using whole numbers and common fractions and decimals, and prepare bank forms.

Reasoning Ability: Ability to exercise common-sense understanding to carry out instructions provided in written or oral form. Ability to synthesize necessary information related to encounters with the public and District customers in the course of work. 

Other Required Skills: Proficient use of Microsoft Office Suite including Word and Excel, type on a standard keyboard, navigate various office computer applications, operate a calculator, fax machine and other office equipment.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.

THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

OTHER REQUIREMENTS:

• Must possess and maintain a valid California Class C driver’s license with a satisfactory driving record.
• Must have American Red Cross Lifeguard Training (or obtain within 4 months of hire).
• Must have American Red Cross Lifeguard Instructor (or obtain within 1 year from time of hire).
• Must have American Red Cross Water Safety Instructor (or obtain within 1 year from time of hire).

• Equivalent to graduation from a four-year college or university with major coursework in recreation administration, physical education, leisure services or a related field AND
• Two (2) years of full-time or its equivalent of recreation experience, OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

• Plans, schedules, assigns, supervises and participates in a recreation unit of the District typically consisting of part-time employees; organizes and conducts programs in program areas such as fine and performing arts, sports, outdoor activities, therapeutics and inclusion; interprets and communicates District policies to staff and ensures compliance with applicable federal, state and District safety regulations; interviews and participates in selecting new staff; establishes performance requirements; regularly monitors, evaluates and addresses performance.
• Contributes to the development of and monitors performance against the program budget; approves purchases and other expenditures in accordance with District policies and procedures.
• Identi­fies, contacts, selects and prepares documents for contract instructors; provides first-level approval and processes contract invoices.
• Prepares written public correspondence, speaks to school and community groups and promotes participation in scheduled activities through marketing plans and outreach efforts.
• Instructs participants in various athletic and recreational activities.
• Coordinates and participates in equipment and vendor selection, physical setup for special activities and the issuing and collecting of materials.
• Assists supervisor with the research, development, enhancement and implementation of new and existing services and programming; assists in monitoring program effective­ness.
• Prepares and maintains a variety of records and reports on participation, equipment and facility use.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: a bachelor’s degree with emphasis in recreation or a closely related field; and two years of group recreational activity leadership experience including supervisory, public relations or marketing skills; or an equivalent combination of education and experience.

As assigned to Therapeutic Recreation Unit, preferred degree in Therapeutic Recreation and/or two years of experience working with individuals with developmental disabili­ties, prefer­ably with ABA (Applied Behavior Analysis); and the ability to learn/imple­ment applicable laws and inclusion methods and practices. Knowledge of principles and techniques pertaining to the specialized program activities and program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret documents in area of expertise, technical proce­dures, or government regulations. Ability to write reports, correspondence and proce­dure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions. Ability to speak Spanish is desirable.

Math Ability: Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in standardized situations. Ability to interpret a variety of instructions provided in written or oral form. Ability to exercise a high degree of independent judgment.

This recruitment is for Summer and Fall Events and Activities such as Bocce and Volleyball Referee, Chili Cook-off, Toast to Sausalito, and other fun classes, activities, and events

Pay: $16.00 - $17.00/ Hr

The City of Sausalito is recruiting for part-time temporary help for the summer and fall seasonal recreation activities and City-wide events.  The first of these is the Bocce League referee.

Bocce Referee
As a Sausalito Parks and Recreation Bocce Referee, you are responsible for set-up, management, and cleanup of scheduled Bocce matches. You are the enforcer of rules, an impartial judge, and an advocate for fun and fair play. The ideal candidate will maintain a positive attitude and provide a friendly environment when communicating with teams and keeping score. This position reports directly to the Recreation Supervisor.   The ideal candidate must meet all minimum requirements as listed below and be confident and capable of dealing with conflict and intense games.  

Event Staff

As a Sausalito Parks and Recreation Event Staff member, you are responsible for actively participating in set-up, cleanup, and management of your assigned event.  You must arrive on time and remain until the event leader release you after the event.   Event staff may set up chairs, tables, stages, corridors, and barriers.  You may be asked to perform traffic control or direct drivers to parking.   The ideal candidate will have a can-do attitude, smile often, meet all of the minimum requirements below, remain calm under pressure and in the face of adversity, be cheerful, and love the diversity of people.

About the Position:

The position is under the direct supervision of the Recreation Department. 

Responsibilities

• Serve as a mentor and role model for participants, creating a positive and inclusive community on campus.

 Typical duties may include, but are not limited to the following:  

• Pick up students from Enrichment classes
• Provide activities until 6pm

Knowledge of:

Philosophy, methods and techniques used in planning and leading recreation programs as well as knowledge of safety, recreation equipment and materials.

Ability to:

Plan, organize, and lead a variety of recreational activities. Communicate effectively both verbally and in writing.  Ability to assimilate and understand information in a manner consistent with the essential job functions. The ability to relate effectively with the public.

Education and Training:

• Experience in recreational activities, effective communication and interaction skills with youth, and ability to collaborate with staff. Must be at least 15 years old.
• Recreation leader 1 and 2: Students under the age of 18 are required to obtain a work permit from their school. All staff 18+ are required to pass a fingerprint check submitted to the Department of Justice. 
• Sr. Recreation Leader: Sufficient education and experience to satisfactorily perform the duties of the classification.

License:  

• Valid California Class C driver’s license with satisfactory driving record.

Mandatory paid training dates:

• Complete Mandated Reporter Training (will be provided by City)
• Complete First Aid and CPR/AED Training (will be provided by City)

POSITION

To perform office and field work involving the inspection, investigation, and compliance of City codes, ordinances and abatement regulations.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Receives and responds to complaints regarding substandard dwellings or structures, zoning violations, debris, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, and other zoning and municipal code violations. Investigate possible violations; photograph evidence; contact responsible persons and compose letters; issues notices of violation, infraction, and/or misdemeanor citations for non-compliance; perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files. OTHER JOB FUNCTIONS

Prepares necessary violation and other notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required. Contacts property owners; schedules and conducts on-site inspections; interprets codes and regulations and explains inspection procedures and regulations to involved parties. Prepare code violation cases for public hearings and court proceedings; appear at public hearing as necessary for case prosecution. Performs abatement of hazardous items on vacant lots and other premises. Builds and maintains positive working relationships with co-workers, other City employees, and the public, using principles of good customer service. May issue and process building permits. Explain and interpret requirements and restrictions. Maintain records and prepare reports of inspections and related code enforcement files. Perform related duties as assigned.

QUALIFICATIONS

Code Compliance Officer I:

Education:  Equivalent to completion of the twelfth grade.

Experience:  One (1) year of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

License or Certificate:  Possession of, or ability to obtain, an Arrest Course 832 Penal Code certificate within one (1) year of hire.  Possession of valid California Driver’s license required upon hire.

Code Compliance Officer II:

Education:  Equivalent to completion of the twelfth grade with advanced coursework or specialized training in planning, building inspection, technology or a related field desirable.

Experience:  Two (2) years of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Code Enforcement Official II:  This is the full journey level class.  Employees at this level are distinguished from the Code Enforcement Officer I by the performance of the full range of duties as assigned.  Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Positions in this class shift away from office and group fieldwork to more defined, independent work.

The Department

The Community Services Department strives to improve the health, wellness and quality of life for Fremont residents by offering a wide variety of exceptional educational and recreational programs and services, historic and cultural resources, facilities, unique attractions, special events, park use and urban forestry.

The Position

The Deputy Director oversees the Recreation Division including the Park Rangers, and management of all recreation programs and activities; other department divisions or sections may be assigned.  The incumbent assists in departmental policy development, administrative and budgetary planning, and problem solving for the Community Services Department, and acts as Director in their absence; performs related duties as required.

• Assists the Department Director in administration of departmental programs and services.
• Develops and implements strategic vision for the Community Services Department.
