The City of Orinda is looking for responsible, courteous individuals who enjoy working in a hands-on environment, can work independently of supervision and have experience dealing tactfully and effectively with members of the public.  The successful applicant will work on a part time basis with a schedule which will include evening and weekend hours, depending upon programs, rentals and events.   

The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

Explain and follow City and department policies and procedures.

Provide information and feedback to Facility and Parks Supervisor.

Opens, closes, secures and alarms facilities in compliance with standard procedures.

Supervise and interact with rental guests, responding by assisting with any facility needs.

Assists in monitoring and maintaining equipment and supplies.

May perform clean up duties as needed, including but not limited to:  move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

The City of Berkeley is seeking a temporary (not to exceed 6 months) Manager of Aging Services! In this role, you will oversee four major Aging Services program areas, including senior centers, nutrition, transportation, and case management, as well as supervision of the division’s management team. Duties include planning, analyzing, and evaluating programs/services division-wide.

The Manager will also oversee Division budgets ($6.1 million), oversee management of Division facilities, and ensure the development and implementation performance goals and objectives using the newly developed results-based accountability framework. MINIMUM QUALIFICATIONS

Equivalent to graduation from an accredited four-year college or university with major coursework in social science, public health, social work, business or public administration or a related field, and five (5) years of increasingly responsible professional experience involving program planning and administration, preferably in programs for aging populations or closely related social services or public health program, of which at least two (2) years included supervisory responsibility.

A Master's Degree in any of the above disciplines is desirable.

THE DEPARTMENT:

The Public Works Department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Maintenance, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Maintenance Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

THE POSITION

Under general direction, this Supervisor will perform responsible professional and technical work in promoting, organizing, and supervising a comprehensive maintenance program within the Public Works Department and will organize, schedule, and supervise the work of employees engaged in work; and does related work as assigned.

This multi-position middle management level classification performs work in several functional areas and is distinguished by its core responsibility for supervising employees, programs and activities within the Public Works or Parks and Recreation Department. This recruitment is for a Supervisor in the Public Works Department's Fleet Services.  The work is performed under general direction and incumbents may provide support for inter-divisional programs and functions. The Parking Enforcement Officer (PEO) performs a variety of law enforcement support duties with the majority of responsibilities involving enforcement of parking rules and regulations in an assigned area while driving a parking enforcement scooter or car or walking on foot. Duties include  reporting defective street signs, pavement markings and parking meters; providing information to the public concerning city geography, location of buildings, public transit stations and stops, and city functions and offices, impounding and providing for the storage of vehicles as necessary, responding to low priority city ordinance violations, assisting with simple evidence collection as needed, assisting with report taking as necessary, and performing related work as required to assist the patrol staff.   

The PEO will use a computer to make entries, update and make corrections to information and keep a variety of detailed logs and files, while also using a variety of law enforcement communication equipment.  In addition to issuing warnings and citations, the PEO may testify in court regarding citations issued and other events.  These duties will be performed under general supervision and when assigned, working with other staff. The majority of the workday will be spent on the field (i.e., outside) in various weather conditions.

A typical schedule is four 10-hour days per week including weekends, nights, and holidays.  The PEO is a physically demanding position as stooping, lifting, kneeling and reaching overhead and forward is required daily.

Under direct supervision, Wastewater Collection Systems Workers perform a variety of routine to skilled work in the construction, modification, maintenance, and repair of City infrastructure, including wastewater collection, stormwater and drainage, and related systems. DEFINITION:

Under general supervision of the Community and Recreation Services Director, the Community Services Manager administers and manages the Youth and Family Services (YFS) and Homeless Programs of the Community and Recreation Services Department for the City of Union City. YFS services include support for youth violence intervention and prevention through mentoring, employment, outreach, case management, individual and family counseling, parent education, and crisis support. Homeless Programs provide direct case management services to unhoused individuals and families.

CLASS CHARACTERISITICS:

This is a single position management classification assigned overall management and coordination of service delivery for the Community Services including Youth & Family Services, Homelessness Programs and other community-based social services. The Community Services Manager is responsible for achieving defined fiscal and programmatic objectives including but not limited to identifying, preparing, and managing grant proposals, budget, and performance reports for federal, state, and local funding.

About You in the Position
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?
 
The Assembly Bill 617 Staff Specialist I/II will support outreach, engagement and partnerships with communities overburdened by air pollution to advance solutions towards equity and environmental justice. One position will support two teams that are working to co-develop local Community Emissions Reduction Plans with environmental justice communities in East Oakland and Bayview Hunters Point/ Southeastern San Francisco as part of the Air District’s Community Health Protection Program (Assembly Bill 617). Another position will support the Richmond/ North Richmond/ San Pablo team that is working towards implementation phase of the Community Emissions Reduction Plan. The Staff Specialist will work with teams to implement outreach and engagement activities to support monthly Community Steering Meetings, including:

• Creating agendas and taking detailed notes for internal planning meetings and external meetings with community-based organizations, Co-Chairs, Co-Lead partners on AB 617 community projects.
• Coordinating and facilitating meetings with community members. 
• Creating and reviewing template PowerPoint presentations and agendas for conformance with guidelines and policies.
• Coordinating or working with a consultant on event planning and logistics for virtual, hybrid and in-person monthly Community Steering Committee meetings and other sub-committee meetings.
• Effectively communicating, in writing and orally, to wide variety of audiences, including government staff, community residents, businesses and Board members.
• Actively interpreting complex and technical information to community members. 
• Drafting contract Scopes of Work, participating in bid processes, reviewing and analyzing invoices received from consultants and cross referencing with Scope of Work, provides status of invoice payments, monitoring contract budget and confirmation of payments. 
• Conducting routine outreach and communication on behalf of the Air District to community members.

 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

The position requires creative ability, knowledge of how to generate graphics using The Adobe Suite, Canva, Microsoft Publisher, Word and Excel and the ability to exercise a reasonable degree of independent judgment. This classification assists with development and implementation of standards for consistency in materials, written and posted on the internet. WORKING CONDITIONS
Position is required to work on the Community Center campus and may not work from home. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination when using a computer keyboard. Additionally, the position requires near and far vision when reading and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, push and pull files, paper and documents weighing up to 25 pounds also is required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

IDEAL CANDIDATE

The City of Woodland is seeking a dedicated and reliable professional with the highest level of integrity, outstanding judgment, and established leadership skills for the position of City Clerk.

POSITION

The City Clerk plans, organizes, and directs all functions and responsibilities of the City Clerk's office as specified by the City Council and as required by law.  This is an exempt Management Position. The incumbent serves in an at-will capacity and sits at the pleasure of the City Manager.

ESSENTIAL JOB FUNCTIONS*

The City Clerk performs the following duties which may include, but are not limited to:

• Coordinates and prepares agenda for City Council and designated commission meetings.
• Reviews agenda items for compliance with legal requirements.
• Organizes completed staff reports.
• Reproduces and distributes agenda packages to appropriate individuals and organizations.
• Ensures the City Council Chamber is in proper order for all meetings.
• Attends City Council and designated commission meetings, acts as recording secretary and prepares minutes.
• Prepares "action" letters and appointments for follow-up activity resulting from City Council meetings.
• Establishes and maintains a reminder or follow-up system to ensure continued items are placed on the appropriate City Council agenda.
• Maintains a comprehensive general index of the official meeting minutes and files of all city records, including City Council actions for follow-up and/or filing, maintenance and storage.
• Administers oaths or affirmations.
• Takes and certifies affidavits and dispositions pertaining to city affairs.
• Prepares, administers and monitors assigned budgets.
• Prepares proper attestation for adopted ordinances and resolutions.
• Posts and distributes completed documents in accordance with established procedures.
• Maintains the Municipal Code and establishes supplemental procedures in order to update and republish the Code as required.
• Coordinates and/or performs all clerical functions for the City Council.
• Coordinates, plans, and conducts regular and special consolidated municipal elections.
• Oversees campaign and Fair Political Practices Commission related filings according to established procedures and State law for elected officials and designated employees.
• Certifies action taken by the City Council regarding conveying or receiving property.
• Files documents, as required, with the County Recorder.
• Manages the citywide records management program.
• Serves as custodian of the official City Seal and archives.
• Maintains custody of official records including ordinances, resolutions, contracts, agreements, deeds, minutes, and certifies copies as required.
• Attests, publishes, indexes and files ordinances and resolutions.
• Oversees the publication of legal notices, postings and mailings.
• Coordinates the appointments to city boards and commissions.
• Trains, evaluates, supervises and disciplines staff assigned to the City Clerk function.

QUALIFICATIONS

Education and Experience:  

Any combination of training and experience which would provide the required knowledge and skill.  A typical way to obtain the required knowledge and skill would be: 

Education: 
Bachelor's degree from an accredited college or university in public administration, business administration, or a closely related field.

Experience: 
Five (5) years of experience in performing high-level and complex administrative and analytical work, including two (2) years supervisory experience, preferable in a public agency.  Experience in a City Clerk's office is desirable.

Licenses and Certificates: 

Possession and maintenance of a valid California driver's license.  Must be able to obtain and maintain a Notary Commission within twelve (12) months of employment.  Ability to obtain certification as a Certified Municipal Clerk (CMC) within three (3) years, if not already obtained.  Possession of Certified Municipal Clerk designation upon hire is highly desirable.

Bilingual: 
Knowledge of a second language is beneficial.
