The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.

The responsibilities of the Staff Specialist may include, but are not limited to, being part of a team to co-develop a local community plan with environmental justice communities as part of the Air District's Community Health Protection Program(Assembly Bill 617). The person in this position may work on other Community Engagement and/or Environmental Justice projects, as assigned, such as Home Air Filtration Programs, community workshops and events, community grants, youth-oriented engagement projects, or other projects. The Staff Specialist will assist in coordinating efforts across inter-divisional teams and facilitate meetings with Air District staff and local community leaders and preparing meeting agendas.
This role also involves public speaking over virtual platforms as well as during in-person meetings. Staff Specialists often liaise with other divisions in the Air District to leverage data, resources, and other tools to support crafting and implementing strategies, developing power point presentations, and identifying new internal and external partners. The Staff Specialist may develop and implement public education workshops and is likely to work across inter-divisional teams. The Staff Specialist may write and design fact sheets, and/or draft FAQ and talking points for a variety of public and leadership meetings. The Staff Specialist may assist in drafting the scope of work for contracts along with tracking budgets for contracts. Typically, Staff Specialist duties also include drafting memos and PowerPoint presentations to executive staff and Board of Directors related to procurement, program budgets, and programmatic updates

Distinguishing Characteristics

Staff Specialist I is the entry level in this series. Initially under close supervision, incumbents learn District, state and federal procedures and policies while performing the more routine technical duties. As experience is gained, assignments become more diversified and are performed with less supervision. This class is alternately staffed with Staff Specialist II and incumbents may advance to the higher level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
Staff Specialist II is the journey level class of this series, fully-proficient to perform difficult and technical work. Incumbents are expected to exercise independent judgment.
This class is distinguished from Senior Staff Specialist in that the latter is responsible for more complex work and may perform lead duties.

Education & Experience:

High School Diploma (completion of the 12th grade) or G.E.D. supplemented by college-level coursework in park maintenance, resource management, or a related field and one (1) year of experience in construction, maintenance, and/or repair of parks, open spaces, and/or related facilities.

Licenses and Certifications:

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and CPR certification within six (6) months of employment.
• Depending on assignment, possession of, or ability to obtain, a District approved Fire Suppression Training certification within (12) months of assignment into the District’s fire program.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.

About You in the Position 
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities?

The AB 617 Environmental Planner I/II will join a high-performing and motivated team of professionals who work in deep partnership with overburdened communities most impacted by air pollution. You will assist in a wide variety of tasks to support the successful preparation and implementation of community-scale air quality plans in partnership with community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to gather, analyze, interpret, and visualize key data to support decision making.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

This class is distinguished from Senior Environmental Planner in that the latter provides lead direction to environmental review staff as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

The City of Sunnyvale is seeking a Housing Specialist I to join the Housing Division in the Community Development Department. Under direction of the Housing Officer, the Housing Specialist I will play a key role in the planning and development of new affordable housing, creating new housing programs, implementing the Housing Element, applying for grants/funding to support affordable housing, and monitoring housing legislation. The Housing Specialist I will perform technical and professional level planning and community development work, with an emphasis on creation and implementation of affordable housing programs. This position will closely collaborate with affordable housing developers, various housing advocacy groups, local non-profits, and the community. • Participates in collecting fees for services; provides patron assistance with payments; properly stores or transfers cash monies; processes refund requests.
• Serves as liaison with community groups to assess needs and proposes program ideas; engages patrons to solicit feedback on existing programs and identifies gaps in service; implements changes and adjustments to programs to enhance participants’ experience.
• Generates a variety of records and reports related to all aspects of programming; maintains participation logs as well as staff scheduling for respective programs and events; assists with the development of master schedule to be viewed by the public; and tracks revenue and expendi­tures.
• Assists in conducting training programs for staff in specialized recreation area including monthly in-service meetings; maintains training documentation; assists in recruiting volunteers and contract personnel; properly retains and files documents.

• Initiates purchase orders for supplies and equipment; manages order delivery; maintains budget and documents expenses.
• May be assigned to camp programs.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED and at least 2,000 hours of relevant work or volunteer experience, at least 30 units completed in recreation or a related field. An associate degree is preferred. Must be at least 18 years old.

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to hire multiple temporary/part-time positions.  Candidates who do not currently meet the minimum qualifications for the Park Maintenance Worker I position may be considered for an Intern position instead.

Temporary/part-time employees work no more than 130 hours per month and 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. Work any shift including weekends and holidays. Perform related duties as assigned.

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.
