The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households.

SCCHA’s Real Estate Development Division is a mission oriented, dynamic, and collaborative team, working closely together to creatively develop new affordable housing as well as preserve existing assets in service of the tenants and communities we serve.  By embedding the innovative spirit of the Silicon Valley into our agency’s culture, we are elevating our efforts to address the affordable housing shortage in Santa Clara County.  To ensure equity and justice, we prioritize housing developments for extremely low-income individuals and families that embrace residents’ lived experiences.  Our resident-centered approach leverages our real estate capacity, talented staff, and community partnerships. 

We are looking for a dynamic individual who will be a part of the real estate department and help us to develop a pipeline of over 20 projects and over 1200 units of affordable housing.  We are looking for an individual that will oversee and manage a team of project managers with projects ranging from new construction multi-family housing, renovation and rehabilitation of existing structures, repurposing of commercial properties for affordable housing, and master planning of large transit-oriented sites.

What Our Team Is Looking For:

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include: 

• A bachelor’s degree from an accredited four-year college or university with major coursework in community development, business, economics, urban planning, or a related field; and
• Five (5) years of progressively responsible experience in residential property development, acquisition, and/or rehabilitation, Low-Income Housing Tax Credit (LIHTC) from applications and financing through conversion, to permanent financing, including two (2) years of experience supervising and managing affordable housing and development programs, budgets, activities and staff.

What You’ll Do

The Community Services Manager is responsible for planning, directing, and supervising the leisure, cultural, and human services activities of the Division and providing highly responsible professional and technical staff assistance. Duties may include, but are not limited to the following:

• Plan, organize, coordinate and direct the work of subordinates in developing and implementing a broad and diversified community recreation and human services program.
• Participate as a member of the community-based network of Human Services Agencies.
• Develop and implement changes in staffing, goals, objectives, policies and procedures to ensure maximum effectiveness and efficiency.
• Develop programs of service to meet community needs including plans for efficient and economical use of labor, buildings, equipment and materials.
• Attend meetings of and prepare reports for Commissions and Advisory Groups; provide technical and professional advice and recommendations relating to recreation and human services.
• Respond to and resolve difficult resident inquiries and complaints.
• Prepare and administer the division budget, maintaining appropriate budgetary controls.
• Administer federal, state and special project grants.
• Participate in planning, organizing, and coordinating the development, construction, and maintenance of parks, recreation buildings, playground areas, and other facilities.
• Direct the scheduling of work projects and the determination of equipment, material and personnel needs with the Division.
• Establish and maintain effective working relationships with those contacted in the course of work.

Summary:
Under general supervision, monitors and maintains the District’s central reservation system and main­tains schedules for outdoor facilities including fields, parks and picnic areas; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Maintains reservation system for the District comprising of outdoor and indoor spaces; manages mobile staging and equipment to include establishing reservation reschedules, posting schedules online, and providing direct oversight of outdoor space usage.
• Responds to online, telephone and in-person inquiries from the public and co-workers, receives web and paper reservation applications, reviews applications for proper use of space according to District guidelines, determines approval/rejection of applications, notifies applicants of decisions, and files documents for recordkeeping.
• Assists in authorizing permits for private and public entities, reviews permit holder’s evidence of insurance, submits and files insurance forms.
• Accepts payments from permit holders including deposits for space, processes payments for accounting purposes, obtains information on after-use condition of facilities, determines amount of refunds, providing justification as needed if part or all of refund is withheld, and processes deposit refunds as appropriate.
• Accurately processes monetary transactions including credit card transactions, issues receipts, reconciles cash and receipts, and prepares bank deposits.
• Researches, studies and interprets city and District rules and regulations related to use of public facilities, provides expert knowledge of space availability, codes and ordinances to the public on use of facilities.
• Assists with troubleshooting issues related to functionality of reservation software program, receives feedback on reservation system, and proposes modifications to program to enhance user experience.
• Distributes printed and posted material related to reservations in marketing efforts.

Other Duties and Responsibilities:

• May drive a District or personal vehicle.
• Participates during disasters or when emergency response is needed.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satis­factorily.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an associate degree from a two-year college and one year of increasingly responsible clerical experience with frequent public contact; or an equivalent combination of education and experience.

Language Ability: Ability to read, interpret and relay information obtained from documents such as ordinances relating to public use of facilities, understand operating instructions in spoken and written formats, and execute protocols and apply standard procedures per manuals. Certificates and Licenses:

The Position

The City of South San Francisco seeks customer service-oriented individuals to join the Community Resource Team at the new Library | Parks and Recreation Center. This position is shared between the Library Department and Parks and Recreation Department and works under the direction of the Community Resource Analyst. The Community Resource Clerk will typically be stationed at the lobby desks on the first and second floors of the new Library | Parks and Recreation Center at 901 Civic Campus Way in South San Francisco, however, may temporarily be assigned to other sites, or to represent the departments at special events. THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.

• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.

SENIOR RECREATION LEADER

Part-time Position

Summary Description

Under the direction of an assigned supervisor/coordinator, the Senior Recreation Leader is responsible for implementing programs at a given site, including administering program curriculum and supervising program staff.  This is an at-will, intermittent, part-time, hourly wage position without City-paid benefits.  Work a flexible work schedule, which may include evening, weekdays, weekends and holidays.

Representative Duties

• Plans, schedules, assigns, supervises and participates in a recreation unit of the District typically consisting of part-time employees; organizes and conducts programs in program areas such as fine and performing arts, sports, outdoor activities, therapeutics and inclusion; interprets and communicates District policies to staff and ensures compliance with applicable federal, state and District safety regulations; interviews and participates in selecting new staff; establishes performance requirements; regularly monitors, evaluates and addresses performance.
• Contributes to the development of and monitors performance against the program budget; approves purchases and other expenditures in accordance with District policies and procedures.
• Identi­fies, contacts, selects and prepares documents for contract instructors; provides first-level approval and processes contract invoices.
• Prepares written public correspondence, speaks to school and community groups and promotes participation in scheduled activities through marketing plans and outreach efforts.
• Instructs participants in various athletic and recreational activities.
• Coordinates and participates in equipment and vendor selection, physical setup for special activities and the issuing and collecting of materials.

Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: a bachelor’s degree with emphasis in recreation or a closely related field; and two years of group recreational activity leadership experience including supervisory, public relations or marketing skills; or an equivalent combination of education and experience.

As assigned to Therapeutic Recreation Unit, preferred degree in Therapeutic Recreation and/or two years of experience working with individuals with developmental disabili­ties, prefer­ably with ABA (Applied Behavior Analysis); and the ability to learn/imple­ment applicable laws and inclusion methods and practices. Knowledge of principles and techniques pertaining to the specialized program activities and program marketing and evaluation methods; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret documents in area of expertise, technical proce­dures, or government regulations. Ability to write reports, correspondence and proce­dure manuals. Ability to communicate effectively in written and oral form. Ability to present information and respond to questions. Ability to speak Spanish is desirable.

Math Ability: Ability to calculate figures and amounts such as percentages and costs. Ability to determine cost of contractors and provide budget input.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in standardized situations. Ability to interpret a variety of instructions provided in written or oral form. Ability to exercise a high degree of independent judgment.

Certificates and Licenses: 

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Valid California driver’s license with a good driving record and current automobile insurance.
• Therapeutics program requires a California Commercial Class C Driver License within six months of employment.
• Aquatics program requires a Certified Pool Operator’s certification or Aquatic Facility Operator’s certification within six months of employment as well as Life­guard training, American Red Cross Lifeguard Instructor Trainer and American Red Cross Water Safety instructor certificates.
• All full-time candidates require satisfactory completion of a pre-employment functional capacity examination.
• Department of Justice fingerprint clearance.
• Proof of negative TB skin test.

Supervisory Responsibilities: Typically supervises part-time employees in the recreation department, including performance evaluations. The number of part-time employees supervised varies depending on unit assignment.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this class. While performing the duties of this job, the employee works in a community center or office environment subject to frequent public contact and interruption and to intermittent exposure to individuals acting in a disagreeable fashion. The noise level is usually moderate. The employ­ee frequently works in outdoor weather conditions exposed to extreme heat or cold; and where the noise level may be loud. Exposure to hazardous conditions in the environment will vary depending on unit assigned. The employee may work nights and weekends.

If assigned to the Sports/Aquatics or Therapeutics Unit, the employee is regularly exposed to wet or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; and risk of electrical shock.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to lift, push, or pull up to 25 pounds and occasionally up to 50 pounds. The physical demands will vary depending on unit assign­ment. The vision requirements include close and distance vision.

Examination:  Candidate selection will be based on competitive examinations.  Test content will be related to the job.  A driver license will be requested for identification and admission to the testing area.  If there is more than one part to an examination, candidates must pass each part.  Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview.
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.
