About the Role

The Human Resources Manager is a strategic leader and hands-on manager, combining vision with day-to-day responsibility for all facets of the City’s HR operations. Your immediate priorities will include modernizing recruitment and selection processes, advancing employee and labor relations, developing robust training and engagement programs, and ensuring policy compliance across the organization. You will mentor a talented team, shape the City’s people strategies, and play a key role in cultivating a positive, equitable workplace culture. Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in personnel, business administration, public administration, or a closely related field, and four (4) years of increasingly responsible professional human resources experience, including at least two (2) years in a supervisory or lead capacity, are required. Any combination of education and experience that provides the required knowledge, skills, and abilities may be considered. Ability to obtain and maintain a valid California driver’s license is also required. Experience in public sector HR or labor relations is highly desirable. Compensation

The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:

  • 4-day workweek (Monday through Thursday, 9-hours per day)
  • Approximately 7 to 10 weeks of paid time off per year, dependent on years of service, with the option to cash-out up to 2 weeks per year

The Position

Reporting directly to the City Manager, the Administrative Services Director provides strategic leadership and operational oversight of the City’s Human Resources and Information Technology Divisions.

The Director plays a critical role in shaping Belmont’s organizational future—championing initiatives that build workforce capability, strengthen digital infrastructure, and advance a culture of collaboration, learning, and innovation.

AC Transit is actively searching for an exceptional, professional senior recruiter who can source, recruit, and interview good quality candidates for high level, complex and high-volume recruitments. This position will serve as a lead recruiter to support a full cycle recruitment process by developing recruitment strategies, assisting in salary recommendations, and staffing according to EEO guidelines and District policies and procedures. REPRESENTATIVE FUNCTIONS:

• Analyzes and evaluates new and existing positions for classification; designs and drafts classification specifications or alters existing specifications; explains the classification process and recommendations to managers, supervisors, and employees; and makes recommendations for the improvement of the classification system.
• Conducts job analysis for assigned positions, including identifying job content, analyzing position description questionnaires and writing job descriptions.
• Coordinates and implements recruitment processes for District departments; confers with department managers and supervisors to determine recruiting needs.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

License Requirement: Must possess, or obtain and maintain a valid California Class C Driver License and meet the District’s safe driving standards.

Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to and within the various District facilities.
