THE CONTROLLER'S OFFICE

The Controller's Office mission is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

THE INTERNAL AUDIT DIVISION

The Division works to help safeguard County assets and reduce risks. This is accomplished by conducting independent operations and internal control audits to assist County management to improve operations and reduce risks related to County’s programs, functions, and information systems. Audits are conducted in accordance with the Institute of Internal Auditors (IIA) guidelines.

The qualified candidate will have:

• A four-year degree or an advanced degree from an accredited college or university, with a major or concentration in accounting, finance, business administration, or a related field.
• Certified Public Accountant, Certified Information Systems Auditor, or Certified Internal Audit certificates (highly desirable).
• A minimum of two years of responsible professional experience conducting complex audits, compliance reviews, and internal control assessments in accordance with professional auditing standards.
• Experience in the application of auditing and accounting principles and best practices in operational and business process analysis.
• Experience in performing audits of information (IT) systems and related processes.

The qualified candidate will be responsible for:

• Assisting in the completion of audit projects independently and with a team.
• Performing risk assessments of operations, business processes/procedures, and internal controls.
• Identifying and communicating issues and developing recommended internal control procedures and solutions to address business risks and improve operational effectiveness.
• Ensuring audit findings, analysis, and recommendations are well supported with proper documentation and evidence.
• Following up with auditees and others to ensure assigned audits and projects stay on track and requested information and documents are provided in a timely manner.
• Developing audit programs and testing procedures relevant to risks and testing objectives.
• Developing effective working relationships with auditees.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Clean and inspect facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including parks and public buildings, performing basic repairs, inspections and landscaping.
• Load and unload supplies and materials.
• Assist with various areas of public works such as minor asphalt repairs, brush removal, facility repairs, stewardship of protected species, etc.
• Perform related duties as assigned.

Temporary Provisional (TPV), limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. Job Description

About the Audits Division

The Audits Division is responsible for conducting thorough and timely audits pursuant to the Commission’s Charter authority and mandate under City law. The purpose of the Commission’s audits is to determine whether auditees have materially complied with applicable requirements of State and local laws, including campaign finance, Form 700 disclosures, conflict of interest, government ethics, lobbying, and public disclosure laws. The Division’s audits are extensive and complex and are carried out within defined deadlines and in accordance with established auditing standards. The Audits Division also supports the work of the Commission’s Enforcement Division, which is responsible for pursuing penalties, where appropriate, for violations of law discovered through audits. The Audits Division collaborates with the Enforcement Division on cases that were developed based on audit findings and other cases in which financial or compliance audit work is warranted.

The Audits Division is also responsible for conducting performance audits of programs within the Ethics Commission. This work supports the Commission’s overall effectiveness by periodically reviewing operations to identify ways to improve internal controls, standardize and optimize processes, track key performance indicators, and improve program outcomes. Internal audits are performed in accordance with established auditing standards.

During election years, the Division also administers San Francisco’s public campaign financing program by reviewing requests and supporting documentation to determine candidate eligibility and public funds disbursements.

Role description

Under general direction, the Audit Manager assigns, directs and supervises the activities of auditors. The Audit Manager is responsible for the design, planning, organization and conduct of financial, forensic, compliance, investigative, and performance audits, program evaluations, and other analytical activities to ensure compliance with campaign finance and ethics laws and to promote efficient and effective operations within the Commission.

The Audit Manager interacts with City officials, candidates, political treasurers, campaign consultants, lobbyists, permit expediters, and others who are regulated by the Ethics Commission. The Audit Manager also collaborates closely with staff in other Commission divisions to support and review their operations. The Audit Division is also responsible for reviewing claims for public financing to ensure that City funds are only distributed to qualified candidates and in accordance with program requirements. This position reports to the Executive Director and is responsible for all programs assigned to the Audits Division.

As with all positions at the Ethics Commission, the Audit Manager must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).  

Essential duties for this position include, but are not limited to:

PERFORMING & LEADING AUDITS

• Supervises, supports, and provides leadership on all phases of audits, reviews, and assessments, including planning, data gathering, conducting interviews, data analysis and testing, reconstructing records and data that may have been destroyed or falsified, evaluating internal controls, findings development, and report writing in accordance with office policies and professional auditing standards.
• Scopes audits, including researching legal mandates and other background information, determining needs of key stakeholders, and identifying potential sources of evidence.
• Performs risk assessments to determine audit scope and objectives for different projects of all levels of complexity.
• Develops audit scope and objectives with limited or no prior audit information, and prepares detailed audit plans to conduct testing, detailed timelines, and milestones. Audit plans are prepared in alignment with Division protocols.  
• Develops audit findings and recommendations that are fully supported by analysis.
• Conducts audit follow-up activities, including vetting audit findings through the Enforcement Division, providing auditees with notice and comment opportunities, and publishing final audit reports.
• Conducts performance audits of Commission programs and operations. Identifies and evaluates internal controls. Ensures the development of value-added recommendations to strengthen Commission practices, operations, and controls.
• Reviews auditors’ written work and deliverables for completeness, technical and grammatical accuracy, clarity, organization, content, and tone, and to ensure that project objectives and professional standards are met.
• Ensures timely and effective administration of the City’s public campaign financing program.
• Develops and maintains an understanding of complex aspects of Commission divisions, programs, activities, and operations.
• Orally presents audits, project results, status, and other related information at public hearings and to a variety of audiences, including meetings with and presentations to stakeholders, departmental management, City leadership, and staff.
• Ensures that all Audits Division work is performed in accordance with departmental policies, divisional protocols, and Government Auditing Standards, as appropriate.

LEADERSHIP, TEAM DEVELOPMENT & PROJECT MANAGEMENT

• Supervises, coaches, mentors, trains, and evaluates auditors and analytical and/or administrative support staff.
• Completes and manages staff performance plans and evaluations.
• Meets regularly with staff individually, in teams, and as a unit to monitor performance, track project progress and schedules, provide information and constructive feedback, and encourage team members to challenge themselves and actively contribute to team effort and growth. Reviews team members' work for completeness, technical accuracy, organization, content, tone, grammatical accuracy, and compliance with audit standards.
• Leads streamlining and automating the division’s business processes to maximize program performance and efficiency.
• Builds and fosters highly creative teams that are cohesive, collaborative and able to perform at levels commensurate with the organization’s strategic objectives.
• Resolves conflict in a positive and constructive manner.
• Builds and maintains relationships with department management, fellow staff, and stakeholders to achieve maximum effectiveness and gain their trust and respect. Maintains close contact with the Executive Director, Deputy Director, and Director of Enforcement regarding project progress and problems.
• Prepares and maintains audit procedures, documents, and trackers in a centralized manner. Publishes and maintains audit guides, reports, web content, and other information on the Commission’s web site.
• Prepares data and performs analysis related to the division’s programs. Assists with preparing budget estimates for the division’s programs and operations.
• Streamlines and automates the division’s business processes to maximize program performance and efficiency.
• Administers and monitors leave and reporting attendance for staff.
• Oversees multiple audits and reviews while actively participating in other critical unit initiatives, adjusting to shifting priorities while meeting key deadlines.

OPERATIONAL SUPPORT

• Manages and coordinates with contractors, including developing, monitoring, and reviewing consultant project deliverables and contracts.
• Maintains appropriate involvement in unit oversight, decision making and problem solving. Leads and assists in development of work plans, policies and procedures and organizational efforts, including identifying audit priorities and coordinating projects to ensure effective unit practices. Recommends, develops, and assists in implementing operational and organizational changes and improvements.
• Provides assistance in staff recruitment and selection. Interacts regularly with stakeholders to obtain feedback and ascertain ways to improve audit processes and results.
• Maintains professional proficiency through continuing professional education, participation in professional associations, and remaining current with industry trends, emerging risks, and innovative audit methods.
• Maintains an appropriate level of confidentiality and sensitivity.
• Performs other duties as needed, including: developing standard operating procedures for the Audits Division; may assist in investigating cases in collaboration with the Enforcement program; may construct records and data that may have been destroyed or falsified; and may participate in the IT risk assessment and development of the IT audit plan program for the division and lead and execute IT audits, including testing internal IT controls.

Qualifications

Minimum Qualifications

Possession of a baccalaureate degree from an accredited college or university, in business or public administration, accounting, finance, statistics, the social sciences, English, or a related field.

Four (4) years of verifiable professional auditing or related analytical experience; strong understanding of local government operations; demonstrated expertise in government auditing standards and auditing principles and practices.

Substitution: A master's degree in business or public administration, accounting, finance, statistics, or a related field may be substituted for one (1) year of the required experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications

• Professional certification as a Certified Public Accountant, Certified Internal Auditor, or Certified Fraud Examiner.
• A Master's degree in public administration, business administration, accounting, public policy, or a related field of study.
• Prior professional-level experience using established government auditing standards.
• Demonstrated ability to plan and complete projects of high quality and on time, including effective use of organizational systems to regularly track and report on progress toward established goals and objectives.
• Experience working objectively, efficiently, and effectively under strict deadlines and in highly visible, highly sensitive or highly politicized settings.

Public Works Inspector 

Salary Range: $95,030 - $128,289

The Town of Los Altos Hills is currently seeking a qualified Public Works Inspector to join our dedicated team. This position offers a unique opportunity to contribute to developing and maintaining public infrastructure, ensuring that projects align with the Town's standards and regulations.

About the Position

The Public Works Inspector, reporting to the Public Works Director/City Engineer or a designated Manager/Engineer, is a non-exempt, hourly position responsible for supervising other inspectors as needed. This role is open for recruitment or may be flexibly staffed through promotion. The incumbent performs a range of journey-level to advanced public works inspection duties, focusing on municipal construction projects and private development, particularly concerning sanitary sewer systems, storm infrastructure, and street construction. Responsibilities include issuing and inspecting encroachment permits and sewer connection permits in compliance with Town Ordinances and applicable federal and state regulations. The position involves both office and fieldwork, addressing community requests and concerns related to these projects.

Key Responsibilities

The duties of the Public Works Inspector may include, but are not limited to, the following:

• Inspect Town projects and private developments at various stages to ensure conformance with plans, specifications, and applicable regulations as approved by the Town.
• For Town capital or maintenance projects, check project plans and specifications for constructability, accuracy, suitability, and completeness and make recommendations to Public Works engineers.
• Assist with the Public Works engineers in preparing plans, specifications, and cost estimates for various capital improvement and maintenance projects.
• Participate in collecting field surveys and mapping data. Assist Public Works engineers in collecting/verifying field data and quantifying estimations for projects.
• In systematic and organized ways, prepare/document and maintain daily inspection reports, progress reports, project schedules, progress payments, change orders, claims, and other written documentation; maintain photographic documentation of various phases of construction; document and report on field changes; and collect certified payrolls.
• Validate monthly progress payments from contractors.  Record the amounts and type of materials used and work performed to prepare necessary reports for progress payments.
• Document deficiencies and deviations from plans and specifications, consult with engineers or supervisors, and direct the means and timing of compliance with contractor personnel. 
• Review and facilitate Public Works permit applications; consult and coordinate with Public Works engineers for approval of applications/permits; provide assistance and guidance to applicants; assess fees and issue Public Works permits including encroachment and sewer connection permits; facilitate pre-construction meetings; provide timely inspections services; and closeout of permits.
• Review plans and specifications of assigned projects, consult with engineers, and attend pre-job conferences.  
• With guidance from the Public Works Director/City Engineer or direct supervisor, meet and confer with developers, contractors, engineers, and the general public relative to Town policies, regulations and procedures, and coordinate discrepancies/problem situations with a wide variety of stakeholders.
• Inspect materials used for conformity to specifications.  
• Coordinate the review of contractor’s submittals for construction projects; confer with contractors and developers regarding conformance to standards, plans, specifications, and codes; consult with the Public Works engineers; and evaluate alternatives. 
• Consult with engineering and other department staff regarding field issues and deviations from the approved plans and specifications or permit requirements. 
• Conduct preconstruction meetings and project site inspections to document existing conditions. 
• Assist in providing responses to Contractor Request for Information (RFI) or questions from developers.
• Review the contractor’s construction schedule for compliance with Town or project requirements. 
• Monitor and enforce traffic control plans as approved by a traffic engineer and per Town requirements. 
• Conduct weekly project meetings with contractors and stakeholders. 
• Schedule quality assurance materials testing to verify compliance including source inspections and materials acceptance; review test reports; and compare Certificates of Compliance or source release tags with the applicable materials at the project site. 
• Prepare initial punch list and consolidate comments into final punch list and perform final project inspection.
• Perform various duties related to assigned projects, including coordination with other Town departments and utility/external agencies.  
• Respond to inquiries and complaints by researching information, inspecting areas of concern, advising contractors and residents of problems, and recommending corrective actions.
• Research information on construction projects, document findings and related subjects and prepare reports and correspondence to communicate findings/recommendations to management.
• Conduct inspections for erosion and sediment control measures, Municipal Regional Stormwater Permit, and other NPDES-related inspections.  
• Monitor and enforce contractor’s compliance with the Stormwater Pollution Prevention Plan (SWPPP) and Municipal Regional Stormwater Permit (MRP) provisions. 
• Schedule and participate in utility coordination meetings with utility agencies. 
• Daily monitoring of the Underground Service Alert (USA) request system and marking of Town utilities. 
• As approved by the Public Works Director/City Engineer, prepare and issue “stop work” notices for work being done without permits, unsafe working conditions, and noncompliance with permit requirements.
• Act as liaison between the Town, contractors, other agencies, and residents affected by projects; maintain communication among the parties; respond to and resolve issues and complaints or refer them to the proper office for resolution; and prepare work orders in response to complaints. 
• Investigate field problems and public works service requests affecting property owners, contractors, and maintenance operations and resolve issues to achieve satisfactory results.
• Coordinate public works activities with other Town departments and with outside agencies.

• Apply and enforce relevant codes, ordinances, rules, and regulations; and, as assigned, oversee regulatory agency permits and requirements.

• Coordinate/manage the annual townwide survey of Town trees performed by consulting arborist. 
• As directed, inspect the conditions of town assets such as streets, sanitary sewers, storm infrastructure, pathways, street trees, and facilities.
• Regularly inspect deficiencies and maintenance/safety issues around the Town and create work orders as necessary.’ Provide excellent customer service to citizens, staff, and outside organizations.  Follow up on complaints and inquiries and provide responses and solutions in a timely manner.
• Attend work-related training for public work job function requirements.
• Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform various work tasks. 
• Establish, maintain, and foster positive and effective working relationships with those contacted during work.
• Perform other inspector-related duties as assigned.

Experience and Training Guidelines
Any combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered. A typical path to qualifying for the Public Works Inspector position includes:

• Completion of the twelfth grade or possession of a high school equivalency.
• At least two years of full-time experience in public works inspection or maintenance.

Licenses and Certifications

• Possession of a valid California Class C driver's license and a satisfactory driving record is required for initial and continued employment.
• The APWA Public Infrastructure Inspector Certification is highly desirable but not required.

Working Conditions

This position requires both fieldwork and office duties. The Public Works Inspector will frequently travel from site to site for inspections and work in an office environment utilizing computers and other business equipment. The role involves working independently in the field, sometimes alone, at various project sites.

The City of San Carlos has an opportunity for a full-time Maintenance Worker to work in their Public Works Department. This classification performs a variety of routine, heavy labor and semi-skilled tasks in the maintenance and repair of public works facilities, City parks, and City buildings.

Essential Duties

• Perform daily safety checks and routine maintenance of equipment to ensure it is safe for use.
• Use proper techniques for operation of equipment and tools in a safe manner, according to accepted City procedures.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet rodder/vacuum truck, loader backhoe, compressor, boom truck, CCTV truck, pneumatic and electro-mechanical controls, and related equipment and tools for a variety of construction and maintenance operations.
• Perform on-call duties and work in emergency situations as required.
• Install, repair and modify pump station machinery and controls.
• Check pump stations for proper operation; troubleshoot and remedy malfunctions and stoppages.
• Read and interpret maps of underground sewer and drainage systems.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate airless line striping equipment.
• Manufacture and install traffic signs and remove signs no longer required.
• Design and manufacture special signs for municipal facilities.
• Install and remove traffic barricades and cones as required.
• Repair surface failures, utility cuts, chuckholes and seals cracks in asphalt pavements properly and competently.
• Break out and replace concrete sidewalks and gutters using a concrete saw, pavement breaker, wooden forms, and hand tools to finish the surface.
• Clean sanitary sewer lines using hand tools, a hydraulic jet rodder/vacuum and mechanical rodder.
• Excavate, remove, and install sanitary sewer pipes utilizing hand tools, power tools such as pneumatic pavement breakers, compaction equipment and loader backhoe.
• Repair storm drains, catch basins and storm drain pipes.
• Drive dump trucks to haul material to and from the job sites.
• Rake leaves, shovel and digs holes.
• Pick up and dispose of trash and debris from parks and roadsides.
• Control the growth of weeds in lawn areas, shrub areas and flower beds using hand tools, spray equipment and weed eaters.
• Trim trees, hedges, and shrubs using appropriate equipment, remove debris.
• Check irrigation sprinkler systems and ensures their proper functioning, by cleaning and adjusting heads and digging up and repairing broken lines.
• Clean City's park buildings by sweeping and mopping floors, carpets, and cleaning restroom facilities. Replaces light bulbs.
• Provide set up of tables and chairs for City functions.

DEFINITION

Under general supervision, provides a variety of office support activities including customer service, telephone and counter reception, document processing, record keeping, data entry and organization, cashiering, and filing; provides information and assistance to staff and the general public; and performs related work as assigned.

Receives general supervision from assigned supervisory or management staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Initially, under close supervision, incumbents learn and perform general office support work such as customer service at the front counter and over the phone, file and records maintenance, data entry, and screening phone calls, visitors, and mail, and directing questions to the appropriate staff. DEFINITION

Under general supervision of the Director of Human Resources, performs a wide variety of confidential clerical and administrative support assignments on behalf of the department, provides direct service to the public, and to performs related other work as required or assigned.

EXAMPLES OF DUTIES

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
