Under general supervision, the Lead Intelligence Analyst will play a key role in guiding and overseeing a team of Intelligence Analysts. The Lead Analyst will assist in developing and implementing program and administrative goals and ensure compliance with department policies and procedures; and perform a variety of professional Intelligence Analyst duties including performing intelligence analysis; producing threat assessments and vulnerability assessments, strategic reports, and tactical, operational and analytical products; data entry; researching and documenting incident reports; conducting presentations to law enforcement partners; producing link chart products; providing case support relating to investigations of terrorism, drug trafficking, firearm trafficking, major crimes, money laundering, gangs, violent crimes, and serial crime events; and providing support during emergency events, planned special events, training events, and training exercises.

About The Agency

The Northern California Regional Intelligence Center (NCRIC) and Northern California High Intensity Drug Trafficking Area (NC HIDTA) is seeking a Lead Intelligence Analyst. The NCRIC/NCHIDTA fusion center is located at the Phillip Burton Federal Building, 450 Golden Gate Avenue, San Francisco, CA. Most Lead Intelligence Analyst positions are in San Francisco. Positions may become available at off-site locations within the area of responsibility. The hours of service are Monday through Friday, 7:00 a.m.- 6:00 p.m. Personnel assigned to the position may work 4 days a week with 10-hour days.

The ideal candidate will be a motivated professional who:

• Possesses basic supervisory principles and practices, basic principles and practices of employee training and development and the dynamics of goal setting and goal achievement.
• Takes initiative on projects, provides leadership, and promotes teamwork.
• Coordinates individual and group efforts and is also capable of working well with the public, including the capability to make comprehensive oral presentations.
• Uses an analytical thought process and can analyze a variety of criminal information received from various sources and formulate theories regarding criminal trends, patterns and perpetrators, and evaluate criminal intelligence information to develop criteria to measure the reliability of such information.
• Works independently and in a team setting.
• Has the ability to prepare complex and detailed written reports and can communicate effectively both orally and in writing.
• Is knowledgeable in the methods and techniques used in researching, collecting, compiling, sorting, evaluating, and analyzing intelligence, and crime information.
• Is knowledgeable in the development and processing of the intelligence cycle.
• Has a strong computer background including a proficiency in all of Microsoft Office Suite software applications, Geographic Information Systems (GIS) mapping and statistical analysis and database applications.

It is highly desirable that applicants possess three (3) years of experience working in the crime analysis and/or intelligence fields and have completed at least one of the programs listed below:

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education equivalent to a Bachelor's Degree in Behavioral Science, Statistics, Mathematics, Quantitative Analysis, Information Management, Criminal Justice or a related field; and

Three (3) years of experience involving crime data collection, statistical research and analysis, and working with criminal intelligence automated systems design and implementation.

Licensure/Certification: Possession of or acquisition of a valid certification in Crime and Intelligence Analysis within twelve (12) months of appointment or other training certification that demonstrates qualifications that meet or exceed competencies identified in the Global Justice Information Sharing Initiative, Law Enforcement Analytic Standards Booklet, 2nd Edition: Law Enforcement Analytic Standards (ojp.gov) , and the Common Competencies of Intelligence Analysts, 1st Edition: Common Competencies for State, Local, and Tribal Intelligence Analysts (ojp.gov)

Other Requirements: Must successfully complete a thorough law enforcement background investigation/security clearance prior to appointment and obtain a National Security Clearance within the first eighteen (18) months of employment. The law enforcement background investigation and the National Security Clearance require successful completion of a polygraph examination.

The current vacancy is in the Enhanced Care Management (ECM) / Partners for Independence (PFI) Unit - Community Services (CS) that provides CS services coordination for adults who have complex medical and psychosocial needs and are at-risk for out of home placement.  ECM/PFI CS is a voluntary program that may be offered to San Mateo County residents who have Medi-CAL, who are aged and/or disabled with CalAIM CS needs.  
 
Distinguishing Characteristics
The Social Worker II screens applicants’ eligibility for CalAIM CS services. The SW II will travel throughout the County to conduct home visits to educate eligible clients regarding services, participate at Interdisciplinary team (IDT) meetings, coordinate services to assist clients and to perform other duties of the position.

About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

The Community Services Division Director will directly and indirectly lead a dedicated team, guiding their efforts to deliver high-quality services that meet and respond to the needs of the community. The Division Director will also be responsible for securing and managing funding, developing and maintaining partnerships, and ensuring that the Division's programs are both effective and sustainable. SALARY:  $9,343.57 - $9,810.74 - $10,301.26 - $10,816.32 - $11,357.14 per month. Appointments to this classification are normally made at the first step of this five-step salary range.  Candidates are also eligible for additional salary incentives including Holiday Pay, Education Incentives, and other special assignment pays.

SELECTION PROCESS:

Deputy Sheriff’s perform a wide variety of patrol officer and related duties required to effectively respond to and resolve the normal scope of peace situations, including the protection of life and property, enforcement of laws and ordinances, criminal investigation, report writing, crime prevention and suppression, case preparation and testimony, and providing information and assistance to the public and perform related duties as assigned. Incumbents may be assigned to a specific geographic area for patrol, investigations, crime prevention or other peace officer-related functions. 

The Big Lift, a collective impact initiative that seeks to increase kindergarten readiness and improve third grade reading proficiency in San Mateo County, is recruiting to fill one Intern Fellow II vacancy.
 
The County of San Mateo’s Human Services Agency serves as the initiatives “Backbone Agency”. The Intern Fellow II position will support the evolving/increasing role of the Backbone Agency including but not limited to supporting the implementation, administration, facilitation of three on-going advisory councils and two working groups as well as the planning and facilitation of two annual Collective Impact Convenings and two annual Knowledge Network Convenings.

Specifics of assignment is dependent upon the department or division assigned to and level of internship. Some example duties include:

• Perform a wide variety of administrative, operational, and technical assignments to assist departments or divisions and to receive on-the-job exposure.
• Research, write, and present reports and recommendations on a variety of topics.
• Participate in conducting studies and analyses involving assigned programs and functions concerning policies, practices, procedures, financial resources, facilities, proposals, staffing, new programs and projects, effectiveness of programs, and planning.
• Collect, compile, describe, organize, analyze, interpret, and present data and information related to area and issues under study.
• Perform a variety of clerical or technical tasks in support of department assigned to: including answering phones and assisting the public, proofreading, filing, collating materials, and maintaining a variety of records.
• Perform related duties as assigned.

Knowledge of:

• Research and report preparation methods and procedures.
• Modern office procedures, methods, and computer software and hardware
• Principles of mathematics and statistics
• English usage, spelling, vocabulary, grammar, and punctuation

Skill/Ability to:

• Learn basic principles of local government management and public administration
• Interpret the policies and procedures of the assigned department
• Learn and understand the organization and operation of the assigned department or division
• Research, analyze, and evaluate programs, policies, and procedures
• Prepare clear and concise reports
• Proofread and detect errors in typing, spelling, grammar, and punctuation
• Independently prepare correspondence as requested
• Plan and organize work to meet schedules and deadlines
• Understand and follow oral and written instructions
• Communicate clearly and concisely, both orally and in writing
• Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.
• Experience collecting, compiling, describing, organizing, analyzing, interpreting, and presenting data and information related to areas and issues under study. Previous experience can be gained through community work, in educational settings, or through professional experience.
