The City of Newark is now recruiting for a Human Resources Technician. The Human Resources Technician is often responsible for first impressions of the City to potential job candidates, employees, and the general public. DEFINITION

Under general supervision, provides a variety of office support activities including customer service, telephone and counter reception, document processing, record keeping, data entry and organization, cashiering, and filing; provides information and assistance to staff and the general public; and performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management staff. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

Initially, under close supervision, incumbents learn and perform general office support work such as customer service at the front counter and over the phone, file and records maintenance, data entry, and screening phone calls, visitors, and mail, and directing questions to the appropriate staff. As experience is gained, assignments become more varied, complex, and difficult; and positions exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Administrative Assistant in that the latter performs more advanced technical and specialized administrative support duties requiring additional training and/or experience and is typically assigned to provide administrative assistance in support of a division manager or department head.

The Department: The Suisun City Police Department is a progressive and proactive law enforcement agency. As a result of its proximity to neighboring jurisdictions, the employees of the Suisun City Police Department remain extremely busy as they address the needs of the community. The Position: Under the direction of the Police Support Services Manager, acts as working first-line supervisor overseeing and participating in the preparation, processing, storing, retention, and disposition of police records and property and evidence, and the police and fire dispatching functions; supervises, assigns, reviews, and participates in the work of staff responsible for providing assigned Police Department support services and activities; ensures work quality and adherence to established policies and procedures.

ESSENTIAL JOB FUNCTIONS
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

DUTIES:

• Plans, organizes, assigns, supervises, reviews and participates in the work of assigned staff in Police Department support services functions including dispatch, records, and property/evidence; assists in the development and implementation of new and revised policies and procedures; reviews and approves work schedules including time off and authorizing timecards.

• Receives, classifies, and prioritizes incoming calls to the dispatch center including 911 calls and business line calls received from citizens requesting service or information; operates a variety of public safety communications equipment including 911 emergency telephone equipment, computer aided dispatch systems, and multi-channel radio systems; dispatches police and fire units and personnel.

• Evaluates response necessary as dictated by a given request for service; determines nature, location, and priority of calls; operates computer aided dispatch system to create calls for service within response criteria guidelines; assigns and dispatches appropriate police, fire, or other emergency vehicles, equipment, and personnel in accordance with policies and procedures; transfers calls to other appropriate agency in accordance with established procedures; obtains and dispatches other support services as necessary.

Minimum Qualifications:

Education:  Equivalent to the completion of the twelfth grade. Additional specialized training in communications or a related field is desirable. 

Experience: Some emergency or non-emergency dispatch experience is desirable. 

License/Certificates: Possession of, or ability to obtain, a Terminal Operator Certificate within one year of employment. 

Special Requirements: Must be 21 years of age as of the date of hire; a United States citizen or meet citizenship requirements; and be of good moral character with no felony convictions.

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. Primary Responsibilities

As an integral member of the Human Resources leadership team, this position will contribute insights and expertise on a broad range of Human Resources disciplines and issues.  This role includes managing a team of Risk, Safety, and Talent Development Analysts to ensure effective risk management, municipal claims processing, worker's compensation, insurance, occupational health and safety (OH&S) and talent development programs and initiatives.

This multi-faceted role includes the primary oversight of the following:

Talent Development

• Successfully lead the design, development, implementation, evaluation and sustainability of talent development programs and onboarding programs.
• Assess and make recommendations on the best learning methods for a diverse range of learning needs, including in-person/virtual instructor-led trainings (ILTs), e-learning videos, and more.
• Collaborate with key stakeholders to evaluate training needs, and recommend, and develop training solutions, such as incorporating/preparing customized and purchased content.
• Increase organization utilization and integration of the employee Learning Management System.
• Coach and support supervisors and managers in employee learning, talent development, and performance management.
• Develop strategies for leadership transitions and work with departments to identify and develop employees for future leadership positions.

Risk & OH&S

• Drive the development and enhancement of risk management strategies, policies, and OH&S programs to minimize financial exposure and foster a safe workplace.
• Collaborate with cross-functional teams to proactively manage and reduce risk.
• Assure appropriate analysis of claims and loss data to identify trends and areas for improvement while maintaining claims databases and records.
• Oversee claims data, loss experience, and OH&S performance.
• Stay current on relevant regulations and coordinate with legal counsel as needed to ensure compliance.
• Manage the risk and OH&S function budgets and programs.

DEFINITION

Under general supervision of the Director of Human Resources, performs a wide variety of confidential clerical and administrative support assignments on behalf of the department, provides direct service to the public, and to performs related other work as required or assigned.

EXAMPLES OF DUTIES

Promptly and appropriately answers telephone calls and responds to electronic correspondence and walk-in inquiries; assists with recruitments as needed; maintains and updates employee personnel files and records and other Human Resources documents on a regular basis; May administer the documentation requirements of the 1986 Immigration and Control Act and processes associated Department of Motor Vehicles and California EDD reports.  As assigned, prepares and processes official Human Resources forms such as hourly employee action forms, maintains and updates City-wide Department of Motor Vehicles (DMV) Pull Program files, employee benefits documents, and retiree documents and processes invoices.    Receives, distributes, and dispatches intra-office and US mail.  Regularly maintains and orders needed office supplies.  Processes departmental petty cash reimbursements.  Operates a variety of current office machines, including but not limited to computers, printers, typewriters, copiers, adding and facsimile machines. 

MINIMUM QUALIFICATIONS

Knowledge of:  Office machines and equipment including computers; computer software PC based word processing and spreadsheet applications (e.g., Microsoft Word and Microsoft Excel); appropriate English grammar, spelling, and current business formats; modern office equipment and methods including operation of personal computers, filing and recordkeeping practices and basic arithmetic.

Ability to:  Communicate effectively both orally and in writing; follow written and oral instructions; take accurate messages, produce accurate work and provide appropriate information and referral.  Establish and maintain cordial, effective working relations with general public, co-workers and other City personnel and provide excellent internal and external customer service; handle confidential information with good judgment, etc.; work harmoniously with respective staff; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education:  Graduation from high school or equivalent.  Formal office work training and/or college-level course work desirable.

Experience:  Two years of experience in responsible general clerical work that involved regular contact with general public. Human Resources experience desirable.
