Under general supervision, performs a variety of complex technical accounting support duties in the preparation, maintenance, and processing of accounting and financial transactions, including payroll, general accounting, and financial reporting; and performs related duties as assigned.

Receives general supervision from the Assistant Finance Director.  Exercises no direct supervision over staff.

This is the advanced-level classification in the Accounting Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This class is distinguished from the Assistant Finance Director in that the latter has full management and supervisory authority in planning, organizing, and directing the full scope of accounting and finance operations within the department.

• Receives, reviews, verifies, and processes time recording documents to prepare payroll for all Town employees; audits documents for completeness, accuracy, and compliance with rules and regulations; prepares and balances payroll reports and records.
• Processes, calculates, and maintains records of a variety of personnel transactions and payroll actions; maintains employee records for voluntary and non-voluntary deductions; sets up, analyzes, and maintains pay, deduction, and tax codes; uploads direct deposit file; prepares journal entries of payroll transactions for posting to the general ledger.
• Prepares reports and payments for various payroll tax, financial, and benefits organizations; processes and files quarterly federal and state tax reports. 
• Interprets, applies, explains, and ensures compliance with provisions of collective bargaining contracts and personnel rules as they apply to payroll.
• Reviews, verifies, posts, balances, reconciles, and records a variety of accounting and financial transactions to the general ledger in accordance with established processes and procedures; calculates and makes adjustments; records and submits journal entries for any necessary adjustments; verifies account balances and available funds; coordinates management review and approval of accounting and financial transactions
• Researches and interprets payroll, accounting, and financial information and materials for various reports and year-end auditing, reconciliation, and closing processes; compiles, reconciles, and verifies information and prepares various payroll, accounting, financial, budget, and state and federal mandated reports, schedules, statements, and analyses; generates and distributes routine monthly revenue and expenditure reports.
• Reconciles receipts from cash register report; processes bank deposits; allocates funds to correct accounts; balances and reconciles accounts; and maintains petty cash.
• Prepares, processes, and issues various bills and invoices; sets up customer accounts; sets up and maintains billing codes; monitors past due accounts and sends to collections as appropriate.
• Generates and analyzes water usage reports; identifies usage patterns, inconsistencies, and discrepancies; recommends field investigations; and recommends account adjustments.
• Maintains accurate, complete, and detailed accounting and financial records and files according to established policies and procedures.
• Drafts procedures as they relate to assigned functional area of responsibility in coordination with assigned management staff.
• Researches and stays current on applicable federal, state, and local laws, rules and regulations and implements the necessary changes into the processes.
• Researches and responds to a variety of customer, vendor, and staff questions and complaints in person and over the telephone; researches and resolves problems; makes appropriate adjustments to accounts.
• Performs related duties as assigned.

THE DEPARTMENT

The City Attorney's Office provides the City with the highest caliber legal services and advice, and protects and advances the interests of the City by all legal and ethical means. The department provides legal advice and support to the City Council, City Manager, all City Departments, as well as appointed City Boards and Commissions. 

 

THE OPPORTUNITY

Although the City Attorney’s Office collectively serves as the City’s Risk Manager, this is the first time the role has been established as a stand-alone position. As the inaugural Risk Manager, the incumbent will have the unique opportunity to shape and develop the program. Under the general direction of the City Attorney, the Risk Manager administers the general liability claims program, provides advice and education to City officials and employees on risk avoidance, retention, and transfer, and serves as the City’s liaison to the Bay Cities Joint Powers Insurance Authority.

THE RISK MANAGER

This is a supervisory position in which incumbents direct, coordinate and perform the work related to managing the City’s claims through the Bay Cities Joint Powers Insurance Authority and outside counsel conducting legal work on behalf of the city. Incumbents work collaboratively with attorneys within the City Attorney’s Office and with staff from City Departments related to liability claims made against the City. This classification is distinguished from other classifications responsible for occupational health and safety and workers’ compensation by the absence of those program elements. Areas of responsibility include:

• Plans, organizes, develops, supervises and coordinates the operations of the Risk Management Division within the City Attorney’s Office. 
• Receives claims, determines if claims meet statutory requirements, sets reserves, and determines who will adjust. 
• Performs or facilitates investigations; works with City staff, third-party claims adjusters, attorneys, and subject matter experts to evaluate investigation and determine whether a claim should be accepted or denied.
• Ensures that all statutory time limits and documentation are complied with; represents the City in small claims matters involving tort claims; coordinates with City Attorney's Office staff with regards to claims evolving into litigation.
• Develops and maintains a comprehensive claims management system for making determinations on processing of public liability claims and supervises the processing of City claims, individuals and other agencies.
• Coordinates with attorneys to provide research and recommendations for legal issues concerned with safety and risk management. 
• Maintains a complete record system of all claims and related activities. 
• Coordinates, prepares and presents studies, reports and agenda items to the City Council and other City boards or teams. 
• Studies statutory and regulatory requirements and modifies program components to ensure they meet standards and legislative mandates established by federal and state regulations; analyze the impact of legislative changes. 
• Represents the City on the Bay Cities Joint Powers Insurance Authority for general liability.
• Evaluates insurance risks; monitors the City's insurance program including reviewing and approving contracts to reduce risk exposure and to develop accident insurance and indemnification provisions and contacting vendors and consultants regarding insurance requirements; evaluates costs and benefits of alternative coverage; re-negotiates or makes arrangements for coverage; and develops insurance requirements, reviews bids, and recommends policy purchases. 
• Supervises, evaluates, and trains staff.

A typical way of gaining the knowledge, skills, and abilities for this position is: 

Education
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources, industrial engineering, risk management, or a closely related field.

Experience
Four (4) years of progressively responsible professional experience in risk management, loss prevention or municipal/corporate insurance administration, including supervisory experience.

The Director, Fare & Revenue Programs is responsible for directing all fare related programs including fare strategy, media, systems, and administration and revenue accounting for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County 101 Express Lanes Joint Powers Authority (EL) known collectively as the District. The Director ensures that approved fare initiatives are implemented effectively, operationally feasible, and financially sound.
This position provides strategic and operational oversight of fare systems and District revenue programs and ensures the cross-departmental coordination needed to implement policies, system changes, and operational requirements.
The Director, Fare & Revenue Programs reports to the Chief Financial Officer. The Director has 10 staff including the Manager of Fare Program Operations and the Manager of Revenue Management.

Essential Functions & Duties:

Provide strategic leadership and oversight of the District’s fare programs and revenue generating activities such as fare collections and real estate holdings, ensuring effective implementation of policies, systems, and programs.

San Mateo County Health - San Mateo Medical Center is accepting applications for Senior Accountant. The Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area; performs complex professional accounting work relative to either centralized and/or departmental County accounting procedures and records; and performs journal entries providing clear, concise, and adequate supporting documentation and calculations that are GAAP (Generally Accepted Accounting Principles) and GASB (Governmental Accounting Standards Board) compliant.

In general, incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. The Senior Accountant is responsible for overseeing the accounts payable process and ensuring that vendor invoices are reviewed, approved, and paid accurately and on time. They supervise the AP team, assign tasks, and help resolve invoice discrepancies with vendors or internal departments. The role also includes managing payment schedules, maintaining vendor relationships, and ensuring compliance with company policies and internal controls. In addition, the AP Leader supports month-end closing, reconciles accounts, prepares reports, and helps improve AP processes for better efficiency. The Disbursement department ensures that its financial transactions are conducted in compliance with County established internal controls, governmental regulations, and Generally Accepted Accounting Principles. The department plays a critical role in supporting decision-making processes by providing financial analysis and insights to San Mateo Medical Center and Health System leadership.

The ideal candidate will:

• Possess a Bachelor's degree from an accredited college in accounting, finance, data analytics, statistics, or a closely related field
• Have 3-5 years of journey level accounting experience, preferably in healthcare, hospital or closely related settings
• Have knowledge and understanding of healthcare, hospital non-profit accounting
• Have excellent communication skills and have the ability to effectively communicate both verbally and in writing with staff

Experience and Education:

• Equivalent to graduation from a four year college or university with major coursework in accounting, finance, business administration or a closely related field and one year of journey level accounting experience.

NOTE: Successful completion of at least twelve verifiable semester units of college-level accounting coursework is required for Senior Accountant classification.

The County Executive’s Office is seeking a well-qualified Assistant County Chief Financial Officer (Assistant County CFO) to join a high-performing team of public finance professionals supporting the County of San Mateo’s fiscal stewardship and service delivery.

The Assistant County CFO, a new position, is being added to the County Executive’s Office to help shape the trajectory of finance for the County for the future.  This visionary leader will be expected to look at the County’s finances in their entirety now and in the years ahead.

This executive management role helps lead the Finance Department of the County Executive’s Office, which includes these four divisions: Budget and Performance, Procurement, Assessment and Appeals, and CEO Administration. 

Under general direction of the County Chief Financial Officer, the Assistant County CFO provides day-to-day oversight, integration, and coordination of assigned budget operations and will supervise and mentor staff. The position requires a high level of judgment and discretion within the legal and policy frameworks established by the CFO, the Board of Supervisors, and applicable state and federal laws.

In addition to the responsibilities of complex budget development and oversight, this position plays a key role in helping develop practical, yet creative solutions to modern government funding and cost pressures, identifying options that are implementable, transparent, and aligned with Board and County priorities.

This is a unique opportunity for a high-impact public finance leader to develop and test new methodologies and ideas combining innovative yet practical problem-solving, forward-looking fiscal leadership, and enterprise-minded approaches with fiscally disciplined stewardship.  We are looking for someone who can keep the County financially strong while helping departments navigate growing community needs, rising costs, and limited revenues by bringing fresh thinking, analytic rigor, and collaborative execution to budget solutions.

What You Will Do (Key Responsibilities)

Duties may include, but are not limited to:

Fiscal Strategy, Sustainability & Decision Support

• Develop data-informed options to address funding gaps and cost pressures, including scenario planning and clear articulation of tradeoffs and impacts.
• Support strategies to strengthen fiscal sustainability, including evaluation of cost controls, cost recovery, service delivery alternatives, resource reallocation, and other legally permissible approaches to improve revenues and/or reduce expenditures.
• Monitor department expenditures and revenues; identify trends, risks, and mitigation options.
• Review, analyze, and report on pending state and federal legislation with significant fiscal impacts.

Budget Leadership & Performance Management

• Assist in planning, organizing, directing, and reviewing the development and oversight of the County budget.
• Lead development and implementation of budget policies, calendars, tools, and processes.
• Oversee the development and implementation of performance-based/outcome-based budgeting approaches.
• Coordinate budget and fiscal activities with all County departments and special districts.

Organizational Improvement & Implementation

• Identify opportunities to increase efficiency and effectiveness through process redesign, automation, continuous improvement, and improved financial/performance reporting.
• Partner with departments to move from recommendations to implementation, building shared ownership, accountability, and measurable results.
• Lead and participate in high-priority department and county-wide projects and system implementations.

Executive Communications & Representation

• Explain and interpret budget and financial policies, rules, and procedures.
• Represent the County CFO with the County Executive, Board of Supervisors, special districts, media, community, regulatory agencies, and other stakeholders.
• Inform the County CFO regarding overall fiscal condition and emerging issues that could affect the County’s financial position.

County of San Mateo: Fiscal Stewardship & Innovation

The County is in a period of financial transformation throughout our departments.  We are in the process of securing a new budget system and new Assessment Appeals system and will continue to upgrade our County-wide systems and processes to strengthen the oversight of our fiscal stewardship.  Our aim is to be one of the first adapters of new technology that will provide more in-depth information in our continued pursuit of data-driven approaches to demonstrate performance, enhance services, and improve transparency.

Qualifications

Experience and Education:

Any combination of experience and education that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Four years of increasingly responsible experience performing a wide variety of fiscal, administrative, and managerial duties in a large, complex public agency, including one or more years in a senior-level administrative or management position.
