The Principal Financial Analyst – Treasury plays a strategic role in managing the financial planning, analytics, and reporting functions for all agencies: San Mateo County Transit District (SamTrans), the Peninsula Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA), and the San Mateo County Express Lanes Joint Powers Authority (SMC-ELJPA). The incumbent will collaborate with finance and business leaders to lead high-impact analysis and reporting, deliver recommendations on critical decisions, and manage long-term financial projections. The role will design, analyze, and implement management reports to turn analysis into action and insight. 

Essential Functions & Duties:

• Lead and perform advanced treasury functions across cash management, debt administration, investment oversight, and liquidity planning for SamTrans and related agencies (Caltrain/PCJPB, TA, ELJPA).
• Develop, maintain, and analyze short-term and long-term cash-flow forecasts to support operating needs, capital programs, debt service, and liquidity risk management.
• Support and lead activities related to debt issuance, refunding, and ongoing debt compliance, including preparation of financing analyses, debt service schedules, covenant monitoring, continuing disclosure, and arbitrage/rebate coordination.
• Prepare and review Board-level reports, presentations, and staff reports related to treasury, debt, investments, and cash-flow matters, ensuring accuracy, clarity, and compliance with governing policies and disclosure standards.
• Oversee and perform investment analysis and reporting in compliance with California Government Code, District investment policies, and best practices; monitor portfolio performance, market conditions, and interest-rate trends.
• Coordinate with external stakeholders including bond counsel, municipal advisors, underwriters, trustees, banks, rating agencies, auditors, and investment managers.

Examples of Essential Duties:

• Perform advanced, independent treasury analysis in the areas of cash management, debt administration, investment oversight, and liquidity planning to support the District’s financial operations.
• Lead and support debt-related activities for a bond issuance, including preparation of financing analyses, monitoring debt service and covenant compliance, and coordinating continuing disclosure and post-issuance requirements.
• Manage and reconcile banking, trustee, and investment accounts, ensuring accuracy, proper authorization, and adherence to internal control standards.
• Serve as a technical subject-matter expert on treasury-related matters; provide guidance and direction to staff and cross-departmental partners on complex financial issues.
• Coordinate and communicate effectively with external parties including banks, trustees, municipal advisors, bond counsel, investment managers, rating agencies, and auditors.
• Support year-end close and annual audit activities related to cash, investments, debt, and restricted funds, including preparation of schedules and responses to audit inquiries.
• Manage and reconcile banking and trustee accounts, monitor balances and activity, and ensure proper controls, authorizations, and segregation of duties.
• Provide technical guidance on treasury processes, financial analysis, and reporting; may serve as a lead analyst on complex or cross-agency initiatives.
• Support annual audit and year-end close activities related to cash, investments, debt, and restricted funds; respond to audit inquiries and implement recommendations as needed.
• Evaluate and improve treasury policies, procedures, internal controls, and reporting tools, including process automation and system enhancements.
• Conduct special studies and ad-hoc financial analyses related to capital financing, interest-rate risk, liquidity strategies, and funding alternatives, and present findings to management.
• Ensure compliance with all applicable laws, regulations, bond covenants, and internal policies, and maintain accurate and well-documented records. 
• System administrator of all agencies bank accounts.
• Identify, evaluate, and implement process improvements related to treasury systems, reporting, policies, and procedures to enhance efficiency, accuracy, and compliance.
• Ensure compliance with applicable laws, regulations, bond covenants, policies, and disclosure requirements, maintaining thorough and well-documented records.
• Perform related and other duties as assigned in support of the Finance Department and District-wide financial objectives.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in business administration, economics, finance, accounting or closely related field.   
• Four (4) years of full-time relevant and progressive experience in leading financial analysis, financial forecasting/budgeting/planning, and operation/business analysis.

Preferred Qualifications:

• Advanced degree in finance, accounting, business administration, or closely related field.
• Advanced skills in MS Excel, PowerPoint, and Word; experience/knowledge in business intelligence systems (Tableau, Power BI, Hyperion, TM1, etc.).  
• Two (2) years of supervisory experience 
• Experience in the public sector, ideally public transportation. 
• Working knowledge in accounting processes and ERP systems (e.g. PeopleSoft). 
• Outstanding analytical and quantitative skills, experience resolving complex business problems with well-structured analysis.

Compensation

The annual salary range for this position is currently $96,917 to $118,929. This position is scheduled to receive a general wage increase in January 2027 and January 2028 in accordance with the Teamsters Local 350, IBT Mid-Management Unit Memorandum of Understanding (MOU). This is a represented position.

San Mateo County Health is accepting applications for Senior Accountant - Behavioral Health. The Senior Accountant plans, oversees, coordinates, and monitors a major accounting function and performs complex professional accounting work related to the Countywide and departmental financial systems. This advanced specialist and/or supervisory role exercises a high level of independent judgment on complex and specialized assignments and carries significant accountability for ongoing decisions.  Incumbents may lead the implementation or modification of accounting systems, project revenues and expenditures, and support budget development and fiscal reporting.

This position primarily supports Behavioral Health Services Act (BHSA) -funded activities. BHSA was established through passage of Proposition 1 in 2024, with full implementation beginning July 1, 2026. BHSA expands upon the former Mental Health Services Act (MHSA) to integrate mental health and substance use disorder services, address homelessness through housing supports, and strengthen accountability and equity across California’s behavioral health system.

There is currently one regular vacancy in the Behavioral Health and Recovery Services Division located in San Mateo, CA. Occasional travel may be required to attend meetings.

Key Responsibilities

• Monitor, analyze, and report financial data to ensure compliance with BHSA requirements

• An understanding of generally accepted accounting principles (GAAP), the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
• One year of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
• One year of journey level accounting experience and a bachelor's degree in accounting, or finance.
• Experience completing Medi-Cal and other financial reports to the California Department of Health Care Services including administrative, Proposition 30, and Mental Health Services Act etc.
• Experience with healthcare finance and/or governmental financial principles, practices, procedures, and analysis.
• Experience with principles, practices, and procedures of financial compliance and claiming and audit facilitation.

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

Salary (Current):                 
Finance Clerk I         $3,751.32 - $4,787.74 per month                                               
Finance Clerk II        $4,244.27 - $5,416.89 per month

Retirement:                          
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members). The City does not participate in social security

Deferred Comp:                   
Choice of deferred compensation plans (Traditional and Roth options).  After successful completion of probation, new hires are eligible for a monthly 2% City contribution.

Medical:                                
CalPERS Medical Insurance Plans, including HMOs and PPOs. City gives an allowance toward the cost of insurance. Maximum Family Medical Allowance (2026): $2,463.99 per month

Dental/Vision:                      
City paid Delta Dental and VSP Vision Benefits

LTD/STD:                              
City paid wage protection for long/short term disabilities

Life Insurance:                    
City provides $50,000 life insurance policy

Supplemental Benefits:

6.7 hours per month during first three years of service

About the role:

This is the highest level classification in the management analyst series. The incumbent will act as a lead; be recognized as a technical specialist of the various technology systems for Human Resources functions and will be relied upon to provide expert consultation to meet user needs. The incumbent will act as a project manager over some aspects of the Enterprise Resource Planning (ERP)/Oracle and may act as a lead over some Payroll functions. Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The position will remain open until filled, with the first review of applications on March 13, 2026.

 

Minimum Qualifications

 

Education and Experience 

Power Resources Specialist I - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or an analytical degree related field to utility business. 

Experience: None

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.
