The City of Brisbane is seeking a Financial Services Manager to join our dynamic finance team. Under general direction of the Finance Director, provides supervision to the Finance staff and performs a wide range of complex professional accounting duties in the analysis, preparation and maintenance of financial records and reports; makes complex and difficult account analyses and reports; develops, implements and revises accounting systems, procedures and internal controls; coordinates the outside audit preparation of the comprehensive annual financial report; coordinates various automated accounting systems and modules and trains accounting staff in the use of such systems; and performs related duties as assigned.

This position class is at the management level and performs diverse and specialized accounting work that is complex and involves significant accountability and decision-making responsibility. The Financial Services Manager is responsible for supervising accounting staff and managing areas such as payroll, billing, accounts payable, accounts receivable, general ledger, grant accounting, capital project accounting, fixed asset accounting, enterprise fund accounting, and other accounting-related activities for all City funds.

Example of Duties: (Illustrative Only)

• Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the Finance department.
• Manages the timely and accurate preparation of budgeting documents and financial reports, including the Annual Comprehensive Financial Report, and participates as an active member of the Budget Team.
• Prepares complex journal entries and reviews and approves financial transactions, including journal entries, accounts payable invoices, revenue collection, accounts receivable billing, payroll postings, and purchasing documents. Prepares a variety of monthly, periodic and annual financial and statistical reports and accounting summaries required by the City, Successor Agency and outside agencies.
• Coordinates financial reporting and auditing activity with external auditors and other agencies; researches, compiles and analyzes data; prepares reports as required.
• Oversees fixed assets accounting to ensure accurate fixed asset records and provides information for capital and operating budgets.
• Assists in preparing financial reports and other information required by City departments and external agencies.
• Prepares audit schedules and reconciliations; responds to inquiries from auditors and provides information within the area of assignment. Provides professional, technical accounting and budget advice to City staff; coordinates activities with other departments; assists in special projects as assigned.
• Coordinates and conducts financial and management analyses, studies, assignments and projects, and performs ad-hoc analyses for the Council and senior management.
• Assists in rate and fee studies; makes related recommendations to senior management.

Under general direction, performs professional apportionment work relating to secured and unsecured property taxes in the Property Tax Division of the Controller’s Office.

 

DISTINGUISHING CHARACTERISTICS
This Property Tax Specialist is a single classification in the Controller’s Office. The incumbent performs journey-level work in the processing and apportionment of secured and unsecured property taxes. This class is distinguished from the Senior Property Tax Specialist, which is the supervisory level in the Property Tax Specialist series.

Receives general direction from the Senior Property Tax Specialist.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Prepares and submits tax revenue reports required by the State Controller, the State Board of Equalization, and Community College Districts.

• Calculates estimated levy based on ERAF and AB8 factors.

• Reconciles and apportions secured and unsecured taxes, including advances and clean up.

• Analyze and prepare varied tax reports.

• Performs basic accounting processes and functions.

• Regularly engage with taxpayers and other customers, delivering prompt, professional, and high-quality customer service. Perform related duties as assigned.

Qualifications

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying.  
 
A typical way to obtain the required knowledge and skills is:
  
Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, or a closely related field.
  
Experience: One year of responsible accounting work, preferably in a governmental or public agency, which includes work experience in property tax accounting.
 

Knowledge of:

• Working knowledge of the laws, ordinances, and regulations governing the financial operation of the County, especially those regarding property tax accounting. 

• Rules and procedures relating to the compilation, maintenance, and reconciliation of tax rolls.

• Accounting theory, principles, practices, procedures, and terminology of general, fund, and governmental accounting. 

• Basic auditing and financial reconciliation principles and methods.

Compensation

The annual salary range for this position is currently $96,917 to $118,929. This position is scheduled to receive a general wage increase in January 2027 and January 2028 in accordance with the Teamsters Local 350, IBT Mid-Management Unit Memorandum of Understanding (MOU). This is a represented position.
