DESCRIPTION 

The City of Thousand Oaks is seeking a Payroll Specialist to join our team!  We are seeking an enthusiastic, customer-focused team player who thrives in a fast-paced, dynamic environment. As a key member of the Finance Department’s Accounting Team, the Payroll Specialist will perform a variety of payroll and accounting responsibilities while ensuring compliance with federal and state regulations, as well as internal City policies.

Glenn County is seeking a highly skilled and experienced public sector Personnel professional to serve in this working Personnel Director role. JOB DUTIES

• Formulates and recommends policies, regulations and practices for carrying out the program; administers personnel rules; coordinates the various phases of implementation for policies, practices, ordinances and resolutions.

THE POSITION

The Human Resources Analyst position has a variety of responsibilities including, but not limited to: Pre-Employment Process, Training and Development, Employee Wellness and Events.

DEFINITION

Under general direction of the Director of Human Resources, performs professional, confidential and journey level work in in support of human resources functions and programs including recruitment and selection, training and development, employee health, welfare and safety, classification and compensation, labor and employee relations, and employee recognition and communication; may supervise clerical staff and undertake related work as required.

 

EXAMPLES OF DUTIES

Plans, coordinates, and implements a variety of Human Resources program areas such as recruitment and selection, training and development, employee health, welfare and safety, classification and compensation, performance management, event coordination and employee communication. Plans, conducts and administers recruitment selection processes, responds to and maintains frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials. Answers inquiries by phone or mail; investigates and resolves complaints or provides information; explains departmental or City procedures; exercises judgment in giving information and proper disposition of problems; prepares variety of written documents and reports including job specifications, job and training announcements, examinations, correspondence and reports. Researches and recommends Human Resources policy, assists in preparation of and response to employment practices surveys and drafts correspondence to employees and the public as necessary. Assists with preparation, presentation and administration of departmental budget. Completes pre-employment screening process, including background check and livescan. Administers employee benefits programs including, health and retirement benefits, and responds to employee inquiries regarding health and welfare benefits, forms and records including oversight of federally required continuation eligibility. Conducts new employee benefits orientations. Maintains Affirmative Action statistics for City workforce including rosters and training summaries, applicant-flow data, and preparation of the EEO-4 report and other statistical reports as necessary. 

 

Facilitates training and workshops for employees; serves as City’s liaison with the County Training Consortium; conducts new employee onboarding program. Serves as an ex-officio member of and a resource to the City's Safety & Wellness Committee; works with City departments to prevent accidents by assisting them in developing their own safety programs, and encouraging compliance with safety suggestions and recommendations. Coordinates citywide employee events, such as the Walkathon, Service Awards event and monthly wellness sessions, and represents department on citywide committees. Oversees Department of Transportation (D.O.T) drug testing scheduling and tracking, bilingual testing and exit interviews.

 

MINIMUM QUALIFICATIONS

Knowledge of:  Human Resources principles and procedures; practices and protocols of research, analysis and interpretation of data; appropriate grammar, spelling, and style in written and oral communication; basic business math and effective, professional interpersonal skills.

 

Ability to: Communicates effectively both orally and in writing; speaks to and direct large groups; interact positively and cooperate with other employees at all levels, deals courteously and effectively with the public, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis. Experience: Three years of experience in Human Resources administration. Supervision experience is desirable.

 

Education: Graduation from a four-year college or university with a Bachelor's Degree in Business Administration, Human Resources Management, Public Administration or Policy, or Organizational Development with major coursework or concentration in Human Resources-related subjects.

The Position: 

The position being recruited for is in the Benefits and HRIS Administration Division. The incumbent will be trained to have working knowledge of CalPERS retirement and health and other ancillary benefits (e.g., dental, vision, life insurance, Flexible Spending Account, post-separation Health Reimbursement Arrangements, retiree medical reimbursement) and will be responsible for monitoring and processing employee benefits, leaves, and personnel transactions. Personnel transactions include processing new hires, promotions, separations, pay rate changes, premium pays, transfers, and other data changes. Benefits and leaves administration may include processing mid-year employee benefit changes, annual benefits open enrollment actions, leave of absence requests, benefit or leave adjustments, COBRA, and answering employee and retiree questions. The ability to effectively utilize MS Office applications, including Word, Excel, and Access is essential. Familiarity with databases, including experience creating, updating, and reporting data, is essential. The position requires a person to be detail oriented to ensure all benefit and personnel transactions are accurate and timely. Strong customer service is required.

• Two (2) years of experience in technical or clerical human resources programs. This would involve the recruitment and selection of employees, employee benefits, employee relations, maintenance of classification and compensation plans, coordination of workers' compensation and benefits programs, or maintenance of detailed confidential and sensitive personnel records.  
• Experience with word processing and spreadsheet software is required.

 

Acceptable Substitution: 

• College education in public personnel administration, human resources administration, or equivalent major in an accredited college or university may be substituted at the rate of one (1) year of education (30 semester units or equivalent) for each year of the required experience.

 

License/Certifications: 

• Possession of a valid California Class C driver’s license is required at time of appointment.

 

Desirable Qualifications: 

• Experience with database software (e.g., Microsoft Access), Applicant Tracking software, and/or Human Resources Management Information Systems (HRIS) are desirable.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Payroll Supervisor -Confidential.  Under general direction of the Financial Services Manager the Payroll Supervisor, plans, organizes, supervises, trains and evaluates the work and activities of assigned staff engaged in payroll operations ensuring accurate, timely, and compliant processing of employee compensation. Primary duties include providing expert level strategic leadership in planning, preparing, processing, and maintaining the City’s payroll and related records and reports, and partnering with Human Resources to recommend and implement payroll policies and procedures to meet City responsibilities with respect to labor agreements, labor laws, payroll tax administration and system updates.

A few typical responsibilities include, but are not limited to:

• Coordinates, oversees, and participates in the full spectrum of payroll activities; ensures timely and accurate posting of payroll to the financial accounting system; ensures accurate deduction and remittance of garnishments, child support, IRS levies and court orders as administered by vendors or internal staff; and ensures accurate reporting of changes in pay, payroll status, taxes, benefits, deductions, and retroactive pay adjustments.
• Assists in the development, implementation, administration, and prioritization of goals, objectives, policies, and procedures for assigned Payroll programs.
• Plans, organizes, schedules, assigns, directs, coordinates, and reviews work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; and works with staff to identify and resolve problems. 
• Participates in coordinating and maintaining payroll system data and is responsible for the execution of internal controls to ensure accuracy of data.

• Participates in the development, implementation, and enhancement of the Enterprise Resource planning (ERP) system including configuration, testing, and validation to ensure payroll accuracy and compliance; subject matter expertise on payroll processes to support ERP system design and enhancement; data migration, system integration, and reconciliation; coordinates needs and customizations to meet the needs of departments and/or sound financial practices; and monitors ERP system performance, recommends enhancements, and supports continuous improvement initiatives.

• Selects, trains, motivates, and evaluates assigned personnel; provides and/or coordinates staff training; develops work performance standards; works with employees to correct deficiencies; and implements discipline and termination procedures in conjunction with the Human Resources Department.

• Assists in the investigation of complaints; suggests corrective actions and recommends and implements improvements.
• Keeps abreast of relevant and applicable federal, state, and local laws, regulations, City labor agreements, policies and procedures, and payroll best practices; recommends and implements payroll policies and procedures to comply with the applicable rules and regulations.  
• Ensures compliance with reporting mandates; submits appropriate forms and transmits information to government agencies, including the California Public Employee Retirement System (CalPERS), the Internal Revenue Service (IRS), and the Employee Development Department (EDD).
• Ensures CalPERS pension plan extracts are accurate and filed timely; responds to CalPERS payroll reporting inquiries, discrepancies, audit responses, and action plans.
• Develops, maintains, updates, and communicates organization wide payroll policies and processes regarding earnings, deductions, and timekeeping.
• Compiles, analyzes, and reconciles a variety of records in the preparation of documents and reports; conducts complex analysis and prepares reports as required. Under administrative direction, and reporting to the City Manager, this position has
overall responsibility for planning, organizing, directing and supervising the Finance
Department, which encompasses activities such as financial analysis, accounting,
payroll, purchasing, investment and internal audit. The incumbent manages and
coordinates the work of professional, technical and clerical staff; directs the
preparation of the biennial operating budget and capital improvement program (CIP)
and monitors and prepares reports of both spending plans; prepares financial

CLASS CHARACTERISTICS

This is an executive management level classification and member of the City’s Senior
Management Team. The incumbent is expected to provide prudent, timely, and
thoroughly researched information, opinions and recommendations to the City Manager
and City Council on all financial, risk management and MIS matters, and has frequent
interaction with staff and leaders of other departments, the City Manager, the Mayor,
the City Council, and citizens. The incumbent works as an integral member of various
City leadership teams in helping the City achieve its objectives, including public
presentations to citizens and other interested parties.

The incumbent has a broad range of independence within policy and procedural
limitations, works under minimal supervision and is accountable to the City Manager for
the quality and efficiency of services directed. While the general parameters of the
job are defined, the incumbent is expected to select and put into effect work

EXAMPLES OF DUTIES (illustrative only):

• Develop and implement Departmental goals and policies, staffing levels, and administrative policies for City-wide application; review and revise existing City financial and related policies and procedures as required.
• Plan, direct, coordinate and review the work plan for the Department; revise as circumstances and City Manager/Council direction dictate.

• Determine that adequate documentation exists to substantiate the appropriateness and authenticity of financial transactions.
• Develop efficient practices and utilize technology to streamline procedures while ensuring adequate internal controls within the Department, and other City functions.
• Ensure safeguard of warrants and control of signature authorities.
• Develop and manage the City’s investment strategy, evaluate investment results, and report on the City’s investment portfolio, ensure that the investment of funds meet generally acceptable accounting principles, standards, and legal requirements.
• Oversee the closing of the general ledger, ensuring compliance with State accounting requirements and governmental accounting standards.
• Oversee the payroll function in coordination with the Human Resources Department, ensuring timely and accurate payment of wages and benefits, updated as required by new laws, regulations, policies or bargaining agreements.
• Manage the financial aspects of SEMS-based emergency/disaster response and recovery activities, ensuring full reimbursement of all City costs as allowed by law.
• Plan, organize, lead, supervise, train, and evaluate Department staff.
• Conduct regular Departmental meetings; emulate and foster open communications and transparent data and information; lead by example.

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. They will help evaluate, manage, and mitigate risks across all agency functions and departments, including physical property and residential real estate, information technology, human resources, capital improvement, and new construction projects. 

In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

What you will do:

Assist the Airport Manager with the negotiation of commercial lease agreements.

Prepare draft leases at the request of the Airport Manager.

Experience:  Five (5) years of experience in real property management, appraisals, negotiations, and budgeting.  Including two (2) years of supervisory or lead experience.  Experience in an airport business office preferred.
 
Education:  Equivalent to a Bachelor's Degree from an accredited college or university with major work in Public or Business Administration, or a closely related field.
 
Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.
