The Department

The Human Resources Department currently has an opening for the position of Senior Human Resources Analyst. This position has responsibility for administering the City’s Employee Benefit Programs (including Medical, Dental, and Vision insurance, Flexible Spending Accounts, Deferred Compensation and CalPERS retirement plans, Retiree Health Savings Accounts (RHSA), Employee Assistance Program (EAP), Bilingual Program, Life and Basic AD&D, and Voluntary Supplemental Life.); overseeing open enrollment processes; analyzing benefit plans for cost effectiveness and optimization; ensuring compliance with legal mandates and policies; writing benefit policies; serving as liaison between brokers, providers, and the City; educating employees regarding benefits; managing employee leaves; and other Human Resources duties as assigned. In addition, the position also assists in the administration of the Human Resources Department and provides technical assistance on complex and sensitive issues. This position reports directly to the Deputy Director of Human Resources.

• Participate in the development and implementation of new or revised human resources programs, systems, procedures, and methods of operation.
• Compile and analyze data and make recommendations regarding human resources programs and systems
• Assist in the development and implementation of related policies
• Participate in the preparation and administration of assigned budgets; maintain and monitor appropriate budgeting and expenditure controls.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehensive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommendations.
• Oversee, coordinate, and monitor human resources information systems, procedures, and processes including accounts payables.
• Monitor legislation and analyze proposed legislation to determine impact on human resources operations and programs.
• Serve as a liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to complaints and questions relating to human resources; review problems and recommend corrective actions.
• Attend meetings as a representative for the Human Resources Department; prepare, administer, and monitor programs.

To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

IDEAL CANDIDATE

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. The ability to communicate in Spanish is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

QUALIFICATIONS

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

Finance Clerk I

Education:  High School Diploma or equivalent.

Experience:  One (1) year experience performing clerical or accounting support work.

Finance Clerk II

Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

This is the highest level classification in the management analyst series. Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.

THE POSITION:

The Finance Department has an opportunity for a Financial Analyst intern. The Department is responsible for the overall financial management of the City. Our team of 18 employees provides services in the areas of Accounting and Financial Reporting, Budget, Treasury, Purchasing, and Payroll. DUTIES: The primary projects will most likely include the following: 

• Compile and analyze statistical data. Review data on Citywide revenues and expenses and make recommendations.
• Complete analysis on performance measures. Research performance measures best practices and work with staff to develop consistent and relevant performance measures for Department.
• Review and monitor contracts. Review Finance Department contracts and develop systems for tracking and monitoring contract compliance.
• In addition, the intern may work on a variety of other projects depending upon their time and interests.

The Management Analyst (MA) will assist in the oversight of SMC EM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role, which is primarily fiscal-related with 10-20% dedicated to grants, includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

Working under general supervision, incumbents perform analytical and technical work within the department. At this level, the impact of decisions is moderate to significant, with work typically involving interpreting, explaining, gathering, and analyzing financial information.

Additionally, the MA will plan and administer SMC EM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This crucial position will also involve various tasks to support the County's financial integrity and operational excellence, significantly contributing to the overall success of San Mateo County's emergency management mission.

The Ideal Candidate Will Possess

• Strong financial management skills, including budgeting, forecasting, and grant disbursement
• Experience in developing and presenting operating and capital budgets, including preliminary estimates and salary projections
• Proficiency in tracking and monitoring budgets, preparing periodic reviews, and ensuring adherence to timelines
• The ability to resolve cross-departmental budget issues and propose procedural solutions
• Analytical skills to conduct financial analyses and special research projects, evaluate alternatives, and make recommendations
• Excellent written communication skills for preparing technical records, reports, and recommendations
• Computer skills and knowledge of a variety of software programs

Examples Of Duties:

The MA's responsibilities may include, but are not limited to, the following:

• Develops and manages program, annual, and mid-cycle budgets, including revenue projections, forecasting, multi-year cash flow analysis, cost containment, distribution, grant funds disbursement, and salary and benefits projections
• Tracks and monitors the adopted budget and prepares periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC)
• Formulates, prepares, and communicates budget completion schedules, calendars, and deadlines
• Facilitates and coordinates the resolution of cross-departmental budgetary issues, including identifying and proposing procedural solutions
• Balances expenditures and revenues and identifies funding gaps; assists departments in resolving funding issues; prepares status reports and manages budgetary control systems; recommends and processes budget amendments
• Ensures compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices
• Attends meetings, conferences, workshops, and training sessions and reviews publications and related materials to become and remain current on principles, practices, and new developments in assigned work areas
• Performs other duties as assigned

This is a limited term position.  Limited term positions are full-time, fully benefited, temporary positions. This current position is funded for up to one year, depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

Qualifications:

Knowledge of:

• Project and/or program management, analytical processes, and report preparation techniques
• Organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures
• Principles of mathematical and statistical computations
• Record-keeping principles and procedures, modern office practices, methods, and computer equipment and applications related to the work
• Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility
• Principles and practices of contract administration and evaluation; public agency budget development and administration, and sound financial management policies and procedures

Skill/Ability to

• Coordinate and oversee programmatic administrative, budgeting, and/or fiscal reporting activities
• Perform responsible and difficult fiscal administrative work involving the use of independent judgment and personal initiative
• Conduct research on a wide variety of administrative topics including grant funding, contract feasibility, budget and staffing proposals, and operational alternatives
• Prepare clear and concise reports, correspondence, policies, procedures, and other written materials
• Interpret, apply, explain, and ensure compliance with applicable Federal, State, and local policies, procedures, laws, and regulations
• Establish and maintain a variety of filing, record-keeping, and tracking systems
• Use English effectively to communicate in person, over the telephone, and in writing

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify could be:

• Education: Degree from an accredited four-year college or university with major coursework in business administration, finance, accounting, or a related field.  Master of Finance or equivalent degree preferred.
• Experience: At least five years of fiscal administrative experience.
