Position Summary

Under general direction of the Director of Budget & Financial Analysis, performs complex financial, analytical, and administrative work supporting the District’s capital grant and accounting programs. Responsibilities include capital planning and budgeting, grant administration, financial reporting, and compliance. This role ensures accurate accounting, strong internal controls, and effective coordination of audits and regulatory reporting to support delivery of the District’s capital program.

Essential Responsibilities

• Develops and manages the preparation of the District’s annual capital budget, including project solicitation, review, and analysis of costs, schedules, and funding sources 
• Performs complex financial analyses, account reconciliations, and journal entries across multiple accounting areas, including capital assets and grants 
• Manages federal and state grant billing and reporting, including FFR preparation and restricted funding reconciliations 
• Maintains the District’s long-range capital and fixed asset plans, including project budgets, cash flow projections, and depreciation schedules 
• Monitors revenue recognition processes and strengthens internal controls 
• Supports full lifecycle grant administration, including funding strategy, applications, reporting, and fund tracking 
• Prepares and coordinates regulatory reports with regional, state, and federal agencies, including the Metropolitan Transportation Commission (MTC) Regional Transportation Plan (RTP), Regional Transit Capital Inventory (RTCI), Program of Projects (POP), Transportation Improvement Program (TIP), Transit Asset Management (TAM), National Transit Database (NTD), Federal Highway Administration (FHWA), State Controller’s Office (SCO), and Indirect Cost Rate Plan (ICRP) 
• Supports internal and external audits, including financial statement audits, Single Audits, and federal compliance reviews 
• Develops financial forecasts, cost projections, and variance analyses for capital programs 

• Evaluates and enhances internal control procedures related to capital grants and accounting 
• Represents the District with external stakeholders, as needed 
• Establishes and maintains effective working relationships with District employees, customers, vendors, and others contacted in the course of work while demonstrating excellent customer service principles 
• Performs additional related duties as assigned 
• Maintains regular and reliable attendance and performance

Under general direction from the Employee Relations Division Manager, the Employee and Labor Relations Analyst (ELR Analyst) will conduct highly complex analytical, consultative, and administrative work in employee and labor relations in a centralized human resources environment.

Examples Of Duties

Duties may include, but are not limited to:

• Act as County management representative in contacts with union representatives and/or departments on meet and confer processes, grievances, disciplinary actions, and other employee and labor relations activities.
• Develop and participate in employee relations activities; provide advice and counsel to department directors, managers, supervisors, and employees in the interpretation of human resources policies, procedures, contracts application, and the administering of grievances; review performance evaluations for consistency and makes recommendations; work closely with management on issues that require resolution or contract clarification.
• Conduct and coordinate investigations of allegations of misconduct, harassment, or unlawful discrimination; write or edit various notices and related correspondence for labor attorney review and approval, including notices of due process, notices of findings, letters of discipline, and separation agreements; make recommendations to department directors, Employee Relations Manager, and County Counsel; coach managers and directors regarding the conduct of termination meetings and serve as witness to  terminations.
• Facilitate and participate in grievances and arbitration proceedings with department management, the Employee Relations Manager, and County Counsel; research and determine facts, confer with legal counsel, brief witnesses for Adjustment Board, appear as a witness for formal appeals, arbitrations and/or litigation as called, prepare formal documentation, and implement resolutions.
• Serve as a primary County representative at negotiations; identify and analyze issues involved; develop negotiating proposals; represent management positions; write and revise contract language; assist with analyzing costs of contract proposals.
• Implement negotiated agreements including memoranda of understanding, separation agreements, grievances, arbitrations, and formal and informal appeals through the Civil Service Commission.
• Develop and implement training programs to department supervisors and managers including customized training on all aspects of employee and labor relations.
• Provide advice and solutions regarding employee performance, attendance, and/or conduct including drafting letters, reviewing/editing evaluations, and providing role playing experiences to assist supervisors and managers in dealing with employee issues with confidence.
• Develop and implement goals, objectives, policies, procedures, work standards, and administrative control systems for the Employee and Labor Relations division of the Human Resources Department.
• Coordinate, oversee, and perform professional-level administrative, research, and analytical work in area of assignment.
• Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of operations and service delivery.
• Serve as a liaison with employees, public, and other organizations; provide information and assistance related to assignment; receive and respond to complaints and questions related to assigned area of responsibility; review problems and recommend corrective actions.
• Conduct a variety of analytical and operational studies regarding departmental and program activities; evaluate alternatives, make recommendations, and assist with the implementation of procedural, administrative, and/or operational changes after approval.
• Conduct research and analysis requiring inter-departmental coordination; effectively recommend study parameters and determine appropriate methodology and sources of information for assigned studies/projects.
• May participate in selecting, training, motivating, and evaluating assigned staff; provide or coordinate staff training; work with employees to correct deficiencies.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

• Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and
• Five (5) years increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

The Housing Authority is seeking an exceptional, team-oriented candidate to oversee projects and initiatives in support of the Alameda Housing Authority (AHA)’s affordable housing development and neighborhood revitalization programs in the City. This may include new construction development, acquisition and rehabilitation of properties, and development for projects for AHA’s nonprofit development affiliate, Island City Development. AHA’s pipeline of multifamily projects includes serving family, homeless, workforce, and senior populations and managing major renovation of occupied properties within AHA’s portfolio. THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

Position Summary

Under general supervision of the Finance Director, the Finance Analyst supervises and/or performs highly responsible, complex, sensitive and professional level accounting and financial work in support of the City's various financial activities. Areas of responsibility may include, but are not limited to preparing financial statements, reviewing fiscal records, and monitoring financial transactions in accordance with prescribed accounting systems and generally accepted principles of accounting, auditing and budgeting. Duties include programmatic general accounting (general ledger, accounts payable, accounts receivable and payroll), budget planning and development, verifies balances, and adjusts accounts and journal entries; prepares various fiscal reports; coordinating and assisting with the annual audit, project management and other administrative analysis activities in the Finance Department and providing information and assistance to City staff and the general public, to perform duties requiring special knowledge; and to provide administrative support to assigned supervisor.

Distinguishing Characteristics

This is the advanced journey level in the Finance series. Positions at this level are distinguished from other classes within the series by level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within the series, including detailed analysis of financial transactions and forecasting and may provide direct supervision over assigned personnel. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Balances and reconciles general ledger accounts; prepares adjusting journal entries and monthly bank reconciliations. Maintain accounting, financial, and statistical records; post information to ledgers, journals, logs, and reports; total and balance figures; proof data and make corrections as required; prepare, reconcile, balance, and submit a variety of periodic and special reports.
•  Supervises the maintenance and analysis of general ledger accounts, and other account subsystems such as accounts payable, accounts receivable, payroll, fixed assets, revenues and utility billing subsystems.
• Assist in the preparation, analysis and review of estimated revenues, reimbursements, expenditures, fund balances and other budgetary accounts.
• Participate in the design, testing and implementation of new technology systems and processes.
• Utilize various computer programs; enter and maintain data; generate reports from a database or in-house system; create spreadsheets and generate reports using spreadsheet software; create documents using word processing software.
• Identify and resolve problems, differences, and inconsistencies between accounting records and computerized reports; determine corrective entries involved in maintaining accounting controls and reconciling differences.
• Obtaining information from various departments to compile the activity and year-end balances for various funds; performing analytical review of activity in each fund.
• Process accounts receivable; prepare statements for City services, rental, and lease obligations, receive, process, and balance payments received; input data; audit accounts receivable; prepare and process bad debt collections.
• Process accounts payable; review invoices and claim documents received from various departments; input information into computer system; review and analyze check registers and transaction reports; distribute checks including to match remittance documents to payments; file documents and reports.
• Develops and documents accounting procedures by reviewing and determining impact of new accounting and auditing standards; assisting with implementation of accounting and auditing procedures and standards; incorporating changes in financial reporting standards into individual fund and Comprehensive Annual Financial Report templates; and communicating changes in standards and impact of changes to other staff.
• Substantiates or resolves complex financial transactions by analyzing and auditing materials, revenue streams, transactions and documents; reconciling statements and transactions; using initiative and sound independent judgment on difficult procedural problems; and reviewing the work of assigned personnel to determine accuracy of accounting records.
• Coordinate and participate in ACFR and Annual Audit Processes: Prepares in the preparation of annual financial reports including, but not limited to, the Annual Comprehensive Annual Financial Report (ACFR) and the City’s annual audit; review, reconcile and prepared notes to the financial statements, supporting work papers, and other reports; respond to audit inquiries from external auditors and other governmental agencies as necessary.
• Assists in the development of long-term financial forecasts, the preparation of monthly and quarterly financial reports, collects data to support department analytical functions and makes recommendations as appropriate.
• Assist public at service counter and record revenue receipts through operation of cash register; prepare and complete daily revenue deposits including to balance cash drawer, code data input documents, and sign checks with check signer; contact fiduciaries to coordinate investment transactions completed by the City Treasurer and Finance Director.
• May administer and oversee the business licensing fee function for the City by coordinating the collection of business licenses fees, verification of transaction information, computation of charges and refunds, preparation and mailing of invoices; notification to customers of delinquent accounts and insufficient payments coordinating licensing activities with the public, other departments and other agencies; and updating of licensing records by collecting, calculation, and entering data, audition records and entering changes.
• Assist in recording payroll entry and PERS retirement contributions.
• Coordinates and assists in developing and implementing the City’s fiscal budget.
• Schedules budget preparation tasks to meet established deadlines; coordinates budget related matters with departments and provides training and guidance when necessary.
• Evaluates the budget during the execution and implementation phase; identifies variances requiring corrective action; recommends appropriate correction action.
• Reviews and approves purchase requisitions and budget transfers.
• Coordinates the development of the 5-year Capital Improvement Program publication, including but not limited to, document project management, department communications, template structure design and development, schedule development and financial analysis.
• May assist in grant accounting; type statistical schedules and reports; assemble and copy documents.
• May assist in ensuring 1099s are properly prepared.
• Coordinate debt, debt activities, debt schedules and interfund loan activities for the City and other City authorities; participate in debt issuance and financings; analyze debt and work with City departments on debt related matters.
• Provide public assistance at the counter and over the phone; answer questions and provide information; research problems and prepare necessary adjustment; collect payments as necessary.
• Perform special analyses and reports as required by the City Council, management staff, and outside agencies; audit petty cash funds; update general ledger and verify fund balances; reconcile bank accounts.
• May perform general supervision of subordinate Finance Department staff.
• Perform related duties as required.

Summary

Under direction, leads, oversees, and participates in the more complex and difficult work of staff responsible for performing a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of technical tasks relative to assigned areas of responsibility.

Distinguishing Characteristics

This is the advanced journey level class in the Account Clerk series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for leading and performing the full range of accounting clerical duties related to payroll, business licenses, accounts payable and accounts receivable. The ideal candidate has a minimum of five years’ experience performing the full range of technical work in the areas of general accounting and auditing.  

Main Duties

The main duties will include, but are not limited to:

• Accounts payable, including verifying availability of funds and proper classification of expenditures.
• Review monthly credit cards  transactions for proper coding, approval, and timely processing; follow up with staff as needed due to high transaction volume and coordinate resolution of coding or approval issues.   
• Report generation, including the preparation of the Claims Report for each Board meeting. The Claims Report includes the Accounts Payable and credit cards transactions for a specific period. The Claims Report is a public document and must be reported at every regular Board meeting.
• Perform routine reconciliation of expenditure and revenue accounts, including bank statements.
• Produce journal entries to post to the general ledger.
• Verify, post, and record financial transactions; maintain accounting records, ledgers, registers, journals, and supporting databases in accordance with established accounting policies and procedures.
• Providing technical assistance  for  year-end audit preparation,  including  supplying information to the auditors  and responding to requests and questions.

Additional Responsibilities

The additional responsibilities may include:

• Accounts receivable duties as needed.
• Reconcile specialized accounts including land acquisition worksheets, capital assets, and long-term debt funds to ensure accuracy of financial records.
• Assist in processing debt service obligations, including preparing payment schedules, processing annual payments, posting interest on bonds and notes, updating liability balances, and preparing related journal entries.
• Review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records. Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.
• Assist in gathering data and preparing monthly financial and statistical reports.

DEFINITION

Under the general direction of the Human Resources Director, the Human Resources Specialist performs complex and responsible technical human resources functions independently with minimal supervision. This specialist supports the Human Resources division by administering key programs including workers' compensation, recruitment, benefits administration, and labor law compliance. The position functions as an essential staff assistant, providing expertise and coordination for specialized HR activities without direct supervisory or policy formulation authority. The Human Resources Specialist also provides support during labor negotiations, including analyzing Memoranda of Understanding (MOUs), to assist in negotiation strategies and ensure district compliance. The Human Resources Specialist may represent the Human Resources Director as needed, acting as a proxy or official representative to support district leadership continuity and organizational flexibility.

CLASS CHARACTERISTICS

This journey-level classification is responsible for performing complex work in the field of human resources. The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

This position prepares and review materials required by the State Public Works Board and the Department of Finance for the ongoing phases of Capital Outlay projects, including memos, fiscal displays, and agenda items. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES

• Prepare complex technical budget documents associated with the development of Judicial Branch’s annual budget in accordance with Department of Finance Budget Letters and other guidelines.
• Develop and maintain budget reports and memos, tables, and trackers.
• Review and preparation of SPWB project action package and interface with DOF staff.
• Prepare and review COBCPs and other fiscal documentation to build budget galley.
• Project manage interim cash flow loans and bond sale process for the inclusion of the judicial branch in statewide bond sales for new money and refinancing of current debt.
• Prepare documentation and consult with the Facilities Program to understand cash flow needs of each capital outlay project to ensure successful completion of capital outlay projects. Support Facilities related activities.
• Track legislative budget hearings and budget enactment.
• Coordinate tracking and review of legislation impacting the branch and prepare fiscal analyses for proposed legislation as assigned.
• Meet with Facilities Services management bi-monthly to brief them on fiscal issues of concern for the program.
