DESCRIPTION 

The City of Thousand Oaks has an excellent opportunity for an Assistant Analyst within the Facilities Division of the Finance Department. This position supports the analytical, administrative, and operational functions of the Facilities Division, which oversees City Hall, the Civic Arts Plaza theaters, libraries, and other municipal facilities.

This role supports a range of analytical and operational responsibilities, including contract administration, procurement preparation, budgeting support, and data analysis. The Assistant Analyst applies analytical judgment to manage vendor contracts, prepare draft staff reports and RFP materials, and analyze operational information to support effective facilities operations.

PRIMARY RESPONSIBILITIES

The Human Resources Department with the County of San Mateo is currently seeking highly qualified candidates for the position of Employer Brand and Marketing Analyst.

The Position

The Employer Brand and Recruitment Marketing Analyst (Marketing Analyst) will work in partnership with the Deputy Director and Talent Acquisition Manager to develop and strengthen the County’s employer brand by leading internal and external recruitment branding and marketing efforts, ensuring consistent and compelling messaging across all HR Department communication outlets, hiring platforms, and outreach initiatives.

The Marketing Analyst will also lead the development, implementation, and ongoing evaluation of the County’s recruitment marketing strategies and practices to attract top talent. 

In addition, the Marketing Analyst will serve as a collaborative partner with recruiters, Human Resources executives, and hiring managers across a variety of customer departments to develop strategic campaigns that attract a diverse applicant pool to county positions.

The Marketing Analyst will drive the Talent Acquisition Division’s recruitment strategies by introducing and integrating modern and technologically advanced marketing methods and tactics into the recruiting process.

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

Receives general supervision from one or more higher-level Finance staff, depending on assignment.  Incumbents may exercise technical and functional supervision over assigned personnel.  

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data, and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required. The Opportunity

The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. This role serves as the primary HR partner for Public Works, supporting workforce strategy, labor relations, communication, equity, and acting as the key liaison to the County’s central Human Resources Department. 

The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues.

Summary Description

Representative Duties

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

DISTINGUISHING CHARACTERISTICS

This is the journey level position in the Accounting Technician series. It differs from the Senior position in that the Senior position exercises a significant amount of decision making and functions with a higher degree of independence.

ESSENTIAL DUTIES
Accounts Payable

• Verifies, audits and edits employee time entry in Telestaff; reviews and finalizes daily rosters for payroll
• Reviews all invoices for appropriate documentation and approval prior to payment
• Pays vendors by; verifying Federal ID numbers; scheduling and preparing checks; resolving purchase order, contract, invoice or payment discrepancies and documentation; insuring credit is received for outstanding memos; issuing stop-payments or purchase order amendments
• Processes check requests, wire transfers and ACH payments Audits and processes credit card statements for payment
• Responsible for maintenance of 1099 and W9 records throughout the year and prepares and reports annual 1099 information
• Responds to vendor inquiries, reconciles vendor statements, researches and corrects discrepancies when necessary
• Compiles sales and use taxes by calculating requirements on paid invoices Maintains files and documentation thoroughly and accurately, in accordance with department policy and generally accepted accounting practices; assists in month and year end closing

Accounts Receivable

• Maintains billing system, customer files and records; generates monthly/quarterly billing
• Processes billing, collections and reporting activities in accordance with accounting policies and procedures
• Runs monthly A/R reconciliation and aging reports; monitors customer accounts for non- payments and other irregularities
• Researches and resolves payment discrepancies and customer inquiries
• Initiates collections efforts and works with collection agency to ensure collection of monies owed
• Assists with month/year end closing

MINIMUM QUALIFICATIONS

• Graduation from high school or GED equivalent
• Completion of 12 units of relevant accounting classes 
• Experience can be substituted on a year for year basis

• Three (3) years of experience in bookkeeping and accounting with at least two (2) years of experience in accounts payable and in accounts receivable

REQUIRED QUALIFICATIONS

• Knowledge of financial record keeping, bookkeeping and governmental accounting practices and procedures
• Thorough knowledge of applicable accounts payable practices and procedures

DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and experienced Senior Human Resources Analyst to serve as the program manager for employee and labor relations. 

Working under the general direction of the Deputy Director and Director of Human Resources, the Senior Human Resources Analyst oversees complex employee relations matters; conducts and coordinates workplace investigations; manages employee discipline processes; and supports labor negotiations with the City’s three recognized employee associations. 

This role works closely with the City Attorney’s Office, outside labor counsel, and external investigative firms to ensure employee and labor relations matters are handled consistently, lawfully, and in accordance with City policies and labor agreements. The position also partners with department management and supervisory staff to address employee concerns, promote consistent practices, and support effective performance management. 

In this role, you will serve as a trusted advisor to City departments and executive leadership, ensuring employment decisions align with applicable laws, labor agreements, and best practices. While the primary focus of this position is employee and labor relations, the position may also be assigned responsibilities within the City’s safety and risk program. Specific duties will depend on the qualifications and skills of the selected candidate. 

PRIMARY RESPONSIBILITIES 

• Coordinate and manage employee relations matters across City departments, including guidance on performance management, disciplinary actions, conflict resolution, and policy interpretation, under the direction of HR leadership. 

• Conduct and coordinate workplace investigations involving allegations of misconduct, discrimination, harassment, and other policy violations, in collaboration with HR leadership, the City Attorney’s Office, and external investigators, as appropriate. 

• Support disciplinary processes by ensuring consistency, legal compliance, and adherence to due process requirements. 

• Support labor negotiations with the City’s three recognized employee bargaining units, including data analysis, proposal development, contract drafting support, and preparation of negotiation materials and communications. 

• Interpret and administer Memoranda of Understanding (MOUs) and assist departments in understanding and applying negotiated agreements and relevant labor laws. 

• Serve as a key liaison among Human Resources, City departments, labor organizations, legal counsel, and external partners to support constructive labor-management relationships. 

• Provide advanced analysis and recommendations to HR leadership on employee and labor relations matters, employment law considerations, and policy development. 

• Develop and deliver training for supervisors and managers on employee relations topics, disciplinary processes, investigations, and contract compliance. 

• Monitor changes and trends in labor and employment law and assist HR leadership in evaluating impacts on City policies, procedures, and practices. 

• Serve as a technical resource on risk and workplace safety regulations and policies, as assigned, and support compliance and advisory efforts.
