The Controller's Office of the County of San Mateo seeks highly qualified candidates for the position of Property Tax Specialist. 

 

Under general direction, performs professional apportionment work relating to secured and unsecured property taxes in the Property Tax Division of the Controller’s Office.

 

DISTINGUISHING CHARACTERISTICS
This Property Tax Specialist is a single classification in the Controller’s Office. The incumbent performs journey-level work in the processing and apportionment of secured and unsecured property taxes. This class is distinguished from the Senior Property Tax Specialist, which is the supervisory level in the Property Tax Specialist series.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Explains to other jurisdictions, departments, taxing agencies, and consultants on issues and processes relating to tax apportionment.

• Explains to taxing agencies regarding their revenue allocation and projected revenues for the year.

• Apportion monies, including secured, unsecured, impounded, redeemed, and other taxes.

• Prepares and submits tax revenue reports required by the State Controller, the State Board of Equalization, and Community College Districts.

• Coordinates and maintains continuous contact with the County Assessor's office and the Tax Collector's office to ensure the successful completion of the Auditor's Office portion of the monthly tax processing schedules.

• Calculates estimated levy based on ERAF and AB8 factors.

• Balances and reconciles tax collection data received from the Tax Collector-Treasurer’s Office.

• Reconciles and allocates supplemental tax apportionment to taxing agencies.

• Reconciles and apportions secured and unsecured taxes, including advances and clean up.

• Maintains accurate records of disbursements and reconciling worksheets, ledgers, and journal entries to account for apportionments.

• Analyze and prepare varied tax reports.

• Performs basic accounting processes and functions.

• Regularly engage with taxpayers and other customers, delivering prompt, professional, and high-quality customer service. Perform related duties as assigned.

Qualifications

Experience and Education:
Any combination of education and experience that would likely provide the required knowledge and skills is qualifying.

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, or a closely related field.
  
Experience: One year of responsible accounting work, preferably in a governmental or public agency, which includes work experience in property tax accounting.
 

Knowledge of:

• Working knowledge of the laws, ordinances, and regulations governing the financial operation of the County, especially those regarding property tax accounting. 

• Rules and procedures relating to the compilation, maintenance, and reconciliation of tax rolls.

• Accounting theory, principles, practices, procedures, and terminology of general, fund, and governmental accounting. 

• Basic auditing and financial reconciliation principles and methods.

• Property tax apportionment and procedures used in the maintenance of property tax records.

The Principal Financial Analyst – Treasury plays a strategic role in managing the financial planning, analytics, and reporting functions for all agencies: San Mateo County Transit District (SamTrans), the Peninsula Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA), and the San Mateo County Express Lanes Joint Powers Authority (SMC-ELJPA). The incumbent will collaborate with finance and business leaders to lead high-impact analysis and reporting, deliver recommendations on critical decisions, and manage long-term financial projections. The role will design, analyze, and implement management reports to turn analysis into action and insight. 

Essential Functions & Duties:

• Lead and perform advanced treasury functions across cash management, debt administration, investment oversight, and liquidity planning for SamTrans and related agencies (Caltrain/PCJPB, TA, ELJPA).
• Develop, maintain, and analyze short-term and long-term cash-flow forecasts to support operating needs, capital programs, debt service, and liquidity risk management.
• Support and lead activities related to debt issuance, refunding, and ongoing debt compliance, including preparation of financing analyses, debt service schedules, covenant monitoring, continuing disclosure, and arbitrage/rebate coordination.
• Prepare and review Board-level reports, presentations, and staff reports related to treasury, debt, investments, and cash-flow matters, ensuring accuracy, clarity, and compliance with governing policies and disclosure standards.
• Oversee and perform investment analysis and reporting in compliance with California Government Code, District investment policies, and best practices; monitor portfolio performance, market conditions, and interest-rate trends.
• Coordinate with external stakeholders including bond counsel, municipal advisors, underwriters, trustees, banks, rating agencies, auditors, and investment managers.

Examples of Essential Duties:

• Perform advanced, independent treasury analysis in the areas of cash management, debt administration, investment oversight, and liquidity planning to support the District’s financial operations.
• Lead and support debt-related activities for a bond issuance, including preparation of financing analyses, monitoring debt service and covenant compliance, and coordinating continuing disclosure and post-issuance requirements.
• Manage and reconcile banking, trustee, and investment accounts, ensuring accuracy, proper authorization, and adherence to internal control standards.
• Serve as a technical subject-matter expert on treasury-related matters; provide guidance and direction to staff and cross-departmental partners on complex financial issues.
• Coordinate and communicate effectively with external parties including banks, trustees, municipal advisors, bond counsel, investment managers, rating agencies, and auditors.
• Support year-end close and annual audit activities related to cash, investments, debt, and restricted funds, including preparation of schedules and responses to audit inquiries.
• Manage and reconcile banking and trustee accounts, monitor balances and activity, and ensure proper controls, authorizations, and segregation of duties.
• Provide technical guidance on treasury processes, financial analysis, and reporting; may serve as a lead analyst on complex or cross-agency initiatives.
• Support annual audit and year-end close activities related to cash, investments, debt, and restricted funds; respond to audit inquiries and implement recommendations as needed.
• Evaluate and improve treasury policies, procedures, internal controls, and reporting tools, including process automation and system enhancements.
• Conduct special studies and ad-hoc financial analyses related to capital financing, interest-rate risk, liquidity strategies, and funding alternatives, and present findings to management.
• Ensure compliance with all applicable laws, regulations, bond covenants, and internal policies, and maintain accurate and well-documented records. 
• System administrator of all agencies bank accounts.
• Identify, evaluate, and implement process improvements related to treasury systems, reporting, policies, and procedures to enhance efficiency, accuracy, and compliance.
• Ensure compliance with applicable laws, regulations, bond covenants, policies, and disclosure requirements, maintaining thorough and well-documented records.
• Perform related and other duties as assigned in support of the Finance Department and District-wide financial objectives.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in business administration, economics, finance, accounting or closely related field.   
• Four (4) years of full-time relevant and progressive experience in leading financial analysis, financial forecasting/budgeting/planning, and operation/business analysis.

Preferred Qualifications:

• Advanced degree in finance, accounting, business administration, or closely related field.
• Advanced skills in MS Excel, PowerPoint, and Word; experience/knowledge in business intelligence systems (Tableau, Power BI, Hyperion, TM1, etc.).

Compensation

The annual salary range for this position is currently $96,917 to $118,929. This position is scheduled to receive a general wage increase in January 2027 and January 2028 in accordance with the Teamsters Local 350, IBT Mid-Management Unit Memorandum of Understanding (MOU). This is a represented position.

Schedule: This position will work on-site and report to the HR department at Midpen offices in Los Altos, California, and will work under the guidance of HR staff.  This is a part-time non-benefited position, working approximately 20 hours per week (school schedules can be accommodated within regular business days and hours).  Regular business is conducted Monday through Friday 8:00am - 5:00pm. San Mateo County Health is accepting applications for Senior Accountant - Behavioral Health. The Senior Accountant plans, oversees, coordinates, and monitors a major accounting function and performs complex professional accounting work related to the Countywide and departmental financial systems. This advanced specialist and/or supervisory role exercises a high level of independent judgment on complex and specialized assignments and carries significant accountability for ongoing decisions.  Incumbents may lead the implementation or modification of accounting systems, project revenues and expenditures, and support budget development and fiscal reporting.

This position primarily supports Behavioral Health Services Act (BHSA) -funded activities. BHSA was established through passage of Proposition 1 in 2024, with full implementation beginning July 1, 2026. BHSA expands upon the former Mental Health Services Act (MHSA) to integrate mental health and substance use disorder services, address homelessness through housing supports, and strengthen accountability and equity across California’s behavioral health system.

There is currently one regular vacancy in the Behavioral Health and Recovery Services Division located in San Mateo, CA. Occasional travel may be required to attend meetings.

Key Responsibilities

• Monitor, analyze, and report financial data to ensure compliance with BHSA requirements
• Project and track BHSA revenues and expenditures, including monitoring funded projects and related costs
• Review and approve accounting transactions, including deposits, wire transfers, invoices, journal entries, and claims
• Ensure accurate coding of costs to appropriate funding sources, cost pools, and job ledger/object codes
• Develop, maintain, and refine accounting and coding systems to support BHSA fiscal reporting and compliance
• Support month-end and year-end close activities, including reconciliation and financial review
• Monitor BHSA contracts and related fiscal activities
• Prepare and submit BHSA claims, including administrative cost claims and required fiscal reports (e.g., BHOATR)
• Provide technical assistance to internal, external, and governmental auditors
• Participate in BHSA integrated plan development and fiscal planning activities
• Provide direction, training, and work review to assigned professional and fiscal support staff
• Collaborate with Contracts unit to ensure fiscal language and procedures are appropriate for provider agreements
• Serve as backup for other fiscal functions, as needed

 

The ideal candidate will:

• An understanding of generally accepted accounting principles (GAAP), the Governmental Accounting Standards Board (GASB), and the Financial Accounting Standards Board (FASB).
• One year of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
• One year of journey level accounting experience and a bachelor's degree in accounting, or finance.
• Experience completing Medi-Cal and other financial reports to the California Department of Health Care Services including administrative, Proposition 30, and Mental Health Services Act etc.
• Experience with healthcare finance and/or governmental financial principles, practices, procedures, and analysis.
• Experience with principles, practices, and procedures of financial compliance and claiming and audit facilitation.
• Ability to analyze, prepare and produce journal entries, worksheets and reports as requested; explain entries and data; use Microsoft Excel and Access; and County systems such as OFAS and SHERPA.
• Experience in coordinating and calculating entries for month-end and year-end closings.
• Experience with government budgeting, forecasting, and monitoring preferred.
• Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Provide direction, supervision, training, work review and/or evaluation to assigned professional and fiscal support on a project or ongoing basis.

• Compile and prepare general and subsidiary ledgers and supporting schedules.
• Assist in and/or coordinate the preparation and analysis of budgets for departmental and County funds.
• Maintain expenditure and budgetary control accounts; prepare and coordinate budget appropriation transfers.
• Confer with departmental representatives and provide information regarding budgeting and accounting processes.
• Analyze and prepare varied financial statements and reports.
• Apportion monies including secured, unsecured, impounded, redeemed, and other taxes.
• Review and approve claims for referral of tax, grant or other monies and prepare claims for reimbursement from various state or funding agencies and/or programs.
• Maintain varied departmental cost accounting records, disbursing funds to various accounts and/or billing for reimbursements as required.
• Analyze programs and legislation to determine fiscal and budgetary impact; prepare budgetary appropriation transfers and supplemental budgets.
• Review and recommend modifications to accounting systems and procedures; upon approval, implement new or modified systems and procedures.
• Provide technical support to internal and outside auditors and governmental program auditors.
• perform related duties as assigned.

Qualifications

Experience and Education:

Any combination of education and experience that would likely provide the required knowledge and skills is qualifying. A typical way to qualify is:

• Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, business administration or a closely related field and one year of journey level accounting experience.

• Prepare and direct the preparation of clear, concise and complete financial reports and statements, audit reports and audit work papers.
• Make accurate mathematical and statistical calculations.
