THE POSITION

The Accounting Technician supports the City’s finance team by performing complex accounting tasks, preparing and reconciling financial data, assisting with the payroll and budget processes, and delivering responsive customer service.

IDEAL CANDIDATE

The ideal candidate for the Accounting Technician has a solid background in the municipal accounting process and regulatory compliance, can prepare clear and accurate financial reports, has some experience with payroll software, Excel, and payroll processing, and communicates effectively while working collaboratively and maintaining confidentiality when handling sensitive information.

The successful candidate will have experience supporting month-end, quarterly, and year-end accounting and reporting activities, and may assist with payroll-related filings, labor cost analysis, and audit support. This role requires knowledge of accounting principles, internal controls, financial reporting and office systems, applicable laws, and customer service practices, along with the ability to perform technical accounting tasks. The successful candidate will be able to analyze and interpret financial data, use specialized software, explain policies, provide responsive service, work effectively with diverse groups, and carry out duties safely and efficiently.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to)

• Perform a variety of highly technical accounting duties in support of an assigned area of accounting operations and other assigned duties.

• Prepare, compile, tabulate and maintain data, complex documents and highly technical financial, statistical and operational reports, statements and records; enter data calculate, reconcile; create or update records.

• Prepare summary sheets for use of supervisor or auditors in preparing comprehensive financial statements; prepare trial balances; prepare budget documents and perform related research; and, assist in budget administration and mid-cycle adjustments.

• Assist other accounting personnel with a variety of technical accounting duties in the preparation, maintenance and processing of accounting records and financial transactions including accounts payable, accounts receivable, purchasing or other related functions.
• Receive and screen telephone calls from other departments or the public; handle complaints; and, answer questions and provide information to the public using judgment as to those requiring priority attention.
• Perform special projects or studies; participate in committees or teams as assigned.
• Assist in calculating and processing payroll; determine tax deposits, benefit and other deductions and related adjustments; track accruals; and, process direct deposit.
• Ensure that work is handled on a priority basis, organized, and completed in a timely manner; check documents and records for accuracy, completeness and conformance to applicable policies, rules and regulations.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Experience: Two years of increasingly responsible technical level experience in accounting or finance to demonstrate possession of the required knowledge and abilities. Experience performing fiscal record keeping or accounting work in a government finance environment is desirable. 
• Training: Equivalent to an Associate’s degree from an accredited college in business, accounting, finance or a related field.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Minimum Qualifications

Compensation

The annual salary range for this position is $132,749 to $162,905. Remote work is not available for this position. The City is proud to offer a competitive total compensation package with the following highlights:

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.
• Proficiency in Microsoft Office tools, including Outlook, Word, Excel, and PowerBI.
• Excellent writing, verbal communication, and presentation skills.

The Position

Reporting directly to the City Manager, the Administrative Services Director provides strategic leadership and operational oversight of the City’s Human Resources and Information Technology Divisions.

The Director plays a critical role in shaping Belmont’s organizational future—championing initiatives that build workforce capability, strengthen digital infrastructure, and advance a culture of collaboration, learning, and innovation.

To ensure continued excellence, the City is implementing a strategic, holistic approach to organizational development grounded in four key pillars:

The Team

The Administrative Services Department has 8 FTE's - (1) Administrative Services Director, (2) IT Business System Analysts, (1) GIS Coordinator, (1) IT Manager, (1) Principal Management Analyst (HR Manager), (1) HR Management Analyst II and (1) Administrative Assistant.
