The total salary range for the Associate Transportation Specialist Position classification is $54.94 to $72.69 hourly or $114,266.88 to $151,198.32 annually. Planning, Policy, and Sustainability Division: Transportation Planning & Policy (Multimodal Planning)

This Associate Transportation Specialist position is in the Transportation Planning & Policy team. The position focuses on developing long-range multimodal transportation improvement plans (MTIPs) for planned growth areas in the city. An MTIP is a community-based transportation plan for a study area that builds upon past planning efforts, reflects the priorities of demographically diverse neighborhoods, and defines a path forward for implementing multimodal transportation improvements that address community needs and accommodate future growth. The position works with community members to identify strategies and infrastructure investments that provide safer, more affordable, and healthier mobility options for people of all ages and abilities.

This position reports directly to the Transportation Planning Manager and supervises one Transportation Specialist and interns. The position works directly with six staff in the Transportation Planning & Policy team. The position manages the Multimodal Planning function of the team to deliver MTIPs as well as oversee subsequent planning phases leading to the delivery of planned projects. Constructive, creative, and self-motivated, demonstrating a strong desire and skills to support transportation planning needed to achieve the Envision San José 2040 General Plan Goals and Policies are required. The position requires occasional attendance and participation in public engagement activities in evenings and on weekends.

Key responsibilities of this position include but are not limited to:

• Plan, coordinate, document, analyze, report, for project management.
• Conduct in-person and virtual public engagement activities including workshops, focus groups, stakeholder interviews, field surveys, transit/bike/walk audits, pop-ups, and pop-ins throughout the city.
• Manage the development of multimodal transportation improvement plans, written reports, memorandums, and presentation materials, etc.
• Analyze information using geographic information system software (e.g., ArcGIS).
• Prepare drawings, figures, methodologies, and documents using design tools (e.g., Microsoft Office, InDesign, Sketchup, and Adobe InDesign and Illustrator).
• Coordinate and oversee the transition from the planning phase to design, construction, and monitoring phases of transportation projects.
• Communicate with Major and Council offices, members of the public, community organizations, City staff, and neighbor and partner agencies.

Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

How to qualify

1. Four (4) years of experience supervising survey parties.
2. Possession of a valid California Professional Land Surveyor License, or a valid California Civil Engineer License (issued in 1981 or before).
3. Possession of a valid California driver license (at least Class C).

Note: At least one year of experience in county subdivision mapping is required for the position located in the Bureau of Street Use and Mapping at the Department of Public Works in addition to the Minimum Qualifications above.

THE POSITION: The City Manager’s Office at the City of San Mateo has an opportunity for an intern to work on a number of projects. • Program Improvement. Research and prepare findings reports on the effectiveness of our volunteer and ESL City Government Academy programs. Identify best practices and ways to improve both programs to attract and retain more volunteers and participants.
• Age-Friendly Business Certification. Assist in administering a pilot program to promote and inform businesses about the City’s Age-Friendly Business program and certify businesses as “age-friendly”.
• Event Support Assistance. Provide on-site support to help special community events with registration, attendee questions, event setup and other work as needed.
• Emergency Preparedness Planning. Assist in the Citywide effort to plan and prepare for natural disasters, public health emergencies, and other emergencies impacting the community or region.

The San José - Santa Clara Regional Wastewater Facility (RWF) is one of the largest advanced wastewater treatment facilities in the nation and treats water from homes and businesses in the cities of San José, Santa Clara, Milpitas, Campbell, Cupertino, Los Gatos, Monte Sereno, Saratoga, and unincorporated areas within Santa Clara County. The Capital Improvement Program (CIP) division is leading one of the largest public works programs in San José's history! The division is responsible for delivering a 10-year capital improvement program estimated at $1.4 billion and assuring the future of wastewater treatment services for 1.7million residents and 17,000 businesses.

The CIP division performs the overall planning and project delivery for all aspects of the RWF treatment process, including program administration and budget planning. The Environmental Services Department is currently seeking to fill one ( 1 ) full-time Senior Engineering Technician vacanc y in the CIP division. This position is a higher-level class in the Engineering Technic ian series and may supervise Engineering Technicians and Interns.

The selected candidate will work from the San José-Santa Clara Regional Wastewater Facility. The Senior Engineering Technician will be responsible for providing technical support to a variety of ESD projects through planning, detailed design, bid and award, procurement, construction, post construction, and code compliance. This position may supervise and train associate engineering technicians and/or administrative staff .

The Deputy District Secretary reports to the Executive Officer, District Secretary, and will perform detailed, complex, and highly responsible administrative and technical work. This would include providing support for the Boards of Directors and committees of the San Mateo County Transit District (“SamTrans”), Peninsula Corridor Joint Powers Board (“Caltrain” aka “JPB”), the San Mateo County Transportation Authority (“TA”), and The San Mateo County Express Lanes Joint Powers Authority (“Express Lanes” aka “SMCELJPA”).

• Provide detailed, analytical, and responsible administrative support to the Executive Officer/District Secretary and to the General Manager/CEO, Executive Director, and/or Deputy General Manager/CEO.

Examples of Duties:

• Schedule, coordinate, and attend Boards and committees’ meetings, including the arrangement of facilities, security, legal public notices, posting online, and taking meeting minutes.
• Attend and support any special meetings or events which may be offsite and outside regular business hours,  including detailed logistics and event planning.
• Review, track, organize, and compile agenda packet items by inflexible deadlines for agenda reviews, output and/or any revisions/updates.
• Remind staff of upcoming Board agenda submission due dates, follow-up on missed deadlines, and appropriately route questions submitted by various stakeholders.

• Respond to inquiries from the public, staff, or Board members concerning any public proceedings, actions, or records requests.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. • Bachelor’s degree in public administration, or closely related field.
• Four (4) years executive level administrative support.

Preferred Qualifications:

• Availability/flexibility to attend monthly evening meetings and any offsite meetings as needed with core business hours usually between 8 am to 5 pm most days.
• Able to learn, interpret, and exercise good judgment when applying regulations, laws, policies, and procedures. E.g., Robert’s Rules of Order, the Ralph M. Brown Act, California Public Records Act, and California Political Reform Act.
• Ability to use tact, discretion, and discernment in establishing positive and cooperative working relations with Board and committee members, the public, and staff at all levels.
• Proficient in Microsoft Office Suite: Word, Excel, Outlook, PowerPoint, SharePoint, and able to quickly learn all other office applications, such as Zoom, Teams, OnBase, and Next Request.
• Records management principles, including filing, indexing, and cross-referencing methods.
• Certified Municipal Clerk certification desired.

DEFINITION

Under general supervision, perform various planning work, with the primary responsibility of assisting the general public on planning, zoning, and environmental requirements.  The position also helps review development and land use applications for zoning compliance, completes technical assessments and prepares written project analyses, and performs related work as required. 

The Planning Technician position is an entry-level position where technical assistance is provided to support professional staff and handle specialized project and program assignments.

Work is split between in-office and fieldwork.  Conditions involve some travel and may occasionally involve modified work hours or workdays to attend evening public hearings or weekend public outreach events.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Chief of Planning. This position does not exercise supervision over others.

ESSENTIAL JOB DUTIES

• Provide assistance and information to the general public, developers and contractors related to planning, zoning, and environmental requirements.

• Respond to citizen complaints, concerns and inquiries.
• Prepare reports on a wide range of planning issues; make presentations to the Planning Commission, Design Review Board and other groups, as appropriate.
• Assist with managing the Town’s affordable housing program; aid in staffing the Town’s Design Review Board.

QUALIFICATIONS

Knowledge of:

• Practical planning methodology, urban development and operations, urban design and basic land economics; current land use and urban design implementation.
• Principles and techniques of project management.
• Development process, economics, practices and procedures.
• California development law, Town planning and zoning codes, California Environmental Quality Act and other applicable federal, state and local legislation.
• Techniques of negotiation.

Ability to:

• Demonstrate community relations skills; speak publicly and explain/interpret Town practices and objectives to the public, private agencies, and organizations as required.
• Prepare reports proposals and written materials of an analytical, budgetary, financial, technical and evaluative nature.
• Establish and maintain effective work relationships.
• Utilize computer equipment and software, including Microsoft Office Suite, and GIS.
• Attend meetings at various sites within and outside of the Town to inspect various work, building, or construction sites.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 25lbs.

EXPERIENCE AND EDUCATION

Experience:

One (1) year of experience in city or regional planning or a related field.  

Education:

A Bachelor’s degree in city planning, public administration, political science, geography, urban and regional studies, or a closely related field.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
