The Human Resources Department is seeking qualified candidates for the position of Mail Services Driver.  ­­­­­­
 
In general, Mail Services Drivers sort and deliver County and United States mail; operate, adjust, monitor, and maintain mail processing and related equipment; and perform a wide variety of complex and specialized tasks related to the receipt and delivery of mail.
 
Duties include, but are not limited to the following:

• Sort mail, flats, packages, and other materials according to various categories.
• Prepare mail, packages, flats, and other materials for delivery by bundling, wrapping, and weighing.
• Operate mail processing machines such as inserters, postage metering machines, and bundling machines.
• Arrange service and repair calls.
• Maintain records of production and provide information for billing purposes.
• Deliver and pick up mail, packages, freight, and other materials to and from various County agencies and offices on foot or by motor vehicle on established routes and time schedules. 
• Lift and carry heavy packages and move mail and other items using hand trucks or other moving equipment.
• Receive and deliver locked money bags between County departments and monitor related records.
• Maintain working and storage areas in a clean and orderly manner.
• Allocate the cost of metered mail to County budget cost centers.

The ideal candidate will be energetic, customer service oriented, a self-starter, and a team player.  In addition, the ideal candidate will possess a good driving record, free of moving violations, have a good record of attendance and punctuality, possess exceptional organizational skills, have strong communication skills, have exceptional customer service skills, and possess the ability to work effectively in a close-contact, team environment.

QUALIFICATIONS

License: Possession of a California class C driver license or equivalent.
 
Physical Requirement: Must possess the physical strength to lift boxes of supplies and mail bags weighing up to 70 pounds. Must have enough stamina to stand and walk for several hours.
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is the equivalent to one year of experience in sorting, routing, or processing mail and/or supplies.

About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City’s Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP). 

Primary Responsibilities

• Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:
  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual
  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches
  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices
• Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects
• Perform prescribed preventative maintenance procedures on all relevant equipment
• Actively participate in maintaining a clean and safe work environment

• Respond to night and weekend emergency calls as needed

IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. The first is a background in providing journey-level clerical or technical support in the public or private sector that included interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

In addition to one of these two backgrounds, the ideal candidate is curious and enjoys learning about new systems and functions at a technical level. They appreciate when careful precision and accuracy is necessary to complete a task. The idea candidate is open to helping with functions and tasks that they are not familiar with and will seek out resources and guidance to better understand the function and complete the task accurately. They are also proactive in identifying needs, developing and recommending solutions, and ensuring the solution is fully implemented.

QUALIFICATIONS

Education & Experience: A combination of training and experience that demonstrates that a person has obtained the required knowledge and is able to perform the essential duties of the position. A person with the following combined training and experience would typically qualify to compete in a selection process:

• Equivalent to graduation from high school and four (4) years of increasingly responsible journey-level clerical or technical support experience which included responsibility for interpreting and explaining complex rules and regulations, researching information, and preparing accurate documents and reports, or advanced office support work that included data entry and the processing of forms and records.

This is the entry level paid classification in the field of firefighting. • Participates and assists in administration of on-going training programs; attends drills, meetings, and staff conferences.
• Operates ventilation equipment; administers first aid.
• Cleans, services, inspects and test firefighting equipment and apparatus.
• Conducts inspections of building, structures, and properties for compliance with building, safety and related City codes.
• Answers general questions from the public.
• Prepares and updates reports, logs, maps, and other departmental records as needed.
• Makes recommendations to improve the manner in which the job is performed and to deliver the highest quality of service to the public.
• Studies and trains on Fire Department rules and regulations, fire hazards, firefighting techniques, and other related emergency subjects.
• Maintains regular, consistent, and timely attendance.
• May be assigned to drive and operate fire department vehicles.

Knowledge of:

• Principles, practices, and procedures of modern fire prevention and suppression methods.
• Operation and maintenance of firefighting equipment, tools, and devices.
• Applicable local, State and Federal laws, and departmental rules and regulations.
• Water hydraulics, principles of fire streams and proper pump pressures, and fire behavior.
• First aid, CPR, and other rescue procedures.
• Safety practices, fire hazards, and potentially dangerous situations as they relate to fire prevention, fire suppression, fire investigation, rescue, emergency situations and hazardous materials.
• Geography of the local area including location of hydrants and mains, major traffic areas, and fire hazards.
• English usage, spelling and grammar.
• Modern office equipment, computers. and software.

Ability to:*

• Perform fire suppression, fire prevention and fire inspection activities in emergency situations in accordance with applicable laws, codes, rules, and regulations.
• Demonstrate a high degree of mechanical aptitude as required in the operation and maintenance of the firefighting and rescue equipment.
• Think and act quickly and effectively in emergencies within established guidelines.
• Administer first aid including CPR.
• Drive fire and rescue vehicles with care and safety in accordance with traffic laws and ordinances.
• Keep simple records and prepare reports.
• Utilize basic arithmetic, including decimals, ratios, percentages, and fractions.
• Understand and carry out oral and written instructions.
