The Engineer I – II series provides technical support of the assessment of infrastructure, engineering planning, development and construction of capital improvement projects, traffic engineering and operations, and review of private development projects for conformance with County standards and requirements. The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

How to qualify

1. Four (4) years of experience supervising survey parties.
2. Possession of a valid California Professional Land Surveyor License, or a valid California Civil Engineer License (issued in 1981 or before).
3. Possession of a valid California driver license (at least Class C).

Note: At least one year of experience in county subdivision mapping is required for the position located in the Bureau of Street Use and Mapping at the Department of Public Works in addition to the Minimum Qualifications above.

Key Responsibilities include, but are not limited to:
Cyber Security: monitor and maintain security on infrastructure systems including IT security applications and appliances. Recreation Supervisor (Aquatics and Fitness)

This is an exciting opportunity to join our team at the forthcoming state-of-the-art aquatic and recreation facility set to open in Summer 2024. The brand-new 49,360 sq ft facility will feature indoor and outdoor lap pools, a zero-entry wading pool, fitness amenities, a gymnasium, a walking track, and ample space for programming and rentals.

•    Assuring that assigned areas of responsibility are performed within budget; performing cost control activities; monitoring revenues and expenditures in assigned area to assure sound fiscal control; preparing annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time.

•    Determining work procedures, preparing work schedules, and expediting workflow; studying and standardizing procedures to improve efficiency and effectiveness of operations.

•    Issuing written and oral instructions; assigning duties and examining work for exactness, neatness, and conformance to policies and procedures.

•    Responding to public inquiries about recreation programs made by telephone, correspondence, or during public meetings.

•    Preparing for publication a variety of brochures, calendars, letters, posters, news releases, flyers, and related communications regarding recreation programs.

Requirements

In addition to graduation from a four-year accredited college or university with major coursework in recreation, physical education, social work, gerontology, public administration or another closely related field of study – the candidate will also have three (3) years related paid recreation work experience at a level comparable to Recreation Services Coordinator or similar position with significant experience in the implementation of recreation and human services program or activities. 

Additionally, the candidate should possess a valid California driver’s license or ability to obtain one, and may be required to obtain and maintain a Class B driver’s license. First Aid, American Red Cross Lifeguard  Instructor, CPR, and other specialized certifications may be required based on supervisory assignment.
