We are looking for an Active Transportation Planner to help the City of Sunnyvale to implement and improve bicycle, pedestrian and Safe Routes to School infrastructure and programs. This position will perform professional transportation planning and general design in bicycle, pedestrian and automobile integration, the use of different types of bicycle facilities and alternative modes of transportation.

The position will have a primary focus on the implementation, reporting and further development of the City’s active transportation network and programs. This will include public outreach, coordination with various departments, and other governmental agencies.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work requires the incumbent to drive motorized vehicles, operate in heavy vehicle traffic conditions, climb ladders and often work with constant interruptions.

POSITION

To perform office and field work involving the inspection, investigation, and compliance of City codes, ordinances and abatement regulations.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

The Code Compliance Officer position has a high level of public contact and is responsible for enforcing a variety of codes, ordinances and regulations within the City.  The Ideal Candidate will possess good interpersonal, time management and communication skills.  This Candidate will be a resourceful self-starter, with the ability to work independently with limited supervision.  The Ideal Candidate will be self-motivated and display good judgment, as well as be organized, flexible, and approachable.  Ideal Candidate will have substantial public contact experience and demonstrate excellent customer service skills, as well as the ability to coordinate and work effectively with other City and County departments.  The ability to speak and understand Spanish is highly desirable.

ESSENTIAL JOB FUNCTIONS

Receives and responds to complaints regarding substandard dwellings or structures, zoning violations, debris, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, and other zoning and municipal code violations. Investigate possible violations; photograph evidence; contact responsible persons and compose letters; issues notices of violation, infraction, and/or misdemeanor citations for non-compliance; perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files. Reads, interprets and applies state laws, municipal codes and ordinances, and other pertinent regulations. Drive vehicles as required. Work cooperatively with others.

OTHER JOB FUNCTIONS

Prepares necessary violation and other notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required. Contacts property owners; schedules and conducts on-site inspections; interprets codes and regulations and explains inspection procedures and regulations to involved parties. Prepare code violation cases for public hearings and court proceedings; appear at public hearing as necessary for case prosecution. Performs abatement of hazardous items on vacant lots and other premises. Explain and interpret requirements and restrictions. Maintain records and prepare reports of inspections and related code enforcement files. Perform related duties as assigned.

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

This position is a flexibly staffed position and may be filled at any level in the series, dependent upon the candidate’s experience and qualifications.  The distinguishing characteristics between each level is as follows:

Code Enforcement Official I:  This class is distinguished from the Code Enforcement Officer II by the performance of the more routine tasks and duties assigned to positions within the series including field investigations and field inspections.  Since this class is typically used as a training class, employees may have only limited or no directly related work experience.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

City offices operate on a 9/80 schedule: Monday-Thursday for 9 hours, 8-hours one Friday, off/closed the other Friday. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

The County of Yuba is currently recruiting for a Deputy Director of Community Development and Services Agency - Planning Department. The incumbent will Assist the Community Development and Services Agency (CDSA) Director in planning, organizing and administering the work in the programs and activities of the Planning Department. Implementation and management of the strategic plan and performance management in a manner that supports CDSA program development and decision-making; act as a liaison with other County departments and agencies that have a regulatory or shared interest in service provision with CDSA; and perform related duties as assigned.  

Examples of Duties:

• Provide day-to-day supervision over assigned divisions, programs, and special support functions.  
• Manage, plan, organize, administer, review and evaluate the activities of assigned CDSA staff and contract staff through subordinate levels of supervision; evaluate program effectiveness and modify accordingly.  
• Assist in developing and directing the implementation of goals, objectives, policies, procedures and work standards for assigned functional areas of CDSA; implement policy and procedural changes as required.  
• Assist in the development of funding sources and oversee the submission of grant applications and the administration of grants, including the timely submission of required program, audit and financial reports. 
• Direct the preparation and administration of multiple budgets for assigned functional areas of CDSA. 
• Interpret laws and regulations and resolve complex administrative and service provision problems within the required laws, regulations and standards.  
• Monitor changes in laws, regulations, programs and techniques in all functional areas; evaluate their effect upon CDSA activities; recommend and implement policy and procedural changes as appropriate.
• Prepare and direct the preparation of a wide variety of analytical and statistical reports on behalf of CDSA for county management, governmental agencies, community partners, and private organizations; make presentations to the County Administrator, CDSA Director, Board of Supervisors and other agencies; represent the County in meetings with individual and groups.
