The Position

The Employer Brand and Recruitment Marketing Analyst (Marketing Analyst) will work in partnership with the Deputy Director and Talent Acquisition Manager to develop and strengthen the County’s employer brand by leading internal and external recruitment branding and marketing efforts, ensuring consistent and compelling messaging across all HR Department communication outlets, hiring platforms, and outreach initiatives.

The Marketing Analyst will also lead the development, implementation, and ongoing evaluation of the County’s recruitment marketing strategies and practices to attract top talent. 

In addition, the Marketing Analyst will serve as a collaborative partner with recruiters, Human Resources executives, and hiring managers across a variety of customer departments to develop strategic campaigns that attract a diverse applicant pool to county positions.

The Marketing Analyst will drive the Talent Acquisition Division’s recruitment strategies by introducing and integrating modern and technologically advanced marketing methods and tactics into the recruiting process.

The Marketing Analyst will also advance the County’s brand by creating new strategies and continuing ongoing campaigns such as our “Work with Purpose”, “Work with Us”, employee spotlights, and video content showcasing employees at work and their impact to the community.

The Opportunity

The County of San Mateo’s Department of Public Works seeks well-qualified candidates for the position of Departmental Human Resources Manager. DESCRIPTION 

The City of Thousand Oaks is seeking a highly skilled and experienced Senior Human Resources Analyst to serve as the program manager for employee and labor relations. 

Working under the general direction of the Deputy Director and Director of Human Resources, the Senior Human Resources Analyst oversees complex employee relations matters; conducts and coordinates workplace investigations; manages employee discipline processes; and supports labor negotiations with the City’s three recognized employee associations. 

This role works closely with the City Attorney’s Office, outside labor counsel, and external investigative firms to ensure employee and labor relations matters are handled consistently, lawfully, and in accordance with City policies and labor agreements. The position also partners with department management and supervisory staff to address employee concerns, promote consistent practices, and support effective performance management. 

In this role, you will serve as a trusted advisor to City departments and executive leadership, ensuring employment decisions align with applicable laws, labor agreements, and best practices. PRIMARY RESPONSIBILITIES 

• Coordinate and manage employee relations matters across City departments, including guidance on performance management, disciplinary actions, conflict resolution, and policy interpretation, under the direction of HR leadership.

San Mateo County Health is seeking a well-qualified individual for the position of Psychologist II-Youth Case Management-Behavioral Health & Recovery Services to provide professional diagnostic, therapeutic and consultative psychological services in a County program.

The current vacancy is on the Youth Case Management Team within Behavioral Health and Recovery Services Division (BHRS) located in San Mateo, but some travel throughout the County will be required to perform duties of the position.

As part of the Youth Case Management (YCM) team, the Psychologist reviews clinical information data for clients placed in higher levels of care to ensure it aligns with medical necessity criteria and authorization guidelines for youth with mental health, eating disorder, and/or co-occurring substance use diagnoses; works with provider staff, community agencies, clients, and families to coordinate effective clinical care: facilitates referrals for youth transitioning from Psychiatric Inpatient or Psychiatric Emergency Services (PES) settings to higher levels of care, including Intensive Outpatient Programs (IOP), Partial Hospitalization Programs (PHP), and Residential Treatment Programs.

Key responsibilities include tracking and monitoring referrals and outcomes, providing consultation to PES staff for youth presenting with acute mental health symptoms, conducting psychological evaluations as needed, consulting with providers to ensure client compliance with treatment recommendations, support and enhance co-occurring efforts of the division, and engaging in regular outreach to develop and maintain relationships with external psychiatric facilities and community partners.

The Employee Relations Analyst is responsible for providing analytical and technical support to Employee and Labor Relations programs including grievances and collective bargaining, drug and alcohol, and DMV employer pull notice for the San Mateo County Transit District (SamTrans), and performance management for SamTrans, the Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA). 

Essential Functions & Duties

Examples of Essential Functions:

• Serve as the District’s subject matter expert in performance management including educating internal stakeholders, partners, and staff on guidelines, policies, and procedures and communicating updates to the District’s program. 
• Provide first level support in labor and employee relations matters including interpreting and developing resolutions for collective bargaining agreement (CBA) disputes as well as personnel policy and procedural issues.

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

• Salary: $6,681 - $8,612 per month.
