• Collaborates with Full Service Partnership agencies in the service area to appropriately outreach, engage, and refer individuals to these agencies; engages in promotion and collaboration amongst interagency departments in an effort to promote all Authority programs and events when out in the community.

• Provides outreach services; engages with people who need services and their families to help them identify currently available services, including formal and informal supports and services tailored to the particular cultural, ethnic, age, and gender identity of those seeking them; provides information on community resources and referrals; links individuals to agencies, health care providers, and other community networks; follows up with those individuals to ensure they have connected with support structures and are receiving assistance for their needs.

• Provides information and uses Authority resources to meet with agencies, faith-based organizations, and attend other community events; recruits community-based organizations, faith-based organizations, and other community groups to become part of an active and ever growing locally-based support network for people, including those most challenged by behavioral health issues.

• Performs visits to individuals and their families in their homes, shelters, or on the streets to provide information and education; provides support to individuals who are unsheltered or at risk of becoming unsheltered; provides advocacy for at-risk tenants in contacting property managers to prevent or delay evictions; identifies and provides transitional housing options to individuals and their families

THE POSITION

We are currently looking for a Quality Assurance Specialist I or II to work within our Best Practices Department. A Quality Assurance Specialist I/II implements program compliance with fraud, waste, and abuse prevention, performing quality assurance audits, training, monitoring, and processes to maintain the Tri-City Mental Health Quality Assurance Program in accordance with specified county, state, and federal laws and regulations, including the Health Insurance Portability and Accountability Act (HIPAA); develops systems and standards for best practices for compliance evaluation and reporting; conducting quality assurance, audits, training sessions; and performs related duties as assigned.

The Quality Assurance Specialist I/II position will report to a Quality Assurance Supervisor.
 

This position will perform the following essential duties, including, but not limited to:

• Assists with maintaining the Authority’s quality assurance program in accordance with federal, state, and local laws and regulations, Authority rules, guidelines and values; develops systems and standards for compliance evaluation; implements training, monitoring, and processes to ensure that Authority activities are in compliance with specified laws; conduct strategic analysis, evaluate programs and recommend ways on how to improve and integrate the quality assurance message into all aspects of the Authority’s business and human relations.
   
• Evaluate and monitor information related to program operations and quality of care, program design, methodologies, and outcomes; analyzes fraud, waste, abuse, information management and privacy, and other applicable violations; quality assurance and audit results; and policies, strategy, and regulatory materials.
   
• Coordinate the development and implementation of reporting processes and systems; conduct risk assessments and analyses; plan and conduct compliance, evaluation, and related training sessions; and use technical and analytical expertise to develop findings, provide consultation, and make recommendations to supervisor and leadership.
   
• Monitors and tracks all phases of the audit cycle; selects appropriate records, reviews and inspects client records to ensure compliance and evaluates the quality and effectiveness of services; provides feedback, guidance, and support to clinical programs; documents findings and tracks outcomes; creates audit outcome reports and recommendations on issues relating to the program area; disseminates feedback to appropriate staff in the clinical program, and provides follow-up with supervisors and managers to ensure completeness.
   
• May perform investigations of highly sensitive or complex issues related to quality assurance and clinical programs, diagnosis, clinical quality of care and make recommendations to supervisor and leadership.
   
• Compiles, monitors, and reports performance outcomes related to quality assurance and compliance and provides support to clinical department with outcome measures and general support with quality assurance performance measures; serves as contact for clinical programs and services.
   
• Assists in determining the type and frequency of training needs; collaborates with the Quality Assurance Supervisor in the design and delivery of training; develops job specific training manuals to be used during staff training for each health center implementation and ongoing support.
   
• Coordinates with the Quality Assurance Supervisor in the implementation of policies and procedures concerning best practices and compliance issues. Assist in development and or lead implementation of priority projects to ensure the agencies compliance with quality assurance.
   
• Reviews charts in the Electronic Health Records (EHR) system to monitor clinical staff records and to ensure compliance; trains staff and interns on documentation standards, new processes and on the chart review process.
   
• Assists with the facilitation of all internal and external quality assurance audits; assists program staff in preparing for audits; assists with collaborating on the implementation of any corrective action as a result of the audit.
   
• Provides consultation to and responds to inquiries, requests, and/or complaints related to quality of care and quality assurance.
   
• Participates in any training needed, and may serve as a liaison for agency, county, state meeting, committee, and compliance groups on monthly or quarterly basis; facilitates quality assurance meetings, workshops, and committees in order to enhance documentation quality within the agency.
   
• Creates and maintains internal quality assurance bulletin and or notices and provides this information to clinical program leadership and staff on an as needed basis; maintains and archives external quality assurance bulletins and documents through tracking system.
   
• Maintains records to ensure that staff and providers have appropriate licensure, credentials, education, training, and other required certification.
   
• Stays abreast of new trends and innovations in behavioral health, prevention and early intervention, curriculum development, training, and other areas of assignment.
   
• Keeps abreast of all federal, state, county and Authority compliance policies and procedures and all regulations pertaining to quality assurance and documentation; researches and analyzes protocols, best practices, policy issues, pending legislations and regulations, and makes recommendations to Supervisor regarding impact on agency and services; disseminates knowledge to clinical department and ensure compliance on a continuous basis.
   
• Facilitates, maintains, monitors, compiles compliance results, and follows through with site Medi-Cal certification requirements under county, state, and federal regulations.
   
• Observes and complies with all Authority and mandated safety rules, regulations, and protocols.

Psychiatrist I:  $234,898.25 - $299,796.51/annually

THE POSITION

We are currently looking for a Psychiatrist I/II to provide psychiatric services to both children/adolescents and adults. This position will support both adult and children’s services based on operational and clinical needs, with work time anticipated to be divided by approximately 50% adult services and 50% children/adolescent services, subject to change based on clinic needs.

The Psychiatrist I/II will provide medical and psychiatric treatment and diagnostic services to clients in the caseload of Tri-City and provide collaborative work with a multidisciplinary team in a public mental health agency. Provide integrated, effective, and high-quality behavioral health care to the residents of Pomona, Claremont and La Verne with moderate to severe functional impairment due to mental illness.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Perform intake and diagnostic interviews on a scheduled and emergent basis.
   
• Participate in diagnostic staff evaluation of clients.
   
• Provide medical psychiatric treatment of clients.

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City's five-member governing body whose members are elected by district to four-year overlapping terms in general municipal elections. THE POSITION

The Human Resources Manager is a key management position at the City. This individual plans, manages, and oversees the daily functions, operations, and activities of Human Resources, working collaboratively with the Administrative Services Director and management staff across the City. It is essential that this position is responsive to all customers and takes a proactive approach to building relationships throughout the organization, recognizing the value and unique contributions made by each and every employee. This individual serves as the main point of contact on employee relations matters and leads labor relations for the City’s five unions (general employees, supervisors and mid-management, police officers, police sergeants, and temporary employees), along with the confidential and unrepresented management groups. This position leads highly-complex projects; conducts a variety of organizational and operational studies and investigations; and prepares and presents staff reports, policies, and other correspondence for the City Council and all employees. The Human Resources Manager leads a staff of five, comprised of three Management Analysts and two Human Resources Technicians, to accomplish a wide variety of daily tasks, policy and labor agreement administration, and process improvements, and is responsible for interpreting and complying with the various regulatory requirements from Federal, State, and local agencies.

• Manage projects currently underway that involve collaborating with employees at all levels of the organization, including the citywide classification and compensation study and the employee engagement survey.

Are you an experienced HR professional who enjoys solving problems, supporting employees, and working in a fast-paced environment? Glenn County is seeking a Human Resources (Personnel) Analyst I/II to support a wide range of HR functions, including employee relations, leave administration, benefits, recruitment, and more. This is a hands­-on, generalist role offering broad exposure to HR operations and the opportunity to make a direct impact on County employees and services. The official job class title for this position is currently the Personnel Analyst I/II. This position is scheduled for 40 hours per week.

The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services. Dispatchers prioritize calls and dispatch public safety units as needed. Heavy phone and radio use is a primary duty of the position. DISTINGUISHING CHARACTERISTICS

Public Safety Dispatcher I
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

Public Safety Dispatcher II
The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles, and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

Knowledge of:

Tri-City is looking for individuals to serve as a Psychiatric Technician I/II (Licensed) on a full-time basis for the MCCP. The MCCP Psychiatric Technician will be part of a team that provides crisis intervention and stabilization, linkage and referral, consultation, and education within the scope of practice. The MCCP Psychiatric Technician will report to the Mobile Crisis Care Clinical Supervisor and Clinical Program Manager.

Tri-City’s MCCP operates 24/7 to provide crucial support in mobile crises. As such, the schedule will involve a 3/12 shift pattern, consisting of three twelve-hour days per workweek and one alternating eight-hour day every other week. Shifts may include evenings, weekends, daytime hours, and holidays.

The specific shift and schedule will be determined by the supervisor; however, the first one to two months of training will follow a 5-day-per-week, 40-hour-per-week schedule

Examples of shifts are included below:

• Day Shifts: 7:00 AM - 7:00 PM, 7:00 AM - 3:00 PM, 8:00 AM - 8:00 PM, or 8:00 AM - 4:00 PM
• Night Shifts: 7:00 PM - 7:00 AM, 7:00 PM - 3:00 AM, 8:00 PM - 8:00 AM, or 8:00 PM - 4:00 AM

Shift Rotation

• Please note that shifts may be rotated every six months to ensure a fair distribution of day and night shifts across the team. This rotation allows team members to gain experience in various shifts and provides opportunities for a balanced work schedule over time.

Availability

• As our Mobile Crisis Care team provides critical support during community crises, it’s essential that members can respond promptly. To ensure timely response, team members must reside within a 30-minute commute to the Authority in heavy traffic. If selected, candidates who do not currently meet this requirement will be expected to relocate within four weeks of accepting the position.

This position is responsible for a variety of ongoing responsibilities, including, but are not limited to, the following:

Positions at the Psychiatric Technician I level may perform some of these duties and responsibilities in a learning capacity.

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.
• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.
• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.
• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.
• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.
• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.
