The City of Orinda Planning Department seeks a strong customer-service oriented Planning Technician to primarily staff the Planning Counter and process code-enforcement cases.  Depending on experience, the successful candidate may also gain opportunities to assist with various current and long-range planning tasks.  This non-exempt position reports to the Director of Planning.

Primary duties of the Planning Technician include (but are not limited to):

• Assist the public at the service counter, collect and process forms, permit applications and plans.

• Assist with data collection, analyze data using a variety of data sources, including GIS.

Receive, track/monitor and investigate public staff municipal codes and ordinances, standards, health and safety and other complaints.
• Conduct review of discretionary planning applications for design review, exceptions, tree removal, and other related requests.
• Serve as the City’s staff liaison to various groups (i.e., Orinda Historical Society)
  Basic mathematical principles.

THE DEPARTMENT & DIVISION
The Department of Public Works (DPW) is responsible for maintenance activities along approximately 92 miles of public right-of-way. It strives to improve, develop, and maintain public infrastructure essential to the safety, mobility, and quality of life for Orinda citizens. The DPW operates with an approximate annual operating budget of $5 million and has 17 staff members. The Department also administers a CIP budget of approximately $14 million. DPW’s organizational structure consists of two divisions: Engineering Services, and Maintenance & Facilities Services.

The Maintenance & Facilities Division is responsible for the repair and improvement of city-owned public infrastructures including stormwater drainage, roadway, traffic, and pavement, and for coordinating with vendors and contractors on large maintenance and landscaping projects. THE JOB
The Maintenance and Facilities Superintendent is responsible for ensuring that municipal buildings and public facilities are maintained to high standards, remaining safe and functional for employees and the public. The Superintendent will oversee a direct staff of two supervisors, up to eight indirect reports, and the Division’s annual budget. This role involves managing contract and project activities, including multi-year park and landscape maintenance contracts (currently with MCE corporation), multi-year janitorial services, facilities maintenance projects in the Capital Improvement Program (CIP) and long-term maintenance and repair plans for city-owned buildings, streets, storm drain systems, parks, trees, and landscaping. The Superintendent will coordinate with City departments and external contractors; assess and prepare contract documents; participate in vendor selection; administer contracts and evaluate contractor performance; and review and approve billings. THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. As a Senior Planner in Transportation, you will lead the Vision Zero Program, aiming to eliminate severe injury and fatality traffic crashes by 2028. With the support of an Associate Planner (Vision Zero Program Coordinator), you will be responsible for managing program elements outlined in the Berkeley Vision Zero Action Plan, including administration, interdepartmental and interagency coordination, capital projects, and public awareness initiatives. In the Land Use Division of the Planning and Development Department, the Senior Planner is responsible for managing complex and large projects, including General Plan updates, plans focused on Berkeley’s Priority Development Areas, Zoning Ordinance amendments, grant-funded projects, and State-mandated reports and projects.

When assigned to the Rent Stabilization Board, the Senior Planner leads projects and programs associated with Berkeley’s Rent Ordinance, which regulates most residential rents in Berkeley, protects tenants against unwarranted evictions, and is intended to maintain affordable housing and preserve community diversity.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college or university with major coursework in city or regional planning, urban planning, or a field related to the work, and four (4) years of professional planning experience, including two (2) years at a level equivalent to that of the Associate Planner.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

THE POSITION:

The City of Orinda is looking for responsible, courteous individuals who enjoy working in a hands-on environment, can work independently of supervision and have experience dealing tactfully and effectively with members of the public.  The successful applicant will work on a part time basis with a schedule which will include evening and weekend hours, depending upon programs, rentals and events.   

The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

Explain and follow City and department policies and procedures.

Provide information and feedback to Facility and Parks Supervisor.

Opens, closes, secures and alarms facilities in compliance with standard procedures.

Supervise and interact with rental guests, responding by assisting with any facility needs.

Assists in monitoring and maintaining equipment and supplies.

May perform clean up duties as needed, including but not limited to:  move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

Perform related duties and responsibilities as assigned.

Minimum Qualifications:

Education: Equivalent to a High School Diploma.

Experience:  Experience in custodial and facility operations is desirable.

License or Certificate: Possession of a valid California Driver’s License with a demonstrated history of safe driving.

Special Requirements:

Essential duties require the following physical skills and work environment:

Must be willing to work a scheduled variety of hours, which may include evenings, and/or weekends, as needed.

Sufficient personal mobility and physical reflexes to enable the employee to safely lift, move, climb, walk safely on even or uneven grounds, or maneuver in whatever way may be necessary to successfully perform the duties of their position; ability to travel to different sites and locations.

Ability to pass a comprehensive background check and pre-employment medical exam.  Additionally, individuals working in Parks & Recreation are required to be tested for TB.

The City of Berkeley invites applications for the position of Housing Inspector II (Certified)! In this role, you will perform skilled inspection work with City residential housing inspection programs. You will independently perform the full scope of work in the investigation, reporting and follow-up of housing deficiencies to gain compliance with housing, building, zoning, fire, mechanical, plumbing, electrical, and related codes and regulations.

Assignments are varied and generally require close interaction with the public, providing information and interpretation of applicable ordinances, codes and regulations. We'll expect you to exercise considerable independence and discretion in conducting inspections, resolving complaints and enforcing inspection results.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and at least two years of full-time experience equivalent to Housing Inspector or Building Inspector or Code Enforcement Inspector for a public agency. 

Must possess:

• An International Code Council (ICC) OR California (CA) certification in Residential Building or Housing Inspection or in Code Enforcement; and
• ICC or CA Residential or Commercial Electrical Inspector certification and ICC or CA Residential or Commercial Plumbing Inspector certification, or equivalent ICC or CA Legacy Certification for either Combination Inspector or Combination Dwelling Inspector.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

In addition to the qualifications above, the ideal candidate will have effective and courteous communication skills in order to discuss housing violations, violation remedy and necessary inspections and fees and participate in depositions and court hearings as requested. The ideal candidate can support a work environment that highlights efficiency and team collaboration in a professional and friendly atmosphere for the inspectors and administrative staff.
