The Community Engagement (CE) Office
engages the public in Air District programs and decision-making to improve air quality and promote public health and environmental justice. The CE Office seeks to engage and partner with communities overburdened by poor air pollution by increasing awareness of the role and authority of the Air District, fostering relationships, developing partnerships, co-developing engagement processes and providing equitable opportunities for participation in Air District decision-making. The Community Engagement Office strives to create opportunities for those that have been historically excluded, discriminated against, under-represented, or under-resourced.

communities overburdened by air pollution to advance solutions towards equity and environmental justice. The responsibilities of the Staff Specialist may include, but are not limited to, being part of a team to co-develop a local community plan with environmental justice communities as part of the Air District's Community Health Protection Program(Assembly Bill 617). The person in this position may work on other Community Engagement and/or Environmental Justice projects, as assigned, such as Home Air Filtration Programs, community workshops and events, community grants, youth-oriented engagement projects, or other projects. The Staff Specialist will assist in coordinating efforts across inter-divisional teams and facilitate meetings with Air District staff and local community leaders and preparing meeting agendas.
This role also involves public speaking over virtual platforms as well as during in-person meetings. Staff Specialists often liaise with other divisions in the Air District to leverage data, resources, and other tools to support crafting and implementing strategies, developing power point presentations, and identifying new internal and external partners. The Staff Specialist may develop and implement public education workshops and is likely to work across inter-divisional teams. The Staff Specialist may write and design fact sheets, and/or draft FAQ and talking points for a variety of public and leadership meetings. The Staff Specialist may assist in drafting the scope of work for contracts along with tracking budgets for contracts. Typically, Staff Specialist duties also include drafting memos and PowerPoint presentations to executive staff and Board of Directors related to procurement, program budgets, and programmatic updates

Under direction, performs a variety of responsible administrative, technical and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics

Staff Specialist I is the entry level in this series. Initially under close supervision, incumbents learn District, state and federal procedures and policies while performing the more routine technical duties. As experience is gained, assignments become more diversified and are performed with less supervision. This class is alternately staffed with Staff Specialist II and incumbents may advance to the higher level classification after gaining experience and demonstrating proficiency which meet the qualifications of the higher level class.
Staff Specialist II is the journey level class of this series, fully-proficient to perform difficult and technical work. Incumbents are expected to exercise independent judgment.
This class is distinguished from Senior Staff Specialist in that the latter is responsible for more complex work and may perform lead duties.

Education & Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

High School Diploma (completion of the 12th grade) or G.E.D. supplemented by college-level coursework in park maintenance, resource management, or a related field and one (1) year of experience in construction, maintenance, and/or repair of parks, open spaces, and/or related facilities.

Licenses and Certifications:

• Possession of a valid California Driver’s License.
• Possession of, or ability to obtain, Basic First Aid and CPR certification within six (6) months of employment.
• Depending on assignment, possession of, or ability to obtain, a District approved Fire Suppression Training certification within (12) months of assignment into the District’s fire program.

About You in the Position

The AB 617 Environmental Planner I/II will join a high-performing and motivated team of professionals who work in deep partnership with overburdened communities most impacted by air pollution. You will assist in a wide variety of tasks to support the successful preparation and implementation of community-scale air quality plans in partnership with community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to gather, analyze, interpret, and visualize key data to support decision making.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.

In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

Environmental Planner II is the journey level class in this specialized series, fully competent to perform a wide range of professional planning duties associated with air quality and environmental planning. This class is distinguished from Senior Environmental Planner in that the latter provides lead direction to environmental review staff as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

THE POSITION

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to hire multiple temporary/part-time positions.  Candidates who do not currently meet the minimum qualifications for the Park Maintenance Worker I position may be considered for an Intern position instead.

Temporary/part-time employees work no more than 130 hours per month and 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City park and recreation sites as needed. Water, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Works as a member of the City pest control crew spraying various fertilizers, herbicides, pesticides, and other related chemicals in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, conduits, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves.  Work cooperatively with others. Work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License

The Environmental Services Department provides comprehensive and innovative environmental utility services for Sunnyvale's residents and businesses and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

The Environmental Services Department is currently recruiting for TWO vacancies, one regular full-time and one term-limited full-time (2 year assignment), in the position of Environmental Compliance Inspector to support the City's environmental inspection programs. These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Under general direction, performs journey level inspection and enforcement activities on industrial, commercial, and residential discharges to the sewage and storm drain system for compliance with codes and laws regulating waste processes; and does other related work, as required.

As the Senior Advanced Projects Advisor, you will be the cornerstone in coordinating all AB 617 work across the district, serving as the lead in orchestrating and implementing strategic planning for all divisions under the Deputy Executive Officer of Equity and Community Programs. Your role will be crucial in advancing environmental justice initiatives and ensuring equitable outcomes for communities disproportionately affected by air pollution. With your comprehensive understanding of air quality improvement programs and regulatory frameworks, you'll spearhead internal AB 617 engagement efforts. This includes communicating complex information about incentive programs and mobile sources, facilitating community meetings, and guiding discussions on emission reduction strategies. You'll be responsible for coordinating the implementation of the Air District’s strategic plan for all divisions under the Deputy Executive Officer of Equity and Community Programs.  Your expertise will be instrumental in preparing reports and presenting to the Board of Directors and stakeholders. Your strategic vision and leadership will empower our team to make informed decisions that benefit communities, meet regulatory requirements, and advance our mission of clean air and climate protection for all Bay Area residents.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and the Richmond-North Richmond-San Pablo area were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans and, on the implementation of community-identified strategies.
