DEFINITION
Under general supervision, provides technical and administrative support work in a variety of Human Resources functions, including benefits, onboarding/offboarding and other human resources programs.

 

Examples of Duties for this Position

The Risk Management Program Manager (Program Manager), reporting to the Deputy Director of Human Resources/ Risk Manager, will oversee the following three programs:

• Americans with Disabilities Act (ADA) Title I workplace accommodations program for employees and job candidates with disabilities.
• Leaves of Absence program for managing and monitoring the administration of claims for leave of absence.
• Workers' Compensation Program.

Duties of the position include, but are not limited to, the following:

• Plan, direct, monitor, and evaluate the effectiveness of the ADA Title I, Leave of Absence, and Workers' Compensation functions and programs, including needs assessment, program design and planning, implementation, evaluation, and regulatory enforcement.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• A typical way to qualify is three years of progressively responsible professional-level experience in the field of Human Resources within a public-sector environment, specifically regarding ADA in general and Title I specifically, Leave of Absence, Workers' Compensation, and insurance policies.
• Experience should also include at least one year performing supervisory duties.

Knowledge of:

• Principles and practices of public administration, and program management, including planning, implementation, and evaluation.

The Air District is currently accepting applications for the position of Principal Staff Specialist in the Strategic Incentives Division (SI) Division. This is an open recruitment for one (1) full-time, represented position.

The Strategic Incentives Division supports the Air District’s mission by implementing incentive programs (grant programs) that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. In 2023-2024, the SI Division is administering more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other programs administered support the reduction of single-occupancy vehicle, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Division develops programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

About you in the position

The Principal Staff Specialist (AB 617 role) in the SI Division will coordinate the division's efforts in bringing greater equity to grant programs through program development, collaboration with other divisions, and engagement with communities under the AB 617 program. With your in-depth knowledge of the Air District’s emission reduction grant programs, you will lead the division's participation in internal and external AB 617 engagement, including communicating the role of the division; analyzing, reporting, and presenting information about air quality improvement incentive programs and mobile sources, participating in community meetings, proposing and guiding discussions on incentive-related emission reduction strategies and actions, developing plans/programs to implement action, and soliciting feedback on strategy implementation. Examples of other tasks include preparing written materials related to grant programs, reports and plans; proposing recommendations for updates to current incentive programs; developing and supporting the development of new programs; assessing impacts of regulatory actions on mobile source categories; presenting to the Board of Directors and other stakeholders; and leading and training staff. This position will require working nights and weekends on occasion to attend community meetings and public events. Projects for 2024 include:

• Communications – Assist with developing innovative and relevant content for posting on City-administered social media sites, research and work with departments in developing articles for publication on the City’s website and print newsletter, and assist with aspects of video production including storyboarding, camera work, and script-writing.

• IT – Have some familiarity with programs such as Windows, Active Directory, Office/Microsoft 365. Must be able to disassemble and reassemble a PC. Some daily tasks will include responding to help desk requests and making basic equipment repairs and replacements.

• Public Works (Utilities) – Provide support to the City's Public Works Department - Utilities Division with various engineering projects in drinking water distribution, water resources, sanitary sewer collection, and storm drainage. Primary assignment will focus on mapping and geolocating drinking water facilities to comply with new state regulatory compliance.  Secondary assignments may include field engineering support on construction of capital utility projects and assisting on various engineering reports and studies.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Assistant Director, specific assignments and responsibilities include, but are not limited to, the following:    

• Develop and manage annual budgets, ensuring accuracy and alignment with agency priorities.

• Provide academic/homework support to encourage them to do their best.
• Plan, organize and conduct recreation enrichment activities for youth.
• Encourage students to engage in a variety of health and enrichment activities and community services projects.
• Be a positive role model to participants, insuring that participants are physically and emotionally safe.
• Assist in preparing activity calendars, lessons plans that create a vibrant and welcoming atmosphere for participants to excel.
• Supervise participants, insuring that proper safety precautions are observed in assigned activities.
• Maintain and care for equipment; prepare activity calendars, bulletin boards, lesson plans and/or coaching strategies as appropriate to help promote and plan activities effectively.
• Assist in organizing, promoting, directing and staffing; report to supervisors orally and in writing.
