About the Role

The newly created Community Services Division Director position is an exciting and unique opportunity to build a new division of the City of San Rafael.

 

The Community Services Division Director will play a pivotal role in shaping and leading the City of San Rafael's efforts to address critical social issues, particularly focusing on homelessness at this time.  Reporting directly to the Assistant City Manager, the Division Director will oversee and develop the newly created Community Services Division, ensuring the effective development and implementation of programs that improve the quality of life for residents in need.

 

In this role, the Division Director will manage a broad range of responsibilities, from strategic planning and policy development to budget management and interdepartmental and interagency coordination. They will be a key liaison between the City and  our County partners, and various other stakeholders, including public agencies, community organizations, and residents. Their work will involve close collaboration with other City departments, public and private partners, and community groups to advance initiatives that address homelessness and related services.

 

In their first year, they’ll work to develop the City’s first homelessness strategic plan, setting priorities and policies to guide the City’s work in this space for the next five years.

 

One of the key, immediate priorities the Division Director will oversee is the implementation of the City’s $6M Encampment Resolution Fund Grant. This includes leading the contractor and staff team operating the City’s planned Sanctioned Camping Program and spearheading the identification of a site for a future interim shelter and/or transitional housing. In addition, they’ll also coordinate the implementation of the City’s Camping on Public Property ordinance.

Overview:

Valley Water is the primary water resource agency for Santa Clara County, supplying wholesale water, providing flood protection, and serving as environmental steward for clean, safe creeks and healthy ecosystems. Valley Water serves approximately two million people in 15 cities: Campbell, Cupertino, Gilroy, Los Altos, Milpitas, Monte Sereno, Morgan Hill, Mt. View, Palo Alto, San Jose, Santa Clara, Saratoga and Sunnyvale, and the towns of Los Altos Hills and Los Gatos, and manages 10 dams and surface water reservoirs, three water treatment plants, a state-of-the-art water quality laboratory, 400 acres of groundwater recharge ponds, and 275 miles of streams.
 
The Assistant Water Plant Operator helps with all day-to-day plant operations, including operating and maintaining plant equipment, calibrating water quality monitoring equipment; taking and analyzing water and chemical samples; cleaning equipment and facilities; receiving bulk chemical deliveries; operating the sludge dewatering process; using the computer-based plant control, or SCADA system, completing data entry, initiating work orders, and maintaining plant operations logs and reports. Operators work a 4 to 6-month assigned rotations between day shift, night shift, and other shifts, as needed. The facility operates and is staffed continuously, which means 24 hours a day, 365 days a year. This position reports to the Water Plant Supervisor and works under direction from the Senior/Water Plant Operator.

• Regularly conduct rounds to monitor plant operations and maintain plant equipment and grounds; observe, evaluate, troubleshoot, and report condition of the facility and equipment, including pipes, pumps, valves, feeders, motors, basins, tanks, generators, analyzers, and sludge beds; take and record measurements and instrument readings, such as pressures, temperature, flow, volume, and concentrations; operate and adjust pumps and valves; calibrate and perform preventative maintenance on plant instruments; observe and report on the flow, volume, and quality of the water, including color, odor, and turbidity; and assist in maintaining grounds in a clean, orderly, and secure state. 
• Draw samples of water and other materials from the different phases of water treatment; measure and analyze the samples to determine compliance with Valley Water and regulatory standards for chlorine, ozone, phosphate, and ammonia residuals, pH, turbidity, taste, and odor. Receive and monitor deliveries of bulk chemicals and other plant supplies.
• Perform cleaning and maintenance procedures on operating equipment and facilities; including flocculators, basins, filters, sludge drying beds, washwater clarification system, and containment and delivery areas. Employees have a responsibility for safety; for following safety regulations and safety policies and procedures applicable to their work; and for carrying out those responsibilities with due diligence as a condition of employment.
• Use the plant's computer based Supervisory Control and Data Acquisition (SCADA) system to monitor plant operations; scan multiple computer monitors simultaneously; navigate a multitude of program screens to observe, track, and retrieve water, chemical, and equipment readings. Perform various administrative tasks, including data entry into spreadsheets, update standard operating procedures, initiate work orders, maintain, compile and update plant operations logs and reports.

Ideal Experience:
Level I: 0-1 year of experience, including intern/temporary, in a similar work environment, such as handling industrial chemicals, working various alternating shifts (including night shift), operating mechanical equipment, and/or maintaining regulatory compliance.
Level II: One (1) or more years of experience performing work as a licensed operator at a water treatment plant that is rated as a T-4 or higher facility.

Ideal Training and Education:
Both Level I & II: Equivalent to the completion of the twelfth grade supplemented by six (6) quarter units in chemistry and six (6) quarter units in math from an accredited college.
 
Level I Substitution: 

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training required at the time of application. 
• Possession of a Grade T1 Water Treatment Operator certificate issued by the California State Water Resources Control Board may substitute for the training requirement at the time of application.

Level II Substitution: 

• An Associate’s degree in engineering or chemistry from an accredited college may substitute for the training and experience required at the time of application.

The Community  Action Program Specialist determines client’s needs for program services and provides case management and/or crisis intervention in one or more various program areas. The Community Action Program Specialist II is the full journey level class within the series and is   distinguished from the entry level class by the performance of the full range of duties, including the more complex cases. This position is full-time and is scheduled for forty (40) hours per week.

The Senior Utility Worker is the advanced journey-level classification in the Utility Worker series. Incumbents perform skilled duties in the operations and maintenance of the water distribution and treatment system, and plant operations and maintenance of the wastewater treatment plant and provide lead direction and training to assigned crews.

Receives direction from the Utilities Superintendent and/or higher-level staff. Exercises technical and functional supervision over lower-level utilities staff.

Ross Valley Sanitary District is seeking an Inspector excited to join our high performing team. Inspectors work with contractors, homeowners and real estate agents to ensure construction projects meet District standards while educating and providing excellent customer service to the public.

Under general supervision of the Senior Engineer, the Inspector performs advanced, complex, and critical inspections of District infrastructure. Working independently, the Inspector is responsible for ensuring compliance with District regulations and codes related to the repair of District infrastructure, construction of private sewers, and collection system pump stations. Inspectors are also responsible for ensuring safety measures are applied at job sites.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:

• Check and review construction plans for construction and repair on public and private sewers.
• Perform civil, structural, mechanical, and basic electrical inspections on construction and repair on District sewer mains, and private sewer laterals performed by contractors or other agencies.
• Communicate status of work to Engineer and co-workers as appropriate.
• Check surveys and plans for accuracy and document site conditions prior to start of construction.
• Inspect construction and backfill materials in all stages of progress to ensure compliance with District specifications, standards, ordinances, and for approval of authorized construction.
• Read and interpret construction plans, documents, and specifications.
• Ensure compliance with District and regulatory standards, plans, ordinances, and specifications regarding construction methods, equipment, workmanship, and quantity and quality of materials used in the project.
• Prepare and maintain records, reports, and documentation required by regulatory agencies and District policy.
• Confer with contractors’ field representatives regarding either work or materials that deviate from plans and specifications; ensure approved corrective measures are applied.
• Verify that Cal-OSHA approved safety precautions are practiced when on construction sites.
• Perform and interpret CCTV inspections of sewer lines; interpret and evaluate CCTV inspections done by subcontractors.
• Inspect and investigate complaints and sewage discharge violations.
• Verify proper testing methodology of air, soil, and vacuum tests, and proper CCTV televising of sewer lines.
• Prepare inspection reports and field sketches of sewer locations, preliminary project layouts, and monitor that work is performed within required timelines.
• Maintain records of field observations, permits, test reports, as-built plans and prepare reports.
• Provide customer service to residents, contractors, and representatives of private/public agencies.

MINIMUM QUALIFICATIONS

Education, Training, and Experience

Any combination of education and experience that provides the knowledge, skills, and abilities required for this position. A typical way of obtaining the required qualifications is to possess the equivalent of:

• Completion of the twelfth grade, or its equivalent.
• Coursework in algebra, geometry; mapping is highly desirable.
• Four years of journey-level work experience in sewer, maintenance, industrial, and/or public works construction in public agency or private sector.

Licensing, Certification, and Registration

Possession of the following licensures, certifications, and/or registrations are required:

• Ability to obtain a Grade II Collection System Maintenance Certificate from the California Water Environment Association within one year of hire.
• Must possess a valid California Driver’s License Class “C”, have a satisfactory driving record, and continue to meet District’s vehicle liability insurance company’s driving standards.

THE POSITION:

The City of San Rafael is recruiting for a Program Coordinator in the Recreation Division of our Library and Recreation Department.  This position is responsible for overseeing operations of the Terra Linda Community Pool, including hiring, training, scheduling of temp/seasonal lifeguards, swim instructors, cashiers for approximately 100 employees, for a 9-month pool season.  The Program Coordinator will develop, implement, and oversee programing for the pool and be responsible for developing the pool schedule.  An understanding of safety, customer service, managing relationships with user groups, problem solving, and leadership skills are important for this program area.  Although an aquatics background is preferred, it is not required at time of hire.  The Program Coordinator will also support the Terra Linda Community Center with program development, special events, rentals, customer service, marketing and other tasks as assigned. 

This position performs the following essential job duties (including but not limited to and may vary with assignment):

• Provides direction to and supervises regular, temporary and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring, disciplinary and evaluation processes.
• Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned department division(s).
• Participates in the preparation and administration of an assigned recreation center or specialized recreation program budget.
• Plans, evaluates and coordinates programs, classes, athletic activities and special events, including scheduling facilities, ensuring facilities are set up, scheduling trips and hiring coaches.
• Monitors the day-to-day operations of programs and events, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials and supplies.
• Formulates and organizes program plans and schedules for seasonal and year-round activities and special events. 
• Acts as liaison and representative with a variety of advisory boards, commissions, community groups, law enforcement agencies, schools and councils.
• Creates program flyers, brochures, catalogs and newsletters, including determining content, layout, materials and distribution methods; prepares activity and operating reports.
• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.
• Books facility rentals for customers; attends to facility users needs, including permits and equipment; prints weekly event schedule and ensures that all setups are done, manages facility budget, including maintenance and supplies.
• Performs other duties of a similar nature or level.

OTHER REQUIREMENTS:

• Must possess and maintain a valid California Class C driver’s license with a satisfactory driving record.
• Must have American Red Cross Lifeguard Training (or obtain within 4 months of hire).
• Must have American Red Cross Lifeguard Instructor (or obtain within 1 year from time of hire).
• Must have American Red Cross Water Safety Instructor (or obtain within 1 year from time of hire).

EDUCATION and/or EXPERIENCE:

• Equivalent to graduation from a four-year college or university with major coursework in recreation administration, physical education, leisure services or a related field AND
• Two (2) years of full-time or its equivalent of recreation experience, OR
• An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above.

Distinguishing Characteristics

Associate Engineer - This is the journey level class in the engineering series. Positions in this class possess the applicable educational background and work experience required for classes in the engineering series. The Associate Engineer is distinguished from the Assistant Engineer by the performance of the full range of duties with only minimal instruction or assistance. Incumbents work independently, seeking assistance only as new or unusual situations arise. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Engineer class.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Perform professional and technical engineering work relative to assigned area of responsibility, such as design, land development, and capital improvements.
2. Design and prepare plans and specifications for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects; research project design requirements; perform calculations and prepare estimates of time and material costs.
3. Answer inquiries from realtors, developers, engineers, and the general public.
4. Develop revised design and construction standards for public works structures and appurtenances.
5. Serve as construction inspector to ensure compliance on City projects, subdivisions, and encroachments.
6. Investigate field problems affecting property owners, contractors, and maintenance operations; resolve problems or refer as appropriate; coordinate or perform field work associated with infrastructure projects.

8. Write legal descriptions for right of way and easement dedications.
9. Issue encroachment, water, and sewer permits.
10. Request and participate in the collection of survey and mapping data.

12. Participate in the plan check, review, and processing of plans for private developments affecting City streets, sewers, drains and related public works facilities; assure compliance with appropriate codes, ordinances, rules and regulations.

Possession of an LSIT or EIT certificate.
