Waterfront Resilience Program (WRP)

The Waterfront Resilience Program (WRP) is a multi-decade, multi-hazard Program led by the Port of San Francisco with the goal of adapting the Bay waterfront along the Port’s 7.5-mile jurisdiction to address multiple hazards including coastal and combined flooding, sea level rise and earthquakes. The Port and the U.S. Army Corps of Engineers (USACE) released the San Francisco Waterfront Coastal Flood Study Integrated Feasibility Study and Environmental Impact Statement (Flood Study), including a $13.5 billion Draft Plan for adapting the waterfront for public review in February 2024. The Port is also implementing construction to mitigate risks that can be initiated in the near term (Early Projects) funded by Proposition A, the Seawall Earthquake Safety Bond, and other sources.

Job Description

Under the direction of the Waterfront Resilience Director, the Waterfront Resilience Program (WRP) Deputy Program Manager - Environmental develops the programmatic strategy for planning and execution of nature-based adaptation strategies, investigation and remediation of hazardous materials, and permitting and environmental review for all WRP activities through 2030 and beyond, including managing staff, consultants, and public and resource agency engagement.

This position is a key leadership position within the WRP, working collaboratively alongside the WRP Deputy Program Manager – Engineering & Project Delivery, WRP Deputy Program Manager – Planning, and WRP Flood Study Project Manager.

The essential functions of this position include:

• Oversees the planning and execution of nature-based adaptation strategies, including the Living Seawall Pilot and the Engineering with Nature Working Group in coordination with the Waterfront Resilience Program Deputy Program Manager – Planning and the Flood Study Project Manager. 
• Oversees the planning and execution of investigation and remediation of hazardous materials related to specific Early Projects and the USACE Flood Study.
• Oversees the planning and execution of environmental studies, including environmental review and analysis required under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).
• As a Program leader, sets the example of the Program culture of caring including, but not limited to, safety, inclusion, diversity, and equity.
• Coordinates input of Port staff into all relevant Early Project and Flood Study permitting and environmental review.
• In consultation with the Deputy Program Manager – Planning and the Flood Study Project Manager, develops and oversees the Engagement Plan for the Resource Agency Working Group, which includes a broad range of regulatory and resource agencies with jurisdiction over construction activities in San Francisco Bay.
• Collaborates with Deputy Program Manager – Engineering and Project Delivery to develop messaging and strategy with the permitting agencies (name them) related to Early Projects.
• Coordinates with City Planning Department (Environmental Planning) to conduct CEQA/NEPA for the Early Projects and the Flood Study and subsequent design and construction.
• Manages and approves the deliverables of environmental consultants.
• For the Flood Study, oversees the analysis and selection of the Least Damaging Practicable Alternative (LEDPA) under the Clean Water Act.
• Ensures strategic coordination and consultation on resilience permitting and regulatory issues for individual projects.
• Oversees the CEQA/NEPA effort for the USACE Flood Study which will be managed by the Flood Study Project Manager.
• Oversees environmental team input to design and environmental compliance during construction.
• Works collaboratively with all members of the WRP team to identify and resolve issues promptly, escalating issues for resolution to the Waterfront Resilience Director, the Assistant Port Director and the Port Director as required.
• Provides support and guidance to USACE Flood Study team members to deliver the Study.
• Supervises environmental and permitting staff assigned to the Waterfront Resilience Program.

The City of Rocklin is currently accepting applications for a full-time Landscape Services Worker in the Parks and Recreation Department.

THE POSITION

Under general supervision, the Landscape Services Worker performs a variety of landscapes and/or recreational facility maintenance and repair work; provides maintenance support to the Landscape Services Division; and performs related work as required. Examples of duties are:

• Performs a wide variety of semi-skilled tasks in the construction and repair of landscapes, and park facilities such as installing and maintaining signs, erecting safety structures (i.e., barricades), installing park structures (i.e., benches, tables, awnings), building and maintaining fences and removing and pouring concrete.
• Inspects assigned landscape areas for safety, appearance and vandalism.
• Cleans and clears landscapes, facilities, structures and playing fields of debris and potentially dangerous conditions.

• Plants, mows, prunes, and maintains turf, trees, shrubs, and plants; clears sites of weeds.

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

AND

One (1) year of experience in the maintenance, modification, and repair of parks, medians, and landscaped areas.

License Requirements

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Transportation Division promotes the safe movement of people and goods throughout the city by maintaining and enhancing a functional and efficient transportation network.  The division promotes the use of public transit, ride sharing, bicycles, and walking and manages the City’s 40 traffic signals, 2200 streetlights, and overall roadway network. They also coordinate the free shuttles, safety education, and neighborhood traffic calming programs. 

Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE POSITION

The Assistant Public Works Director – Transportation is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Transportation Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to transportation planning and engineering, and/or utilities sections.

In managing and coordinating division service for large and complex transportation projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain procedures, permitting, and transportation impact analyses. • Oversees and manages vendor information and payment system entry including W9 processes and procedures.

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a weeklong stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I:

Education:  High School Diploma or equivalent.

Experience:  Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate:  Required upon hire, possession of a valid California Driver’s License.

Park Maintenance Worker II:

Education:  High School Diploma or equivalent.

Experience:  One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate:  Required upon hire, possession of a California Driver’s License. It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

Provide analytical, coordination and operational support within the Development Services Department; primarily responsible for transportation planning functions. Provides secondary support to economic development and special events programs.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Implement and administer the Neighborhood Traffic Management Program.

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two (2) years of full-time or four (4) years of part-time related professional experience, with a background in transportation, planning, traffic engineering, or public administration.  Public sector experience desirable. 

Education:

Bachelor’s degree in urban planning, civil engineering, architecture, public administration, or closely related field. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.
