The City of Thousand Oaks has an exciting opportunity for a Senior Code Compliance Officer in the Community Development Department! We are seeking a highly motivated and results-oriented individual to lead and support staff in the enforcement of municipal code compliance, investigation techniques and practices, and interpretation of regulations.

 

Primary responsibilities:

• Assists in planning, organizing, prioritizing, scheduling, coordinating, supervising and evaluating the work of code compliance staff; provides technical assistance to staff as necessary.
• Assists in providing staff training and development; training assigned employees in their areas of work including methods, procedures, and techniques.
• Assists in verifying the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and regulations; assists in ensuring adherence to safe work practices and procedures.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the section; participates in long-term planning to assess future needs.
• Conducts technical field inspections and investigations to determine compliance of residential, commercial and industrial buildings with zoning ordinances, conditions of zoning variance, special use, and other conditioned permits.
• Issues administrative citations as needed.
• Oversees and responds to citizens submitting concerns through MaintStar.

THE POSITION

• Perform technical level administrative duties in support of the City’s Below Market-Rate (BMR) Housing Program
• Research, collect, and analyze data and prepare draft reports related to the City’s BMR Program
• Create and manage workflows and administrative procedures for annual compliance monitoring of the City’s BMR portfolio
• Conduct BMR unit transactions, including BMR sales and re-sales, refinances and loan payoffs, and leasing of BMR/affordable housing rental units, in collaboration with City’s contracted BMR real estate agent and/or property managers of BMR/affordable housing properties
• Provide technical assistance on BMR program issues to Housing Division management and to property managers and tenants/owners of BMR housing
• Interpret City policies, procedures, laws, and regulations in response to public inquiries and complaints about BMR and affordable housing

The Administrative Technician receives general supervision from the Housing Manager or higher-level department personnel.

About the Position: The Maintenance, Construction, and Resource Supervisor supervises the staff responsible for carrying out capital improvement projects, managing natural resources, and performing general preserve maintenance. The ideal candidate will plan, prioritize, and oversee construction and maintenance work; communicate effectively and collaborate with other departments to complete project requirements; coordinate with consultant teams; work with local and regulatory jurisdictional agencies to meet permitting requirements; evaluate employee performance; and ensure all safety procedures are followed. The position works under the general direction of the Capital Projects Manager or Area Manager and provides direct and general supervision to technical and maintenance staff. Assigned Location: Midpen has one vacancy for the position of Maintenance Supervisor. This is the Capital Projects Maintenance Supervisor and reports to the Capital Projects Field Manager. The start date for this position is early March 2026.  The reporting location is the Foothills Field Office - Cupertino (Address: 501 Rancho San Antonio Drive, Cupertino, CA 95014).  Current work schedule is on site Monday through Friday, 7:00 a.m. to 4:30 p.m., recurring 9/80 Monday day off.

Join the City of San Bruno Community Services Department, Parks Division as a Parks Maintenance Technician I/II (Tree Maintenance Technician I/II)

 

The Community Services Department is committed to providing quality programs, services, and spaces to benefit the health and well-being of the community. Within Community Services, the Parks Maintenance Division is responsible for the maintenance of all City’s outdoor recreation sites, including 20 parks covering 68 acres, 6 baseball fields, 128 acres of open space, all City owned facilities, over 7 miles of medians, and one dog park.   

 

Under the supervision of the Parks Field Supervisor, the Parks Maintenance Technician
performs semi-skilled, skilled and administrative work within Parks Division in areas such as general carpentry, electrical or plumbing repair, irrigation system installation, tree trimming, tree removal, root removal, the planting and care of new trees, and the care and maintenance of all related equipment. 

 

CORE DUTIES 

Examples of duties may include, but are not limited to: 

• Plans, carries out and evaluates preventive maintenance schedules for all designated mechanical equipment, either personally, or through outside vendors.  

• Inspects, diagnoses, and performs major and minor repair work on motors, hydraulic equipment, compressors, controls, valves and related equipment.  

• Operates a variety of diagnostic instruments and a variety of hand, electric, and air- driven tools. Tests, troubleshoots, services and repairs mechanical equipment.  

• Inspects, adjusts and replaces necessary units and related parts in the performance of repair and maintenance work.  

• Fabricates and modifies parts and equipment as necessary. 

• Evaluates status of mechanical equipment, and performs or schedules needed repairs. Provides emergency field assistance to disabled equipment as needed and appropriate.  

• Assists in the preparation of bid specifications for equipment.  

• Maintains records, prepares reports and other specialized maintenance records of equipment. 

• Operates aerial lift truck, brush chippers, stump grinders and chainsaws and related hydraulic pruning equipment.  

• Identifies tree pests, disease and structural weakness, removes diseased, dead or excess limbs, branches or trees.  

• As required, trims trees from the ground and with the use of aerial lift devices, picks up trimmings or wood and loads into truck, debris box or brush chipper for disposal.  

• Climbs and trims trees using ropes and saddle or other equipment.  

• Sets up rigging, slings and lines for lowering cut limbs and branches. Plants, stakes and installs new trees. 

• Performs lamp replacement on sports field lighting fixtures. 

• Performs other duties as assigned.  

 

MINIMUM QUALIFICATIONS 

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Parks Maintenance Technician I Graduation from high school or GED equivalent with possession of technical training in a specialized field of maintenance. Two (2) years of increasingly responsible repair and maintenance experience. Parks Maintenance Technician II Graduation from high school or GED equivalent with possession of technical training in a specialized field of maintenance. Four (4) years of increasingly responsible repair and maintenance experience. 

 

SPECIAL REQUIREMENTS  

Possession of a valid Class "B" Commercial Driver's License, or ability to successfully obtain prior to completion of probationary period; and Specialized certifications for functional work areas required:  

When assigned as a Tree Maintenance Technician I/II:  

Utility Line Clearance Certification, or ability to successfully obtain prior to completion of probationary period.  

Tree Worker Certification from the International Society of Arboriculture, or ability to successfully obtain prior to completion of probationary period (Tree Technician II only).  

 

TOOLS AND EQUIPMENT USED  

Motorized vehicles such as pick-up, utility van, aerial and/or dump trucks; traffic control devices; mobile or portable radio; telephone; personal computer; hand tools; power tools; ropes, pulleys, winches; safety apparatus.  

 

PHYSICAL DEMANDS

POSITION

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field. 

Experience:

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Housing Analyst II

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

The City of Newark is looking to hire a Building Inspector in the Public Works Department. We are seeking a qualified individual to join our team with a strong background in construction and building codes, and a keen eye for detail and a commitment to ensuring safety and compliance in the building environment.

The Building Inspector I/II performs a variety of inspections on routine and complex building systems at various stages of construction, alteration and repair to assure compliance with approved plans; ensures compliance with various standards, regulations, ordinances, and laws; reviews plans; provides feedback; provides technical assistance at the public counter; works cooperatively with other City departments; answers general questions about the construction process; has a strong knowledge of construction standards; follows safety regulations with awareness at all times on the jobsite, and provides reports or issues corrective actions.

Building Inspector II – This journey level position works under general supervision and is distinguished from the Building Inspector I level by the ability to perform work in all areas of building inspections.

EXPERIENCE AND TRAINING

Any combination of education, experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Equivalent to a High School diploma
• Building Inspector II - An Associate’s degree or certificate in building inspection is desirable.

Experience:

• Building Inspector I - Four (4) years of journey level experience in one of the major construction trades or two (2) years of recent experience in building inspection or code enforcement.
• Building Inspector II - Three (3) years of recent experience equivalent to the Building Inspector I level.

License or Certificates:

• Possession of a valid California Class C driver license is required.
• Building Inspector I - International Code Council (ICC) Certification or equivalent certification(s) as a Residential Building Inspector or Commercial Building Inspector at time of hire is desirable and will be required within probationary period and throughout employment.
• Building Inspector II - Possession of International Code Council (ICC) Certification or equivalent certification(s) as a Combination Residential Building Inspector or Combination Commercial Building Inspector. License and certification must be maintained throughout employment.

DEFINITION To plan, coordinate, supervise and review the activities and operations of the Building Inspection division; to enforce the laws, codes and ordinances dealing with the construction of new buildings and the alteration and safety of existing buildings; coordinate and manager the Permit Center; personally perform the more complex project assignments; and to do related work as required.

DISTINGUISHING CHARACTERISTICS This is a single-position classification functioning as the Chief Building Official.  This position is responsible for the building inspection program for Glenn County, the Permit Center, and oversight for the construction of/on County owned buildings.

SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Agency Director; exercises functional and technical supervision over assigned building inspection staff.

DEFINITION

Under general supervision of the Code Enforcement Officer, the Code Enforcement Inspector facilitates compliance with City Municipal codes, ordinances, California Codes, conditions of approval and resolutions relating to public nuisances, planning, zoning, construction, business licensing, animal control and other associated disciplines. Works collaboratively with other City Divisions and Agencies and actively participates as a member of the Code Enforcement Task Force. Tracks, updates and maintains investigations, complaint information and official records. Attends training to maintain or achieve Code Enforcement Officer Certification. Performs related work as required.

EXAMPLE OF DUTIES

 

Investigate reported or suspected violations of City or California codes, and implement enforcement activities to gain compliance. Issue written notices and warnings, and criminal citations. Educate the public regarding code requirements. Conduct field inspections, gather-supporting evidence, maintain case files (both computer and hard files) and, as necessary, prepare investigation reports regarding violations. May assist in preparing and presenting information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Participate in and often coordinate joint code enforcement activities with other agencies. Speak before neighborhood and civic groups about the Code Enforcement Program and work closely with such groups to solve neighborhood problems.

MINIMUM QUALIFICATIONS

 

Knowledge of: Basic code enforcement and investigation techniques; common California Codes relating to property maintenance, municipal codes, ordinances and resolutions related to public nuisances, planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, and preparing and presenting reports.

Ability to: Read, understand, interpret and apply laws, regulations, ordinances, resolutions, policies and other documents associated with enforcement duties. Maintain a positive attitude and work as a highly effective team member of the Code Enforcement Program, Economic and Community Development Department and the Code Enforcement Task Force. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups, the Administrative Hearing Board and other official bodies. Prepare factually clear, concise and complete written reports and correspondence. Exercise good customer service skills with the public, outside agencies and staff. Interact tactfully to gain voluntary compliance with City codes. Identify code violations and exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the codes used. Coordinate enforcement and inspection functions with other City departments. Competently use a desktop computer with a main program base such as Office 2010, to record, organize, and monitor all code enforcement activities. Follow established work procedures and practices, including adherence to sound safety practices. Drive a vehicle. Work under stressful and uncomfortable, cold, foggy and rainy climatic conditions. Perform inspections on substandard or unsafe properties, which may require climbing, crawling, kneeling, and bending. Interview witnesses and violators in a highly effective and professional manner. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

 

Education: Possession of an AA degree in a related field. Additional education and training in writing, public speaking and areas related to code enforcement are desirable.

 

Experience: A minimum of one year of full-time, relevant public contact experience, with occasional public speaking, requiring problem solving and/or field investigation in code enforcement, law enforcement, investigations, or a comparable field that would provide the requisite knowledge needed to succeed in this position. Experience in the enforcement of municipal, planning and zoning codes and working with building or planning permits at a public or private agency is desirable.

 

Certifications: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers (CACEO); or certification as a Housing Inspector from the International Conference of Building Officials (ICBO- through the American Association of Code Enforcement). Certification under Penal Code 832 Module A (California Commission on Peace Officer Standards and Training) or similar police training is desirable.

 

License: Possession of a valid Class C California Driver's License.

About the Position:  The Land Stewardship & Trails Department is Midpen’s largest department and the Seasonal Open Space Technicians play an important role assisting during the construction season. The Seasonal Open Space Technicians assist with building and maintaining roads and trails on Midpen lands, and operate mechanical equipment such as chainsaws, power pruners and mowers. Seasonal Open Space Technicians also use hand and power tools to do semi-skilled carpentry, construction tasks, and remove invasive non-native plants. Additional duties include cleanup, routine maintenance in buildings and restrooms, and other tasks as required. Coveralls & personal protective equipment (PPE) are provided. Seasonal employees are provided with uniform items, chainsaws appropriate work boots may need to be purchased by the employee if this items is not already owned. Start dates will be in April 2026 and the selected individuals will continue working through October 2026.

Requirements:  Basic requirements include high school diploma or G.E.D.; possession of a valid California driver’s license; skills to perform basic construction and maintenance assignments; ability to perform manual labor requiring bending, stooping, kneeling, and lifting; and the ability to work in, or around, poison oak. Highly desirable traits include prior work experience in a park, forest, or public recreation area involving work with equipment and tools used in park maintenance.  Candidates selected for the position will be required to successfully pass and obtain a certification in Basic First Aid/CPR, AED for Lay Responders.   

 

Schedules: This is a full-time (preferred), Monday through Friday position, with occasional weekend and holiday work required. Seasonal assignments will not exceed 950 hours or 6 months, whichever comes first, and do not include benefits. Seasonal Open Space Technicians are expected to work a minimum of 5 consecutive months.

Working Conditions:  Employees work in the field in rugged and remote areas and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical or electrical hazards, hazardous physical substances and fumes, and poison oak.
