THE OPPORTUNITY

The City of San Bruno is seeking an energetic and forward thinking leader to serve as the City’s Planning and Housing Manager. As the City continues to grow in population and develop within the burgeoning San Francisco Bay Area, now is an exciting time to join the San Bruno Community Development Department. The Planning and Housing Manager performs a variety of routine and complex administrative, technical, managerial, supervisory, and professional work related to housing and current and long-range planning in the City.

Key current projects and work items that the Manager will be responsible for include:

• Implementing the City’s Transit Corridors Plan
• Adopting a Downtown Streetscape Plan
• Comprehensive update of the City’s Zoning Code
• Bayhill Specific Plan and YouTube Campus approvals
• Implementing the City’s Affordable Housing Program and managing the City’s Affordable Housing Impact Fee Fund
• Supporting a robust Economic Development Program

Some examples of the essential duties and responsibilities (illustrative only) include:

• Monitoring and coordinating the preparation of the agendas, reports, and meeting minutes for the Planning Commission and Bicycle and Pedestrian Advisory Committee. The Manager is the key staff member to the Commission and Committee
• Administering the City’s housing programs, including those related to affordable housing, and affordable housing impact fee fund, and develops and implements programs related to the fund
• Managing the Oversight Board for the Successor Agency to the San Bruno Redevelopment Agency and the Housing Successor

This position reports directly to the Community and Economic Development Director and will directly supervise the City’s Senior Planner, and may supervise other staff as assigned in the Planning Division.

THE DIVISION

The Planning Division includes five City and contract employees: the  Planning and Housing Manager, a Senior Planner, and three Associate Planners. The Division prepares and maintains key long-range planning policy and code documents.  Current planning activities include the processing of private and public development projects, including planning applications and environmental clearance pursuant to the California Environmental Quality Act. Planning staff also conducts plan check reviews for building permits and inspects development projects for compliance with the permit plans and conditions of approval.

IDEAL CANDIDATE

The ideal candidate shall possess strong, hands-on technical skills in housing and planning as well as proven management and leadership skills. Prior experience with housing program administration, complex environmental impact and traffic analysis, and advanced planning is desirable given the current work programs of the Division. An individual who is skilled in managing people and processes, identifying improvement opportunities within operations, and delivering well-researched options and solutions is preferred. The selected candidate should embody and promote a "can do" attitude using common sense along with technical/professional knowledge. Customer service and commitment to high professional standards is important. The Planning and Housing Manager serves as a coach and mentor to staff and will cultivate an environment that balances the need for quality planning with customer service to the development and business community.

MINIMUM QUALIFICATIONS

• Graduation from an accredited university with a bachelor’s degree in urban planning, business or public administration, urban studies, architecture, or a closely related field
• Six (6) years progressively responsible professional experience in housing and municipal planning
• Possession of a valid California driver’s license

Under general supervision, performs a variety of semi-skilled and skilled tasks involved in the maintenance, limited construction, or repair of City buildings, facilities and equipment; and performs other related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Diagnoses, repairs and maintains electrical equipment; installs and repairs electrical wiring and lighting circuits in connection with the repair or alteration of buildings, equipment and facilities; troubleshoots electrical malfunctions making necessary repairs; replaces ballasts, fluorescent tubes and bulbs.
    
2. Performs rough in, top out and finish plumbing to replace broken pipes; cleans plugged drains; performs routine maintenance on valves, fittings and other fixtures; and installs new plumbing fixtures.
    
3. Builds cabinets and shelves; performs limited structural and finish carpentry; hangs doors; finishes wood and repairs a variety of wooden objects; performs lock repairs, repairs concrete and tile and installs glass.
    
4. Prepares surfaces for painting; applies paint, varnish, shellac, enamel or other protective finishes to various surfaces; removes graffiti.
    
5. Performs a variety of custodial duties in maintaining park structures and other public facilities including cleaning restroom fixtures and replenishing restroom supplies; cleans roof and roof drains; disposes waste and cleans waste receptacles and washes windows.
    
6. Performs swimming pool maintenance and repair including pool filter plants, chlorinators, valves, gauges, meters and heaters.
    
7. Plans repair work using blueprints and diagrams.
    
8. Performs preventive maintenance on mechanical equipment and buildings. 
    
9. Moves, arranges and sets up furniture and equipment for special events and meetings.
    
10. Accurately prepares or maintains related records, maintaining accurate inventory of supplies and equipment.
     
11. Responds to emergency situations as required.
     
12. Assists supervisor in training of new personnel in divisional responsibilities.

THE POSITION

The Park Maintenance Worker I will work in the Parks Division within the Public Works Department, performing semi-skilled and skilled labor to: maintain turf, trees, shrubs, groundcover, top dressings, irrigation systems, playground equipment, park furnishings, restrooms, and sport field equipment; operate and understands basic maintenance procedures for various power turf equipment, including but not limited to mowers of various sizes, edger’s, blowers, chainsaws, and related equipment as required; perform a wide variety of skilled tasks involving the use of power equipment and hand tools in the areas of park and grounds maintenance, irrigation system installation, programming, and maintenance, tree/shrub trimming maintenance; perform the installation, maintenance and repair of various parks and grounds improvements, planting and trimming of trees/shrubs; understand fertilizer and herbicide products and application related to turf and ornamental plant care; and may performs other related duties as assigned.

The normal work schedule will be a 9/80 work schedule (9-hour days Monday-Thursday, 8-hour Friday with every other Friday off) from 6:00 am-3:30 pm. Under varying levels of supervision, the Community Risk Officer schedules, completes, documents and records fire life and safety programs and other education programs for the Menlo Park Fire Protection District; creates, updates, and distributes District publications and handouts; schedules and/or coordinates the presentation of educational services at various public facilities and may evaluate and/or analyze the effectiveness and needs of different programs; may perform lower level fire inspections and weed abatement.  Work is assigned in terms of general objectives and results obtained; subject to being called back when off duty and may work on weekends or be assigned irregular work hours during the day or evening; performs related work as required.

Distinguishing Characteristics

Community Risk Officer I- This is the entry-level class in the series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. This class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Community Risk Officer II- This is the journey level class within the series and has the ability to perform the full range of duties assigned, with only occasional instruction or assistance as unique situations arise. Incumbents receive general supervision from an assigned supervisor. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

Community Risk Officer III- This class is distinguished from the Community Risk Officer II position in that incumbents in this class perform advanced journey level work requiring a high level of independence and specialized knowledge, performs more analytical work and program management, and/or provides lead direction over assigned staff.  This class is also distinguished by attainment of California State Fire Marshal’s Fire Instructor 1A and 1B.

Typical and Important Duties

1. Inform the public of weed abatement and fire and life safety requirements; prepare, exhibit, and perform research on property descriptions and ownership; receive complaints and investigate reports of violations of weed abatement and fire and life safety laws; inform offenders of violations and the means to gain compliance;
2. Maintain lists of properties; mail notices and perform surveys of properties to ascertain

compliance;

3. Gather evidence for presentation to the Board of Directors or a court of law;
4. Prepare written reports and make verbal presentations to the Board of Directors in those cases where appeals are filed by the offender; prepare work orders and coordinate abatement of properties with contractors;
5. Coordinate billing through various County agencies involved;
6. Provide backup for fire and life safety educational programs for presentation
7. Perform annual fire and life safety occupancy inspections; investigate and maintain complaints and fire and life safety hazards for safe resolution.
8. Prepares general correspondence, summary reports and completes records of educational activities.
9. Fills out and maintains various records and activity forms.
10. Recommends budget requirements for risk reduction programs.  Incumbents in the III class will have more control over the division budget.
11. Recruits and coordinates additional resources for risk reduction programs.
12. Maintains various records of presentations made, included courses attempted, materials issues, and recommendations for procedural changes and equipment and supplies needed for additional educational programs; may participate in special assignments performing essential tasks for program continuity. 
13. Stays current with changes in education, technology, rules, regulations, and laws related to the work.
14. Performs other related duties and responsibilities as assigned.

Experience and Training

Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: Two years of progressively responsible administrative experience in a related public safety field, such as office of emergency services, fire, police, emergency medical, or emergency communications.

Training:  Equivalent to graduation from high school.  Possession of an Associate’s degree in a related field is preferred. For the class III - California State Fire Marshal Community Risk Educator and Community Risk Specialist courses.

Licenses and Certificates

All licenses and certifications must be maintained as a condition of employment.

• Possession of, or ability to obtain, an appropriate, valid California Driver’s License, which must be maintained as a condition of employment.
• Must be able to pass a Department of Justice background check.

• CPR/First Aid Certification is desirable.

NOTE: Positions may be filled at the I, II, or III level. If hired at the Community Risk Officer I,  promotion to a higher level shall be based on requisite years of service in the prior classification, satisfaction of educational requirements, quality of performance, likelihood of success in the higher classification, and the needs of the District.

EQUIPMENT OPERATOR

SAN MATEO UNION HIGH SCHOOL DISTRICT

Under general supervision , operate a variety of motorized  mechanical equipment and vehicles used in performing maintenance work; assist in performing grounds keeping work; and perform  related duties as assigned by the Director of Maintenance, Operations and Facilities Use.

Positions in this class require skill obtained through moderate training and experience to operate heavy grounds keeping equipment. Employees use initiative to carry out recurring tasks independently, and refer problems and unfamiliar situations not covered by instructions to the supervisor for decision or help. Specific guidelines covering all important aspects of the work are provided to employees, and the work consists of duties that involve related steps, processes and methods. The work requires considerable physical exertion such as walking, climbing, bending, lifting, and carrying objects.

1. Operate and maintain a variety of heavy power equipment including heavy mower, spreader, tractor, loader, trenching machine, grader, heavy truck with trailer, back hoe, auger, irrigation controllers and timers, and valve traces  equipment.
2. Load, spread, grade and unload heavy supplies, equipment and other materials.
3. Prepare and grade level soil for turf, trees and plants; prepares rough and finish grades on tracks and all fields; hauls and moves dirt, tan bark and other materials as needed, where needed; spreads crushed rock for walkways.
4. Irrigate and cultivate trees, shrubs, lawns, and ground covers; prepare and apply approved fertilizers, herbicides and commercial aerosol insecticides, treated fertilizers, and ground mixes.
5. Clean and maintain tools and motorized mechanical equipment in proper working order; check oil, gas, tires and batteries, these are basic equipment checks.
6. Install irrigation and drainage systems, fences, irrigation controllers, valve heads and clock mechanisms.
7. Repair irrigation systems and install new irrigation systems.
8. Other duties as needed.

• Incumbent must be able to perform essential duties 1- 8 above with or without reasonable accommodation.
• Incumbent must maintain a positive, helpful, constructive attitude and working relationship  with the department supervisor  and departmental employees, other District employees, the Board  of Education, students, parents and the general public.

QUALIFICATIONS:

Education/Training  Experience

• High school diploma or equivalent supplemented by sufficient training and experience to demonstrate the knowledge and abilities listed below.
• Three (3) years of experience operating heavy grounds maintenance equipment and grounds keeping experience.

Hearing sufficient to hear conversation and to hear sounds from machines and equipment, 100' radius.

Speech sufficient to speak in an understandable voice.

Physical stamina sufficient to reach, bend, stoop, and climb for Jong periods of time.

Strength sufficient to lift objects weighing up to SO lbs. Work in a dirty environment with outside elements.

OTHER REQUIREMENTS:

Must maintain a valid California Driver License and insurability to drive a District vehicle.

Must successfully pass the District's pre-employment  Department of justice Live Scan fingerprinting.

Must successfully pass the District's pre-employment tuberculosis testing. May require a forklift certificate and a pesticide applicator's certificate.

Speak, read and write in English.

Attend required trainings and pass tests if provided.

ABANDONED VEHICLE ABATEMENT OFFICER

THE POSITION

Performs work to address abandoned vehicle abatement and occasional property maintenance issues within the City. This is a part-time (approximately 16 hours per week), non-regular, grant-funded, at-will position. The position receives general supervision from an assigned supervisor. 

EXAMPLES OF DUTIES

Respond to and investigate complaints either from the public or self-initiated of abandoned vehicles within the City of Ceres. Take appropriate and authorized action to abate abandoned vehicles per state and local regulations. Prepare reports and provide statistics or other documentation as necessary for program reporting. Provide assistance with other property maintenance and blight mitigation activities.

REQUIREMENT

·       License or Certificate:  Possession of a valid California driver's license.

·       Tools and Equipment Used:  Ability to use a two-way radio, telecommunication devices, and computers.

THE POSITION

As an essential member of the Community Services Department, the Park Field Supervisor supervises and participates in the activities of crews that perform maintenance, construction, and repair work of landscaped median, park, and recreation areas, and city trees.   As a Park Field Supervisor, you will plan, organize, schedule, assign, evaluate, and direct the work of subordinate personnel and/or work crews.

EXAMPLES OF DUTIES

All Assignments
- Participate in the recruitment, examination and hiring process.  
- Evaluate and discipline assigned staff.
- Provide technical training.
- Organize, schedule, and supervise the work of crews assigned to maintain trees, medians and backups, Central Park and Sports Complex, outlying parks or special crews.
- Maintain work records, review operations, field developments and productivity records.
- Monitor work for adherence to professional and mandated standards, completeness, accuracy and timeliness.

Trees Assignment
- Prune and trim designated street trees to shape and improve growth.
- Operate an aerial pruning platform, brush chipper, chain saw, stump grinder, leaf blower, and pole saw.
- Drive a one-ton chipper truck.
- Central Parks and Sport Complex Assignment
- Maintain lawns, trees, shrubs, ground cover, picnic tables, benches, and sprinkler systems.
- Maintain and make minor repairs to playground/picnic equipment and playground/picnic areas, athletic fields, and playing courts.
- Irrigate, cultivate, prune, plant, and transplant a variety of turf, shrubs, trees and plants.
- Operate mowing equipment in parks and athletic fields.

Outlying Parks Assignment
- Maintain lawns, trees, shrubs, ground cover, picnic tables, benches, and sprinkler systems.
- Maintain and make minor repairs to playground/picnic equipment, picnic areas and athletic fields.
- Irrigate, cultivate, prune, plant and transplant a variety of turf, shrubs, trees and plants.
- Operate mowing equipment in parks and athletic fields.

Special Assignments
- Perform skilled plumbing and semi-skilled carpentry and painting.
- Maintain, repair and renovate irrigation system controllers, valves, pipes, and related components.

THE POSITION

The City of Dublin is seeking a Senior Planner to manage its affordable housing program and implement the City’s Housing Element. The successful candidate will have a prominent role in supporting and shaping planning and housing policies; play a key role in the effort to partner with a non-profit affordable housing developer; and leverage the City’s affordable housing funds and County bond funds to produce an affordable housing project. The candidate will also have oversight of the community development block grant program. Work in the department is challenging, complex and requires a candidate who is a self-starter that can prioritize assignments, meet deadlines, thrive in a team environment and communicate clearly and effectively. Candidates with knowledge of housing and planning policy development, experience with affordable housing financing and administering affordable housing programs in compliance with local, state, and federal requirements are preferred. Experience preparing and negotiating loan agreements, contracts, and regulatory agreements necessary to provide for the construction and preservation of affordable housing is desired.  

EXAMPLES OF DUTIES

The following key elements describe the basic duties and responsibilities of the position:

•     Serve as project manager on assigned planning projects.

•     Perform research, analysis and evaluation of site, architectural and related plans.

•     Perform technical review of routine project plans and applications, and make recommendations. 

•     Supervise professional and non-professional staff. 

•     Manage contract planning consultants, including determining the contract scope and budget, managing the work performed, and ensuring that the work is completed on time and within the budget.

•     Prepare written project analyses and reports including identifying appropriate land use policy, design and fiscal issues and environmental requirements. 

•     Process development applications in accordance with local policies and ordinances; make recommendations; and enforce mitigation monitoring and compliance with City ordinances.

•     Prepare and update various planning documents such as the City’s General Plan, specific plans, ordinances, resolutions, codes, and related planning studies and reports. 

•     Participate in the development and implementation of the City’s planning policies.

•     Participate in regional planning efforts and serve on regional working groups.

•     Perform research, analysis and evaluation of regional planning policies and make recommendations.

•     Provide technical advice and make clear, well organized presentations on-site, off-site and at day and evening meetings.

•     Communicate effectively both orally and in written form with internal and external customers. 

•     Provide assistance to customers over the telephone and in person.

•     Conduct site inspections to determine if projects are in compliance with laws, regulations, conditions of approval, and ordinances; make recommendations regarding changes. 

•     Assist in administration and enforcement of zoning, subdivision and related ordinances.

This is the entry-level class in the housing programs series. Initially, under close supervision, incumbents with basic experience and knowledge of social services programs and delivery, learn to perform the full range of duties required to ensure that the Agency’s programs, activities, and services are effective and provide the highest level of customer satisfaction to the public.  As experience is gained, assignments become more varied and are performed with greater independence.  Work is usually supervised while in progress and fits an established structure or pattern.   Responsibilities include general office duties such as reception, filing, and data entry, as well as general program support in the areas of eligibility, lease up, occupancy, rent adjustment calculations and Housing Quality Standards (HQS) enforcement. This class is distinguished from the Housing Programs Specialist by the level of responsibility, work volume, and independent discretion and judgment assumed and the complexity of duties assigned to the Specialist classification, in addition to the assignment of caseload management responsibilities
