The County of San Mateo Department of Housing seeks well-qualified candidates for the position of Management Analyst.

Joining the team of highly committed, hard-working, and innovative public servants in the County of San Mateo Department of Housing (DOH), the Management Analyst will be responsible for assisting departmental leadership with projects related to affordable housing policy, development, and operations; homelessness; data analysis and reporting; and other related projects.

The ideal candidate will have strong analytical skills, excellent communication skills, a strong interest in housing policy and affordability, and the ability to work independently and as part of a team.

Examples Of Duties

• Support Department executives on initiatives and projects of high importance to the Department regarding affordable housing and department operations, providing research and analysis, developing project plans, and acting as project manager ensuring project timelines and goals are met within budget constraints.
• Work with internal and external stakeholders to gather data, assess needs, and develop solutions.
• Conduct wide-ranging research on various initiatives regarding housing affordability and public agency operations to provide insight to senior executives.
• Assess new and innovative affordable housing programs, funding opportunities, processes, and procedures.
• Provide feedback and recommendations regarding departmental operations, including human resources, policies and procedures, technology, communications, and more.
• Identify opportunities for process improvements and provide recommendations to enhance the efficiency and effectiveness of housing programs and department operations.
• Prepare reports and presentations to communicate project updates, findings, and recommendations to senior executives and stakeholders.
• Monitor project progress, lead problem-solving efforts, and adjust plans as needed to ensure successful completion.
• Perform other duties as assigned.

Due to the nature of this position, a varied work schedule that includes evening and/or weekend hours is required. This is a full-time, on-site position, designed for direct collaboration with the team and active participation in daily operations.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the limited-term position of Code Enforcement in the Community Development Department, Building Division.

This role is offered on a limited-term basis and is currently budgeted through June 30, 2027.  It is possible that the position will be extended beyond this date, but that will not be known until the Spring of 2027.  This position offers a meaningful opportunity to help uphold community standards and ensure compliant neighborhoods. The Code Enforcement Officer will respond to citizen concerns and proactively identify violations such as property maintenance issues, and zoning infractions. You will educate the public on code requirements through clear and respectful communication and work collaboratively with other city departments and external agencies to resolve issues. The Code Enforcement Officer is distinguished from the Supervisor by performing work of moderate difficulty and more routine tasks and duties assigned to this position within this classification series. These tasks involve inspections and enforcement of applicable ordinances pertaining to residential and commercial properties, housing, building construction, and other related regulations. Additionally, the Code Enforcement Officer will issue notices, citations, and follow up on compliance efforts in a fair and consistent manner. It is also imperative that the Code Enforcement Officer maintain accurate case files and documentation for possible legal proceedings.

The Greater Vallejo Recreation District is a Special Service District that has been serving area residents for over sixty years. As a Special Service District, GVRD operates as a separate government agency from the City of Vallejo. GVRD manages 407 acres of public park space including 20 neighborhood parks, 10 community parks, 6 special purpose parks, and Olympic-size swimming pool and 4 community centers.  GVRD maintains over 1,000 acres of public land.

GENERAL SUMMARY

This position is responsible for planning, organizing, and supervising staff in landscape activities, defining and adhering to fertilization requirements, conducting inspections of grounds, and responding to resident concerns.

Supervise and participate in the preparation, application and use of chemicals fertilizers and pesticides; prepare and maintain records for monthly pesticides report; inspect pesticide storage facilities for compliance with state and local laws and regulations.

• Prepare financial reports for the City’s Homelessness Initiatives.
• Monitor and track budget, revenue, and expenditures for Homelessness Initiatives within the City’s financial system and with City’s Finance Staff.
• Develop cost/benefit analysis of City’s Homelessness Initiatives investments in relationship to ongoing costs of mitigation.
• Draft staff reports and other written materials.

ABOUT THE POSITION

Within the Parks, Recreation and Community Services Department the LEAD LANDSCAPE GARDENER will perform a variety of semi-skilled and skilled work and be involved in the development, maintenance and repairs of City parks, medians,  landscaped areas and athletic fields; assist in supervision of Landscape Gardeners and part-time personnel, and operate a wide variety of landscape maintenance equipment.

NOTE: May be required to travel between various locations during scheduled work shift and drive vehicles used to transport materials, tools, and equipment.

Typical duties include, but are not limited to: 

• Operate mowers, tractors, trencher, vehicles, equipment, and utilize a variety of hand and power tools in park landscape maintenance work; assist in routine maintenance of such equipment.
• Perform minor routine maintenance of sprinklers.
• Prepare and maintain athletic fields and related facilities; clean restrooms and pick up litter around parks and medians. 
• Assist in the requisition and purchase of materials and supplies.
• Water, mow, weed, trim, renovate, and fertilize lawns; prune trees and shrubs; plant trees, flowers, and shrubs.
• Apply herbicides, fungicides, and pesticides safely; maintain records of fertilizers and chemicals used.
• Read and interpret blue prints; make minor design changes in parks.

Examples of Duties
 

Plans, coordinates, staffs, prioritizes, monitors, directs, evaluates and participates in the City's code enforcement activities, including investigating conditions, initiating procedures and providing educational programs to abate violations  involving, zoning ordinances, building codes, housing codes, public nuisances, property maintenance, abandoned vehicles, animals, license regulations and other issues relating to health, safety and welfare of the community for public and private residential, commercial and industrial property; performs the more difficult complex duties as needed; ensures safe work practices, work quality and accuracy.

Serves as the lead investigator and subject-matter expert for complex or high-profile code enforcement cases.

Coordinates closely with sworn personnel, public works, fire prevention, planning, and legal staff to address multi-jurisdictional code violations.

Maintains accurate case records, reports, and documentation to support administrative actions, citations, or legal proceedings.

Represents the City and the Police Department at hearings, city council meetings, and community outreach events.

Responds to public inquiries and complaints with professionalism, empathy, and technical expertise.

Monitors trends, emerging community issues, and legislative changes impacting code enforcement operations. Assures that assigned areas of responsibility are consistent with local, State and Federal regulations; stays current on related policies, regulations and trends.

Participates in the development of policies and procedures; develops and recommends programs and projects to higher level personnel.

Participates in the selection and training of personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates discipline procedures as is appropriate.

Assists with the preparation and development of the budget; monitors approved funds and tracks expenditures to support accurate financial management; Prepares budget reports and recommends adjustments as needed; maintains supply inventories and supply and budgetary records; prepares requisitions and orders needed materials, parts and equipment.

Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public.

Must be available to occasionally work evenings and weekend hours and/or respond to emergencies.

EDUCATION AND/OR EXPERIENCE

Graduation from high school or equivalent, and at least five (5) years of municipal code enforcement experience with at least one (1) year in a lead or senior role. Possession of a Bachelor's degree from an accredited university in planning, construction technology or a related field may be substituted for two (2) years of the experience requirement. Building inspection experience is highly desirable.

LICENSE/CERTIFICATE

Possession of and the ability to maintain a valid California Class C driver's license and a safe driving record. Certification from CACEO (California Association of Code Enforcement Officers) or similar organization is preferred or must be obtained within one year of appointment.
Possession of an I.C.B.O.
Building Inspection certificate (or other similar
professional certification) is desirable and may be substituted for two years of the
required experience. Penal Code 832 certification is also desirable.
