The City is seeking a Maintenance Supervisor who will be an integral part of the Maintenance Division in the Public Works Department. The Supervisor will work with the Maintenance leadership team to plan, direct and supervise a wide variety of tasks related to one or more of the Division's four sections - streets; fleet and equipment; buildings and facilities; and landscape and parks. The initial assignment will be supervising the landscape and parks sections. 

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Education :

Possession of a high school diploma or equivalent 

Experience

Four (4) years of increasingly responsible experience in one or more of the following: building and facilities maintenance, fleet and equipment maintenance, landscape and parks maintenance or streets maintenance, including two (2) years of lead responsibility or other qualifying higher level public works maintenance experience.

License or Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• When responsible for the Landscape and Parks section: Playground Safety, Pest Control Advisor and/or Arborist certificates may be required within twelve months of assignment.
• When responsible for the Fleet and Equipment section: M1 and/or Class A driver license with tank endorsement may be required within twelve months of assignment.

THE POSITION

Under general supervision, performs a wide variety of activities in the installation, inspection, maintenance and repair of irrigation systems and related equipment within City facilities; performs related work as required. An example of duties are:

• Performs daily inspection and preventive maintenance of the City’s irrigation systems; identifies any safety or repair issues.
• Installs, maintains and repairs irrigation systems; changes and adjusts sprinkler heads and maintains controllers; performs repairs on field irrigation computers, controllers, pumps, wiring, valves, pipes, and sprinklers.
• Monitors soil moisture and effectiveness of irrigation systems.
• Installs backflow devices; inspects and tests as necessary to ensure proper operation; certifies devices in compliance with regulatory requirements.
• Monitors and controls computerized irrigation systems.
• Works effectively with contractors on City-approved irrigation projects; seeks bids and/or estimates for proposed projects.
• Identifies, schedules, and supervises system repairs and installation of new irrigation systems; reviews plans and inspects installation of new irrigation systems; performs annual testing of systems.
• Performs Underground Service Alert (USA) markings as specified and according to accepted guidelines and requirements.
• Designs small irrigation systems.
• Plans and recommends materials needed for work projects; orders approved supplies and materials

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

          AND

Two (2) years of responsible landscape/irrigation, public works or parks maintenance experience, including experience in design and/or maintenance of irrigation systems

License Requirements:

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-to-case basis.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• A certified Landscape Irrigation Auditor certificate is desirable.
• Possession of a Backflow Prevention Assembly Testers Certificate from either the American Water Works Association (AWWA), or the American Backflow Prevention Association (ABPA), or the Northern California Backflow Prevention Association (NCBPA), or equivalent is required within twelve (12) months of appointment.

Salary Range:
Five (5) Steps: $26.43 - $32.12/ hour ($27.48 - $33.40 / hour effective 7/1/24)

Summary:
Under supervision, performs routine semi-skilled to skilled grounds landscaping and maintenance work; performs preventive maintenance of District properties; and performs other related duties as assigned.

Essential Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed. These duties may be performed independently or under supervision with a Lead or Groundskeeper II present. • Performs a variety of routine landscape and ground maintenance tasks, including maintaining areas around District facilities, hardscapes and playgrounds, and removing debris and graffiti; maintains assigned areas in a clean, safe and orderly condition.
• Maintains turf and landscaped areas by mowing, edging and weeding; learns and assists with fertilizing, spraying with insecticides and herbicides, aerating and watering.
• Blows, sweeps and washes sidewalks, roadways, parking lots, tennis courts, and other hard­scapes to maintain a clean, safe and orderly condition.
• Assists with planting and removing trees, shrubs and plants; prunes shrubs and trees to shape and encourage growth, using hand and power saws as assigned.
• Assists with the installation, repair and maintenance of irrigation systems.
• Assists with athletic field preparation and the maintenance of play areas and related facilities.
• Operates a variety of power tools, hand tools and motor-driven equipment such as trucks and tractors.
• Loads and unloads equipment, supplies and refuse.
• Maintains daily work records, hazardous materials records and restricted pesticide-use records.
• Attends meetings; participates in safety training.
• Weekend work and rotating schedules may be required.

Other Duties and Responsibilities:

• Participates during disasters or when emergency response is needed.
• May be required to drive District or personal vehicle.
• Non-exempt employees may be required to work overtime.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience:
A typical way to obtain the knowledge and abilities would be: graduation from high school or GED equivalent, and one year of related grounds maintenance experience and/or training; or an equivalent combination of education and experience.

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measure­ment, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Under general direction of the Administrative Services Manager, the Administrative Services Technician is a confidential position that provides paraprofessional, technical, administrative, and secretarial support to District programs and services. IDEAL CANDIDATE

The ideal candidate has experience in either of two backgrounds. Alternatively, the second is a background in providing advanced office support that included data entry and the processing of forms and records.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Essential Job Functions

Typical Tasks

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Application Processing Information  

All related current and past work experience (including VTA experience) must be listed and fully described in the Work Experience section of the application ("See Resume" is not acceptable). Incomplete or improperly completed online applications may be rejected even if you are qualified for the position for which you are applying. It is your responsibility to ensure that the online application reflects the work experience and education needed to meet the requirements for the position you are applying for. Although your resume may have all your experience and education details, please make sure to complete each section of the online application to ensure that your information is accurately captured during our screening process.  

All applications are subject to review as to meeting minimum qualifications at any point in the recruitment process. Passing any step is no guarantee of continuation if it is determined that the applicant does not meet the minimum qualifications as stated in the class specification.  

Candidates found to have exaggerated/falsified their qualifications, experience, training, and/or education may be disqualified at any point in the recruitment process and may be denied future employment with the VTA.  

If selected for the position, candidates will be required to complete a criminal conviction disclosure form. Candidates who successfully become VTA employees, and fail to disclose any of the criminal background information as required may be subject to discipline up to and including discharge.  
 

Eligible Lists typically remain in effect for six (6) months. However, Human Resources may abolish Eligible Lists at any time during the six (6) month period. Human Resources may extend eligible Lists for up to two (2) years. Eligible Lists may be used for more than one recruitment.
