DEFINITION

Under general supervision, the Assistant/Associate Planner performs professional-level work in current and/or advanced planning and special projects. Completes technical assessments and studies and prepares written analyses and reports. Provides community outreach and education.

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform duties required of the positions at the Associate level, but usually exercise less independent judgment and discretion in matters related to work procedures and methods.

Associate Planner

This is the fully qualified journey-level classification in the Planner Series. Positions at this level are distinguished from the Assistant Planner by the elevated performance of a full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.

SUPERVISION RECEIVED AND EXERCISED

Received direct and general supervision from the Community Development Director or designee. Exercises no supervision of staff. Exercises technical and functional direction over and provides training to interns.

FOLLOWING:

Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.
• Performs plan check functions for various projects. Receives and reviews applications for building permits for completeness.
• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.
• Prepare periodic major and minor revisions to the Zoning Ordinance, General Plan and Coastal Land Use Plan.
• Formulate, prepare and present ordinances, projects and studies addressing special planning problems and issues related, for example, to Community Development funding, redevelopment, commercial development, provision for low and moderate income housing, or coastal access.
• Periodically work with community groups and committees on special projects with Zoning Ordinance and General Plan revisions. May be asked to represent City at regional meetings related to Community Development.
• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Assists the public at the front counter, on the phone, via email, and answering questions and providing information regarding zoning, land use, code interpretation, development standards, project status, and the City’s processes.
• Performs other duties as assigned.

In addition to the Assistant Planner duties, Associate Planner duties may include, but are not limited to, the following:

• Writes staff reports and collects supporting documentation for submission to the Planning Commission, City Council, Open Space and Parkland Advisory Committee, and other commissions and committees.
• Interprets and ensures compliance with City codes, General Plan, Specific Plan, and California Environmental Quality Act (CEQA).
• Attends meetings, conferences, workshops and training sessions. Attends and participates in professional group meetings. Seeks and maintains knowledge of new trends and innovations in the field of urban planning and other types of public services as they relate to the area of assignment.
• May serve as liaison to the Planning commission and other commissions and committees.
• Represents the Community Development Department and City of Pacifica in regional planning working groups, including but not limited to countywide storm water and housing working groups.

PROJECT DESCRIPTION
The City of Woodland is seeking a motivated, resourceful self-starter to join the Community Development Planning team in a dynamic fellowship role that bridges municipal planning and historic preservation. This position offers a unique opportunity to gain hands-on experience in core planning functions while contributing meaningfully to the preservation and celebration of the City’s historic character.

In this role, the Fellow will serve as a key point of contact for residents, property owners, and community stakeholders seeking information on general planning inquiries, zoning standards, and land use regulations. The position provides practical exposure to municipal planning processes, including development review, interpretation of zoning codes, and customer service within a public-sector framework.

A central component of the fellowship will be leading a comprehensive revamp of the City’s historic preservation education and outreach efforts. This includes researching and developing accessible educational materials, enhancing digital resources, and expanding community awareness of preservation programs and incentives. The Fellow will gain experience working with state and federal historic preservation documentation requirements and processes, strengthening their understanding of regulatory compliance and cultural resource management.

Additional responsibilities will include supporting GIS-based storytelling initiatives through interactive story mapping, assisting with webpage design and content updates to improve public access to preservation resources, and contributing to the coordination of the City’s Heritage Home Awards program.

The Ideal Candidate is an adaptable, community-focused emerging professional with a strong interest in municipal planning and historic preservation. They are eager to develop practical skills within a local government setting and motivated by the opportunity to contribute to projects that shape and celebrate the built environment.

Applicants should be a current student or recent graduate in Urban Planning, History, Public Administration, Architecture, or a closely related field. The successful candidate demonstrates strong interpersonal skills and the ability to clearly explain complex zoning, land use, or preservation concepts to residents, property owners, and other stakeholders in an accessible and professional manner.

This individual is comfortable conducting technical research and collecting data to inform planning initiatives, policy analysis, and outreach efforts. Familiarity with tools and concepts such as GIS mapping (ArcGIS or QGIS), zoning analysis, site plan review, and urban design principles is highly desirable. The candidate should be capable of synthesizing information into concise summaries, visual materials, or presentations that support decision-making and community understanding.

THE POSITION OBJECTIVES/GOALS

The primary goal of this fellowship is to provide hands-on experience in the daily operations of a municipal planning office, preparing participants for expanded career opportunities in urban planning, historic preservation, and community development. Key objectives include:

1. Public Engagement: Serve as a front-line resource at the Planning Counter, providing clear, professional guidance to residents, property owners, and developers on zoning, land use, and permit inquiries.
    
2. Inquiry Management: Respond to phone and email inquiries regarding City codes, permitting processes, and planning regulations, ensuring accurate and timely information.
    
3. Technical Research: Conduct site-specific research, data collection, and documentation to support historic preservation projects and planning initiatives.
    
4. Heritage Home Awards: Assist with the planning, nomination review, coordination, and promotion of the City’s annual Heritage Home Awards program.
    
5. Website Revamp: Audit, update, and redesign the Historic Preservation section of the City’s website to create a comprehensive, user-friendly educational hub for homeowners and the community.
    
6. Interactive Story Map: Develop an engaging Historic Resource Story Map using GIS tools, featuring photos, architectural descriptions, and cultural context to enhance public understanding of Woodland’s landmark sites.
    
7. Historical Resource Development: Create and curate downloadable resources—including preservation guidelines, tax credit information, and step-by-step educational content—to support property owners in restoring and maintaining historic properties.

This fellowship emphasizes a combination of practical planning experience, digital storytelling, and community outreach to provide a well-rounded foundation for future careers in public service and historic preservation.

SALARY RANGE
$20.00 - $25.00 / hour dependent on experience.

The pay cycle is bi-weekly. No other benefits compensations are provided except for worker's compensation coverage and sick leave. Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four year college with major coursework in city, regional, or urban planning or a closely related field and two (2) years of professional planning experience. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

A valid California driver's license is desirable. Must be able to attend evening meetings as required.

The Position

The Planning Intern will support the Community Development Department - Planning Division with research-based projects and assist staff with minor permit review. Description

The City of Thousand Oaks is seeking a high-performing Senior Planner to lead complex development and long-range planning initiatives in one of Southern California’s most desirable communities. This position plays a key role in sharing residential, mixed-use, commercial, and downtown revitalization projects while advancing the City’s General Plan and environmental review efforts.   

We are seeking an innovative, collaborative individual to conduct a variety of planning duties with competence and professionalism. The Senior Planner must be an excellent team player with a track record of excellent judgement who has demonstrated initiative and been successful in improving processes.

The Senior Planner will assume a lead role in complex planning and development projects, including residential, mixed-use, commercial, industrial, and institutional proposals, and may assist in the preparation of environmental documents (both internally and through planning consultants).  The Senior Planner may also process legislative applications, such as zone changes and General Plan amendments, and occasionally assist with open space planning/natural resource management projects.

Primary responsibilities:

Under general supervision, performs a variety of complex technical duties in support of the development review process, including planning, zoning, plan review, building inspection, plan intake and screening, permit issuance, and code enforcement; provides information to the public at a counter or over the telephone; supports regulation and control of design, construction, and quality of materials, use and occupancy, location, and maintenance of all buildings and structures within the Town’s jurisdiction; and performs related duties as assigned.

This is the advanced-level classification in the Building and Planning Technician series responsible for performing the most complex work assigned to the series.  Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment.  Positions in the classification rely on experience and judgment to perform assigned duties in accordance with federal, state, and local laws, rules, and regulations.  Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines and methods to complete assignments.  Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

• Provides appropriate information regarding zoning, subdivision plans, and building ordinances, procedures, and requirements to the public including homeowners, developers, contractors, engineers, and architects, in person and over the counter and telephone; assists the public in the permit application process, coordinating and scheduling inspections, and other developmental processes; notifies applicants when plans or permits are ready for delivery or issuance; provides status updates. 
• Processes bond refunds and tracks deposit accounts and bonds issued for Building and Planning Department permitted projects. 
• Checks status of State contractors’ licenses, business licenses, and verification of worker’s compensation insurance.
• Tracks time limitations and constraints on construction projects; prepares standard periodic and special reports as required; researches files regarding prior actions, decisions, development activities, and other information related to the property under review.
• Provides staff support for internal and external meetings including preparing, posting, and distributing public hearing notices, agendas, and informational packets, preparing staff reports, coordinating meeting logistics and room set-up, attending meetings, taking and transcribing minutes, and processing action items; prepares and posts public and legal noticing related to board, committee, and commission actions.
• Stays current on changing code, laws, manufacturers, and material requirements. 
• Communicates orally, in writing with colleagues, managers, employees, the public, and representatives of various organizations. 
• Performs related duties as assigned.

Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes.  Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.
