The Department:

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

The ideal candidate will be a motivated self-starter able to work independently, and with a team. They will be able to communicate effectively with supervisors, colleagues, consultants, decision-makers, and the public. Creativity, critical thinking, ability to perform research and analyses are essential traits.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

A Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Environmental Studies, Architecture, or closely related field.

Minimum Experience Requirements:

Four (4) years of professional municipal or regional planning experience.

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

• Experience developing and delivering public presentations.

• Planning experience in a lead or supervisory capacity.

• Possession of a certification from the American Institute of Certified Planners (AICP).

Other Requirements: 

• Will be expected to work evenings and weekends as required.

• Must be able to perform all of the essential functions of the job assignment.

Principal Planner

The City of Sunnyvale is seeking a Principal Planner to join the Community Development Department.  Under the direction of the Assistant Director of Community Development or Planning Officer, the Planning Division is organized into teams which are overseen by Principal Planners who plan, direct, perform and supervise a variety of complex technical planning activities, and related work as required, relative to the assigned area of responsibility.

• The Current Planning Team reviews and acts or makes recommendations on planning applications and performs reviews of building permit applications and business licenses for zoning compliance. 
• The Administrative Support Team supports the Planning Officer and all Planners for the City. This position may act as the Zoning Administrator, overseeing regulatory processes and issues related to California Environmental Quality Act (CEQA) and other regulatory compliance and requirements, process improvements, training needs, coordination with area governments and other administrative and supervisory functions. 
• The Policy Planning Team works on study issues, new area plans, and General Plan updates, conducting intergovernmental reviews of other agencies' proposals and pending legislation.

The Teen Intern is an energetic and dependable individual who enjoys engaging with diverse children an families (ages 0-12) and teens (ages 12-18).  The Teen Intern will arrive on time with a positive attitude, is able to manage multiple tasks efficiently, communicate well with library staff and community members, and is open to learning new skills.  They are willing to begin and end each workday at the library, participate in off-site outreach, assist in preparing and breaking down materials for each shift, and help track program statistics.  Above all, they foster a welcoming and inclusive environment, ensuring all community members feel accepted at the library.

This position performs the following essential job duties (including but not limited to):

• Attend orientations and trainings.
• Set up pop-up outreach site, track book distribution, and lead interactive off-site program.
• Promote the library's Summer Reading Challenge.
• Lead activities with children and parents.
• Lunch at the Library is a joint partnership between the library and a federally funded program.  Teen interns will be expected to learn and adhere to all Federal guidelines, as well as San Rafael Public Library policies and procedures.

Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

• Maintains stream crossings, hiking, biking and equestrian trails utilizing tractors and specialized trail-building equipment.

• Plans, develops, coordinates and executes work programs and resource management projects.
• Assists in maintaining park water distribution and irrigation systems.
• Maintains park areas to reduce fire hazards and performs fire fuel-reduction activities, as necessary.

• Administers emergency first aid to sick or injured park visitors.
• May be required to drive District or personal vehicle.
• May operate heavy motorized equipment.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with work in natural resources or a closely related field, and one year of experi­ence in trail care, protection of flora and fauna, public facilities care, law enforcement and interpretation; or an equivalent combination of education and experience.

Certificates and Licenses:

Examination:
Candidate selection will be based on competitive examinations. Test content will be related to the job. A driver license will be requested for identification and admission to the testing area. • Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview.

The City of Sebastopol is seeking a skilled, enthusiastic, and adaptable candidate to fill the Associate Planner position. The Associate Planner performs various complex, professional-level office and field planning work related to current and advanced municipal planning, including the review of development and land use applications, zoning, site plans, and environmental documents. The successful candidate will provide professional advice and assistance to the public on planning, zoning, permits, and environmental review. In addition, the Associate Planner provides complex professional staff assistance to the Planning Director, other departments, and the public. This position requires the ability to exercise sound judgment in the interpretation, application, and explanation of a wide variety of City policies, procedures, and regulations, as well as applicable local, State, and Federal laws.

Summary:

Employees receive moderate supervision within a framework of standard policies and procedures and may be assigned to work in different areas throughout the District, including grounds, custodial and open space.

Must be available to work varied schedules, including weekends and holidays. Positions are part-time and schedules are made based on the needs of the assigned units of Grounds, Maintenance or Park Rangers.

• Prepare open space, athletic fields or recreational spaces for public use

Minimum Qualifications:

Must be at least 18 years old

Education and Experience:

Graduation from high school or equivalent; maintenance/construction or landscape experience preferred.

Certificates and Licenses:

• Valid California Driver License with satisfactory driving record
• Satisfactory completion of a pre-employment functional capacity examination
• Department of Justice fingerprint clearance

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measurement, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
