Planner I ($85,113.60 - $106,433.60 Annually) is the entry-level in the Planner series. Under immediate supervision, incumbents learn how to apply their professional training to a work production environment and how to perform simple planning review activities. This class is flexibly staffed with Planner II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency in the work.

 

Planner II ($100,900.80 - $126,131.20 Annually) is the full-experienced journey level in the Planner series. Under general supervision, incumbents perform a full range of planner activities and exercise substantial independence and initiative in carrying out their assignments. This class is flexibly staffed with Planner III, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency in the work.

 

Planner III ($115,544.00 - $144,372.80 Annually) is the advanced journey level in the Planner Series. Under direction, incumbents carry out the major and more complex land use projects in all sections of the Division. Incumbents provide direction to other professional staff on projects and operate with independence within the parameters of legislative and divisional policy.

DEFINITION

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

Serves as Assistant for the Personnel Board, other related meetings, and disciplinary and appeal hearings by collecting, preparing, and sending agendas, taking and transcribing minutes, and typing and distributing minutes and other material. Processes and manages distribution retiree health reimbursement checks. Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. May assist in responding to internal and external surveys. May assist department personnel with data entry on applicant tracking program, proctoring Civil Service examinations, in administering certification of active Civil Service Employment Lists using applicant tracking program, and assists with City-wide events. Processes employee separations and cafeteria plan worksheets, enters employee information into ERP system, tracks employee trainings; and processes invoices.

Provides support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, Human Resources Analyst(s) and Human Resources Specialist(s). Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. Assists with preparation and publication of the employee newsletter. Maintains and orders office supplies and other duties as assigned.

MINIMUM REQUIREMENTS

Ability to: Communicates effectively both orally and in writing; speaks to and direct large groups; Interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis. Education: Graduation from high school or equivalent and an Associate of Arts (AA) degree.

General

The Employee Relations Analyst is responsible for providing analytical and technical support to Employee and Labor Relations programs including grievances and collective bargaining, drug and alcohol, and DMV employer pull notice for the San Mateo County Transit District (SamTrans), and performance management for SamTrans, the Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA). 

Essential Functions & Duties

Examples of Essential Functions:

• Serve as the District’s subject matter expert in performance management including educating internal stakeholders, partners, and staff on guidelines, policies, and procedures and communicating updates to the District’s program. 
• Provide first level support in labor and employee relations matters including interpreting and developing resolutions for collective bargaining agreement (CBA) disputes as well as personnel policy and procedural issues.  
• Research and recommend solutions to performance management issues in partnership with administrative staff and Deputy Director Employee Relations.
• Develop reports, provide analysis, and generally support employee relations programs including union arbitration and grievances, performance management, and the SamTrans Drug & Alcohol, DMV Employer Pull Notice, and return to work activities.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• A bachelor’s degree in human resources management, business administration, labor relations or directly related field.
• Two (2) years full-time progressively responsible experience in human resources, employee relations, or related field.

Preferred Qualifications:

THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.

ABOUT THE POSITION
The City of Gilroy is recruiting a Senior Planner position in the Community Development Department. The City of Sebastopol is seeking a dynamic, professional leader who is a collaborative problem-solver to serve as the next Planning Director.
