SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring administrative, analytical, and specialized technical skills to perform semi-complex municipal planning duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency in planning. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform a wide range of administrative, operational, and technical tasks supporting planning programs and functions.
• Process, review, and evaluate plans, required planning documents and construction plans for completeness, consistency, and regulatory compliance.
• Administer zoning, land use, subdivision, and environmental regulations; provide recommendations on project issues, and assist applicants to ensure all requirements are met within established time frames.
• Interact with the public, and internal and external stakeholders;  serve as liaison to City staff, applicants, developers, consultants, and external organizations and agencies regarding City codes, policies, processes, and requirements.
• Conduct site visits; investigate zoning issues and complaints; advise property owners, developers, and the public on relevant City ordinances and regulations.
• Prepare reports and make public presentations to the Planning Commission, City Council, and other public groups.
• Conduct specialized planning studies, research, and analysis for current and long-range planning issues, including environmental evaluations and General Plan updates.
• Develop ordinances, resolutions, and regulations related to planning matters.
• Oversee and coordinate the current planning process including project scheduling for Historic Design Review Committee and Planning Commission, and project review with other staff.
• Maintain accurate and up-to-date planning records and data.
• Perform other related duties as assigned.

The Community Development Department strives to enhance the community’s safety, welfare, quality of life, and economic opportunities by providing advanced planning, development review, permitting and inspection services, as well as administration of programs related to affordable housing. The Position:

The Senior Planner is the advanced journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing complex planning duties in the administration of land use regulations, the City's General Plan, Housing Element, environmental review, and design review.  The Senior Planner is distinguished from the Associate Planner classification as they perform lead, supervisory responsibilities.

This Senior Planner position will be primarily assigned to advanced or long-range planning implementing the City’s Housing Element, including preparing Annual Progress Reports, monitoring Regional Housing Needs Allocations, developing, implementing, and monitoring policies, data analysis & reporting, and community engagement activities.

The ideal candidate is expected to be familiar with state planning and housing laws, including state density bonus requirements, and Housing Element requirements. They should be able to demonstrate a comprehensive understanding of the laws and the local implementing ordinances to ensure the City is in compliance. This position will also play a key role in advancing housing-related initiatives, many of which are part of the Housing Element programs.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

A Bachelor's Degree from an accredited college or university in Urban and Regional Planning, Environmental Studies, Architecture, or closely related field.

Minimum Experience Requirements:

Four (4) years of professional municipal or regional planning experience.

Acceptable Substitution:

• Two (2) years professional planning experience as an Associate Planner with the City of Santa Clara may be substituted for the required experience.

• A Master's Degree from an accredited college or university in City Planning or closely related field may be substituted for one year of the required experience.

Desirable Qualifications:

• Computer proficiency in Microsoft Word, Excel, Geographic Information Systems (GIS), permit tracking software, such as Accela.

• Depending on position assignment, experience in a particular specialty such as current planning, advanced or long-range planning, California Environmental Quality Act (CEQA), and/or Geographic Information Systems (GIS) mapping, or database development.

• Experience developing and delivering public presentations.

• Planning experience in a lead or supervisory capacity.

• Possession of a certification from the American Institute of Certified Planners (AICP).

Other Requirements: 

• Will be expected to work evenings and weekends as required.

DEFINITION

Under the general direction of the Human Resources Director, the Human Resources Specialist performs complex and responsible technical human resources functions independently with minimal supervision. This specialist supports the Human Resources division by administering key programs including workers' compensation, recruitment, benefits administration, and labor law compliance. CLASS CHARACTERISTICS

This journey-level classification is responsible for performing complex work in the field of human resources. THE POSITION

This position receives general supervision from the assigned Director and will be considered a position that carries dual responsibilities. The selected candidate will exercise direct supervision over park maintenance workers, janitorial staff, and support service personnel.  He/she will be a working supervisor who provides leadership and direction to assigned staff while also functioning as a skilled tradesperson who is able to take the lead and fill in as needed, in any section of Parks and Facilities.

As Parks Supervisor, the incumbent directs and coordinates park maintenance employees and supports service crews.  

• He/she will oversee, coordinate and/or lead park and facilities personnel, support service crews, and park maintenance crews.
• Schedules and directs the work of assigned parks maintenance personnel, including ensuring parks and facilities are properly prepared for rentals and reservations.
• Works with crews to assure accuracy and compliance with City standards.
• Submits weekly logs of work in progress and jobs completed by crews.
• Responds to public complaints regarding parks projects through proper channels and informs appropriate staff of City standards and policies.
• Coordinates with the Recreation Division on all events to ensure parks and facilities are properly prepared; assigns staff to assist with events as needed.
• Performs employee evaluations for assigned staff.

As Facility Supervisor, the incumbent directs and coordinates maintenance, repair, and upkeep of City buildings and facilities, and supervises janitorial staff responsible for the cleaning and sanitizing of City buildings and facilities.

• Performs a variety of work in the maintenance, construction, alteration, and repair of City buildings and facilities; identifies and corrects building and equipment problems to maintain facilities in a safe condition, prevent degradation of City property, and prevent failures that would cause reduction in service.
• Performs skilled work across multiple building trades including carpentry, plumbing, painting, electrical, HVAC, welding, and related crafts to maintain and repair City buildings, structures, and equipment.
• Inspects City buildings and structures to identify repair needs; evaluates conditions and recommends appropriate corrective action or modifications to meet City standards and building codes.
• Obtains estimates and quotes for materials and equipment needed for repairs and completion of job tasks; prepares reports of inspections and labor and material estimates for the Director.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

IDEAL CANDIDATE SECTION:

The ideal Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. • Assists in the general cleaning and maintenance of the Corporation Yard.

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

The Senior Manager of Human Resources leads the organization’s HR function, managing the daily activities of the Manager, HR and partnering with senior leadership to build a compliant, high-performing, and engaging workplace. Reporting to the Director of Operations, with close collaboration with the CEO, this role oversees talent strategy, employee relations, HR policies, compensation and benefits, performance management, and organizational development for our team of ~65-70 employees in a hybrid work environment. This role will supervise the HR team, build infrastructure for a scalable team, and be hands-on when needed.

DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

EXAMPLES OF DUTIES
Including but not limited to maintaining frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials; transmits information, decisions and directives. Answers inquiries by phone or email; investigates and resolves complaints or provides information, explains departmental or City procedures; exercises judgment in giving information and proper disposition of problems; composes correspondence and prepares reports. Maintains and files employees' personnel records and other departmental records; provides information to employees regarding benefits. Screens telephone calls and visitors; receives, screens and routes incoming mail for appropriate action and follows up on its disposition; arranges for meetings and conferences and assists in providing material on information to be discussed. Interprets and apply rules and regulations of the classified service. Keeps abreast of pertinent information and changes in City procedures and regulations.

Prepares inter-office memoranda and requisition forms; elicits employee evaluation forms for all departments by preparing and transmitting initial forms. Manages performance appraisal forms for distribution in accordance with established procedures. Serves as Assistant for the Personnel Board, other related meetings, and disciplinary and appeal hearings by collecting, preparing, and sending agendas, taking and transcribing minutes, and typing and distributing minutes and other material. Processes and manages distribution retiree health reimbursement checks. Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. May assist in responding to internal and external surveys. May assist department personnel with data entry on applicant tracking program, proctoring Civil Service examinations, in administering certification of active Civil Service Employment Lists using applicant tracking program, and assists with City-wide events. Processes employee separations and cafeteria plan worksheets, enters employee information into ERP system, tracks employee trainings; and processes invoices.

Provides support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, Human Resources Analyst(s) and Human Resources Specialist(s). Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. Assists with preparation and publication of the employee newsletter. Maintains and orders office supplies and other duties as assigned.

MINIMUM REQUIREMENTS

Ability to: Communicates effectively both orally and in writing; speaks to and direct large groups; Interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis. Understands and applies instructions, rules, regulations and policies including the City’s Rules and Regulations of the Classified Service; analyzes, processes and schedules detailed work accurately; learns, understands, and communicates employee benefit parameters and regulations, learns and uses Microsoft Office Suite applications, Human Resources Information System (HRIS), applicant tracking system and other City software programs. Transcribes proceedings at meetings of commissions, boards or special committees; exercises good judgment in matters of a confidential nature; works independently in absence of supervision.

Knowledge of: Appropriate English grammar and spelling; current office equipment and methods including operation of computer programs, including advanced, competent use of Microsoft Word; record keeping and organizational practices; basic arithmetic; and certain federal, state and municipal personnel regulations.

Education: Graduation from high school or equivalent and an Associate of Arts (AA) degree.

Experience: A minimum of two years of experience in administrative and Human Resources technical work that involved regular contact with the public.

License: Possession of a valid Class C California Driver's License.
