DEFINITION

Under the general direction of the Human Resources Director, the Human Resources Specialist performs complex and responsible technical human resources functions independently with minimal supervision. This specialist supports the Human Resources division by administering key programs including workers' compensation, recruitment, benefits administration, and labor law compliance. The position functions as an essential staff assistant, providing expertise and coordination for specialized HR activities without direct supervisory or policy formulation authority. The Human Resources Specialist also provides support during labor negotiations, including analyzing Memoranda of Understanding (MOUs), to assist in negotiation strategies and ensure district compliance. The Human Resources Specialist may represent the Human Resources Director as needed, acting as a proxy or official representative to support district leadership continuity and organizational flexibility.

Receives direction from the Human Resources Director. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This journey-level classification is responsible for performing complex work in the field of human resources. Positions in the classification rely on experience and judgment to perform assigned duties, exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

• Coordinate workers' compensation claims processing and administration, including coordination with third-party administrators.

• Provide support during labor negotiations and collective bargaining processes, including analyzing labor agreements and Memoranda of Understanding to inform negotiation strategies and ensure district compliance.
• May represent the Human Resources Director in meetings or functions and exercise limited operational command on Human Resources analytical matters during the Director’s absence.

 

 

EDUCATION AND EXPERIENCE:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Possession of an Associate's degree from an accredited college or university with significant coursework in Human Resources, Business Administration, Public Administration, or related fields, and three years of increasingly responsible experience in human resources or a related field; OR

Five years of increasingly responsible experience in human resources or related field with emphasis on workers' compensation administration, recruitment, or HR reporting functions.
 

Experience working in a California public agency is preferred. Additional professional certifications such as the Society for Human Resource Management Certified Professional (SHRM-CP) or Professional in Human Resources (PHR) are highly desirable.

Principal Planner

 

The City of Sunnyvale is seeking a Principal Planner to join the Community Development Department.  Under the direction of the Assistant Director of Community Development or Planning Officer, the Planning Division is organized into teams which are overseen by Principal Planners who plan, direct, perform and supervise a variety of complex technical planning activities, and related work as required, relative to the assigned area of responsibility.

 

• The Current Planning Team reviews and acts or makes recommendations on planning applications and performs reviews of building permit applications and business licenses for zoning compliance.

THE CURRENT OPPORTUNITY: EMPLOYEE BENEFITS AND WELLNESS

About the Roles

 

The duties of the Maintenance Workers include, but are not limited to,

• Inspects and/or repairs equipment at frequent intervals to ensure that all aspects of the equipment are safe and functioning safely.

• Maintains a variety of records relating to inspections, maintenance activity, materials supply, consumption, etc.
• Determines and marks the locations of system wirings and stormwater and water lines from the appropriate sources prior to excavation.
• Responds to complaints regarding functional areas; evaluates situation; explains findings to supervisor. Functional areas for Public Works include street conditions, street signs, storm water system problems, traffic signals and street lighting.  Functional areas for Community Services include tree conditions, ball field conditions, irrigation system problems, park, building and ball field lighting.
• Ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.
• Safely operates vehicles of various sizes and weights in the loading, hauling and unloading of various equipment, and other job functions. For Public Works, this includes gravel, sand, concrete, asphalt and base rock.  For Community Services, this includes soil and sand and performing tree work.
• Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans equipment.
• Performs all duties in conformance to appropriate safety and security standards.
• Performs required labor involved in construction and maintenance projects as part of a crew.  For Public Works, this includes pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying pipe, trenching and backfilling.  For Community Services, this includes laying pipe, trenching and backfilling, maintaining ball fields including original layouts such as installation and leveling of surfaces; base positioning and installation; and layout of all field markings.

• Performs other duties as assigned.  

 

Minimum Qualifications

 

Maintenance Worker I:
Graduation from high school education or GED equivalent.

 

Maintenance Worker II:
Graduation from high school education or GED equivalent, and a minimum of two (2) years street, stormwater or parks maintenance work experience.

 

Valid California driver’s license. Possession of or ability to obtain and maintain a valid Class "B" Commercial Drivers license by completion of probationary period.

 

Compensation

The annual salary range for this position is currently $67,660 to $95,526. These are represented positions.

THE POSITION

This position receives general supervision from the assigned Director and will be considered a position that carries dual responsibilities. The selected candidate will exercise direct supervision over park maintenance workers, janitorial staff, and support service personnel.  He/she will be a working supervisor who provides leadership and direction to assigned staff while also functioning as a skilled tradesperson who is able to take the lead and fill in as needed, in any section of Parks and Facilities.

As Parks Supervisor, the incumbent directs and coordinates park maintenance employees and supports service crews.  

• He/she will oversee, coordinate and/or lead park and facilities personnel, support service crews, and park maintenance crews.
• Schedules and directs the work of assigned parks maintenance personnel, including ensuring parks and facilities are properly prepared for rentals and reservations.
• Works with crews to assure accuracy and compliance with City standards.
• Submits weekly logs of work in progress and jobs completed by crews.
• Responds to public complaints regarding parks projects through proper channels and informs appropriate staff of City standards and policies.
• Coordinates with the Recreation Division on all events to ensure parks and facilities are properly prepared; assigns staff to assist with events as needed.
• Performs employee evaluations for assigned staff.

As Facility Supervisor, the incumbent directs and coordinates maintenance, repair, and upkeep of City buildings and facilities, and supervises janitorial staff responsible for the cleaning and sanitizing of City buildings and facilities.

• Performs a variety of work in the maintenance, construction, alteration, and repair of City buildings and facilities; identifies and corrects building and equipment problems to maintain facilities in a safe condition, prevent degradation of City property, and prevent failures that would cause reduction in service.
• Performs skilled work across multiple building trades including carpentry, plumbing, painting, electrical, HVAC, welding, and related crafts to maintain and repair City buildings, structures, and equipment.
• Inspects City buildings and structures to identify repair needs; evaluates conditions and recommends appropriate corrective action or modifications to meet City standards and building codes.
• Obtains estimates and quotes for materials and equipment needed for repairs and completion of job tasks; prepares reports of inspections and labor and material estimates for the Director.
• Supervises janitorial staff responsible for cleaning and sanitizing City buildings, facilities, and park restrooms; ensures facilities are properly prepared for rentals and reservations; monitors service standards and schedules.
• Performs general maintenance and janitorial duties as needed.
• Installs, programs, and maintains security camera systems at City buildings, parks, and facilities to ensure proper coverage and functionality.
• Performs and schedules preventative maintenance on City buildings, facilities, and equipment to minimize deterioration and reduce the need for costly repairs.
• Remains current on job-specific expertise through trade publications, vendor communication, and other sources to keep abreast of the latest technological developments and products.
• Performs related work as required.

RESPONSIBILITIES:

May include, but are not limited to, the following:

Knowledge of the methods, procedures, equipment, tools, practices, and techniques used in facilities building maintenance and parks, including carpentry, plumbing, woodworking, painting, electrical, heating, welding, and/or ventilation work; methods, materials, practices, and tools of the building and construction trades; principles and practices of effective supervision, training, and performance evaluation; cost estimating and design; basic principles of mathematics; occupational hazards and standard safety procedures; pest control; and irrigation systems. Ability to oversee, coordinate, and direct the work of others in a supervisor capacity; plan, organize, and implement a comprehensive maintenance program for the City's parks and facilities; inspect buildings and equipment to locate conditions needing repair; estimate time and materials needed to complete work projects; program computerized energy control systems; interpret and work from blueprints, diagrams, and sketches; safely operate necessary equipment efficiently and skillfully; maintain records and logs; observe safety principles; follow written and oral directions; prepare accurate written reports; establish and maintain effective working relationships; and communicate clearly and concisely, both orally and in writing. Skill to safely and effectively operate a variety of power and hand tools used in the construction, maintenance, and repair of facilities.

Solving Problems and Performance of Others: Troubleshoots and resolves non-routine maintenance and repair issues across parks and building systems and independently determines appropriate corrective action. Supervises parks maintenance workers, janitorial staff, and support service personnel and performs building and facilities repair and maintenance work independently.
 

Relations: Internally works with supervisors, other construction and maintenance personnel, and all City departments. Externally represents the city and communicates with various outside agencies.
 

Communications: Communicates effectively in oral and written form; prepares accurate written reports; recognizes unusual, inefficient, or dangerous operating conditions and takes appropriate action.

Safety: Daily exposure to hazardous conditions associated with tool and equipment usage and exposure to the elements while performing duties. Consequences range from minor injury such as scrapes, contusions, burns, and abrasions up to and including permanent disability or death.

FLSA STATUS: Exempt

The City of Stockton Human Resources Department is seeking a Program Manager III who will be responsible for managing the department’s budget, contracts, compiling and analyzing data, as well as preparing reports in support of division operations, departmental initiatives, and labor negotiations. These core areas represent key responsibilities of the role; however, the position may also be assigned to oversee projects and additional duties as needed to support broader organizational goals.

The incumbent will work a City of Stockton 9/80 schedule: 7:30am - 5:30pm Monday through Thursday; 8:00am - 5:00pm Fridays, with every other Friday off.

This is an At-Will (unclassified/unrepresented) position. Only those applicants who best fit the needs of the City will be referred to the hiring department. The City of Sebastopol is seeking a skilled, enthusiastic, and adaptable candidate to fill the Associate Planner position. The Associate Planner performs various complex, professional-level office and field planning work related to current and advanced municipal planning, including the review of development and land use applications, zoning, site plans, and environmental documents. The successful candidate will provide professional advice and assistance to the public on planning, zoning, permits, and environmental review. In addition, the Associate Planner provides complex professional staff assistance to the Planning Director, other departments, and the public. This position requires the ability to exercise sound judgment in the interpretation, application, and explanation of a wide variety of City policies, procedures, and regulations, as well as applicable local, State, and Federal laws.

The City of San Mateo Public Works Department is seeking a Senior Transportation Planner 

The Department

The Public Works Department is organized into several divisions, including Administration, Business Services, Wastewater Treatment, Clean Water Program, Fleet and Facilities, Data Management, Field Maintenance, Regulatory Compliance, Capital Improvements, Development Services, and Transportation. The Department operates under a Director and two Deputy Directors to support strong coordination and performance. The Department is responsible for the City’s major capital projects and infrastructure including streets, streetlights, traffic signals, parking lots and garages, sewer and storm conveyance systems, a wastewater treatment plant, pump stations, a lagoon, dams, and levees.

The Position 

The Senior Transportation Planner under general direction, organizes, reviews, and participates in transportation planning work; supervises the work of professional and technical transportation planning personnel, projects, and other activities; and performs other related work as required 

Duties may include, but are not limited to, the following: 

• Supervises professional and technical staff, including prioritizing and assigning work, conducting performance evaluations, training staff, and supporting hiring decisions in consultation with the Engineering Manager, Deputy Director, and Department Head. 

• Represents the City and department in communications and interactions, including coordination, briefings, and presentations, with other City departments, City Commissions and City Council, government agencies, local industries, businesses, community groups, and other stakeholders interested in regional and local transportation, transit, traffic, and parking issues. 

• Plans, coordinates, formulates, and implements, in coordination with other City departments, goals, objectives, policies and priorities; and makes recommendations for changes to codes, plans and policies, as it relates to transportation planning and parking management. 

• Directs, coordinates, reviews, and participates in the work of professional, technical, and clerical staff, as well as consultants, in data collection, analysis, plan and policy formulation, and implementation of a wide variety of projects. 

• Participates in and provides technical expertise in transportation demand management and traffic forecasting including the formulation of a City-wide traffic model and the maintenance and update thereof. 

• Manages administration of the City’s parking permit programs, oversees the collection, control, and reconciliation of parking revenues, assists in the preparation and administration of the parking program operating budget, monitors expenses, and prudently allocates resources to support parking program operations and objectives. 

• Assists, contributes and manages the planning, design, and construction of capital projects including preparation of purchase requisitions, requests for proposals, development of the scope of work, professional service agreements and coordination with other City departments as appropriate. 

• Reviews planning applications and building permits in relation to transportation and parking related issues, including review of traffic impact analyses, vehicle miles traveled (VMT) analyses, and other related transportation studies. 

• Attend in-person meetings, site visits, and stakeholder engagements, often with minimal notice; respond promptly to urgent requests requiring physical presence at various locations throughout the region or state; transport necessary materials, documents, and equipment for meetings, presentations, or fieldwork. 

• Supports the review, update, maintenance of transportation-related impact fees. 

• Supports the drafting of submittals for grant funding from various local, state, and federal funding sources. 

• And other duties as assigned. 

This position receives oversight and general direction from the Engineering Manager or other higher departmental management personnel and may exercise direct supervision over professional, technical, and administrative personnel.
