We are seeking a positive and motivated individual to perform the technical functions in support of the City’s engineering and development construction projects.  The successful candidate should be highly organized, pay great attention to detail, and be flexible and adaptable in a work environment with constantly changing priorities.  The successful candidate will be a team player and provide the highest quality of customer service to internal and external customers.

Primary responsibilities:

• Performs calculations and technical plan checks of public works and utility projects
• Assists in performing field-related surveys and utility inspections for private and public construction
• Assists in preparing oftentimes extensive research of engineering plans for public and private construction plans
• Assists in construction drawing plan review and participates in post-construction inspections in the field
• Participates in the filing and retrieval of engineering maps, documents, and records as requested by the public and City personnel
• Provides exceptional customer service at the public counter, via email, and on the phone
• Prepares permits and work orders for water and wastewater connections and installations, and coordinates work with City field crews
• Responds to inquiries from consultants, contractors, and the public regarding City engineering requirements

The Office of the City Manager provides strategic leadership that supports the Mayor and City Council in making public policy decisions and ensures the organization delivers cost-effective services that meet the needs of our community with the highest standards of quality and customer service. The City Manager's Office also serves to guide fiscal and change management, the building and development of our workforce, and the development of long-term, data-driven strategies to invest in the City's future. The City Manager is supported by an Assistant City Manager and five Deputy City Manager positions.

Cleaning Up Our Neighborhoods. Clean and maintain the City's shared spaces and resources through proactive and community-driven blight reduction, beautification, and code enforcement services. Key programs include illegal dumping, anti-graffiti, encampment trash services, community code enforcement, and SJ311.

Attracting Investment in Jobs and Housing. Catalyze the City's growth to encourage a strong economy, robust housing, healthy neighborhoods, and vibrant downtown. Key programs include planning and permitting, development services, business outreach and assistance, and business district management.

City Manager Foundational Strategic Support Focus Areas

Delivering Excellent Customer Service. Ensure reliable, empathetic, and solutions-oriented customer service to meet the needs and expectations of customers as they access and navigate City services. Key programs include citywide Customer Relationship Management system implementation, customer service network, and mandatory customer service training.

Closing Racial Inequities. Implement policies and programs to eliminate racial disparities and foster an inclusive, equitable community for all people to thrive. Key programs include budgeting for equity, racial equity action plans, and mandatory racial equity training.

Structurally Balancing the General Fund. Ensure long-term financial stability by aligning revenues and expenditures to sustainably balance the City's budget on an ongoing basis consistent with City Council and community priorities.

Driving Organizational Performance. Deliver equitable community outcomes, effective program performance, and efficient operations through continuous improvement, transparency, and accountability. Key programs include City Service Area performance updates, Focus Area dashboards, and community indicator disaggregation.

Making San José a Great Place to Work. Cultivate a supportive and dynamic work environment that attracts, retains, and grows talented and motivated employees. Key programs include hiring and retention, recruitment process modernization, and workforce learning and development.The Office of the City Manager is currently seeking to fill a full-time Deputy City Manager position.

The annual salary range for this position is up to $342,687. In addition to the abovementioned compensation, this position receives an approximate five percent (5%) ongoing non-pensionable compensation. The final candidate's qualifications and experience will determine the actual salary.

The position of Deputy City Manager serves as a key advisor to the City Manager regarding matters related to the administration of the City and assists in the formulation and execution of complex policies and programs to fulfill the goals and objectives of the organization. The position will be responsible for a portfolio of departments related to one or more City Service Areas to assist the City Manager in coordinating, engaging, and monitoring departments, carrying out City Council policy direction, and ensuring service delivery goals. The position will also be the executive sponsor for one or more of the City's focus areas, ensuring appropriate attention and coordination to make significant accomplishments toward these priorities. The position will represent the City Manager in various intergovernmental and community activities and meetings, including coordinating the work of one or more standing City Council Committees to provide the City Council with information and recommendations for matters under consideration.

While candidates may be generalists, the City Manager's Office is seeking an experienced public administrator who would strengthen its expertise and bandwidth in the areas of public safety (i.e., fire and police) and strategic support (e.g., human resources, information technology, etc) services, cross-agency and interdepartmental collaboration, as well as delivery and alignment of policies and programs that have shared service delivery methods.

The City of Berkeley is now accepting applications for Assistant Inspector in the Building & Safety Division of the Planning Department! This is a temporary, two-year position with an option for a third year upon approval by the Building Official, once certain criteria and milestones are met during the initial two years.

The Assistant Inspector will learn, in phases, every aspect of the building inspection process under the tutelage of the Building Inspection Section and Permit Service Center staff. This training will include learning and understanding the building permit review and issuance process, gaining and cultivating good customer service skills, studying and learning how to enforce the California and City of Berkeley Building Standards Codes, and acquiring proper building inspection techniques.

Upon approval from the Building Official, the Assistant Inspector will have the opportunity to demonstrate their knowledge and skills by performing inspections in the field throughout the City of Berkeley as allowed by State regulations and under the guidance of a Building Inspector as assigned. These inspections will gradually increase in scope and difficulty as new skills and knowledge are acquired and confidence grows. It is expected that the Assistant Inspector will acquire an ICC Residential Building Inspector (ICC B1) certification by the end of year one and an ICC Commercial Building Inspector (ICC B2) certification by the end of the two-year position. At the end of the term and upon Building Official approval, the Assistant Inspector will have the option of promoting into the role of Building Inspector I (certified).

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from high school and:

1. Two years of full-time paid experience in one of the following: 
   • Building, civil, or architectural design drafting;
   • Building, housing, or home inspection;
   • Code enforcement;
   • Permit processing;
   • Performing carpentry, electrical, heating and refrigeration, plumbing, or similar work; OR
2. Three years of full-time experience in support of building inspections, housing inspections, or code enforcement; OR
3. Completion of two years of education in a recognized college or university with completion of 12 semester or 16 quarter units in any of the following or similar areas: civil or structural engineering, construction technology, design, inspection technology, architectural drafting, mechanical or, electrical engineering.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on city business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

Job Description

Under the supervision of the Piledriver Supervisor I, the Pile Worker performs a variety of manual work in the repair and construction of piers, wharves, and related substructures by removing and replacing decayed and/or damaged caps, stringers, and decking; pulling, driving, framing, and bolting piles; burning old bolts; and repairing docks. Inspects piling underwater, wraps damaged piles and identifies severely damaged piles for replacement. Performs underwater burning, welding, and rigging for underwater projects.

For positions that require diving ability, incumbent must hold a current commercial diving certification. Diving ability includes performing underwater diving work including the ability to inspect underwater piles, wrap damaged piles, cut piles, prep and grout concrete piles, install anodes, designate severely damaged piles for replacement, perform underwater burning, welding, and rigging and familiarity with CAL OSHA regulations related to diving.

The essential duties of the 9330 Pile Worker include but are not limited to:

• Placing, driving, and capping piles.
• Placing stringers, sawing, and laying decking.
• Tearing out decayed and damaged decking, stringers, caps, and pilings.
•  Boring holes and framing timbers.
• Assisting in moving and rigging the piledriver and/or truck crane.
• Assisting in moving and rigging the piledriver by setting up, tearing down, and resetting rigging.
• Making minor repairs to piledriver machinery and equipment.
• Fabricating rigging, both wire rope or synthetic line such as block and tackles, slings, chokers, pennants, and related gear.
• Building, maintaining and using floats, pontoons, or work boats in the maintenance and repair of piers and docks.
• Building and maintaining floats, pontoons, workboats, and rafts.
• Loading and/or unloading piles, timbers, or debris to or from trucks or barges.
• Assisting the dive crew by sending down equipment and tools.
• Using international code of hand signals to signal instructions to the Piledriver Engine Operator.
• Using and maintaining pneumatic and portable gas tools.
• Operating forklifts, vehicles, and boats
• Using and maintaining a wide variety of pneumatic and portable gas tools such as drills, sanders, wrenches, saws, forklifts, torches, boring machines, and other related tools.

Essential duties require the following physical skills and work environment: Some positions require diving ability - for positions that perform underwater diving, candidates are required to pass a medical qualification examination to dive and for the use of a respirator. Sustained physical effort, frequently underwater and under adverse weather conditions such as in rain, rough water, cold temperatures (water and air) and confined spaces; moving large heavy timbers; operating a skiff; and driving Port vehicles; required to lift and carry up to 50 pounds and support dive gear and apparatus from 100 to 150 pounds.  

Qualifications

Experience

Four (4) years of verifiable journey-level experience as a pile worker.

For diving positions only: One (1) year of commercial construction diver experience in addition to the experience described above for a total of five (5) years of experience.

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.

For diving positions only: Possession of a current certification as a commercial diver by an Association of Commercial Diving Educators (ACDE) accredited dive school.

Desirable Qualifications (Ideal Candidate)

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The ideal candidate will have:

• Experience with wood, steel and concrete pier construction and marine pile driving operations.
• Experience working on a barge crane conducting pile driving operations.
• Experience maintaining floating assets and marina floats.
• Experience operating boats
• Ability to identify and correct safety hazards.
• Good oral communication skills.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. THE POSITION

Under general supervision, performs a wide variety of activities in the installation, inspection, maintenance and repair of irrigation systems and related equipment within City facilities; performs related work as required. An example of duties are:

• Performs daily inspection and preventive maintenance of the City’s irrigation systems; identifies any safety or repair issues.
• Installs, maintains and repairs irrigation systems; changes and adjusts sprinkler heads and maintains controllers; performs repairs on field irrigation computers, controllers, pumps, wiring, valves, pipes, and sprinklers.
• Monitors soil moisture and effectiveness of irrigation systems.
• Installs backflow devices; inspects and tests as necessary to ensure proper operation; certifies devices in compliance with regulatory requirements.
• Monitors and controls computerized irrigation systems.
• Works effectively with contractors on City-approved irrigation projects; seeks bids and/or estimates for proposed projects.
• Identifies, schedules, and supervises system repairs and installation of new irrigation systems; reviews plans and inspects installation of new irrigation systems; performs annual testing of systems.
• Performs Underground Service Alert (USA) markings as specified and according to accepted guidelines and requirements.
• Designs small irrigation systems.
• Plans and recommends materials needed for work projects; orders approved supplies and materials

MINIMUM QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to the completion of the twelfth (12th) grade

          AND

Two (2) years of responsible landscape/irrigation, public works or parks maintenance experience, including experience in design and/or maintenance of irrigation systems

License Requirements:

• A valid California Class C driver license or higher with a satisfactory driving record is required at the time of appointment. Individuals who do not meet this requirement due to a disability will be reviewed on a case-to-case basis.
• A Work Zone Traffic Control Safety Certificate issued by the International Municipal Signal Association (I.M.S.A.), or successful completion of the Traffic Control Technician-CA State Specific Training Course thru the American Traffic Safety Services Association is required within twelve (12) months of appointment.
• A certified Landscape Irrigation Auditor certificate is desirable.
• Possession of a Backflow Prevention Assembly Testers Certificate from either the American Water Works Association (AWWA), or the American Backflow Prevention Association (ABPA), or the Northern California Backflow Prevention Association (NCBPA), or equivalent is required within twelve (12) months of appointment.

This position will perform a variety of responsible law enforcement and crime prevention work, including patrolling assigned areas, answering calls and complaints, investigating crimes, serving civil papers, and providing court room security; enforce all federal and state laws and local ordinances related to public safety and welfare.

WHAT YOU’LL DO

• Performs routine patrol duties, including but not limited to patrolling assigned areas of the County; responding to emergency calls and/or public calls for assistance; investigating disturbances, prowlers, burglaries, thefts, vehicle accidents and other crimes; checking buildings for physical security, etc.

• Operates a variety of power tools, hand tools and motor-driven equipment such as trucks and tractors.

Qualifications:

Education/Experience:

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measure­ment, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

About the Position

This position is responsible for inspecting public works construction and capital improvement projects to ensure conformance with plans, specifications, standards, laws and regulations and to perform a variety of tasks relative to this area of responsibility. Projects include those involving federal and municipal funds and both public and private improvements. This is a skilled journey-level class and requires independence of action, judgment, and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

This position is distinguished from that of the Civil Engineering Technician position in that the preponderance of the Public Works Inspector duties are related to field work rather than office work. The Public Works Inspector has a greater depth of knowledge and ability regarding construction materials and methods and greater experience in managing complex construction projects.

Reports to the Senior Engineer. This position is not responsible for any direct supervision but does indirectly supervise contractors.

Essential Duties

• Performs a variety of technical civil engineering functions including inspecting, plan checking and issuing permits.
• Provides field inspection of public and private civil improvement projects, including, but not limited to, grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans and specifications; requires correction of defective work; recommends approval of acceptable work.
• Reviews plans and specifications of assigned projects with the Senior Engineer and/or the Public Works Director/City Engineer; attend/conduct pre-construction conferences.
• Issues permits. Issues notices to correct violations of public works codes and standards, including storm water, right-of-way encroachments, grading and sewer codes and standards, and recommends action to the Senior Engineer if corrections are not made.
• Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, materials submittals and certificates of compliance.
• Prepares daily activity records and reports manually and in computer-based format. Take photography and prepare site sketches.
• Estimates the cost of materials and labor necessary to complete new or unanticipated work. Initiates change orders.
• Writes letters to contractors, homeowners, consultants, agencies, and other city departments.
• Collects and review contractor payroll records to insure compliance with state and federal wage rate laws.
• Reviews submittals, takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interpret results of soils, materials, and operational tests: including asphalt compliance, concrete strength and soil compaction test reports.
• Represents the Department of Public Works with developers, architects, engineers, contractors and the general public; provide information and assistance; interprets and explains City Ordinances, standards, plans, specification, procedures and policies.
• Provides information regarding existing public works infrastructure to satisfy inquiries from staff developers and citizens.
• Coordinates work with maintenance staff, other City departments and public utilities. Indicates location of various items on plans. Helps locate utilities ahead of work sites. Schedules service interruptions with least interference and least inconvenience to properties.
• Investigates property owner complaints; confer with property owners regarding project schedule, hazards and inconvenience.
• Inspects adjacent properties for damage from construction activity.
• Assists the Senior Engineer in administration of federal-aid construction contracts in accordance with the State of California Local Assistance Procedures Manual.
