The Department:
Silicon Valley Power (SVP) is the municipally owned electric utility for the City of Santa Clara, delivering highly reliable, cost-effective power to a diverse customer base that includes many of the world’s leading technology and data-driven companies. The Position:
The position will report to the Systems Support Division within SVP. As the As-Needed Electric Program Manager (PI) you will help lead and coordinate a comprehensive improvement initiative for the organization’s AVEVA PI System. This role is responsible for assessing current-state challenges across infrastructure, data quality, tag management, workflows, and governance, and driving a structured program to modernize and stabilize the PI environment. The position operates in a cross-functional capacity, partnering with IT, OT/engineering, operations, and business stakeholders to ensure the PI system is reliable, scalable, and aligned with enterprise data and analytics objectives. This is an as-needed role, with flexible hours based on project phase and organizational priorities.
As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The hourly salary range for this position is $94.00 - $121.00.
Typical Duties:
- Lead end-to-end program management of AVEVA PI system improvement initiatives.
- Working with AVEVA, conduct current-state assessments of PI architecture, interfaces, tag structure, and data flows.
- Establish and implement PI governance frameworks, including standards for tag naming, metadata, and data ownership.
- Coordinate remediation of data quality issues and rationalization of tags and assets.
- Oversee upgrades, patching, and infrastructure modernization (on-prem and/or cloud).
- Facilitate integration of PI with enterprise systems (e.g., analytics platforms, data lakes, SCADA/OT systems).
- Define and improve workflows for data ingestion, validation, and consumption.
- Manage vendors, system integrators, and internal technical teams.
- Track program milestones, risks, dependencies, and budget.
- Provide regular status reporting to executive and technical stakeholders.
- Develop documentation, standards, and knowledge transfer materials.
- Support change management and user adoption efforts.
Minimum Qualifications:
Minimum Education Requirements:
Bachelor’s degree in Engineering, Computer Science, Information Systems.
Minimum Experience Requirements:
A minimum of five (5) years of experience in technical program or project management.
Acceptable Substitution:
Four (4) years of additional experience in technical program or project management can be substituted for a Bachelor’s degree in Engineering, Computer Science, Information Systems.
License/Certifications:
Project Management Professional (PMP), PgMP, or equivalent preferred.
Desirable Qualifications:
Demonstrated experience with AVEVA PI System (formerly OSIsoft PI), including architecture, data infrastructure, and integrations. Strong understanding of OT systems, telemetry, and real-time data environments.
Knowledge, Skills, and Abilities:
In-depth understanding of AVEVA Pl System architecture (Data Archive, AF, interfaces) and real-time industrial/OT data environments, including SCADA and telemetry systems. Strong knowledge of IT/OT integration, data governance practices, and infrastructure considerations across on-premises and cloud environments.
Demonstrated skill in leading complex, cross-functional technical programs, including assessing system gaps and executing improvement roadmaps for data, infrastructure, and governance. Strong communication and facilitation skills to align technical and business stakeholders, manage vendors, and drive decisions.
Ability to translate operational and business needs into actionable technical strategies while establishing standards for data quality, tag management, and system governance. Proven ability to drive change, manage competing priorities, and deliver results in a dynamic environment through collaboration and influence without direct authority.
