The Information Systems Analyst III (ISA III) is a journey-level technical professional responsible for leading the design, development, implementation, and ongoing support of complex enterprise information systems. Infrastructure Services Unit (Position Code 365) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

The Senior Management Analyst for the Treasury and Debt Management Unit supports the Treasury and Debt Manager in managing Valley Water’s $1.4 billion debt portfolio, $800 million investment portfolio, and $450 million short-term debt program. The position acts as a lead on debt administration and short-term debt issuances, and supports long-term debt issuances, cash management, and investments. The Senior Management Analyst is a financial analyst who works closely with internal and external partners to secure debt financing for capital projects, manage debt proceeds, report to investors, comply with legal covenants, manage daily cash flow and investments, and make regular debt service and fee payments.

• Debt administration, including compliance and continuing disclosure reporting, debt service and fee payments, management of bond proceeds, oversight of the federal WIFIA loan program, management of the DebtBook debt module, and coordination with partner banks, lenders, and accounting staff. 
• Management of the short-term debt program, which includes a $250 million commercial paper facility and a $200 million revolving line of credit for just-in-time financing of the Capital Improvement Program. Coordination with CP dealers, revolving line of credit bank, issuing and paying agent, and trustee bank to issue short-term debt and manage the funds. 
• Supporting the issuance of long-term debt, including new-money and refunding water revenue and special parcel tax bonds. Drafting bond disclosure, reviewing and understanding legal documents, working closely with bond counsel and municipal advisors, and drafting board memos.
• Supporting other Treasury functions, including daily cash management to account for incoming/outgoing cash, investment transactions and reporting, cash flow forecasting, and SymPro investment database maintenance. Responsibilities include using Infor ERP to process payments by check, ACH, and wire, and ensuring the security of these transactions from phishing and other cyber threats.
• Monitoring and ensuring compliance with legal and regulatory requirements related to the debt and investment portfolios. Assisting with financial analyses, budgeting, special projects, and ad-hoc requests. Developing unit efficiencies using AI tools.

Treasury-Debt Management Unit (Position Code 981)

Applications are being accepted for the position of Engineering Intern with the City of South San Francisco’s Public Works Department - Engineering Division. This is a non-benefited, part-time hourly/temporary position.

THE POSITION
Under supervision, performs sub-professional engineering office work to assist the Public Works Engineering Division teams on programs and projects that may include engineering permits, land development plan checks, procedural and standards research and development, record and asset management, traffic research and field crew assistance.

IDEAL CANDIDATE SECTION
The ideal candidate will possess a strong foundation in basic engineering principles and demonstrate proficiency in modern drafting and design practices. They should be familiar with engineering office tools and computer-aided drafting software such as AutoCAD, as well as design and GIS mapping systems.

We are seeking someone who is detail-oriented, highly organized, adaptable, and self-motivated, with excellent verbal and written communication skills. The candidate should be able to work both independently and collaboratively in a team setting.

The ideal candidate will have willingness to learn about construction management and inspection procedures and the ability to perform accurate mathematical calculations and drafting work. They should be capable of collecting and recording engineering field data with a high level of detail and maintaining thorough documentation. Proficiency in modern office software tools, including PowerPoint, to create professional presentations is essential. The candidate must be able to prepare clear and concise written correspondence, including responses to public inquiries, and demonstrate the ability to understand and follow both oral and written instructions. Excellent customer service skills and the ability to work collaboratively with contractors and the public are important. Flexibility to work varied hours as needed to meet project demands is also required.

• Performs a wide variety of responsible sub-professional engineering work including assisting engineering staff with general clerical, administrative, and technical tasks for public works projects

The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. EXPERIENCE AND TRAINING

Interpret and apply pertinent federal, state and local laws, codes and regulations as well as City policies and procedures. Participate in various organizational studies and analyses. Research, analyze and evaluate programs, policies and procedures. Collect, evaluate and interpret complex information and data. Prepare, research, negotiate, and monitor contracts and agreements. Prepare clear and concise administrative and financial reports. Maintain accurate and complete records on programs and operations. Assist with budget preparation and administration. Interpret technical information for a variety of audiences. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, environmental science/studies, or a related field. Experience: Four years of increasingly responsible administrative, analytical, and/or budgetary experience.
