The Program Manager leads and participates in activities related to organizing program activities associated with the development and implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs for Pioneer customers. Duties include:

• Coordinating Programs Division activities with those of other division and outside agencies and organizations; coordinating use of staff time and resources with Director of Communications. 
• Researching, developing, and implementing various energy efficiency and conservation programs for residential, large and small retail commercial electric utility customers, tenant improvements, new residential construction, and retrofit projects; updating and modifying existing programs to make best use of new technology in response to customer needs and to reduce electric utility demands and operating costs.
• Assisting with designing energy efficiency and other demand-side management programs including developing metrics to gauge program success.
• Managing and implementing energy efficiency or other demand-side management programs.
• Providing feedback on the performance of staff involved in the implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs.
• Researching products to improve electric energy efficiency; reviewing electric industry and various market sectors for best practices; identifying new technology and products that are available to customers and meets the demographics of the community.
• Conducting research including surveys and analysis regarding public opinion about the value of and demand for energy efficiency programs.
• Researching and reviewing grant opportunities; completing and submitting grant application and administering grants; developing and implementing programs consistent with grant requirements.

Qualified candidates will have an ability identify, design, and administer programs that result in energy/cost savings for customers and perform complex calculations related to energy efficiency and perform energy audits.  

Any combination of experience and training that would provide the required knowledge, skills and abilities would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be:

Education:
Bachelor’s degree from an accredited college or university with major course work in Business Administration, Environmental Science, or a related field.
AND
Experience: 
Two years of experience in the development and implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs.

Five years of experience working at a CCA or utility with direct involvement in the development and implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Maintenance Worker I position in our Utilities Department.  Positions may be filled in the Wastewater or Water Section. What You’ll Do

The Associate Engineer will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Under general supervision of the Water Quality Manager and the Plant Manager, acts as a hands-on Plant Operator II for the operation and routine maintenance of a 0.5 MGD and 1.0 MGD recycled water treatment plant, (RWTP) and related pump facilities; performs a variety of skilled tasks such as electrical, electronic, pneumatic and mechanical instrumentation and controls. About the Position

The City of San Carlos is looking for one part-time (approx. 16-39-hours per week) non-benefited, in-person summer intern in the Public Works Engineering Department. The internship is open to candidates with interests in the following fields:  

• TRAFFIC AND PARKING - Civil engineering majors with an interest in traffic engineering including congestion mitigation, alternative transportation, traffic calming, traffic control devices and design, traffic safety, and other related tasks involving the study of traffic impacts on the City in multimodal transportation

Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The position will remain open until filled, with the first review of applications on March 13, 2026.

 

Minimum Qualifications

 

Education and Experience 

Power Resources Specialist I - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or an analytical degree related field to utility business. 

Experience: None

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

THIS IS A HYBRID POSITION, REQUIRING PART OF THE WORK WEEK TO BE ONSITE IN THE DOWNTOWN SAN JOSE OFFICE. The hybrid work schedule may change due to the department’s business needs in the future.
