SUMMARY DESCRIPTION:

Under direction, performs a wide variety of professional analytical and administrative duties in support of assigned functions, operations, programs, department, and/or division; performs duties in support of various administrative operations and activities including special projects, research studies, budget analysis, and other specialized functions; coordinates and performs a variety of contract and grant administration duties; prepares various reports to improve the efficiency and effectiveness of operations; coordinates assigned activities with other departments, divisions, outside agencies, and the general public; provides information and assistance to the public regarding assigned programs and services; and may assign work or provide lead direction to clerical staff.

REPRESENTATIVE DUTIES:

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Administer and coordinate assigned functions or projects; participate in the development and implementation of goals, objectives, and priorities for assigned functions or programs; recommend and implement resulting policies and procedures; create and modify policy and procedural manuals and guidelines. 2. Prepare and present comprehensive reports that present technical, financial and statistical data, identify alternatives, and include conclusions, forecasts, and recommendations. 3. Participate in the budget development and administration for assigned area of responsibility; analyze proposed capital, operating, and maintenance expenditures; prepare reports and analyses related to impact of budgetary decisions; prepare financial forecasts; track and monitor budget expenditures. 4. Provide assistance in resolving operational and administration issues; identify issues and conduct research to find alternative solutions; make recommendations and assist in implementation. 5. Investigate, analyze, develop and prepare special studies or projects; perform complex research and analysis of new programs, services, policies, and procedures; prepare and present reports. 6. Plan, coordinate, and evaluate activities associated with assigned contracts; participate in research and evaluation of proposed contractual obligations and agreements; assist in contract negotiations and administration; monitor compliance with applicable contractual agreements. 7. Coordinates grant administration activities; prepare, write, review, and monitor grant applications; monitor existing programs for compliance with regulations. 8. Analyzes federal, state, and local legislative proposals for impact on assigned operations. 9. Ability to: Perform a full range of responsible analytical and administrative duties in support of assigned programs, functions, and/or department involving the use of independent judgment and personal initiative. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, economics, environmental science/studies, or a related field. Experience: Four years of increasingly responsible administrative, analytical, and/or budgetary experience.

The current vacancy is assigned to Measure FF and will function as a project leader and serve as a technical expert in the transportation engineering field with responsibility for administrative and technical work in transportation engineering, as well as for planning, design, and specifications.

Some key responsibilities include:

• Manage consultant teams, including scope development, task coordination, technical review of deliverables, schedule oversight, and ensuring projects meet Measure FF budget and performance expectations.
• Lead planning, design, and technical analysis for Measure FF safety, multimodal, and corridor improvement projects, ensuring compliance with engineering standards, MUTCD, Caltrans guidance, ADA/PROWAG, NACTO, and Vision Zero principles.
• Oversee project implementation and field coordination, working closely with Public Works Engineering and Transportation Division, other City departments, external contractors, and utility partners to ensure successful construction, installation, and close-out of Measure FF improvement projects.
• Support Measure FF financial and program management, including cost estimating, budgeting, resource planning, and contributing to capital planning, reporting, and accountability requirements tied to the ballot measure.
• Perform additional Traffic Engineering assignments as needed to support the Transportation Division, including traffic studies, safety reviews, support for council requests, and coordination on citywide multimodal initiatives.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and three years of increasingly responsible traffic engineering experience, one year of which was at a level equivalent to the Assistant Transportation Engineer class.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer as well as a valid California driver's license with a satisfactory driving record.

Progressively responsible related experience may be substituted for the college course work on a year for year basis. A master's degree in Transportation Engineering/Planning or a related field is desirable.

The City of San Bruno is seeking one Principal Civil Engineer with a strong focus on Land Development (LD) and Traffic. Those with experience in Capital Improvements Program (CIP) are also encouraged to apply.  The LD/Traffic and CIP Divisions are within the Engineering Section of the Public Works Department.   

 

Under the supervision of the City Engineer, the Principal Civil Engineer will manage complex land development, traffic and CIP projects and will coordinate the activities of consultants and junior level staff in a variety of supporting disciplines.  The Principal Civil Engineer will be establishing Division processes and procedures and ideally have strong delegation and managerial capabilities.   

 

The Principal Civil Engineer of LD/Traffic will be responsible for overseeing private development, encroachment permits, Public Works Engineering plan review of building permits, and traffic engineering and coordinate with transportation planning.  This position will supervise junior staff including three engineers for land development and traffic.  The City currently has several transformative projects including Reimagining Tanforan, YouTube, Crestmoor Development, and Engvall School Development.

 

Other duties will include supervising the review of private development and/or subdivision plans for conformance to standards and participating in the development of capital improvement plan and projects and may from time to time be responsible for delivering key CIP projects. 

 

The City’s CIP budget for fiscal year 2025-26 totals $137 million and consists of 118 projects, including the replacement of Fire Station 52, the construction of water tanks, water and sewer mains and pump stations, railroad grade separation, and transportation projects.  The community additionally passed a local measure, which provides for enhanced funding for pavement treatment and storm drain infrastructure.  The breadth and depth of projects within a medium sized community provide endless opportunities for professional growth. 

 

The ideal Principal Civil Engineer candidate will possess the following:   

• Graduation from an accredited four-year college or university with a degree in civil engineering or a closely related field 

• Possession of a master’s degree in civil engineering or public or business administration is desirable 

• Five (5) years of increasingly responsible experience performing program management and/or project coordination duties in engineering, two (2) years of which equivalent to a Senior Civil Engineer. 

• Possession of a valid California driver’s license or the ability to obtain one prior to employment. 

• Possession and maintenance of a valid registration as a Professional Engineer in the State of California, or possess Professional Engineer Registration in another state with the ability to obtain California registration within six (6) months 

• Municipal professional engineering and supervisory experience highly desirable 

• Experience in the development of standard operating procedures and policies

Compensation

The annual salary range for this position is currently $153,726 to $188,641. These are represented positions.

The Engineering & Program Delivery Division:

This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Eastridge to BART Regional Connector, that connects light rail system to  regional transit systems.

Under general direction, the Transportation Engineering Manager manages staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, administering large capital budgets, including supervising consultant services; and performs managerial and administrative duties.
 

Distinguishing Characteristics

A position in this classification has direct responsibility for project management and development of VTA projects. This position supervises VTA and consultant staff including mentoring and advising staff, administers large project budgets, and is responsible for projects that range widely in level of complexity, involving management of VTA staff and multiple professional planning, engineering and/or architectural agreements.

Minimum Qualifications:

Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Related analyses include mass balance, statistics, or other methods to prepare or review hydrogeologic reports and engineering analyses. Work directly supports water supply operations, managed aquifer recharge, drought response, Sustainable Groundwater Management Act (SGMA) compliance reporting, and the Water Supply Master Plan. Additional responsibilities may include environmental stewardship projects, land use reviews, and field monitoring activities.

This is a single position, for which the incumbent would be hired as either an Assistant Engineer I/ II or an Assistant Water Resources Specialist I/II. There are multiple ways a candidate may develop the skills and experience required to be successful in this role. Depending on the background and experience of the selected candidate, the exact classification will be determined at the point of hire.

Key Responsibilities include, but are not limited to:

• Conduct groundwater modeling, hydrogeologic studies, and investigations using and maintaining numerical groundwater models, statistics, or other methods to support water supply operations and planning. 
• Prepare and review reports regarding issues such as groundwater modeling and supply conditions, groundwater monitoring and protection, and surface water/groundwater interaction. 
• Support Valley Water's continued compliance with the Sustainable Groundwater Management Act.
• Analyze proposed projects, land use, regulations, and policies and develop recommendations for groundwater protection.
• Collect, validate, and/or interpret hydrogeologic data related to groundwater levels, groundwater quality, surface water, seawater intrusion, and land subsidence.

Ideal Experience:

Assistant Water Resources Specialist I or Assistant Engineer I

No experience is required. Preferred academic/research focus includes:

• Academic projects or research in groundwater modeling and hydrogeology, including issues like groundwater supply, groundwater/surface water interaction, and/or seawater intrusion. 
• Use of groundwater flow models, geographic information system (GIS), statistics, Microsoft Excel, and computer programming to support academic or research projects.

Assistant Water Resources Specialist II or Assistant Engineer II

Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Proficiency using and maintaining groundwater flow models. 
• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Ideal Knowledge, Skills, and Abilities:

Assistant Water Resources Specialist I or Assistant Engineer I

• Effectively analyze, interpret, summarize, and present technical information and data. 
• Organize and prioritize multiple tasks in an effective and timely manner; set priorities and meet critical time deadlines. 
• Establish and maintain effective working relationships with colleagues, external agencies, the public, vendors, and contractors.
• Some knowledge of principles, practices, concepts, and standards of water resources management, hydrogeology, geology, and hydrology.
• Some knowledge of principles, practices, theories, and methods of groundwater modeling, groundwater budgets, and long-term water supply analysis.
• Practices of researching water resources issues and preparing and presenting effective and technical reports.

Assistant Water Resources Specialist II or Assistant Engineer II (in addition to level I)

• Evaluate alternatives, make sound recommendations, and prepare effective technical reports. 
• Communicate clearly and concisely, both orally and in writing. 
• Thorough knowledge of principles, practices, concepts, and standards of water resources management, hydrogeology, geology, and hydrology.
• Proficiency in numerical groundwater flow modeling, groundwater budgets, and long-term water supply analysis.
• Recent and on-going water resources related developments, including information technology, current literature, and sources of information related to the operations of assigned areas of responsibility.
• Independently conduct comprehensive water resources studies, investigations, and analyses.
• Interpret, apply, explain, and ensure compliance with applicable federal, state, and local policies, procedures, laws, and regulations, and Valley Water’s water resources policies and procedures.
• Effectively represent the unit and Valley Water in meetings with governmental agencies, community groups, and various businesses, professional, and regulatory organizations and in meetings with individuals.

Ideal Training and Education:

Assistant Water Resources Specialist I/II

Graduation from an accredited four-year college or university with major coursework in water resources management, natural resources management, planning, civil or other field of engineering, geology, physical sciences, earth sciences, natural sciences or a field related to assigned functional area(s). 

Assistant Engineer - Civil I/II

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

OR  

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Required License or Certificate

Registration with the State of California as a Professional Geologist (PG) or Professional Engineer (PE) is a plus. (if registered, a 2.5% differential will apply).

Groundwater Management Unit (Position Code 76) 
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

ABOUT THE POSITION

The City of Redwood City’s Engineering and Transportation Department invites you to apply for the position of Part-Time Contract Senior Transportation Planner.  The current opening is a contract position for a two-year term with a focus on managing multi-use trail projects including planning, feasibility studies, environmental coordination, and engineering design. The position requires working with regulatory agencies on environmental clearance process.
