Position Duties

The salary range for the Senior Power Resources Specialist Classification is:
$147,005.04 - $180,070.80 Annually
This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Energy Department is seeking to fill one (1) full-time Senior Regulatory Compliance & Policy Manager (Senior Power Resources Specialist) position for the Regulatory Compliance & Policy Division. This position reports directly to the Deputy Director of the Regulatory Compliance & Policy Division and will provide technical analysis, assess the potential business impacts to SJCE from proposed regulatory changes, and provide expert public representation.

Under general direction of the Deputy Director, the Senior Regulatory Compliance & Policy Manager will be responsible for engaging in the increasing number of complex electric regulatory proceedings and effectively advocating for the business interests of SJCE at the  California Public Utilities Commission (“CPUC”), the California Energy Commission (CEC), and California Independent System Operator (“CAISO”) to protect and advance San José business and community interests. Typical duties of this position may include, but are not limited to:

• Monitoring and advising internal staff about the progress of regulatory policy and rate-related proceedings
• Performing independent analysis of the possible operational impacts of rate cases and regulatory proceedings
• Representing SJCE before regulatory bodies and on external working groups
• Keeping abreast of key regulatory issues affecting CCAs, and assisting in prioritizing proceedings
• Developing formal written comments to regulatory agencies and advising on advocacy strategy
• Working with other internal teams to share and learn relevant information
• Other duties as assigned     

Minimum Qualifications

Education 
A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or related field to utility business.

Experience

Three (3) years of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

Possession of a valid State of California driver’s license is required.

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

• Operate a variety of small power tools and light equipment, including spray equipment, mowers, chain saws, weed eaters, pole saw, hydro seeder, small trenchers, loader, compactors, water trucks, forklift, straw mulcher, auger, sandbag machine, and chipper; clean, adjust, and perform minor maintenance on light equipment to ensure proper operating condition. 
• Mix and apply herbicides, and calibration of spray equipment to control the growth of vegetation on and around flood control and water distribution facilities and rights of way.

• Participate in Valley Water’s sandbag program as needed. 
• Perform calculations of required work materials; document daily application of chemical use; photo documentation of work, complete work order dailies, best management practices checklists, surveys, forms, and time data entries. Maintain paper and electronic records of work performed.

The Department: 

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions: Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together, these divisions carry out the mission of the Finance Department to ensure that the City's financial and fiscal activities are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department seeks to recruit a Meter Reader with experience working independently, with a high level of motivation, integrity, and customer service. This position will read between 500 and 1,200 analog and digital residential, commercial, and industrial water and electric utility meters to ensure the accuracy of readings entered into a hand-held data entry terminal. This position plays a key role in ensuring accurate utility billing and revenue integrity by collecting and recording meter data while providing courteous, professional interactions with customers in the field.

Signing bonus

Hybrid schedule

Overview:

The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The City of Burlingame Department of Public Works is currently recruiting for a Senior Civil Engineer.  This is a senior level position that manages staff and major program areas in the Engineering Division; performs professional engineering work, project management and coordination of a variety of public works and transportation projects. Performs difficult, professional civil engineering work in the planning and design of street, water, sewer and other public works facilities. Coordinates with City Departments, private engineers, inspectors and contractors on technical details of public works facilities. This is a full-time position that requires significant administrative, analytical and technical skills acquired by advanced professional training and experience. Incumbents of this classification are expected to have a breadth of knowledge and experience to successfully manage complex projects with considerable independence.

Essential Functions (including but are not limited to the following)

• Must be able to work independently with minimum supervision and guidance from the Assistant Director of Public Works;
• Must be able to plan and manage complex projects, perform difficult and complex engineering work, project management and represent the engineering division at City Council and Commission Meetings in the absence of the Assistant Director of Public Works;
• Strong written and verbal communication skills for preparing Engineering reports and making presentations to the public and agencies;
• Supervises and participates in the design of engineering plans and specifications for the construction of streets, street lighting, traffic signals, parks and recreation facilities, building facilities, storm, sanitary sewer and water systems, parking facilities and other structures;
• Manage preliminary design studies to determine the most economical and satisfactory type of installation;
• Prepares forecasts and develops and monitors division and capital improvement project budgets;
• Identifies potential funding alternatives and recommends program planning criteria and priorities for inclusion in the budget planning process; trains and develops engineers, technical and clerical support staff; assigns, reviews and evaluates the work of staff in developing computer analyses, technical and staff reports, plans and specifications for engineering design, construction and problem resolution;
• Supervises subdivision plan checking for conformance to City standards;
• Coordinates projects with other departmental sections of teams, consultants, developers and property owners;

Minimum Qualifications

Knowledge of:  Principles, practices and methods of civil engineering as applied to the planning, designing and construction of streets, storm drainage water systems, building facilities, traffic operations and analysis and other systems; design principles, strengths of materials, stress analysis and principles of mechanical, electrical and structural engineering and surveying as they apply to the design of public works structures; city codes and ordinances; principles of supervision, training and performance evaluation; applicable laws, legal issues and regulatory codes related to design and construction; principles and practices of municipal management including personnel, budget planning and preparation and public relations.

Ability to:  Plan, assign and manage division priorities; effectively supervise and train professional, technical and clerical support staff; learn and retain City administrative, budgeting, purchasing and personnel processes and procedures; perform complex civil engineering studies, transportation studies; analyses and design; identify problem areas and develop alternative solutions and recommendations; determine adherence to engineering, specifications on a wide variety of improvements and construction projects; express technical information to non-engineering staff, maintenance personnel and consultants; develop plans and programs responsive to current mandates and needs; communicate clearly orally and in writing; manage a wide variety of projects simultaneously; develop and maintain cooperative working relationships with others to coordinate public works activities with other city departments, divisions and outside agencies; operate computer system and associated engineering applications; learn, retain and apply various laws and regulatory codes relevant to assigned area of responsibility.

Skills:  Make accurate engineering computations and drawings; familiarity with Computer-Aided-Drafting is desirable; ability to operate survey equipment, e.g., experience with spreadsheets and word processing computer programs.

License/Registration:  Possession of a valid Class C California Driver’s License. Valid registration in the State of California as a Professional Engineer in Civil Engineering.

Education and Experience:  Bachelor’s degree in Civil Engineering or a closely related field from a recognized college or university. Six years in professional civil-engineering work involving engineering design, plan checking, project management and two years of supervisory responsibility. Additional related experience may be substituted for formal college education on the basis of two years’ experience for each year of formal college education.

Physically able to perform functions that would allow sufficient mobility to negotiate difficult construction terrain where crouching, climbing, and/or kneeling would be required. Ability to maintain cooperative working relationship with all those contacted in the course of work; remain calm during emergencies and when talking to irate citizens; exercise good judgment at all times; to enforce regulations with tact and diplomacy; to explain technical matters simply and patiently; to analyze situations accurately and adopt an effective course of action; to sit for long periods of time at a desk or in a car; a self-starter with good judgment, sufficient vision, hearing and stamina to perform the above functions. The Selection Process

Under close supervision, the Seasonal Operations Aide provides entry-level support to an assigned department or division. This temporary role (up to 180 days) offers hands-on experience in operations, assisting staff with tasks such as maintenance, repair, cleaning, construction, and light equipment use. Duties may vary by program area and can include manual labor and tool handling.

Examples of Essential Job Functions (may include but are not limited to):

• Under direction, assist in the maintenance and upkeep of City facilities including but not limited to: parks, fields, SLP’s, streets, buildings, sewers, pools, playgrounds, and others.
• Under direction, assist in the construction or installation of City infrastructure such as curbs, sidewalks, paths, railings, stairs, signs, etc.
• Under direction, prepare and maintain work sites with safety in mind, including proper cordoning, clearance, traffic safety, and the like.
• Prepare and maintain equipment for use; clean and store equipment; shuttle and deliver equipment as directed.
