About the Position
 
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.
  
 Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to:

• Emissions modeling of toxic air contaminants including Health Risk Assessments
• Verification of emissions inventories
• Data/database development and management 
• Technical support for rules and regulations

Positive Duties 

The Department of Public Works is recruiting to fill three (3) Senior Construction Inspector positions for the Construction Management Services (CMS) section within the Engineering Services Division: one (1) in Permits and two (2) in Storm and Sanitary  Capital Program.

 

Salary range for this classification is $110,488.56 - $134,403.36/annually

 

This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

 

Engineering Services Division (ES) - Permits

The Senior Construction Inspector(s) assigned to Permits in the Engineering Services Division is responsible for coordinating, supervising, and performing materials sampling and testing of various construction materials to ensure compliance with City and State Standards and Specifications. Under the supervision of Principal Construction Inspectors, the candidate will perform the key responsibilities listed below.

 

Key responsibilities include, but are not limited to the following:

• Reviews plans and specifications and submittals for conformance to established standards for major construction projects.
• Reviews plans, drawings, and blueprints for completeness and accuracy and assures implementation of plan.
• Supervises, schedules, assigns, and directs activities for Associate Construction Inspectors, Engineering Technicians, Engineering Trainees, and Student Interns.
• Reviews and makes recommendations concerning proposed projects.
• Assists in resolving disputes between contractors, inspectors, developers, utilities, and consultants.
• Responsible for the tabulation of quantity of work completed per schedule of quantities, including the review of pay letters.
• Provides daily written reports describing project events.
• Facilities knowledge: concrete, carpentry, flooring, fencing, doors and windows, some plumbing, etc.
• Project management: scope development, procurement for resources (services and materials).
• Performs building assessments – assesses and documents the condition of building envelops and hard surfaces, interior coverings to include walls, flooring, ceilings, etc.
• Available to perform overtime duties on weekends, holidays, midnight or swing shift when requested.
• Performs Public Works emergency duties, such as flood watch when required.
• Investigate and respond to construction inquires/complaints from other departments or the public.
• Reviews plans and specifications to determine proper testing requirements and standards.

Engineering Services Division (ES) - Capital Improvement Programs

The Senior Construction Inspector(s) assigned to Storm and Sanitary Capital Programs in the Engineering Services Division is responsible for maintenance and construction project management for Public Works. Under the direction of Principal Construction Inspectors, the candidate will perform the key responsibilities listed below.

Key responsibilities include, but are not limited to the following:

• Reviews plans and specifications and submittals for conformance to established standards for major construction projects.
• Prepares resource and/or cost estimates.
• Reviews plans, drawings, and blueprints for completeness and accuracy and assures implementation of plan.
• Supervises, schedules, assigns, and directs activities for Associate Construction Inspectors, Construction Inspector I/II, Engineering Technicians, Engineering Trainees, and Student Interns.
• Reviews and makes recommendations concerning proposed projects.
• Assists in resolving disputes between contractors, inspectors, developers, utilities, and consultants.

Engineering Technician I: $82,118.40 - $105,164.80 Annually

Overview: 

The Engineering Technician will assist in conducting field investigations in encamped areas and producing Encampment Risk Assessments (with associated maps, description, police reports, photos, other necessary documentation) to document encampment abatements for management review. The position also assists in posting legally mandated flyers for encampment cleanups and/or abatements, in responding to a significant number of public inquiries regarding encampments, and assisting in scheduling encampment cleanups. This role will assist the Field Operations Administrator (FOA) in the enforcement of the Water Resources Protection Zones Ordinance, which prohibits unauthorized camping on Valley Water property.

• Conduct site visits to encamped areas on Valley Water properties to note encampment conditions relative to guidelines established in the Water Resources Protections Zones Ordinance, as well as trash and biowaste locations. Capture information in encampment risk assessment database and customized GIS Data collection tools.
• Respond to encampment-related public requests by phone, email, and online via the Access Valley Water portal. These responses will usually entail site visits, research into property ownership via GIS, and referencing and/or modifying crew work schedules. Responses to issues noted outside of Valley Water property often result in communication and coordination with partner agencies.
• Respond to encampment-related requests from internal Valley Water staff. 
• Plan encampment cleanups and abatements by creating work orders using Maximo software. As needed, support the Field Construction Supervisor with weekly crew scheduling needs. Once abatements and cleanups have been scheduled, assist the Field Operations Administrator with posting required notices prior to work being performed.
• Contribute to staff safety by tracking dangerous incidents utilizing GIS tools and requesting crew support from internal security staff and law enforcement partners.

Integrated Field Operations Unit (Position Code 182)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The Engineering & Program Delivery Division:

This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Eastridge to BART Regional Connector, that connects light rail system to  regional transit systems.

Under general direction, the Transportation Engineering Manager manages staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, administering large capital budgets, including supervising consultant services; and performs managerial and administrative duties.
 

Distinguishing Characteristics

A position in this classification has direct responsibility for project management and development of VTA projects. This position supervises VTA and consultant staff including mentoring and advising staff, administers large project budgets, and is responsible for projects that range widely in level of complexity, involving management of VTA staff and multiple professional planning, engineering and/or architectural agreements.

Minimum Qualifications:

Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

Overview:

Do you want to be part of a dynamic team that helps ensure sustainable groundwater supplies? Valley Water is seeking qualified candidates to join the Groundwater Management Unit. This position uses and maintains groundwater models to simulate current and future groundwater conditions, supporting groundwater supply and planning programs and contributing to sustainable water management. Related analyses include mass balance, statistics, or other methods to prepare or review hydrogeologic reports and engineering analyses. Work directly supports water supply operations, managed aquifer recharge, drought response, Sustainable Groundwater Management Act (SGMA) compliance reporting, and the Water Supply Master Plan. Additional responsibilities may include environmental stewardship projects, land use reviews, and field monitoring activities.

This is a single position, for which the incumbent would be hired as either an Assistant Engineer I/ II or an Assistant Water Resources Specialist I/II. Two (2) years of professional level experience with responsibility for compliance with environmental permitting, water supply planning or distribution, groundwater management, mitigation of natural resource impacts, or hydrogeology or engineering civil.

• Proficiency using and maintaining groundwater flow models. 
• Project based work experience in groundwater management and hydrogeology including issues like groundwater overdraft, managed aquifer recharge, groundwater/surface water interaction, and/or seawater intrusion. 
• Proficiency in Microsoft Excel, including experience with functions, graphs, and pivot tables in Excel. 
• Experience using GIS and performing statistical analysis (e.g., trend test), and use of computer programming language.

Graduation from an accredited four-year college or university with major coursework in civil engineering or a field related to assigned functional area(s).

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

Required License or Certificate

ABOUT THE POSITION

The City of Redwood City’s Engineering and Transportation Department invites you to apply for the position of Part-Time Contract Senior Transportation Planner.  The current opening is a contract position for a two-year term with a focus on managing multi-use trail projects including planning, feasibility studies, environmental coordination, and engineering design. The position requires working with regulatory agencies on environmental clearance process.

The City of Foster City is looking for a dedicated and motivated individual to join our team as a Senior Engineering Technician in the Public Works Department. The position plays a key role in the oversight and management of work in the Public Right of Way and requires experience in project inspection, construction, and field operations. The ideal candidate will have experience reviewing traffic control plans, and familiarity with underground utility work for water, wastewater, stormwater, communications, gas, and electric systems.  This role is responsible for reviewing and processing transportation and encroachment permit applications, and as such, proficiency with computers and the ability to learn and use various software applications, is highly desirable.  The Senior Engineering Technician works on a diverse range of projects that directly impact the community, making strong communication skills essential for successful interactions with the public, utility companies, and contractors.    

This position is suited for someone who can take ownership of wide ranging assignments with minimal supervision. The ideal candidate is able to work independently coordinate engineering support functions and collaborate effectively with internal staff and external stakeholders.  

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent; college courses in engineering or drafting desirable.

Experience: Four years of full-time, paid experience in municipal engineering, including drafting and surveying. Up to two years of college education in engineering or drafting may be substituted for the required full-time experience on a year for year basis.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

Overview: 

Valley Water is seeking a strategic and collaborative leader to serve as the Real Estate Asset Administrator (Supervising Program Administrator), responsible for overseeing the stewardship, compliance, and operational integration of the district’s extensive land portfolio, including fee-owned lands, conservation properties, and easement interests. This role will guide policy implementation, interagency coordination, and programmatic improvements to ensure that Valley Water’s lands are managed to support flood protection, water supply reliability, environmental stewardship, and public access objectives consistent with District policies and regulatory requirements.  This position plays a key leadership role within the Real Estate Services function and works closely with Operations & Maintenance, Watersheds, Environmental Planning, Legal, and external partners such as cities, counties, and open space agencies.

Key responsibilities include: 

• Serve as the primary program liaison with cities, Santa Clara County, and partner organizations regarding joint use of Valley Water lands for recreation.
• Lead negotiations and implementation of land management–related agreements, including joint use agreements, master license, and master partnership agreements, with partner agencies. 
• Identify and address land stewardship opportunities such as encroachment remediation, site stabilization, access improvements, fencing, signage, restoration, and compatibility upgrades to support flood protection and watershed management objectives. 
• Lead and manage the evaluation and disposition of surplus or underutilized District lands, consistent with Valley Water policies, statutory requirements, and long-term operational and environmental needs.
• Prepare Board memoranda, resolutions, and supporting documentation to facilitate approval of surplus land declarations and subsequent disposition transactions.
• Support the development and ongoing enhancement of a comprehensive database to track and manage maintenance of flood protection and other watershed assets.

Ideal Experience:

Six (6) or more years of progressively responsible experience in public agency land management, real estate services, right-of-way, natural resources stewardship, or a related program. 

Experience working with multiple stakeholders including local and state public agencies, private parties, and other stakeholders.

Ideal Skills and Abilities:

• Ability to independently manage and administer a complex, districtwide land stewardship, and property rights program, including policy development and strategic planning.
• Demonstrated ability to negotiate and administer complex interagency, joint-use, and public-private partnership agreements involving public property.
• In-depth knowledge of land rights (fee, easements, licenses) and public agency land stewardship responsibilities.
• Ability to balance operational needs, environmental commitments, and third-party requests on District lands.
• Strong negotiation, facilitation, and conflict-resolution skills.
• Excellent written and verbal communication skills, including preparation of Board-level materials.
• Ability to manage multiple priorities and provide sound, defensible recommendations on complex land use issues.
• Experience integrating land records and real estate data with GIS-based asset management systems and web mapping tools.

Ideal Knowledge:

• In-depth knowledge of land rights (fee, easements, licenses) and public agency land stewardship responsibilities.
• Knowledge of applicable federal, state, and local laws and regulatory requirements governing public land management and surplus property processes (e.g., Surplus Lands Act).

Ideal Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration or a related field.

Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Real Estate Services Unit (Position Code 947)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

The Deputy Director of Public Works / City Engineer, plans, directs and manages assigned functional areas within the engineering or utility division in connection with engineering design, construction, inspection, transportation projects and the capital improvement program; staffs one or more citizen advisory committees; performs advanced professional engineering assignments on a wide range of municipal projects of a complex nature; serves as project manager on a variety of projects; supervises engineering and technical staff of the department directly or through subordinate levels of supervision on a day to day basis; functions as department head in their absence as assigned. Serves as the City Engineer responsible for engineering standards, development review, and oversight of public works engineering activities.

Class Characteristics
Deputy Director of Public Works – City Engineer is a Deputy Director level engineering classification responsible for overseeing the City’s engineering functions and performing a wide variety of engineering duties requiring independent judgement and initiative in prioritizing, scheduling, assigning and coordinating work. This class requires registration as a professional engineer. This class is distinguished from all other engineering classes by its supervisory and administrative responsibilities over a wide range of duties as well as the requirement to perform the more complex engineering and project management assignments. Assignments and projects may be long-term or may constitute a major portion of a continuous or comprehensive engineering or construction program. Typically assigned functional areas include private development review and plan checking, oversight of regulatory compliance (e.g., Municipal Regional Permit [NPDES], Cal-OSHA, SWRCB/RWQCB non-utility related orders), waste franchise, Sierra Point Lighting & Landscape District, and Capital Improvement Program.

 

Supervision Received and Exercised:

Receives general direction from the Public Works Department Head.

Provides general supervision to engineering, maintenance, and administrative support staff.
