THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.
• Plans, organizes, administers, reviews and evaluates the activities of professional and technical support staff.  Assist the Human Resources Director in employee relations and labor negotiations.
• Confers with City employees regarding personnel, employee relations, or related activities or problems and may assist the Director in conferring with supervisors and managers on the same matters.
• Prepare complex written reports and make presentations to the City Council as required.
• Assists the Director in managing the training program for the City in assessing training needs and in developing programs to enhance the skill and performance level of employees.
• Selects assigned staff and provides for their training and professional development; interprets City policies and procedures to employees.
• Directs and conducts analytical studies; develops and reviews reports of findings, alternatives, and recommendations.
• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget.
• Oversees the recruitment testing and certification program for the City; reviews and approves recruitment and examination plans for open and promotional recruitments using established guidelines and authorities; works with subordinate staff to design and implement appropriate internal procedures to assure that the recruitment, testing, and certification meet accepted standards.
• Manages and directs the City's employee benefits program, including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products.
• Participate in labor relations activities, including contract negotiations, meet and confer sessions and meet and consult sessions.
• Serve as the HR lead regarding Information Systems/Technological management
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.

The Position: Facility and Sports Field Attendants work behind the scenes making all Recreation and Community Services excel! This job entails setting up for events and rentals, opening and closing facilities, general janitorial services, sports field preparation, working in concessions and selling food during sports games. Glenn County is seeking a Human Resources (Personnel) Analyst I/II to support a wide range of HR functions, including employee relations, leave administration, benefits, recruitment, and more. This is a hands­-on, generalist role offering broad exposure to HR operations and the opportunity to make a direct impact on County employees and services. The official job class title for this position is currently the Personnel Analyst I/II. This position is scheduled for 40 hours per week. 

WHAT YOU'LL DO

•    Assisting with employee benefits and health plan administration, employee inquiries, enrollment support, and new employee orientation
•    Supporting leave administration processes and maintaining confidential personnel records and documentation
•    Preparing, proofreading, and coordinating reports, agendas, contracts, correspondence, notices, and other professional documents
•    Responding to employee and department inquiries and assisting in interpreting policies, procedures, and personnel-related requirements

Definition: Under supervision, to provide facility support to recreation programs, activities or services; understands and adheres to facility policies and procedures; and performs related work as required.  This temporary part-time non-benefited position works an average of 5 - 25 hours per week during the program year.  Available shifts are Saturday and/or Sunday afternoons/evenings.

Essential Duties:  Depending upon assignment, the duties of a Facility Attendant - Recreation Leader I, II or III may include, but are not limited to, the following:

• Organizes, inventories and maintains necessary facilities and materials.
• Open, close, and secure recreation facilities.
• Set up and tear down tables and chairs.
• Follow set-up directions specific to each activity and event.
• Maintains group and individual discipline, and code of conduct.
• Perform light maintenance to maintain equipment, rooms, and the overall appearance of the facility and picnic rental sites
• Provide quality customer service to all instructors, participants, and renters
• Performs other duties of a similar nature or level.

Special Requirements:   Vision adequate to perform room set-ups and take down; speak clearly; ability to bend stoop or crouch; physical stamina to complete all set-up related activities; ability to work off-hours, shifts or events as required; strength to lift and carry materials weighing up to 20 pounds; and the ability to work outdoors in a variety of weather and temperature conditions.

Minimum Qualifications:

Education & Experience: 

Recreation Leader I:  Current enrollment in high school, with minimum age of 15 at time of appointment.  Must possess a work-permit. No previous experience required.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one. 

Service Standards:  

Must successfully complete background process.  All candidates will be fingerprinted pursuant to California State Law.  All successful candidates under age 18 must possess a work permit prior to hire.

Description 

Under the general direction from the Recreation Supervisor, the Recreation Specialist – Enrichment is responsible to act as a liaison to the Department’s flourishing enrichment (after school) program and ensure the smooth operation of programming for preschool and elementary aged classes both on and off-site. This includes the elementary-aged afterschool programs Supervised Play at Old Mill Elementary School and Center of Play at the Mill Valley Community Center. This position requires a high level of customer service, attention to detail, marketing prowess, evaluation and oversight of programs, independent contractors, and part-time staff, and the ability to build relationships throughout the community. The Recreation Specialist- Enrichment will assist other staff in the Youth and Teens Division for seasonal programs as needed. 

The ideal candidate will have significant experience working in elementary aged programs, ideally in a fast-paced and dynamic setting. A bachelor’s degree from an accredited four-year college or university with major coursework in early childhood education, recreation, or a related field with a minimum of two years of experience in delivering kindergarten, elementary and/or youth programming, etc. is preferred.

NOTE: This is a part-time, non-benefitted position for the Mill Valley Arts and Recreation Department.  

DEFINITION: Communicate with participants, families, instructors, staff and elementary school sites to coordinate class schedules, registrations, and program needs for the TK-5th grade After School Enrichment programs. Hours are approximately Monday-Friday, 12:30pm-5:30pm. 

EXAMPLES OF DUTIES: 

• Facilitates recreation activities for specific age group: Transitional Kindergarten through 5th Grade. 

• Organizes, implements, directs, supervises and/or promotes specific programs and activities. 

• Processes program payments promptly and thoroughly. 

• Programs enrichment classes for each season (Fall/Winter/Spring/Summer).  

• Participates in the preparation and administration of assigned program budget. 

• Works with local School District, PTAs, and community groups in developing, promoting, and providing programs and activities. 

• Communicates clearly and concisely, both orally and in writing. 

• Demonstrate excellent customer service and communicate effectively and professionally with schools, staff, parents, and children. 

• Monitors the day-to-day operations of the programs, including making site visits, handling and resolving complaints not requiring the attention of a supervisor and ensuring that programs and events have required materials, staff, and supplies. 

• Assists in the evaluation of programming including conducting customer satisfaction surveys and analyzing reports on program effectiveness. 

• Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes. 

• Creation and development of new programs, as needed. 

• Accurately maintain attendance records. 

• The ability to speak English clearly and understandably. 

• Perform related duties as required. 

• Must be able to lift 50lbs.
